This paper explores the use of an ethics framework based on the Public Health Code of Ethics to guide rationing decisions during a pandemic flu crisis involving a shortage of ventilators. While the law provides public health officials with authority to act, public health officials, as community leaders and health department managers, must address complex questions about how they should use their legal authority, how they can ethically justify a particular action, how they should engage community stakeholders in decision making, (...) and how the process of public justification should take place. Recognising the need for a tool that could help public health officials manage ethical tensions in practice, such as allocation of scarce resources, the Public Health Leadership Society led efforts to develop a Public Health Code of Ethics. The 12 Principles in the Code were written to express the general norms implicit in the practice of public health professionals. The Code offers no hierarchical weighting of the different principles and anticipates that weights and specification of the principles would take place in the context of each community through a process of engagement between public health officials and community stakeholders about specific cases. We describe how public health officials can use the Code to guide deliberation in helping communities prepare to address the tragic choices when allocating scarce ventilators in an influenza pandemic. Research monography about the works of famous Mongolian writer, scholar B. Rinchen.

Although contemporary sociologists of science have sometimes claimed Max Weber as a methodological precursor, they have not examined Weber's own writings about science. Between 1908 and 1912 Weber published a series of critical studies of the extension of scientific authority into public life. The most notable of these concerned attempts to implement the experimental psychology or psycho-physics laboratory in factories and other real-world settings. Weber's critique centered on the problem of social measurement. He emphasized the discontinuities between the space of (...) the laboratory and that of the factory, showing how several qualitative and historically conditioned differences between the two settings rendered the transfer of instruments and methods between them highly problematic. Weber's critical arguments prepared the ground for his greatest foray into empirical sociology, a survey he directed for the Verein fur Sozialpolitik investigating the conditions and attitudes affecting the lives and performance of industrial workers. Using a different measuring instrument - the questionnaire - Weber tried to implement a concept of social measurement which implied a different ontology, drawn not from natural sciences but from the historical sciences. A. P. Martinich's The Two Gods of Leviathan appeared in 1992, and J. R. Collins's The Allegiance of Thomas Hobbes in 2005. Martinich offered a revisionist interpretation of Thomas Hobbes's religious commitments. He rebuked the conventional view that Hobbes was an atheist and placed him within particular traditions of reformed Christian theology. Collins's book strongly differed from these conclusions, and reasserted Hobbes's hostility to traditional Christianity as part of a general contextualization of his writings within the period of the English (...) Purpose. The article analyzes the role of such a phenomenon as tolerance in a partnership between a man and a woman, emphasizing its importance and necessity in their relations. The purpose of the study is to estimate the role of the tolerance phenomenon in the process of gender partnership. Theoretical basis. The works of domestic and foreign scientists contributed to estimate the function of tolerance during communication, cooperation and co-creation. In this paper the methodology of E. Fromm and N. Khamitov’s (...) metaanthropology is used. Originality. It was proved that the success of a gender partnership depends on how tolerant its participants are to each other. Besides this, it has been established that tolerance is the main criterion for gender partnership. The idea of tolerance is considered as the way to fruitful development of human relations. For the first time it has been determined that gender partnership can be manifested on the ordinary, frontier and metafrontier levels of human existence. Tolerance has its own specifics and a manifestation on each of them. Conclusions. Metaanthropology has helped to estimate the role of tolerance among men and women in the partnership process. So, it can be stated that tolerance is a basis for gender partnership that harmonizes the relationship among a man and a woman and makes them egalitarian. Only on the metafrontier level of human being tolerance can be manifestation of individual integrity. Sincere, open interaction and creative work with Other are formed on this foundation. Thus, gender partnership with inexhaustible, complementary potential is the vector of development of human relations. (shrink)

Examining the health of the population of the industrial world, the authors conclude that it is no healthier than it used to be, rather that diseases have been substituted, not eliminated. They suggest an alternative approach to health care which derives from a philosophy of nature.
