Corporate social responsibility has emerged as a concept for business from within developed, Western economies. Such economies are underpinned by functioning institutions, where compliance with regulation is assumed. Recently, however, the ability of this traditional understanding of CSR to take account of the different economic and institutional arrangements found in non-Western contexts has been challenged. It has been argued that CSR research needs to be more contextualized and that the Western interpretation and assumptions about what CSR is and how it (...) is enacted needs to be broadened and challenged to take account of different stages of economic development. With this argument in mind, this article presents a contextualized critique of CSR undertaken in the Russian Federation. Based on a qualitative study involving managers within privatized Russian firms, this article explores the type, nature, and scope of CSR undertaken and attendant motivation of firms to engage in CSR practice. By taking account of the historical and cultural antecedents of both the Soviet Union and the post-Soviet transition period, the author reveals that while the market is driving conventional forms of CSR within some Russian firms, the historical legacy of both the Soviet Union and more recent political developments have a stronger influence on the type and nature of CSR undertaken. These findings challenge the assumptions about both the voluntary nature of CSR and the prerequisites needed for CSR to take place. (shrink)

The aim of this paper is to study the methodological foundations of the humanities education for international students as an alternative to transhumanist ideology. The paradigmatic approach is used as a factor analysis of students' educational processes. Particular attention is paid to the substantiation of the methodological foundations of the education humanisation on the basis of modern ontologically anthropological and religious‐anthropological achievements of the philosophical field of knowledge. The novelty of the study is due to a discussion of the contradictions (...) caused by all‐round technocratisation and informatisation, the fall of moral standards and the degradation of human behaviour. The practical significance of the study is determined by the need to develop a different pedagogy and model of education for modern students. The article is devoted to the identification of factors influencing the export trade flows of the Russian Federation to the EAEU member states. Gravity modeling (H. Linnemann's model) was used as a research tool. The introduction of dummy variables is justified. A comparative analysis of the identified factors is presented. A forecast of export trade flows of the Russian Federation to the EAEU countries for 2020-2022 has been made.

Globalization, political upheavals, and Western economic struggles have caused a geographical reprioritization in the realm of drug development and human clinical research. Regulatory and cost hurdles as well as a saturation of research sites and subjects in Western countries have forced the pharmaceutical industry to place an unprecedented level of importance on emerging markets, injecting Western corporate initiatives into cultures historically and socially isolated from Western-centric value systems. One of the greatest recipients of this onslaught of Western business and research (...) practices is the Russian Federation. The purpose of the study is to study the demographic situation in the Russian Federation using a system of general and particular statistical indicators, to identify the problems of socio-economic policy and suggest possible ways to solve them. The article examines various factors that influenced the demographic situation in Russia in 2000-2021; demographic problems, the consequences of which affect the socio-economic life of Russian society; the demographic situation that has arisen due to the epidemiological situation in our (...) country. The scientific novelty of the research consists in considering the influence of various factors, including pandemics, on the demographic processes in the Russian Federation. Purpose of this article is to tell foreign readers about novels made in Russian intellectual property law in 2014. As is known modern Russian revolution in the field of intellectual property legislation occurred January 1, 2008 when Russian intellectual property legislation was codified, included in the text of part fourth of the Civil Code of the Russian Federation. Part fourth of the Russian CC entered into force on January 1, 2008. At the same day (...) seven sectoral intellectual property laws were repealed. Second Revolution in this field took place during 2014: Federal law №35-FZ, 2014, substantially amending the Fourth part on the CC, entered into force on October the 1st of 2014. Scientific aim: The essence and evaluation of these amendments is the subject matter of this paper. Methods: The research is based on the analysis of the new amendments and articles added to the part fourth of the CC. Findings: Codification of the sectoral legislation en bloc in CC is a unique phenomenon. The author believes that such a construction of intellectual property law was made correctly and at the proper time. Factually the Federal Law №35-FZ is the eleventh law amending the text of the part fourth of the CC. But all previous amendments were small and not substantial. As far as amendments introduced by the law №35-FZ are concerned, they are numerous and very, very substantial. Before entering into force of the law №35-FZ, the Part fourth of the CC contained 328 articles. The law 35-FZ amends 169 articles of it and adds seven new articles. I am convinced that the law is a rather big step towards building a modern system of intellectual property legislation in Russia. Conclusions: More than 