This article analyses the rhetorical legitimation strategy of post-Soviet Uzbekistan under Islam Karimov as an authoritarian state. I show that the most important mode of legitimation in this case is neither the consequentialist appeal to stability, order or welfare, nor a direct appeal to guardianship, i.e., special knowledge. Rather, Karimov and his court intellectuals seek to advance a conception of 'ideology' as the comprehensive pre-political consensus of the political community. Their concept of 'ideology' is used to advance a political logic (...) whereby the nature of the political community, the purpose of the state, the unifying political telos and the present regime are fused into a single entity. This ontological fusion is presented as a hegemonic reality and occurs at the pre-political level, resulting in the vanishingly small space left over for politics that characterizes authoritarian systems. I then suggest that such analysis of the hegemonic strategy of authoritarian regimes, and above all the teleological conception of politics it advances, is a superior approach to authoritarian legitimation than the search for explicit 'consequentualist' versus 'principled' arguments. The interest shown in marginal groups is explained by a diversity of factors. On the threshold of the modern era appeared an abundant literature devoted to a description of the world of delinquency. More particularly, these were treatises on the mysteries of the forbidden quarters of the cities of the time and on the behavior and way of life of social groups living by swindling or fraud. This being drawn to the exotic and the unusual in society, which was not (...) unrelated to an awakening of ethnological curiosity, was also seen in the flowering of a type of literature which could be called “picaresque.” It had already appeared in the last centuries of the Middle Ages, but it came into full bloom only in the 16th and 17th centuries. The Spanish picaresque novel, because of its literary brilliance and its wide acceptance by the reading public, left in the shade a multitude of similar works coming from other European countries, from the English “rogue pamphlets” to the “rogue” literature of Germany and Holland to the tales of Polish and Czech vagabonds. These literary works are closely related to treatises which claimed to be based on eye-witness accounts or which claimed to report authentic events. In reality, they were all taken from fiction and demand comparison with documentary evidence. But the abundance of this type of literature and the success it enjoyed also indicate an early awareness by modern society of the growing importance of social groups living in contradiction to the norms, manners and customs in force at the time. This paper takes as its point of departure Roland Barthes’s proposition in La Chambre claire that the nineteenth century “invented History and Photography,” that the era of photography is one of revolutions, and that the photograph’s “testimony” has diminished our capacity to think in terms of “duration.” Barthes also asserts that the French photographer Nadar is “the greatest photographer in the world,” but takes no account of Nadar’s acute receptivity to the history of the nineteenth century. The paper argues that, (...) though he fully recognized the unique properties of the new medium, Nadar himself was overridingly preoccupied with assessing photography’s role in a period when war and revolution were compromising the onward march of social and economic progress. Throughout his life, he was committed to the progressive ideas that he assimilated while growing up in Paris and Lyon in the 1830s. He wrote of the emergence of a Bohemian culture in the Latin Quarter of Paris, and remained keenly aware of the visual impressions that he had received in his youth from the popular lithographs of the pre-photographic era. He became a supporter of the artistic avant-garde, which led him to purchase important work by the landscape painter Daubigny. In his art criticism, he excoriated the later portraits of Ingres, which might have competed with his own reputation as a photographic portraitist. Yet, in his admiration for Delacroix, he emphasized the lengthy initiation necessary for the appreciation of the master’s paintings, implying a direct contrast with the “instantaneity” of the photographic process. By common consent, the period of Nadar’s great success as a portraitist, which secured his posthumous fame, occupied a short phase in his career as a whole. But his writings show that it was his lively intuition of the wider ramifications of photography that impelled him to move on—experimenting successfully with the first aerial photographs and documenting the catacombs of Paris with the aid of magnesium lighting. Though he could never experience television, he left a narrative in which the feasibility of transmitting images over a distance was presented as being startlingly realistic. In short, Nadar’s published work can be viewed as a sustained meditation on the interaction of historical experience and the media, which not only records but anticipates photography’s impact within the wider framework of visual culture. It tries to investigate how in them the reflection about knowledge progressively takes a new direction against dogmatic positions. In order to do this, this article focuses on some of its specific aspects. We cannot assimilate these works to the revolution that the KrV will signify but we can read them as a preparation for that critical field. The article deals with the legal