How should we understand scientific progress? Kuhn famously discussed science as its own internally driven venture, structured by paradigms. He also famously had a problem describing progress in science, as problem-solving ability failed to provide a clear rubric across paradigm change—paradigm changes tossed out problems as well as solving them. I argue here that much of Kuhn’s inability to articulate a clear view of scientific progress stems from his focus on pure science and a neglect of (...) applied science. I trace the history of the distinction between pure and applied science, showing how the distinction came about, the rhetorical uses to which the distinction has been put, and how pure science came to be both more valued by scientists and philosophers. I argue that the distinction between pure and applied science does not stand up to philosophical scrutiny, and that once we relinquish it, we can provide Kuhn with a clear sense of scientific progress. It is not one, though, that will ultimately prove acceptable. For that, societal evaluations of scientific work are needed. (shrink)

This article is based on a case study of a long-term public controversy over the construction of a highway bypass. Two principal variants of the bypass were proposed. One of them began gradually to appear preferable, increasingly attractive for experts, but remaining only on paper. In the meantime, however, the other variant became more realistic, pushed through mainly by local politicians and actually constructed. This article shows how purification of science from politics played a key role in the development (...) and ending of the case. Initial expertization of the case switched to its sharp politicization, when people got frustrated from protraction and indecisive evidence of accumulated expertise. This turned to be fatal for those who consistently staked everything on “pure facts.” This article concludes by outlining some general consequences of such a development for both democratic decision making and the political relevance of expertise. Since the industrial revolution, humans have tended to reduce science to the ancillary role of engine of technology. But the quest for knowledge started two and a half millennia ago with the aim of setting humans free from ignorance. The first scientists and philosophers saw knowledge as the goal, not as the means. The main goal was to understand matter, life, conscience, intelligence, our origin, and our destiny, not only to solve practical problems. Being sceptical to myths and religions, (...) they gave themselves the goal to reach The Answer via rational and empirical inquiry. Transhumanism is a very specific philosophy of technology, because one of its goals is the creation of a posthuman intelligence. In Executive Order No. 10521, March 17, 1954, President Eisenhower stated: “…only a small fraction of the Federal Funds is being used to stimulate and support the vital basic research which makes possible our practical scientific progress. I believe strongly that this Nation must extend its support of research in basic science.”.

In pure science, the standard approach to non-epistemic values is to exclude them as far as possible from scientific deliberations. When science is applied to practical decisions, non-epistemic values cannot be excluded. Instead, they have to be combined with scientific information in a way that leads to practically optimal decisions. A normative model is proposed for the processing of information in both pure and applied science. A general-purpose corpus of scientific knowledge, with high entry requirements, (...) has a central role in this model. Due to its high entry requirements, the information that it contains is sufficiently reliable for the vast majority of practical purposes. However, for some purposes, the corpus needs to be supplemented with additional information, such as scientific indications of danger that do not satisfy the entry requirements for the corpus. The role of non-epistemic values in the evaluation of scientific information should, as far as possible, be limited to determining the level of evidence required for various types of practical decisions. Kant maintains that his Critique of Pure Reason follows a “synthetic method” which he distinguishes from the analytic method of the Prolegomena by saying that the Critique “rests on no other science” and “takes nothing as given except reason itself”. The paper presents an account of the synthetic method of the Critique, showing how it is related to Kant’s conception of the Critique as the “science of an a priori judging reason”. Regarding the dichotomy between applied science and pure science, there are two apparently paradoxical facts. First, they are distinguishable. Second, the outcomes of pure sciences (e.g. scientific theories and models) are applicable to producing the outcomes of applied sciences (e.g. technological artefacts) and vice versa. Addressing the functional roles of applied and pure science, i.e. to produce design representation and science representation, respectively, I propose a new characterisation of the dichotomy that explains these (...) two facts. The content of most of the matters to be considered by this science have hitherto been the concern of some areas of religion, particularly what in our culture we call ‘mysticism’; but the treatment of it would legitimately be called scientific. En considérant le « rapport étroit » et l’« affinité d’inspiration » entre ces deux disciplines, il se propose d’examiner, d’une part, « comment une connaissance pure est possible » et, d’autre part, de « critiquer, reformer et définir, autant qu’il se pourra, la méthode propre à la (...) philosophie théorique » grâce aux « analogies » repérées dans la connaissance mathématique. Ce double but dérive du constat, reposant sur l’analyse de l’histoire des mathématiques et de la philosophie, qu’« un renouvellement des méthodes de celles-là a, à chaque fois, des répercussions sur celle-ci ». Les renouvellements des méthodes que les mathématiques modernes induisent portent essentiellement, selon Vuillemin, sur les notions de structure, d’infini et de logique. Bayesian approaches to human cognition have been extensively advocated in the last decades, but sharp objections have been raised too within cognitive science. In this paper, we outline a diagnosis of what has gone wrong with the prevalent strand of Bayesian cognitive science (here labelled pure Bayesian cognitive science), relying on selected illustrations from the psychology of reasoning and tools from the philosophy of science. Bayesians’ reliance on so-called method of rational analysis is a key (...) point of our discussion. We tentatively conclude on a constructive note, though: an appropriately modified variant of Bayesian cognitive science can still be coherently pursued, as some scholars have noted. (shrink)

The Elephant and the Blind is a book about why we need a new culture of consciousness, and how to get it. A culture of consciousness (or Bewusstseinskultur) is a culture that values and cultivates the mental states of its members in an ethical and evidence-based way.