150 amendments were introduced by the law №35-FZ. Author estimates about 80% of them as positive and about 20% as negative and erroneous. These amendments do not contradict the international intellectual property agreements signed by the Russian Federation. Generally their purpose is to enhance and clarify the Russian intellectual property legislation and to narrow the gap between Russian and European intellectual property laws. The author of this article deals with intellectual property laws more than 50 years on. Introduction. The study of the economic potential of industrial regions is an important task in modern economics. Industrial regions play a key role in the country’s economy, as they are the main centers of production and services, create jobs and contrib- ute to the development of other sectors of the economy. One of the main tools for analyzing the economic potential of industrial regions is to assess their opportunities to attract investment, develop production, improve the quality of life and well-being (...) of the population. This makes it possible to identify problem areas in the region’s economy and develop measures to eliminate them. The purpose of the study. The study is devoted to identifying the relationship between the economic potential and the welfare of the population as exemplified by industrial regions of the Russian Federation. Methods. The main research methods used by the authors are the review and content analysis of scientific approaches in this subject area, collecting and processing statistical information, supplement- ing methods for assessing the economic poten- tial and well-being of the population, calculating relevant integral indicators, interregional compari- sons and ranking territories according to selected criteria. Scientific novelty of the research. Within the framework of the study, the authors propose a methodology for selecting industrial regions, sup- plement tools for assessing the level of economic potential of an industrial region, and propose a method for selecting indicators for assessing the level of well-being of the population of an industrial region. Results. According to the results of the study, there is a weak relationship between the economic potential and the well-being of the population of industrial regions. Carrying out the calculations de- scribed in the article on a regular basis can become a key factor in ensuring effective monitoring of the socio-economic situation in certain territories. Conclusions. The study is important for under- standing which factors have the greatest impact on the well-being of the residents of the regions and what measures need to be taken to improve the level of economic development of the region and social protection of the population. The article is devoted to the changes in the conceptual understanding of the institution of local self-government that has been taking place in the last three decades. The submission to the State Duma of the Russian Federation of the Draft Federal Law «On the general principles of the organization of local self-government in the unified system of public authority», which took place at the end of 2021, allows analyzing the trajectory of the development of the institute of local (...) self-government in post-Soviet Russia from the point of view of a more global time and conceptual perspective. The purpose of this work is to identify the trajectory of the development of the conception of local self-government in RF. Research attention is focused on identifying the conception of local self-government formulated in official documents, a gradual change in the conceptual interpretation of this institution. It is shown that the main shiftin the conceptual understanding of local self-government occurs along the axis of institutional independence / institutional dependence of local self-government on state authorities. The development of the conceptual understanding of local self-government in post-Soviet Russia proceeds along the trajectory from a public concept (local self-government as an independent activity) to a state one (local self-government as a form of exercising power) and to a hyperstate one (local self-government as a link in a unified system of exercising authority). Introduction. The authors clarify and expand the concepts of heterogeneity properties of regional socio-economic and digital spaces. Heterogeneity of space is associated with the regional uneven development and results in their socio-economic and digital differentiation, which, in turn, determines unequal conditions for ensuring the population’s life quality. In the context of the study, heterogeneity of the regional space is defined as a property of uneven spatial development of the Russian Federation’s constituent entities according to the territorial, sectoral, and (...) temporary characteristics that determine and affect the level and quality of life of the population. The citizens’ life quality throughout the country is an absolute priority of economic development at the federal and regional levels. Indeed, only then should we speak of a positive assessment of economic growth when it does not follow the path of the previous inefficient development, but is aimed at achieving a real improvement in people’s wellbeing [3; 4; 17]. Taking into consideration the particular importance of social priorities and their implementation throughout the country, the authors think it necessary to study the properties of the economic space, to determine their impact on the population’s life quality. The aim of the study is to analyze the effect of heterogeneity of the regional socio-economic and digital spaces on the population’s life quality in the Russian Federation’s constituent entities. Methods. To conduct the study, the authors make use of statistical analysis based on the data of the Russian