Humans are moral creatures. Among all life on Earth, we alone experience rich moral emotions, follow complex rules governing how we treat one another, and engage in moral dialogue. But how did human morality evolve? And can humans become morally evolved? -/- In A Better Ape, Victor Kumar and Richmond Campbell draw on the latest research in the biological and social sciences to explain the key role that morality has played in human evolution. They explore the moral traits that humans (...) share with chimpanzees; how a more complex moral mind enabled Homo sapiens to arise and out-compete other human species; and the place of morality alongside historic revolutions in technology and social organization. We present a unified empirical and philosophical account of moral consistency reasoning, a distinctive form of moral reasoning that exposes inconsistencies among moral judgments about concrete cases. Judgments opposed in belief or in emotion and motivation are inconsistent when the cases are similar in morally relevant respects. Moral consistency reasoning, we argue, regularly shapes moral thought and feeling by coordinating two systems described in dual process models of moral cognition. Our empirical explanation of moral change fills a gap in the (...) empirical literature, making psychologically plausible a defensible new model of justified moral change and a hybrid theory of moral judgment. Modern epistemology has run into several paradoxes in its efforts to explain how knowledge acquisition can be both socially based and still able to determine objective facts about the world. In this important book, Richmond Campbell attempts to dispel some of these paradoxes, to show how they are ultimately just "illusions of paradox," by developing ideas central to two of the most promising currents in epistemology: feminist epistemology and naturalized epistemology. Campbell's aim is to construct a coherent theory of knowing (...) that is feminist and "naturalized." Experimental research in moral psychology can be used to generate debunking arguments in ethics. Specifically, research can indicate that we draw a moral distinction on the basis of a morally irrelevant difference. We develop this naturalistic approach by examining a recent debate between Joshua Greene and Selim Berker. We argue that Greene's research, if accurate, undermines attempts to reconcile opposing judgments about trolley cases, but that his attempt to debunk deontology fails. We then draw some general lessons about the possibility (...) of empirical debunking arguments in ethics. (shrink)

This book argues that a plausible account of emergence requires replacing the traditional assumption that what primarily exists are particular entities with generic processes. Traversing contemporary physics and issues of identity over time, it then proceeds to develop a metaphysical taxonomy of emergent entities and of the character of human life.

The development of a defensible and fecund notion of emergence has been dogged by a number of threshold issues neatly highlighted in a recent paper by Jaegwon Kim. We argue that physicalist assumptions confuse and vitiate the whole project. In particular, his contention that emergence entails supervenience is contradicted by his own argument that the ‘microstructure’ of an object belongs to the whole object, not to its constituents. And his argument against the possibility of downward causation is question-begging and makes (...) false assumptions about causal sufficiency. We argue, on the contrary, for a rejection of the deeply entrenched assumption, shared by physicalists and Cartesians alike, that what basically exists are things (entities, substances). Our best physics tells us that there are no basic particulars, only fields in process. We need an ontology which gives priority to organization, which is inherently relational. Reflection upon the fact that all biological creatures are far-from-equilibrium systems, whose very persistence depend upon their interactions with their environment, reveals incoherence in the notion of an ‘emergence base’. Western philosophers have generally neglected honor as a moral phenomenon worthy of serious study. Appiah’s recent work on honor in moral revolutions is an important exception, but even he is careful to separate honor from morality, regarding it as only “an ally” of morality. In this paper we take Appiah to be right about the psychological, social, and historical role honor has played in three notable moral revolutions, but wrong about the moral nature of honor. We defend two new theses: (...) First, honor is an emotional and moral form of recognition respect that can hinder or aid moral progress. Second, honor, so conceived, can play a rational role in progressive moral change, as it did among the working class in the British abolition of slave trade, when the pressure of moral consistency moved them to protest American slavery as an affront to their honor without change in their moral belief that slavery is wrong. In this scholarly but non-technical book, Campbell elucidates the concept of truth by tracing its history, from the ancient Greek idea that truth is timeless, unchanging, and free from all relativism, through the seventeenth-century crisis which led to the collapse of that idea, and then on through the emergence of historical consciousness to the existentialist, sociological, and linguistic approaches of our own time. He gives a scholarly but vivid and economical exposition of the views of a remarkably wide range of (...) thinkers, always showing how their ideas engage with our contemporary concerns. He argues that current problems with truth arise from the way differing past conceptions continue to resound in our contemporary use of the word, and suggests that we must formulate a new conception of truth that is compatible with awareness that human existence is finite and contingent--with awareness of our own historicity. The paper proposes a process-based model for an ontology that encompasses the emergence of process systems generated by increasingly complex levels of organization. Starting with a division of processes into those that are persistent and those that are fleeting, the model builds through a series of exclusive and exhaustive disjunctions. The crucial distinction is between those persistent and cohesive systems that are energy wells, and those that are far-from-equilibrium. The latter are necessarily open; they can persist only by interaction with (...) their environments. Further distinctions, developed by means of the notions of self-maintenance and error detection, lead to the identification of complex biological organisms that are flexible learners, some of which are self-conscious and form themselves into social institutions. This model provides a non-reductive model for understanding human beings as both embodied and yet emergent. In particular, it provides a way of characterizing action as ‘metaphysically deep’, not an ontological embarrassment within an otherwise physicalist world. (shrink)