acts which were adopted by the Supreme Council Reconstituting the Seimas of the Republic of Lithuania on 11 March 1990, and which are related to the restoration of the independent State of Lithuania. The author discloses the chronology of the legal acts adopted on that day and investigates why some particular act was adopted first, and only later another act was passed; he investigates the circumstances which determined the content of the legal acts (...) and shows the interconnection between these acts. The sequence and content of the legal acts of restoration of independence were determined by the fact that the independent State of Lithuania could not arise from the so-called “Lithuanian SSR” which had never been a form of Lithuanian statehood. The restoration of independence could and had to be grounded only upon the continuation of the pre-war Republic of Lithuania. One had to draw a boundary line between the Supreme Soviet of the Lithuanian SSR, which was elected in democratic and free elections on 24 February 1990, and which was a genuine representation of the Nation, from the former Supreme Soviets of the Lithuanian SSR—the essence and formation procedure of which was completely different. This was done by adopting the Declaration “On the Powers of the Supreme Soviet of the Lithuanian SSR” in which it was held that in the 24 February 1990 elections the Nation vested to the deputies of the Supreme Soviet of the Lithuanian SSR the mandate and the duty to restore the State of Lithuania and express the sovereign will of the Nation through this body, which, from 11 March 1990, 6 p.m., would be referred to as the Supreme Council of Lithuania. Given its significance to stakeholders, the process of revising audit reports is an essential subject in today’s economic context. This study aims to detail relevant elements of this process by evaluating alterations to and developments of the audit report, as supported by international and regional standard-setters and regulators. To that end, we examine audit reports that have already applied new auditing regulations. This case study approach allows us to highlight UK audit-reporting practices both before and after the ISA 700 was (...) issued and entered practice. Our findings reveal that in terms of content and content positioning, UK companies’ audit reports make use of the psychological effects of primacy versus serial position and have done so long before the applicability of the international standard for financial statements published after December 2016. This article looks at the increasing prominence of bioterrorist threat scenarios in recent US foreign policy. Germ warfare, it argues, is being depicted as the paradigmatic threat of the post-Cold War era, not only because of its affinity for cross-border movement but also because it blurs the lines between deliberate attack and spontaneous natural catastrophe. The article looks at the possible implications of this move for understandings of war, strategy and public health. It also seeks to contextualize the US’s growing (...) military interest in biodefence research within the commercial strategies of the biotech and pharmaceutical industries. In its methodology, the article weaves together elements from defence literature, scientific perspectives on infectious disease, catastrophe theory and political economy. The conceptual underpinnings of the strategy of pre-emptive warfare, it argues, lie as much in the theory of biological emergence as in official US defence strategy. (shrink)

This article further elaborates on the “pre-crime society” thesis as developed and examined by Arrigo and Sellers. Specifically, the article focuses on the ultramodern era of digital inter-connectivity and argues that productive psychic desire is held clinically captive. Ultra-modernity is populated by cyber-forms of human relating and of economic exchange that nurture hyper-securitization. We discuss how the maintenance of hyper-securitization supports a pre-crime society, and how hyper-securitization’s object of desire consists of sign-optics. We argue that the co-constitutive forces of this (...) desire represent the sign-exchange values of post-criminology. Post-criminology’s signifiers include, among others, “predictive policing”, “crime mapping”, and “actuarial penology.” Post-criminology’s signifieds produce captivity-generating bio-digital “laws” of human relatedness. Among others, these laws sanction the neurosis of de-vitalization and certify the psychosis of finalization. We explain how the unchecked excess neutralizations of de-vitalization and finalization cultivate clinical captivity. Clinical captivity is a social anxiety in which reciprocal consciousness, inter-subjectivity, and mutual power are limited in existence or are denied an existence. (shrink)