Statistics Agency, Moscow School of Management Skolkovo, Russian Information Agency Rating; content analysis, methods of comparative analysis and positioning of regions. The scientific novelty of the study consists in expanding ideas about heterogeneity of the regional space from the standpoint of the regional socioeconomic situation and the level of their digitalization, which result in differentiating the Russian Federation’s subjects and unequal conditions for the people’s life, to a different extent affecting the population’s life quality throughout the country. In methodological terms, the study is supplemented by a pairwise comparison of the regional space characteristics and the multivariate positioning of regions in the coordinates: socio-economic space - quality of life; digitalization is a quality of life. Results. The authors study the impact of integrated indicators of the socio-economic situation of the regions, their digitalization level on the population’s life quality in the Russian Federation’s constituent entities. At the same time, the authors apply a comparison of various integral nature of the regional space indicators used, as a rule, autonomously, for multi-characteristic typologies (groups of regions I—IV and groups of regions A—D), by means of which a group of the most powerful regions was identified where the life quality is associated with the best socio-economic situation and active digitalization of these regions. Conclusions. It was found that uneven economic and digital territory development leads to interregional differentiation of the population’s life quality, as a result of which the leading regions and the outsider regions are distinguished, characterized by unequal conditions for the citizens’ life. The typology made it possible to identify groups of regions for which selective measures are needed to increase the level and quality of the population’s life. For some regions, the priority is to use their economic potential and new digital technologies, for others, active interregional interaction; the third (the weakest) cannot provide a decent standard of living without profound government support. The article analyses the main performance indicators of the state financial control bodies, identifies the weaknesses of their activities, groups of problems and shortcomings of the current state financial control system. The purpose of the study is to reveal the essence of digital technologies in the municipal government system, to identify the main problems of their transformation in the territory of the subjects, and to develop directions for the mechanism of adaptation of the relationship between different management structures in the conditions of digitalization of processes. The article considers the author's vision of the development of digital technologies in the territorial aspect. In particular, the problems of technical equipment of remote territories (...) are considered, in particular, the problems of training personnel and territorial access to Internet resources are touched upon. When evaluating the legislative and regulatory acts of the Russian Federation, it is clear that digital technologies require a separate approach to solving problems of both legal and economic nature, while we focus on their relationship. It is obvious that when developing the strategic direction of digital technologies, the adapted elements require some adjustments and additions, which is currently being carried out. Such changes and additions are promoted not only through legislative and regulatory activities, but also on the basis of scientific research, which in turn develop new directions that contribute to solving problems in the development of digital technologies, not only in the management system, but also in the areas of business, professional education, training and retraining of personnel, etc. As a result, the identified problems in the resource provision of digital technologies allowed us to develop measures that specify the strategic direction. The Arab Spring led to a major transformation of political systems of the region’s most countries; an increase in the significance of radical Islam in the political life; a degradation of the security environment. In addition, changes in the region’s economy cannot be overlooked. The events connected with the Arab Spring gave the Russian Federation completely new challenges. The country has to yet again define the character of its relations with Muslim countries and adapt its foreign policy to (...) the new post-revolutionary reality. The authors argue that in the 1993 Duma elections it was the Communist Party of the Russian Federation, led by Gennady Zyuganov, that incorporated rhetorical values and audience adaptation into its campaign strategy. Finding its discursive ground limited by history, the CPRF gradually shifted its rhetorical posture and argumentative strategies, redefining itself in the process. This evolution allowed the CPRF to employ the ideographs of ’democracy‘, ‘will of the people‘, ’citizen‘, and other key terms of Western-style democracy, while (...) retaining, albeit in transformed meaning, traditional communist ideographs such as ’justice‘ and ’spirituality‘. In addition, the CPRF was able to borrow selectively from the history of the USSR between 1917 and 1989, thereby imbuing their political appeals with historical force and cultural memory. (shrink)

The content-analysis of the Russian federal and regional basic legislation on the cultural policy has indicated a need in a deep revision of all existing regulatory legal acts, which support the state cultural policy implementation towards building a universal terminology and vesting the functions on the cultural policy implementation in the government as opposed to the statement of the departmental specific approach to the culture.