Moral knowledge appears to require moral judgments to be states of belief, yet they must at the same time be states of desire and feeling if they embody the motivation that we feel when we make moral judgments. How can the same judgment be a state of belief and a state of desire or feeling, simultaneously? [...] This problem may be resolved, I shall contend, by understanding moral judgments to be complex, multifunctional states that normally comprise both states of belief (...) that represent possible moral truths and states of emotion and motivation. A familiar position regarding the evolution of ethics is that biology can explain the origin of morals but that in doing so it removes the possibility of their having objective justification. This position is set fourth in detail in the writings of Michael Ruse but it is also taken by many others, notably, Jeffrie Murphy, Andrew Oldenquist, and Allan Gibbard, I argue the contrary view that biology provides a justification of the existence of morals which is objective in the sense (...) of being independent of people's moral views and their particular desires and preferences. Ironically, my argument builds on the very premises which are supposed to undermine the objectivity of morals. But my argument stops short of claiming that biology can give us a basis for justifying some particular system of morals. Drawing on an analogy with social contract theory, I offer a general reason why this more ambitious project cannot be expected to succeed if the argument is pursued along the same lines. Finally, I give reasons why the possibility of objective justification for a particular morality cannot be ruled out in general on evolutionary grounds. (shrink)

The premises that a four foot man is short and that a man one tenth of an inch taller than a short man is also short entail by universal instantiation and "modus ponens" that a seven foot man is short. The negation of the second premise seems to entail there are virtually no borderline cases of short men, While to deny the second premise and its negation conflicts with the principle of bivalence, If not excluded middle. But the paradox can (...) be dissolved without resort to degrees of truth or any non-Classical system of logic. If some true predications can be semantically uncertain in a sense suitable for defining borderline cases, The second premise can be denied without denying the vagueness of "short" or reintroducing a sorites paradox along with higher order borderline cases. It is more than a half-century since Nelson Goodman [1955] applied what we call the Reflective Equilibrium model of justification to the problem of justifying induction, and more than three decades since Rawls [1971] and Daniels [1979] applied celebrated extensions of this model to the problem of justifying principles of social justice. The resulting Wide Reflective Equilibrium model (WRE) is generally thought to capture an acceptable way to reconcile inconsistency between an intuitively plausible general principle and an intuitively plausible judgment (...) about a particular case. Recently a different model for reconciling moral inconsistency has emerged: Moral Consistency Reasoning [Campbell and Kumar 2012, 2013a; Kumar and Campbell 2012; Campbell 2009: 86?7; Campbell and Woodrow 2003; Wong 2002]. MCR applies when two moral judgments give opposing assessments of (what appear to be) relevantly similar particular cases. Though WRE and MCR are strikingly different, each arguably captures a rationally acceptable method for reconciling moral inconsistency. Moreover, as will be shown, they function in complementary ways. Are they parts of a more comprehensive model of moral reasoning in the face of inconsistency that would explain the attractions of each? This essay first spells out the relevant differences between the models and then formulates a more general model of moral reasoning in the face of inconsistency. ?1 reviews the emergence of Goodman's model that he offers in the spirit of epistemology naturalized, almost a decade before Quine coined the term [1969a]. ?2 analyses six salient features of WRE to be compared with six contrasting features of MCR in ?3. ?4 presents the general model. In Kitcher’s ‘pragmatic naturalism’ moral evolution consists in pragmatically motivated moral changes in response to practical difficulties in social life. No moral truths or facts exist that could serve as an ‘external’ measure for moral progress. We propose a psychologically realistic conception of moral objectivity consistent with this pragmatic naturalism yet alive to the familiar sense that moral progress has an objective basis that transcends convention and consensus in moral opinion, even when these are products of serious, extended and collaborative (...) reflection. Despite the emergence of new forms of feminist empiricism, there continues to be resistance to the idea that feminist political commitment can be integral to hypothesis testing in science when that process adheres strictly to empiricist norms and is grounded in a realist conception of objectivity. I explore the virtues of such feminist empiricism, arguing that the resistance is, in large part, due to the lingering effects of positivism.