Topical consideration is given to political entanglement, corruption, warfare, non-sustainable practices and exploitation of workers. I know because I have edited it myself—that's a sort of pun, in which the words "the rhetorical tradition" refer both to a book and to the cultural phenomenon the book represents. Bruce Herzberg and I (2001) have co-edited an anthology entitled The Rhetorical Tradition: Readings (...) from Classical Times to the Present. That project also involved editing the tradition itself, because, at least since the days of Isidore of Seville, it is through inclusions and exclusions in anthologies such as ours that the rhetorical tradition is established, grows, and changes. Anthologies seem always to have played a large role in the definition of the rhetorical tradition because the accessibility of texts has so often been an issue in the study of rhetoric, whether transmission problems have been caused by the dissipation of classical learning at the end of the Roman period or are caused by the vagaries of print publication today. Then and now, the changing shape of the tradition may be discerned from the tables of contents of anthologies, a circumstance that has become especially evident to me now that we have had the opportunity to edit our volume twice. The tables of contents of the first edition, appearing in 1990, and the second, in 2001, show both some enduring similarities and some interesting differences.It is important to remember that what we inherit as the "rhetorical tradition," for blessing or curse, comprises at least three modalities: texts deemed worthy of rhetorical study, methods of analyzing those texts, and methods of teaching rhetoric according to precepts and principles derived from those texts. Such a description of our cultural legacy would seem to put texts at the center of the tradition, and indeed, anthologies focus our attention on the rhetorical tradition as a set of texts. Tables of contents organized chronologically suggest a neat progression of supposedly major works marching through the centuries, but why those particular works? In [End Page 109] the study of rhetoric as in the study of imaginative literature, scholars now realize that these supposedly inevitable textual monuments to an unbroken and progressively more sophisticated discipline are in fact quarried from among the masses of material each era produces by traditions, that is, methodological and pedagogical traditions, in how to study rhetoric. Although the tradition appears to be text-based, how we wish to analyze verbal productions and how we prefer to teach the art of producing them govern our choices of rhetorical texts to preserve, elevate, or delete. And modern histories of rhetoric have shown that the preferences governing these choices arise out of complex cultural factors relating to gender, race, social class, national identity, and more.Once upon a time, these choices were dominated by the preferences of socially privileged men who saw Western culture as the best in the world, and that culture itself as springing primarily from Greek and Roman roots. As Walter Ong (1981) has explained in Fighting for Life, these men believed that education in rhetoric must be for men only and that boys must be introduced to it via agonistic competition. From these assumptions sprang buttresses for what we might call the "traditional tradition" in the study of rhetoric, a progression of texts written by Plato, Aristotle, Cicero, Quintilian, Augustine, Erasmus, Bacon, Blair, and so on. This kind of study of rhetoric required extensive education, first, in Latin and Greek, often inculcated with the aid of corporal punishment, as Ong describes, and it persisted well into the twentieth century (though, one trusts, with much less flogging—that went out with co-education, as Ong explains). For example, until 1936, Greek was a graduation requirement at the Jesuit college where I teach, the College of the Holy Cross, and Latin was not dropped as a graduation requirement there until 1959 (the college was still all male, but the rationale for dropping the requirement appears to have centered upon the need to make room in the curriculum for pre-professional studies). L'idée que comprendre permet de prévoir est une idée moderne. Elle est fondée sur la découverte, que le monde physique obéit à des lois (Galilée, et surtout Newton). Elle a mis fin à la pensée magique, et elle est à la base de la révolution scientifique et du monde moderne. Or nous assistons à la dissociation de ces deux choses. The phenomenon of “Muslim Democracy” has been analyzed by scholars for a number of years, at least since the mid-1990s. The standard view about Muslim Democracy is that (perhaps like its European counterpart Christian Democracy) it represents a nonideological, or postideological, pragmatic approach to electoral politics. The purpose of this article is to advance two primary arguments. The first is that the turn to Muslim Democracy as an ideology and practice should first be understood as a way of thinking about (...) politics that breaks with the sovereigntist imaginary that dominated modern Islamic political thought. Second, Muslim Democrats do not forswear the use of democratic means to advance goals derived from religious commitment as part of their recognition of pluralism and constitutional democracy. Their attitude toward politics should thus be seen as a form of agonistic pluralism. This article thus proposes an interpretation of Muslim Democracy as post-sovereigntist agonistic political Islam. Classical and medieval writers had no term for consciousness in anything like the modern sense, and their philosophy seems not to have been troubled by the mind-body problem. Contemporary eliminativists find strong support in this fact for their claim that consciousness does not exist, or, at least, is not an appropriate scientific explanandum. They typically hold that contemporary conceptions of consciousness are artefacts of Descartes' (now outmoded) views about matter and his unrealistic craving for epistemological certainty. Essentially, they say, our (...) belief in consciousness is a residue of once pressing, but now irrelevant, intellectual tensions between religion and the rising new science of the Early Modern period. With the attempts of Descartes and his successors to resolve these tensions, Western thought began down a track toward the conceptual cul-de-sac of the "hard problem". Plausibly, the problem will only be (dis)solved, and the onward march of science assured, when we are able to shake off the pervasive influence of the Cartesian tradition in a way that goes far beyond the mere rejection of dualism. But when we do so, eliminativists contend, the distinctively Cartesian notion of consciousness will simply drop out of our world-picture, like phlogiston or the vital entelechy. (shrink)