After the full-scale invasion of the Russian Federation into Ukraine, the flow of forced migration from Ukraine has significantly increased as people tried to protect their lives and find a safe place to live. Given that Ukraine shares the external border with the European Union, most people sought protection precisely in the Member States of the European Union. The study aims to analyze the features of the legal regulation of the provision of temporary protection in the European Union (...) and determine the reasons and conditions that led to its activation after the full-scale invasion of the Russian Federation into Ukraine on February 24, 2022. The leading method of the research was the method of systematic analysis, which helped define temporary protection as a multifaceted phenomenon and determine the reasons and conditions that led to its activation in the European Union after the full-scale invasion of the Russian Federation into Ukraine on February 24, 2022. In order to regulate the mass influx of Ukrainian displaced persons, the European Union has activated the mechanisms of temporary protection, which is an emergency mechanism introduced by a decision of the Council of the European Union. The status of a person with temporary protection provides certain rights analyzed in the article. Thus, the activation by the European Union of the Temporary Protection Directive is a justified and appropriate measure to protect the mass influx of displaced persons from Ukraine. (shrink)

Scientific novelty lies in the disclosure of the main determinants for improving quantitative criteria in assessing the strategic management of a regional territory, based on the developed mechanism of a structured approach for all participants in territorial indicators. As a result of the study, a new approach to solving the problem of quantitative assessment of strategic management for economic entities and sectors of the economy of the territories was developed. Polygynous families had been living legally in Russia in the areas inhabited by Muslims from the October Revolution to the mid-twentieth century. However, such a family model was not common among the followers of Islam. An act penalizing bigamy or polygamy was introduced into the Penal Code in 1960. During perestroika, and later changes in the political system, imams who came from abroad began to visit areas inhabited by Muslims. They contributed to the rebirth of religion and promoted the idea (...) of polygamy. Polygyny is the visible sign of dissimilarity and Muslim identity and was an important point in their teaching. In this context the number of polygynous relationships in Russia has increased significantly. Federal arrangements have been considered by some thinkers as a panacea for containing ethnic nationalism in the ethnically defined regions. This article challenges this view by arguing that federal institutions may enable ethnic nationalists in the ethnically defined regions to consolidate their power through the guarantees that they receive from the federal centre. Although the post-Soviet Russian leadership under Boris Yeltsin sought to use federalism as a tool for containing ethnic nationalism, Russia's this experiment with federalism demonstrates that federalism (...) may serve not to contain but to strengthen ethnic nationalism. Disillusioned with Yeltsin's failed use of federalism in containing ethnic nationalism, the overwhelming majority of the Russian people supported Vladimir Putin's anti-federalist reforms since 2000 which made federalism redundant in Russia. While undermining the basis for Western style democracy in Russia, Putin's centralism proved to be more effective than Yeltsin's federalism in containing ethnic nationalism. (shrink)

Introduction. The article deals with the problem of the functional status of regions in the system of economic federalism, which is associated with the high spatial heterogeneity of Russia, and explains the need to move from the model of economic fed- eralism, which combines the presence of universal institutions and institutional exceptions, to a model that takes into account the spatial diversity of ter- ritories. The purpose of the study is to substantiate the decrease in the heterogeneity of the economic (...) federalism space when moving on to a model based on macro territories - groups of regions with the same functional status. Methods. The author uses methods of a mono- graphic review, logical and statistical analysis in the context of applying a spatial approach in studying the relations of economic federalism, as well as the concept of “smart specialization” in relation to the regions of Russia to differentiate the relationship of the federal center with the territories within the same specialization. Scientific novelty of the study. The article is the first to present a methodology for determining the functional status of regions, which is the basis for the subsequent formation of a model of relations between the federal center and macro regions. Results. The author proposes methods for deter- mining the functional status of regions and calcu- lating indicators that characterize the relations of economic federalism. The first methodology, based on economic