An exploration of the ethics of practical engineering through analyses of eighteen case studies. The Ethical Engineer explores ethical issues that arise in engineering practice, from technology transfer to privacy protection to whistle-blowing. Presenting key ethics concepts and real-life examples of engineering work, Robert McGinn illuminates the ethical dimension of engineering practice and helps students and professionals determine engineers' context-specific ethical responsibilities. McGinn highlights the "ethics gap" in contemporary engineering-- the disconnect between the meager exposure to ethical issues in engineering (...) education and the ethical challenges frequently faced by engineers. He elaborates four "fundamental ethical responsibilities of engineers" (FEREs) and uses them to shed light on the ethical dimensions of diverse case studies, including ones from emerging engineering fields. After examining the extent to which the actions of engineers in the cases align with the FEREs, McGinn recapitulates key ideas used in analyzing the cases and spells out the main lessons they suggest. He identifies technical, social, and personal factors that induce or press engineers to engage in misconduct and discusses organizational, legal, and individual resources available to those interested in ethically responsible engineering practice. To what extent do nanotechnology researchers discern specific work-related ethical responsibilities that are incumbent upon them? A questionnaire was designed and administered to answer this question. Analysis of responses to 11 ethical responsibility statements (ERSs) by 213 researchers at the Stanford Nanofabrication Facility revealed widespread agreement about a number of work-related ethical responsibilities and substantial divergence in the views about several others. Explanations of this divergence are proposed. A new variable is defined that gauges the respondent’s overall level of discernment (...) of the ethical responsibilities referenced in the ERSs. The mean discernment level score for respondents who had taken a course that included discussion of ethical issues closely related to science, technology, or engineering was significantly higher than for those who had not. Further, among respondents who had taken such a course, the mean discernment level score for those who had taken an ethics course devoted to exploration of ethical issues closely related to science, technology, or engineering was significantly higher than for those who had taken a technical science or engineering course that typically pays only fleeting attention to such issues. ABSTRACT Theories of the influence of technology on modern Western society have failed to take into account the important role played by a widespread pattern of sociotechnical practice. The pattern in question involves the interplay of technology, rights, and numbers. This paper argues that in the context of an ever more potent technological arsenal and an ever increasing number of individuals who have access to its elements and believe themselves entitled to use them in maximalist ways, adherence to the traditional (...) notion of individual human rights is anachronistic and increasingly problematic for the quality of life in contemporary society. To combat this situation, I criticise the idea of human rights as timelessly valid and offer a contextualised account of these constructs, one able to take on board the implications of their maximalist exercise in a populous technological society. I conclude by illustrating the struggles being waged over the adaptation of human rights to techno‐demographic reality in two areas of contemporary Western society: urban planning and medicine. The issue of the impact of human activities on the stratospheric ozone layer emerged in the early 1970s. But international regulations to mitigate the most serious effects were not adopted until the mid-1980s. This case holds lessons for addressing more complex environmental problems. Concepts that should inform discussion include “latency,’ ‘counter-factual scenario based on the Precautionary Principle,’ ‘inter-generational burden sharing,’ and ‘estimating global costs under factual and counter-factual regulatory scenarios.’ Stringent regulations were adopted when large scientific uncertainty existed, and the (...) environmental problem would have been prevented or more rapidly mitigated, at relatively modest incremental price, but for a time delay before more rigorous Precautionary measures were implemented. Analyses of the concept of prestige are as divergent as they are rare. In the realm of politics, uncertainty and confusion about the nature of prestige manifest themselves in the concoction and circulation of invalid arguments: arguments whose prima facie plausibility rests upon a lack of perspicuous thought about prestige. “The meaning of ‘prestige’ is in fact not unrelated to that lack of clear political thinking which is the menace of our times.” Sir Harold Nicolson's remark, made some three decades (...) ago, applies with at least equal force in our own day. Studies of ethical challenges that can confront practicing scientists and engineers in the entrepreneurial stage of the overarching research-and-innovation process are virtually non-existent. This paper explores ethical challenges that arose at a specific entrepreneurial startup: Theranos, the defunct blood-testing company. The fundamental ethical responsibilities of scientists and engineers offer a framework useful for evaluating the conduct of practicing scientists and engineers from an ethical responsibility perspective. Questionable conduct by Theranos’s former top managers has been widely discussed. However, the fact that (...) a number of Theranos scientists and engineers responded to ethical challenges in several phases of the innovation/entrepreneurial stage with ethically responsible conduct has gone largely unrecognized. Ten mini cases involving these practitioners are discussed. Their deeds reflect different harm-prevention strategies. The Theranos case suggests several ethics-related takeaways for scientists and engineers who work or may work in technical startups. Familiarity with the FERSEs and knowledge of the ethical challenges, ethically responsible conduct, and harm-prevention strategies exhibited in the Theranos case provide valuable