The article aims to argue that the pandemic caused by COVID-19 strengthened religious faith. This objective is argued from the perspective of advanced economies studies. In the post epidemic era people’s lifestyle and shopping habits have undergone tremendous changes due to the development of the Internet economy. Prior to the COVID-19 pandemic, research pointed towards an alleviating effect of Internet usage for religious purposes. This study explores the impact of Internet economy on consumers’ psychology and behavior in the post epidemic (...) era, and analyses the factors that affect consumers’ purchase intention. The research has certain guiding significance for the development of Internet economy, the relief of residents’ psychological pressure and the solution of psychological problems in the post epidemic era. Consumers in the Liaoning province were interviewed by means of questionnaires through group chat links and website advertisements. Consumption information and data were gathered from 15 March 2020 to 15 March 2021. After collecting the questionnaires, 500 effective questionnaires were selected. Questionnaire data were analysed by self-rating anxiety scale (SAS), and the influencing factors of consumers’ purchasing psychology were judged by self-rating depression scale (SDS). The overall psychological status of consumers was evaluated by SCL-90. The software SPSS ® 18.0 was used to analyse the data collected from the questionnaire. The corresponding strategies for the development of Internet economy are proposed according to the analysis results. The results of data analysis show that appropriate Internet economic consumption can alleviate the negative emotions and psychological pressure of consumers due to long-term home isolation. Contribution: This study demonstrates that appropriate Internet economic consumption can alleviate the negative emotions and psychological pressure of consumers due to long-term home isolation. The research outcome can be utilised by scholars in the field of the psychology of religion, sociology of religion and pastoral care focusing on trauma caused be the consequences of the COVID-19 pandemic. Contemporary eliminativists find strong support in this fact for their claim that consciousness does not exist, or, at least, is not an appropriate scientific explanandum. They typically hold that contemporary conceptions of consciousness are artefacts of Descartes' (now outmoded) views about matter and his unrealistic craving for epistemological certainty. Essentially, they say, our (...) belief in consciousness is a residue of once pressing, but now irrelevant, intellectual tensions between religion and the rising new science of the Early Modern period. With the attempts of Descartes and his successors to resolve these tensions, Western thought began down a track toward the conceptual cul-de-sac of the "hard problem". Plausibly, the problem will only be (dis)solved, and the onward march of science assured, when we are able to shake off the pervasive influence of the Cartesian tradition in a way that goes far beyond the mere rejection of dualism. But when we do so, eliminativists contend, the distinctively Cartesian notion of consciousness will simply drop out of our world-picture, like phlogiston or the vital entelechy. (shrink)

The post-September 11th era has presented immense challenges and disappointing setbacks for the advancement of human rights. Yet, the era has also been marked by complexity, paradoxes and ample opportunities for introspection as events expose contemporary human rights' various weaknesses and contradictions. This article provides an overview of the interplay between the human rights concept's various instrumental appropriations and its more autonomous emancipatory capacity manifested in post-September 11th developments. Instead of an exhaustive examination, the article simply poses and juxtaposes different (...) dimensions and layers of the formidable presence of the human rights idea in post-September 11th developments impacting the Middle East. To this end, it places a particular emphasis on human rights' capacity to simultaneously aid, transcend and confront local and international power structures.The article begins with a discussion of the ways in which American hegemony is both bolstered and challenged through human rights discourses after September 11th. It then turns to the Middle Eastern encounter with human rights amidst the American "War on Terror." It is argued that while widespread Middle Eastern consciousness of American appropriations of human rights foster cynicism about the promise and legitimacy of human rights, post-September 11th dynamics have also resulted in greater Middle Eastern engagement with the human rights concept and international human rights norms. In subsequent sections, the article presents a brief outline of the various challenges and openings presented for human rights advocacy in the last few years followed by a discussion of the renewed imperative for a