and territorial criteria, makes it possi- ble to attribute each region of Russia to a group of macro regions according to their functional status. The second method makes it possible to substanti- ate a greater asymmetry of indicators character- izing economic federalism in the country as a whole than in the context of macro territories. Conclusions. Regarding the higher stability of indicators characterizing economic federalism by groups of macro-territories than in the country as a whole, the need for a transition to a flexible model of economic federalism based on differentiated measures and specific tools to support regions in the context of their functional specializations is substantiated. The purpose of this article is to outline the geopolitical concepts of Aleksandr Dugin, the guru of Russian Eurasian geopolitics as a total ideology. After the collapse of the USSR, there was a rapid renaissance of geopolitics in Russia, which was an ideological attempt to rationalise the role and place of the post-Soviet Russian state in the post-Cold War international system. The dynamic development of geopolitics in Russia was also a way for the Russians to overcome the post-imperial (...) trauma and the post-Soviet identity crisis. Geopolitics was to define the global aspirations and goals of the Russian Federation, being the quintessence of postmodern Russian messianism and setting a new historical mission for this state. One of several geopolitical trends in Russia was neo-Eurasianism, whose main ideologist was Aleksandr Dugin. The Russian geopolitician has proceeded to formulate a total ideology based on geopolitics for Russia, which is to constitute an intellectually and conceptually attractive synthesis of all the universalist ideologies practised in this country throughout history. Dugin tries to integrate geopolitics with the metaphysics and philosophy of being, transforming it into a kind of ideocratic sacrum and ideological signpost for the contemporary Russian state. The article examines the position of Russians in Estonia and their relation with ethnic Estonians. The author analyzes models of the society integration introduced by Tallinn after 1991. The results raise questions regarding language education in Estonia, the proficiency level of Estonian is getting widely known by Russians, but on the other hand, there is still a significant part of the population that cannot communicate in Estonian. Those who have a good command of Estonian tend to be better integrated and (...) to coexist with both Estonians and Russians. Russians living in Estonia are supposed to be equally involved in social and political life of the state. The potential of all residents has to be effectively and considerably used, especially when the number of population is decreasing. The position of Russians in Estonia is a major domestic and bilateral issue in the relations with the Russian Federation. (shrink)

The task of this article is to clarify the appropriateness and adequacy of peace-making (confessional) rhetoric in the situation of the war of aggression of the Russian Federation against Ukraine, in particular, the meaningful correspondence of the concept of «peace» in its application or reading by the bearers of different worldview paradigms. The «russkii mir» cannot be translated either as «Russian peace» or as «Russian world». This is because the scope and content of these concepts are (...) different. Rus (Kyiv`s Rus) — a thousand-year-old princely state with its center in Kyiv, where the ancestors of modern Ukrainians lived, baptized by Prince Volodymyr in 988. Rus is not Russia. But Muscovy adopted the name Russia to derive its historiography from Rus. «Russkii mir» actually refutes the axiological principles laid down by ancient Rus’s civilization (freedom, dignity, partnership, co-creation, mutual responsibility). «Russkii mir» destroys peace in global or any local images, trying to grab the territory it decided to own. «Russkii mir» encroaches on world domination and therefore tries to impose its rules of the game on the world, which would reshape the world structure according to the wishes of the Russian dictators. For this, «russkii mir» uses any means and institutions as a tool: the army, weapons of mass destruction, atrocities, terror, lies, propaganda, the church and peace-making rhetoric. The goal is not to restore peace, but to establish the world domination of the Russian Empire in any of its variants (Muscovy, Russian Empire, Soviet Union, Russian Federation or Orthodox Civilization). Russian Orthodox Church plays a leading role in this — it uses religious rhetoric to formu- late a worldview model of the «russkii mir», consolidates the Russian population for a war of aggression, and justifies the atrocities of the Russian military with the sacred mission of restoring the Holy Rus’. Russian Orthodox Church justifies the «civilizing mission» of the Russian troops, actually calls to protect «our Common Russian Fatherland» by killing Ukrainians on the territo- ry of Ukraine. False messianism, manichaeism, paternalism, hatred of the civilized world that lives by democratic standards and respects the dignity and freedom of the individual, Russian arrogance, conceit, supremacy