The British Medical Association has published a new report on health and human rights in immigration detention in the UK. Locked up, locked out outlines how aspects of current detention policies and practices are detrimental to the health of those detained and the challenges doctors face in providing healthcare in the immigration detention setting. It makes a number of recommendations aimed at addressing policy and practice which impact on health and well-being, including calling for an end to the routine use (...) of detention as a means of monitoring those facing removal from the UK and for the introduction of a time limit on the length of time individuals can be detained. It also provides guidance for doctors working in these settings on some of the common ethical and professional dilemmas they may face. The Government has announced its intention to review mental health legislation for England and, in relation to non-devolved issues, for Wales.1 The Government states that it is ‘committed to delivering parity of esteem between mental and physical health’, although it does not clarify the meaning of ‘parity of esteem’. Similarly, the Government states that it wants to ensure that people with mental health problems ‘are treated with dignity, and that their liberty and autonomy is respected as far as possible’. Again, the Government has not indicated the meaning of ‘as far as possible’. Although not directly mentioned in the review’s terms of reference, it must be set against the background of changing legal and ethical expectations in relation to the rights of those with mental or cognitive disorders and disabilities. Erdoğan intensifies assault on Turkish civil society Deeply worrying reports from the Turkish Medical Association suggest that the Turkish President Recep Erdoğan is hardening his attack on civil society in Turkey, using the legitimate activities of the TTB as the flimsiest of pretexts. In January 2018, the TTB issued a short statement raising concerns about the impact on public health of Turkey’s military operation in the Kurdish-controlled region of northern Syria. It denounced the operation saying ‘No to war, peace immediately’. (...) In response to the Association’s press release, the Turkish president publicly accused the 83 000 strong TTB of being terrorist sympathisers. ‘This institution has nothing to do with Turkishness and nothing about them is worthy of the notion of Turkishness’, he said. 1 Eleven of its senior doctors, including the Association’s chairman, were later detained following an order from a Turkish prosecutor. In February 2014, the Belgian Parliament passed legislation allowing euthanasia for terminally ill children of all ages by 86 votes to 44, with 12 abstentions. The Bill became law in early March after being signed by the King, making Belgium the first country in the world to abolish age restrictions for euthanasia. Previously, the youngest age at which euthanasia was permitted was 12 years old in The Netherlands.1Euthanasia was legalised in Belgium in 2002, and the new legislation introduces amendments to (...) the law extending euthanasia to minors in certain circumstances. Euthanasia is now permissible for children of all ages where the child has a “terminal and incurable illness”, experiences “constant and unbearable physical suffering”, and death is expected to occur within a “brief period”. The child must be deemed capable of making the decision, and have the agreement of their parents.Belgian law sets no timetable for euthanasia from the point at which the patient first expresses a wish to die. As with adults seeking euthanasia, any request must be made in writing. A physician and “outsider” brought in to give a second opinion must agree upon the diagnosis and prognosis, and a paediatric psychiatrist or psychologist must certify in writing that the child possesses “the capacity of discernment”. Following this, the child's physician must meet with the parents to inform them of the outcome of the consultation and ensure they are in agreement with the child's request. The child and the family must receive psychological care and support if so desired.The move provoked heated debate and divided the medical, legal and political professions in Belgium. In February 2020, the British Medical Association will be surveying members for their views on what the BMA’s position on physician-assisted dying should be. The BMA is currently opposed to physician-assisted dying in all its forms, a position that was agreed in 2006 at the annual representative meeting, the Association’s policy-making conference.1 As previously reported in Ethics briefing,2 the decision to survey members follows a motion passed at last year’s ARM which called on the BMA to “carry out a poll (...) of members to ascertain their views on whether the BMA should adopt a neutral position with respect to a change in the law on assisted dying”. The results from the survey will not determine BMA policy. Rather, the results be published ahead of this year’s ARM and provided to those attending to inform a debate and discussion on the BMA’s policy position. Healthcare professionals are currently working under extreme pressure as they respond to the pandemic outbreak of COVID-19. At the time of writing, there is currently no effective vaccine or anti-viral treatment. The pandemic is fast-moving, relatively unpredictable and of uncertain duration. In many countries, it is placing an enormous stress on healthcare resources and providing care to existing standards is proving difficult. Unfortunately, in some countries, health services have been overwhelmed. The impact of the pandemic on resource-poor countries is of (...) particular concern. This extraordinary situation is raising, or has the potential to raise, many ethical challenges for doctors delivering care to patients. It is possible, for