genuine international human rights dialogue. Throughout the article, examples are presented of how pre-existing human rights geographies and hierarchies ascribing relativism to the East and universalism to the West have been unsettled during this period. In the first phase, the study describes how the current pandemic can become transformational opportunities. It debates the situation and questions related to the emergence of the COVID-19 outbreak. The present research focuses on identifying fundamental values, organizations, and pre-assumptions related to travel and tourism revival and help academia and researchers to a breakthrough in initiating the frontiers based on research and practice. This study aims at exploring the role of technological innovation in the crisis management of COVID-19 tourism impacts, tourists’ behavior, and experiences. The travel and tourism industry’s main stakeholders include tourism demand and organizations that manage tourists’ destinations and policymakers. They have already experienced the stages of responses, recovery, and resetting tourism recovery strategies. The inclusion of structural competency training in pre-health undergraduate programs may offer significant benefits to future healthcare professionals. This paper presents the results of a comparative study of an interdisciplinary pre-health curriculum based in structural competency with a traditional premedical curriculum. The authors describe a new evaluation tool, the Structural Foundations of Health Survey ©, developed to evaluate structural skills and sensibilities. The authors use the survey to evaluate two groups of graduating seniors at Vanderbilt University—majors in an interdisciplinary pre-health (...) curriculum titled Medicine, Health, and Society, and premed science majors—with particular attention to understanding how political, cultural, economic, and social factors shape health. Results suggest that MHS majors identified and analyzed relationships between structural factors and health outcomes at higher rates and in deeper ways than did premed science majors. MHS students also demonstrated higher understanding of structural and cultural competency in their approaches to race, intersectionality, and racial health disparities. The skills that MHS students exhibited represent proficiencies increasingly emphasized by the MCAT, the AAMC, and other educational bodies that, in an era of epigenetics and social determinants, emphasize how contextual factors shape expressions of health and illness. This paper explores Brian Orend's contribution to the just war tradition, specifically his proposed jus post bellum criteria and his idea of pre-commitment to jus in bello and jus post bellum as part of an expanded jus ad bellum criterion of right intention. The latter is based on his interpretation of Kant's work: that as part of the original decision to begin a war, a state should commit itself to certain rules of conduct and appropriate war termination, and if it (...) cannot so commit, it should not continue further down the path to using force. Orend's revised right intention brings jus post bellum ?into the fold? of the just war tradition, requiring that state obligations go beyond correct conduct in war. The article argues that whatever the nature of the just cause, there is a compelling argument for committing to jus in bello and jus post bellum as part of jus ad bellum right intention. The justness of the cause in the contemporary era requires strictness rather than leniency in the conduct and termination of war for a state to remain legitimate in the eyes of the world. In the context of Orend's proposals, this would require that states ?do their homework? and ?tie themselves to the mast?; this includes providing proof that the situation on the ground is understood, conducting a feasibility test on the proposed intervention and publicly identifying and committing to their obligations and responsibilities during and after war. Recognising the practical and political obstacles to adopting this idealistic revision of the just war tradition, the paper nevertheless concludes that Orend's contribution is significant and worthy of exploration: it offers a kernel of hope for counteracting pressures to lower the threshold of resort to force, delivering greater justice for the innocent victims of war and providing greater probability of durable peace post-war. This article explores the relationship between medicine’s history and its digital present through the lens of the physician-patient relationship. Today the rhetoric surrounding the introduction of new technologies into medicine tends to emphasize that technologies are disturbing relationships, and that the doctor-patient bond reflects a more ‘human’ era of medicine that should be preserved. Using historical studies of pre-modern and modern Western European medicine, this article shows that patient-physician relationships have always been shaped by material cultures. We discuss three activities (...) – recording, examining, and treating – in the light of their historical antecedents, and suggest that the notion of ‘human medicine’ is ever-changing: it consists of social attributions of skills to physicians that played out very differently over the course of history. This article explores the trend of increasing automation in law enforcement and criminal justice settings through three use cases: predictive policing, machine evidence and recidivism algorithms. The focus lies on artificial-intelligence-driven tools and technologies employed, whether at