and egomania — this is what Russian Orthodoxy promotes with its religious rhetoric. Therefore, if we hear calls for «peace» from the bearer of the «russkii mir»’s worldview, it actually means a demand to come to terms with all their whims, to give up one’s own identity, one’s own world, one’s own life, if they do not fit into the concept of «russkii mir». Besides other changes that have taken place in the Russian Federation in our times, the process of constitution of an ideology, which is accompanied by different competing value-systems, is one of the crucial tendencies. This process also occurs in the area of the development and construction of religious institutions and religious consciousness. Historically, the Russian Orthodox Church has had a dominant position among the other religious institutions in the country. Unfortunately, it has not and does not serve (...) the role of promoting a democratic change, but is rather an “echo” of the authoritarian and totalitarian past of the Russian history. In my paper I will analyze different factors that contribute to these characteristics of the Orthodox Church, and their influence on the political culture of Russia. (shrink)

By far more comprehensive than competing works, The Orthodox Church and Russian Politics is based on interviews, close readings of documents--including official state and ecclesiastical publications--and survey work conducted by the author.

Introduction. For three decades, the subjects of the Russian Federation have been participants in international relations, establishing international, foreign economic, cross-border cooperation with foreign partners. What are the opportunities and limitations of the international activities of the Russian regions? Have they transformed during this period? If so, in which direction and what was the reason for this? The purpose of this article is to find answers to these questions. Methodology. The conceptual basis of this study is the (...) concept of paradiplomacy. The methodological basis of the study was the approach of Manuel Du- ran. The researcher suggests studying four aspects relevant to the study of the role of subnational government (powers, capabilities, abilities and presence). Methods. From the view point of the research design, the article is a case study, because it is based on the method of studying specific cases (case-study). The Sverdlovsk region was chosen as the object of the research. Results. Summarizing the results of the analysis of the Sverdlovsk region’s paradiplomacy, the author comes to the conclusion that Russian regions enter into international / foreign economic agreements, but only with the subjects of foreign federal states, administrative-territorial entities of foreign states. Secondly, the subjects of the Russian Federation take part in the work of international organizations, but only with those created specifically for these purposes. Thirdly, the regions also communicate with foreign states authorities, but only with the consent of the Government of the Russian Federa- tion. Fourthly, the subjects of the Russian Federa- tion open their representative offices outside the country, but in agreement with the Russian Foreign Ministry. Finally, the authorities of the constituent entities of the Russian Federation create institu- tions of paradiplomacy, which is expressed in the activities of regional ministries whose task is to as- sist in the developing international cooperation. Conclusions. The author outlines possibilities and limitations of paradiplomacy at the legislative level. Informally, the heads of the constituent entities of the Russian Federation should be guided by the foreign policy line formulated by the head of the state. On a number of foreign policy events, certain Russian governors can take a firmer position than the federal center. (shrink)

A major part of research into cyber‐propaganda discusses the following components it uses: disinformation, creating fake news and employing so‐called farm trolls. Actions of this kind do not correspond with the classic division of soft and hard power, since neither can their goals nor the means they utilise be unambiguously defined as coercion, payment, or attraction. In my article, I describe the hidden means of propaganda employed by the Russian Federation that are additionally supported by a process of (...) armament which cannot be classified as an act of disinformation. These actions aim at achieving a specific type of psychological vantage which stems from an atmosphere of fear, lack of trust, and enmity created within European societies as a result of the incoming information about Russia’s increasing military potential as well as new, dangerous means and resources that could be utilised in combat. Such an atmosphere is referred to as a “war in the head”, and it pertains to the personal belief that a military conflict is imminent, expressed by individual citizens including those in key public offices. This phenomenon, while bringing to mind Hobbes’ state of nature which encompasses the distinct readiness to fight, directly afflicts the internal and international security of European states. Such a situation directly afflicts the internal and international