example, that there may be points in this pandemic where decisions need to be made about who should have access to finite specialised intensive care beds, drugs and equipment. This has happened in some countries and, despite efforts by the UK Government to reduce demand and increase supply, it is still possible that this could happen in the UK. Some hospital trusts in the UK are already reporting concerningly low supplies of oxygen and vital medicines such as propofol and alfentanil.1 In these circumstances, where not everyone can be treated, difficult ethical decisions will have to made. For example, can some patients be prioritised over others? How should a doctor decide on which patients to treat? Can treatment be withdrawn from patients who are currently being treated, but are not responding, in order to offer treatment to those who may have a better chance of benefiting? How We Know is intended as a summary of Objectivist epistemology. Binswanger's treatment of a wide range of epistemological issues is examined. Because his theory of propositions is inadequate and his philosophy of mind is an extreme form of dualism, Binswanger has added little to previous efforts by “official” Objectivists. As a work of epistemology in the broad sense, Binswanger's effort is fatally impaired. It is undone by his bifurcation between consciousness and the physics of the brain, which, if accepted, (...) would largely deprive psychology and even computer science of their subject matter. We bear witness to a sweeping social movement for change—fostered and driven by a powerful group of Black nurses and nursing students determined to call out and dismantle anti‐Black racism and discrimination within the profession of nursing. The Black Nurses Task Force, launched by the Registered Nurses' Association of Ontario (RNAO) in July 2020, is building momentum for long‐standing change in the profession by critically examining the racist and discriminatory history of nursing, listening to and learning from the lived experiences (...) of the Black nursing community, and shaping concrete, actionable steps to confront anti‐Black racism and discrimination in academic settings, workplaces, and nursing organizations. The Black Nurses Task Force and the RNAO are standing up and speaking out in acknowledgment of the magnitude of anti‐Black racism and discrimination that exist in our profession, health system, justice system, and economic system. This social movement is demonstrating, in actions, how individuals and a collective act as change agents to drive meaningful and widespread change for our present and future Black nurses. The prohibition against psychologizing has been a source of confusion to many Randians. Psychologizing is the practice of incorrectly or improperly inferring motives in other people instead of rendering moral judgment. Rand thought that it could manifest in two ways: inquisitorial and excuse-making. However, Rand's concrete examples are preponderantly of the excuse-making type; her bright line between psychology and philosophy is unsuccessfully drawn; and in offering extended, strongly condemnatory analyses of the supposed motives behind psychologizing, she yields to the very (...) temptation she claims to warn against. “Psychologizing” turns out to be an anticoncept. Doctors and medical students in the UK have voted in support of the decriminalisation of abortion for women who self-administer abortions and healthcare professionals who provide abortions within the context of their clinical practice. Abortion should be treated as a medical issue rather than a criminal one. ### Background to the vote The vote took place at the end of June during the British Medical Association’s Annual Representative Meeting, where representatives of doctors and medical students from across the British Isles (...) gathered to set BMA policy through democratic procedures. Representatives considered the issue of decriminalisation during a 2-hour debate, where diverse and opposing viewpoints were heard. The debate was informed by a neutral discussion paper that was published by the BMA in February, which provided a guide to some of the key legal and ethical issues raised by the debate around decriminalisation.1 The BMA’s new policy only relates to whether abortion should or should not be a criminal offence; the policy does not address the broader issue of when and how abortion should be available. The BMA has established policy on these issues which remains unchanged.2 ### The law on abortion Induced abortion is currently a crime throughout the British Isles. There are, however, a range of exceptions to the crime laid out in statute and/or common law, for example, in England, Scotland and Wales, under the Abortion Act 1967. Any healthcare professionals operating within those defined exceptions, which include grounds for authorising an abortion and procedural requirements, can lawfully carry out an abortion as a clinical procedure. Outside these defined exceptions, the criminal offences potentially apply both to those who participate in carrying out abortions for others, including doctors, nurses and midwives, and to women who carry out abortions on themselves. Scholars were greatly indebted to Max Charlesworth for publishing in 1965 the Latin text of Anselm’s Proslogion, together with his own translation and commentary. The intense discussion this argument has received since then has, however, clarified a number of points about the logic of this argument. Its first premise is not a definition of God, and that identification is one of the conclusions of a three-stage argument. Also, the much-discussed issue of the relation of Chap. 3 to Chap. 2 has (...) now been clarified: that the premise with which Anselm begins Chap. 3 is entailed by the conclusion of Chap. 2. For that reason, substituting a description of anything other