Herbert Simon's renowned theory of bounded rationality is principally interested in cognitive constraints and environmental factors and influences which prevent people from thinking or behaving according to formal rationality. Most speakers experience unclarity about the application of predicates like tall and red to liminal cases. We formulate alternative psychological hypotheses about the nature of this unclarity, and report experiments that provide a partial test of them. A psychologized version of the ‘vagueness-as-ignorance’ theory is then advanced and defended.
The libertarian attribute of Thaler and Sunstein’s nudge theory is one of the most important features for its candidature as a new model for public policy-making. It relies on the reversibility of choices made under the influence of nudging. Since the mind is articulated into two systems, the choice taken by System 1 is always reversible because it can be overridden by the deliberative and corrective role of System 2. This article does not aim to criticise the whole theory of (...) nudge and neither to assess its practical efficacy as a policy-making tool. Rather it intends to show that there are doubts that the specific claim of reversibility is correct for a subset of nudges called “System 1 nudges”. And that therefore, in this case, the libertarian claim seems little justified. The thrust of my argument contests the truth of the main pillar of the libertarian claim, namely the dual-process theory of mind. I will show that even the minimal version of dual reasoning, namely the Type 1 and Type 2 processes proposed by Evans and Stanovich :223–241, 2013), is weakened by psychological and neural data. The article aims to demonstrate that the nudge theory suffers from three main weaknesses stemming from its theoretical dependence on behavioural economics. The first two weaknesses endanger the paternalistic goal, whereas the third does not justify the libertarian attribute. The first weakness lies in the incomplete realistic characterisation of behavioural economics theory that is the central theoretical pillar of Nudge theory. The second weakness is even more relevant. The normative model of behavioural economics is neoclassical rationality. It can be applied (...) to choices in conditions of risk, when it is possible to forecast the probability of the outcomes of one’s choices. On the contrary the real life problems are inside a complex and uncertain environment. In an uncertain environment the neoclassical algorithms are no longer valid, in that they postulate the knowledge of the probability of the outputs. Thus errors and bias, as observed in behavioural economics, are not such in many instances, but they are instead adaptive and therefore rational responses to the context of decision-making. Therefore nudge theory that pursues the normative paternalistic objective of neutralising the bias and judgement errors discovered by behavioural economics and putting paternalistically the citizen on the right track, is in fact proceeding in the wrong direction. The last weakness concerns an assumption of Nudge theory about the duality of mind. System 1 represents the intuitive mind, while System 2 corresponds to the analytical one. System 1 tends to make decisions quickly and unconsciously, while System 2 follows a slow and conscious process. Biases and judgement errors are mainly generated by System 1. However, System 2 may later intervene to correct them. From this premise, the Nudge theory affirms its libertarian character. In this paper I will argue that the dualism of the mind would not entail the reversibility of some nudges, particularly of default states. In this way the fundamental pillar is weakened to justify the libertarian character of the nudge theory. (shrink)

Recent research on “causal cognition” in adults and infants shows that we can perceive singular causal relations not previously experienced. In particular, infants that are able to perceive causality seem to rely on innate beliefs and principles that allow a priori inference of a connection between cause and effect. Can causal cognition in infants justify the thesis of causal realism? On the one hand, it weakens the central pillar of the Humean arguments: the impossibility of a synthetic a priori causal (...) inference. On the other hand, if perception is the privileged way of justifying the reality of objects of the external world, that is valid in the case of causal relations as well. Moreover, the perception of causal relations, based on innate principles and beliefs, reflects the selective results of the interaction between the real constraints of the physical structure of the world and the evolution of the human mind. The mind-society problem deals with the relations between mental and social phenomena. The problem is crucial in the main methodologies of social sciences. The thesis of hermeneutics is that we can only understand but not explain the relationship between beliefs and social action because mental and social events are not natural events. The thesis of social holism is that social phenomena are emergent and irreducible to mental phenomena. The thesis of rational choice theory is that social phenomena are reducible to (...) mental phenomena and this reduction is explained by unrealistic a priori principles of rationality. These theses depend on their different solutions to the following fundamental philosophical issues: the mind-body identity; the causal nature of social explanation; the realistic goal of science. A positive answer to these issues implies support of a different solution to the mind-society problem: social phenomena are conventional concepts and they can be reduced and explained in terms of realistic concepts describing the causal mechanisms of individual reasoning and decision-making. Cognitive psychology seems to supply us some initial tentative models to explain social action, but research into neuropsychology might be able to generate the proper causal representations of the relation between mind and action. From April 8th to 10th 2013, the Herbert Simon Society held its first General Conference in New York. About fifty researchers from different countries and working in different areas attended the event. The conference focused on three topics which were identified as particularly relevant in the development of Simonian thought: duality of mind, creativity and alternative theories to rational expectations. A first Herbert Simon Honorary Lecture by Gerd Gigerenzer opened the conference. Gerg Gigerenzer was later elected as Chairman of the (...) Herbert Simon Society. Joseph Stiglitz closed the conference with the second Herbert Simon Honorary Lecture.The Herbert A. Homo sociologicus and homo oeconomicus are, for different reasons, unsatisfactory models for the social sciences. A third model, called “rational model in the broad sense”, seems better endowed to cope with the many different expressions of rationality of the social agent. Some contributions by Weber, Durkheim and Marx are early examples of the application of this model of social explanation based on good subjective reasons. According to this model and to the evidence of cognitive anthropology, it is possible to reconcile (...) primitive thinking with the inferential principles of Western people. Lastly, cognitive psychology can contribute to the discovery of generalizations of reason-based choices that can strengthen the explanatory power of “rational model in the broad sense”. (shrink)
This study aims at identifying the tools necessary for COVID-19 health emergency management, with particular reference to the period following the first lockdown, a crucial phase in which it was important to favor the maintenance of protective behaviors. It also aims at identifying the messages and sources that were most effective in managing communication correctly in such a crucial phase that is likely characterized by a fall in perceived health risk and a simultaneous rise in perceived economic and social risks. (...) Knowing what source will be most effective to convey a specific message is fundamental in enabling individuals to focus on and comply with the rules. At the same time, it is necessary to understand how the message should be presented, and the relationships between messages, sources and targets. To meet these goals, data were collected through a self-administered online questionnaire submitted to a sample of undergraduate students from a University in Lombardy–the region most affected by the pandemic in the first wave-, and to a national sample composed of Italian citizens. Through our first manipulation which explored the effectiveness of social norms in relation to different sources, we found that, in the national sample, the injunctive norm conveyed by the government was the most effective in promoting behavioral intentions. By contrast, among the students, results showed that for the critical group with a lower risk perception descriptive norms, which implicitly convey the risk perception of peers, were as effective as the government injunctive norm. Our second manipulation, identical in Study 1 and 2, compared four types of communication. The neutral condition was the most memorable, but no condition was more effective than the others. Across all message types there was a high intention to adopt protective behaviors. The results indicate possible applicative implications of the adopted communicative tools. (shrink)