security of European states, for the state of fear and distrust leads to the dismantlement of public democratic institutions, and it does not help in the search for effective methods of solving either internal or global problems. The leadership of the Russian Federation made visible organization and invested significant financial resources in support of the Russian Orthodox Church, making the latter a cementing ideological component of the Moscow government, its various aggressive policy. So, since 2012, the state support for the 2016 year celebration of the "1000th anniversary of the Russian presence on Athos" has begun. On this occasion, a special order of Russian President Vladimir Putin on October 16, 2012 for №468-rp (...) "On creation of working groups...". The Ministry of Foreign Affairs of Ukraine appealed to the Specialized Department of the Department of Religious Studies of the National Academy of Sciences of Ukraine with a request to comment on the next aspiration of the Russian Federation to steal Ukrainian history, attributing to itself what the Muscovites do not have any direct relation to. Despite the fact that there is now a general public agreement in Ukraine regarding the need to oppose the “russian world”, there are quite diverse and sometimes contradictory proposals among Ukrainian citizens regarding the ways to implement such an opposition. In state policy, the main line of implementing such countermeasures is gradually beginning to emerge, however, it is necessary to logically and organizationally substantiate the main stages of its implementation. The essence of opposition to the “russian world” lies (...) in the consistent implementation of decolonization in Ukraine, since it was russia that for centuries carried out the largest and for a long time quite successful project of colonization of Ukraine. The purpose of the article is to clarify the post-colonial situation for Ukraine, and, accordingly, the tasks of decolonization for it as a key direction of counteraction to the “russian world” in Ukraine. The degree of colonization of Ukraine is analyzed on the basis of a comparative analysis with other known histories of colonization in the world. Thanks to this, the degree of applicability of postcolonial studies and the theory of decolonization to modern Ukraine has been clarified. Ukraine repeats many classic features of a post-colonial country, but has every chance to make a significant new contribution to the theory of decolonization – thanks to its success in confronting the russian empire, which is now the russian federation, in its expansionist militarist foreign policy. Decolonization in Ukraine is carried out in three stages, during each of which the necessary institutional changes are successively implemented, each of which makes it impossible to return to the previous stage. Thus, the mirror opposition to russian colonization, the adoption of the best world experience of decolonization, and finally, the development of a self-sufficient Ukrainian world are three stages of successful decolonization in Ukraine, which can become a model for other former colonies. Introduction. Developing human potential, improving the population’s life quality of the regions are the unconditional priorities of the regional socio-economic policy. The implementation of such priorities requires an objective assessment of the existing socio-economic situation of the Russian Federation’s constituent entities, an analysis of the conditions for regional development, a search for economic growth drivers, and the development of effective mechanisms for implementing priorities. The designated issues are in the area of scientists’ and specialists’ close attention, whose range (...) of scientific research and applied practices is constantly replenished. In this regard, the article expands the understanding of the complexity of the regions’ socio-economic and technological development, and various aspects of the processes of regional development are considered on the basis of the proposed model, the essence of which is represented by the triad “conditions-factors-results”. Within the framework of the proposed triad, «conditions» were determined by the socio-economic situation of the region, scientific, technological and digital «factors» were considered as drivers of development; and “results” were investigated through social parameters that reflect the level of human development. Taking into account the importance of achieving social results in the framework of technological development, studies aimed at studying the interdependence of the processes of technological transformation and human development seem to be very timely and relevant. Purpose. Reveal the mutual influence of the scientific and technical potential and the level of digitalization of the territory, as factors of socio-economic development, on the human potential of the region. Methods. For the study, a statistical analysis was used based on data from Rosstat, Moscow School of Management Skolkovo, RIA Rating; correlation analysis; methods of comparative analysis, rating, grouping and positioning of regions. The scientific novelty of the research consists in the developed model of regional development, the