than God for Anselm’s formula, such as Gaunilo’s Lost Island, entails that that thing both can and could not be thought not to exist. Like those famous nations divided by a single tongue, my paper (this volume) and Professor P.M. Churchland's deep and engaging reply offer different spins on a common heritage. The common heritage is, of course, a connectionist vision of the inner neural economy- a vision which depicts that economy in terms of supra-sentential state spaces, vector-to-vector transformations, and the kinds of skillful pattern-recognition routine we share with the bulk of terrestrial intelligent life-forms. That which divides us is, as ever, much harder (...) to isolate and name. Clearly, it has something to do with the role of moral talk and exchange, and something to do with the conception of morality itself (and, correlatively, with the conception of moral progress). Most of this Reply will be devoted to clarifying the nature of the disputed territory. Essex University, in association with Johns Hopkins Center for Public Health and Human Rights, has brought out a timely report highlighting the increasing global criminalisation of the provision of healthcare.1 The report, with a foreword by Professor Dainius Puras, United Nations Special Rapporteur on the right to health, explores the pressures on medical impartiality arising in large part from both global and national responses to the threat of terrorism. Both international humanitarian law, human rights law and long-established principles of medical (...) ethics—as set out in various declarations of the World Medical Association—establish an absolute principle that all people, regardless of their beliefs, affiliation or status, have rights of access to appropriate healthcare. And this right extends to wounded and sick combatants, as well as civilians, during times of armed conflict. One of the challenges in this area is that in recent years, many conflicts have become ‘asymmetric’. Contemporary conflicts seldom involve opposing state armies. Instead, they increasingly involve irregular combatants, often labelled ‘terrorists’ or ‘insurgents’ by the states they are opposing. In response to these threats, many states have developed sometimes draconian legislation outlawing terrorist groups and those offering support. The danger, outlined in some detail in the report, is that the vital distinction between the impartial provision of medical care and the criminal offence of materially aiding terrorism is lost. The theory I want to refute is sometime called Impersonal Ethical Egoism : the view that everyone ought to do what will benefit him the most in any given situation. It might be thought that this view can be distinguished from Personal Ethical Egoism : the view that I ought to do what will benefit me the most in any given situation. But to whom does “I” refer in PEE? To any person who states the view? And is the view (...) supposed to be true no matter who states it? If the answers to the last two questions are Yes, then PEE and IEE come to the same thing. To distinguish the views, we might take “I” to refer to a specific person, say, the person who just stated the view. Put unambiguously, without the personal pronoun, PEE then becomes: RC ought to do what will benefit RC the most in any given situation. IEE would then logically imply PEE, but not conversely. But the reason why PEE would not imply IEE is not that it would be a conflicting, or even an alternative and competing, form of ethical egoism; it is simply that PEE would be formulated much less generally than IEE. In fact, since PEE would concern only what one particular person ought to do, it would not be obvious that the view itself should be called a form of egoism. For if anyone else subscribed to the view, that would hardly make him an egoist; so there would seem to be nothing inherently egoistic about the view. But, in any case, what I aim to refute is a general theory about what anyone ought to do in a given situation, not a theory limited in scope to the actions of only one individual. (shrink)

In April, the UK House of Commons Science and Technology committee published a report evaluating the readiness of the National Health Service to incorporate genomic testing into mainstream service provision.1 The committee also examined some of the research and regulatory considerations in relation to the ongoing development of genome editing. ### Genomics in the NHS The main focus of the report is the 100,000 Genomes Project and the various practical and ethical challenges associated with the planned roll-out of the Genomics (...) Medicine Service in the NHS. The 1 00 000 Genomes Project was launched in 2012 and is the first large-scale whole genome sequencing research study of its kind in the world. The overall objective is to sequence genomes from NHS patients with a rare disease and their families, and from patients with specific cancers. The study seeks to benefit patients by potentially providing a diagnosis, gain new scientific insights, increase public knowledge of genomic medicine, encourage investment, and accelerate the uptake of genomic medicine in the NHS. At the time of writing the project had sequenced over 55 000 genomes and it is expected that the full 1 00 000 will be completed by the end of 2018. Building on the success of the project NHS England announced the establishment of a national NHS Genomic Medicine Service to provide ‘comprehensive and equitable access to the latest in genomic testing and management for the whole country, regardless of condition and where people live.’2 The service is set to be operational this year. The committee acknowledged the range of potential benefits that whole genome sequencing could have for patient care, however it also highlighted that there was a currently a lack of ‘sufficiently unambiguous evidence’ for its ….