intellectual resources for startup scientists and engineers who aspire to be ethically responsible professionals. This essay explores the issue of the moral rights of engineers. An historical case study is presented in which an accomplished, loyal, senior engineer was apparently wronged as a result of actions taken by his employer in pursuit of legitimate business interests. Belief that the engineer was wronged is justified by showing that what happened to him violated what can validly be termed one of his moral rights as an engineer: the right to reputational fairness. It is then argued that, (...) this right notwithstanding, under certain circumstances it is morally permissible for employers to override it. The paper concludes by identifying two complementary facets of this right, discussing its scope, and indicating what is required of employers obliged to respect it in two types of action contexts. Little if any of the scholarly literature on nanotechnology (NT) and ethics is directed at NT researchers. Many of these practitioners believe that having clear ethical guidelines for the conduct of NT research is necessary. This work attempts to provide such guidelines. While no qualitatively new ethical issues unique to NT have yet been identified, the ethical responsibilities identified below merit serious attention by NT researchers. Thirteen specific ethical responsibilities arising at three levels are identified. They are derived by applying (...) four fundamental ethical responsibilities of scientists and engineers to the specific conditions of NT research and researchers in contemporary Western societies. Since society is placing increasing importance on producing scientists and engineers who combine high technical competence with a sensitive ethical compass, study of the ethical dimension of NT, including the identified ethical responsibilities, should become a required element of the formal education of all NT researchers. A study was conducted of nanotechnology (NT) researchers’ views about ethics in relation to their work. By means of a purpose-built questionnaire, made available on the Internet, the study probed NT researchers’ general attitudes toward and beliefs about ethics in relation to NT, as well as their views about specific NT-related ethical issues. The questionnaire attracted 1,037 respondents from 13 U.S. university-based NT research facilities. Responses to key questionnaire items are summarized and noteworthy findings presented. For most respondents, the ethical (...) responsibilities of NT researchers are not limited to those related to safety and integrity in the laboratory. Most believe that NT researchers also have specific ethical responsibilities to the society in which their research is done and likely to be applied. NT appears to be one of the first areas of contemporary technoscientific activity in which a long-standing belief is being seriously challenged: the belief that society is solely responsible for what happens when a researcher’s work, viewed as neutral and merely enabling, is applied in a particular social context. Survey data reveal that most respondents strongly disagree with that paradigmatic belief. Finally, an index gauging NT researcher sensitivity to ethics and ethical issues related to NT was constructed. A substantial majority of respondents exhibited medium or high levels of sensitivity to ethics in relation to NT. Although most respondents view themselves as not particularly well informed about ethics in relation to NT, a substantial majority are aware of and receptive to ethical issues related to their work, and believe that these issues merit consideration by society and study by current and future NT practitioners. A survey on ethical issues in engineering was administered over a five-year period to Stanford engineering students and practicing engineers. Analysis of its results strongly suggests that important disconnects exist between the education of engineering students regarding ethical issues in engineering on the one hand, and the realities of contemporary engineering practice on the other. Two noteworthy consequences of these gaps are that the views of engineering students differ substantially over what makes an issue an ethical issue, while practicing engineers (...) exhibit significant disagreement over what is the most important non-technical aspect of being a responsible engineering professional in contemporary society. These divergences impede the recognition of ethical issues and of specific moral responsibilities of engineers in concrete professional practice. It is argued that the use of suitably refined and probing surveys of engineering students and practicing engineers about ethical issues in engineering is an important although neglected empirical approach to the study of engineering ethics. Such an approach can enhance the prevailing case study method and combat over-tidy theoretical-analytical approaches to the subject. (shrink)

Whether nanotechnology is ethically unique and nanoethics should be treated as a field in its own right remain important, contested issues. This essay seeks to contribute to the debates on these issues by exploring several foundational questions about the relationship of ethics and nanotechnology. Ethical issues related to nanotechnology exist and adoption of a defeasible presumption that such issues amount to old ethical wine in new technological bottles appears justified. Such issues are not engendered solely by intrinsic features of the (...) nanotechnology field, but also by contingent features of the social contexts in which work in the field unfolds. The sets of factors that engender ethical issues related to nanotechnology are combinations of social-contextual and technical elements. While there do not appear to be any qualitatively new nanotechnology-related ethical issues, nanotechnology is different, ethically, from other fields of technical inquiry in at least two ways. To avoid diluting ethical concern about nanotechnology and revival of the noxious notions of autonomous technology and technological determinism, thinking, writing, and speaking about ‘nanoethics’ should yield to thinking, writing, and speaking about ‘ethical issues related to nanotechnology in society.’ Finally, nanotechnology practitioners should become familiar with the ethical dimension of their work.