content of which is described by the triad “conditions-factorsresults”. The conditions of regional development are considered as opportunities to achieve the set goal, factors - as catalysts for technological development of territories, results - as an increase in human potential. At the same time, the model has reproductive characteristics, since it provides for direct and feedback connections, namely: the achieved «results» affect and change the «conditions» that form the updated «factors», which in turn generate new «results». The resulting cumulative effect of the technological development of the regions is converted into the strengthening and development of human potential. Results and Conclusions. The authors conducted a study on the influence of integral indicators of the socioeconomic situation of regions, the level of scientific and technical potential and digitalization on the human development index of the regions of the Ural and Siberian federal districts. The comparison of the regions was carried out both separately for each federal district and jointly for all regions of the two districts. The grouping and positioning of regions in the study of the triad «conditions-factors-results» made it possible to identify the strongest regions where a favorable socio-economic situation, high digital and scientific and technical potential contribute to the development of human potential. In contrast, less prosperous regions (from the standpoint of conditions and factors of technological development) are not capable of a technological breakthrough and are limited in their impact on human potential. The unevenness of digital development and the scientific and technical potential of the regions was established, and the leading regions and outsider regions characterized by unequal opportunities for technological development were identified. The positioning of the regions made it possible to identify groups for which measures are needed to expand opportunities for technological development. The influence of the level of digitalization and scientific and technical potential on the human development index was established, which made it possible to identify regions, one of which is advisable to be included in interregional interaction (partnerships) to enhance the use of their specific capabilities, while others - to overcome the lag in the studied areas of development. The current state of bilateral relations between the Russian Federation and the People’s Republic of China is described by many international relations experts as the best in history. After taking the president office by Donald Trump, the bilateral relations between America and abovementioned powers are cooling down. Current foreign policy of the People’s Republic of China and the Russian Federation focuses on holding a common position in the international political arena, which is in fact an attempt (...) to counter-weight political influence of the US administration and their allies. The dimension of the strategic partnership between China and Russia is also determining the mutual economic dependence, which is now crucial for both powers to build a strong position on the international forum. In addition, Russia is one of the crucial partners for the Chinese-led Belt and Road Initiative (BRI) – by many recognized as the Chinese attempt to break the American economic domination. The collisional course of the American foreign policy towards Russia and China forces the latter to look for Central and Eastern European allies as well as to gain influence in the region of Central Asia which is leading to a constant increase in tensions between China and Russia. Introduction. In the political science literature, there are several main approaches that explain the weakness of the political parties’ institution in Russia. These concepts point to reasons that are outside political parties. This study attempts to link the low status of political parties in Russia with the quality of party top management, in particular, with the parties’ regional leaders (United Russia, the Communist Party of the Russian Federation, the Liberal Democratic Party and A Just Russia). The purpose of (...) the study is to create a collective portrait of the heads of regional branches of parliamentary political parties. Methods. The identification of elites in this work is carried out within the framework of the positional approach. The main method for collecting and analyzing data is the biographical approach. Scientific novelty. An additional explanatory model of the weakness of political parties’ institution in Russia is proposed - the quality of party leadership. The factors influencing the internal party processes are considered. Results. A comparative analysis of the social and professional characteristics of the leaders of the parties’ regional branches, as well as their career trajectories is carried out. The average statistical portrait of the regional leaders of parliamentary parties is revealed. Conclusions. The head of the party’s regional branch is a middle-aged man with a higher technical education who has not served in the Armed Forces of the Russian Federation and is a native of the deputy corps or the business community.