This paper presents Fichte’s system of philosophical science with the aim of elucidating the boundary separating the pure, absolute I and the empirical, individual I in the system. Tapping on writings related to the two versions of the Jena Doctrine of Science, I represent Fichte’s philosophical project as the primarily epistemological one of maintaining the scientific status of pre-philosophical knowledge in the face of the Maimonian skeptical challenge. Apparently, Fichte analyzes the scientificity of a body of knowledge (...) in terms of its certainty and systematicity. But it is in connection with his conception of a philosophical-scientific system as a presentation of an autonomous “system of a human mind” that we are able to make sense of the systematicity and certainty that are at play in the concept. Moreover, the philosophical-scientific system falls short of meeting the Maimonian skeptical challenge so long as it remains incomplete. Most importantly, the human-mental system is no empirical subject, but a pure subject that maps the possible perceptions and actions which an empirical subject has the potential to realize for itself. A critical debate has blossomed within the field of research policy, science and technology studies, and philosophy of science regarding the possible benefits and limitations of allocating extramural grants using a lottery system. The most common view among those supporting the lottery idea is that some form of modified lottery is acceptable, if properly combined with peer review. This means that partial randomization can be applied only after experts have screened the pursuit-worthiness of all submitted proposals and sorted (...) out those of lowest quality. In the present paper, I will argue against the use of partial lotteries or partial randomization and instead promote use of a _pure lottery_ in combination with a radical increase in block funding. The main reason for holding this position is that a partial lottery cannot solve the problems inherent in the current funding system, which is based on grant competitions and peer review. A partial lottery cannot decrease the enormous time-waste, reduce the uneven distribution of time between researchers, neutralize expert biases or mitigate academic power asymmetries. Instead, we need a stronger focus on improving general time management in academia by implementing a more holistic model for organizing research opportunities in the future. (shrink)

Marco Buzzoni has presented a Kantian account of thought experiments in science as a serious rival to the current empiricist and Platonic accounts. This paper takes the first steps of a comprehensive assessment of this account in order to further the more general discussion of the feasibility of a Kantian theory of scientific thought experiments. Such a discussion is overdue. To this effect the broader question is addressed as to what motivates a Kantian approach. Buzzoni's account and the assessment (...) developed in this paper are warranted by the fact that the history of philosophical inquiry into thought experiments is deeply interwoven with Kant's philosophy. This history will be depicted here for the first time in more comprehensive terms to contextualize Buzzoni's account in historical and systematic perspective. (shrink)

One should not, however, overlook the fact that a profound regard for the philosophical aspects of Pure Land Buddhist thought, another major stream of Mahayana Buddhism, is deeply intertwined in the (...) foundation of their philosophies. But the ways in which they interpret it and the position they give it within their philosophical systems are not the same: they have taken different forms, often giving rise to original terminology, in accord with each thinker’s metaphysical speculation.As Alfred N. Whitehead critically argues in his Religion in the Making, the fundamental reason for the decay of both Buddhism and Christianity is that “each religion has unduly sheltered itself from the other. The self-sufficient pedantry of learning and the confidence of ignorant zealots have combined to shut up each religion in its own forms of thought. Instead of looking to each other for deeper meanings, they have remained self-satisfied and unfertilized.” Further, “both have suffered from the rise of the third tradition, which is science, because neither of them had retained the requisite flexibility of adaptation.” 1In this contemporary situation, the philosophies of Nishida, Tanabe, and Nishitani, in which the issue of religion and science has been brought into fundamental question and examined on the dimension of origin of their development, have extremely important implications for the critical interpretation of Pure Land Buddhist doctrines, particularly in the postmodern world. 2There are two points I want to make in this paper. The self-awareness manifests itself in the midst of such fact and serves to reveal that fact. He argues that the ultimate goal of Mahayana Buddhism is to penetrate into the depth of this fact.In Tanabe’s philosophy, one’s resurrection and return to the world (genso) and self-renunciation through ‘metanoetics’ (zangedo), a philosophy of absolute Other-power, are required and witnessed to in order for one to establish a genuine religious standpoint. Neither/nor, instead of both/and, is the only relationship in which the self negates itself by means of contradiction, so that at the same time as the self is extinguished in the negation, the contradiction of that which opposes the self is also extinguished. In two often neglected passages of the Critique of Pure Reason, Kant submits that the Critique is a 'treatise' or a 'doctrine of method'. These passages are puzzling because the Critique is only cursorily concerned with identifying adequate procedures of argument for philosophy. In this book, Gabriele Gava argues that these passages point out that the Critique is the doctrine of method of metaphysics. Doctrines of method have the task of showing that a given science is indeed a (...) science because it possesses 'architectonic unity' – which happens when it realizes the 'idea' of a science. According to Gava's novel approach, the Critique establishes that metaphysics is capable of this unity, and his reading of the Critique from this perspective not only illuminates the central role of the Transcendental Doctrine of Method within it, but also clarifies the relationship between the different parts of the work. This essay argues for the historicity of applied science as a contested category within laissez-faire Victorian British science. This distinctively pre-twentieth-century notion of applied science as a self-sustaining, autonomous enterprise was thrown into relief from the 1880s by a campaign on the part of T. H. Huxley and his followers to promote instead the primacy of “pure” science. Their attempt to relegate applied science to secondary status involved radically reconfiguring it as the mere application (...) of pre-existing pure science. This new notion of extrinsically funded pure science that would produce only contingently future social benefits as a mere by-product came under pressure during World War I, when military priorities focused attention once again on science for immediate utility. This threatened the Cambridge-based promoters of self-referential pure science who collectively published Science and the Nation in 1917. Yet most contributors to this work discussed forms of “applied” science that had no prior “pure” form. Even the U.K.'s leading government scientist, Lord Moulton, dismissed the book's provocative distinction between pure and applied science as unhelpfully “vague and artificial.”. (shrink)