pre-investigation stages or within criminal proceedings, in order to decode human behaviour and facilitate decision-making as to whom to investigate, arrest, prosecute, and eventually punish. In this context, this article first underlines the existence of a persistent dilemma between the goal of increasing the (...) operational efficiency of police and judicial authorities and that of safeguarding fundamental rights of the affected individuals. Subsequently, it shifts the focus onto key principles of criminal procedure and the presumption of innocence in particular. Using Article 6 ECHR and the Directive (EU) 2016/343 as a starting point, it discusses challenges relating to the protective scope of presumption of innocence, the burden of proof rule and the _in dubio pro reo_ principle as core elements of it. Given the transformations law enforcement and criminal proceedings go through in the era of algorithms, big data and artificial intelligence, this article advocates the adoption of specific procedural safeguards that will uphold rule of law requirements, and particularly transparency, fairness and explainability. In doing so, it also takes into account EU legislative initiatives, including the reform of the EU data protection _acquis_, the E-evidence Proposal, and the Proposal for an EU AI Act. Additionally, it argues in favour of revisiting the protective scope of key fundamental rights, considering, _inter alia_, the new dimensions suspicion has acquired. (shrink)

Measured against the gloomy pre-COVID-19 predictions, Africa has fared far better than most regions in managing the pandemic. This much, however, has received less attention. This paper answers the question: how have the new rituals of self determination in public health affected the successful management of COVID-19 in Africa, and how can the continent and the rest of the world build on such models/lessons in the post-pandemic era? I employ emancipatory theorising in reviewing literature on approaches to governance of COVID-19. (...) The rationale is to empower the grassroots and to accentuate the urgency for a decolonized local ownership of the governance of all public health crises. I argue that while traditional international cooperation is necessary for additional resource and expertise from the global North for sustainable health, the political will of Southern governments remains fundamental for any extraordinary success due to its grassroots/community orientation towards non-pharmaceutical interventions and initial pre-emptive rituals. The novelty in this paper is that it lays bare the ignored African responses and lessons and reveals how to harness protective communitarian ethos in solving future crises. The paper further provides population health as an ‘immune system’ policy framework for explaining and predicting how a scientific and human-centrered grassroots leadership can yield optimal outcomes in any future crisis. ABSTRACTThe Book of Lord Shang attributed to Shang Yang is one of the most controversial products of ideological debates in pre-imperial China. Forty years ago, Li Yu-ning summarized previous rounds of debates that peaked with the Shang Yang fervor of the early 1970s. The present article takes over where she ended, further exploring trends in studies of the Book of Lord Shang since the Open-up-and-Reform Era. The paper shows that despite a clear tendency of depoliticization of these studies, scholars are (...) still deeply influenced by the tradition of using the figure of Shang Yang as a foil in contemporary political debates. In their evaluation of Shang Yang’s legacy, many contemporary Chinese scholars continue to use traditional views, but also modern ideas such as the “rule of law,” “progress,” “evolution,” “dialectic,” or the Marxist theory of distinct social stages. They all contribute to the ongoing relevance of Lord Shang to current China. (shrink)

The aim of this special issue is to address issues surrounding the use of live animals in experimental procedures in the pre-modern era, with a special emphasis on the technical, anatomical, and philosophical sides. Such use raises philosophical, scientific, and ethical questions about the nature of life, the reliability of the knowledge acquired, and animal suffering.

In this paper I explore the heuristic limits ofhuman genetics, in particular the claim that itis possible to manipulate human germcells in a pre-ordinate way (Gordon, 1999). I arguethat this claim is unrealistic based ongenetic reductionism and a wrong concept ofgenetic diseases.

BackgroundThe public and healthcare workers have a high expectation of animal research which they perceive as necessary to predict the safety and efficacy of drugs before testing in clinical trials. However, the expectation is not always realised and there is evidence that the research often fails to stand up to scientific scrutiny and its 'predictive value' is either weak or absent.DiscussionProblems with the use of animals as models of humans arise from a variety of biases and systemic failures including: 1) (...) bias and poor practice in research methodology and data analysis ; 2) lack of transparency in scientific assessment and regulation of the research; 3) long-term denial of weaknesses in cross-species translation; 4) profit-driven motives overriding patient interests; 5) lack of accountability of expenditure on animal research; 6) reductionist-materialism in science which tends to dictate scientific inquiry and control the direction of funding in biomedical research.SummaryBias in animal research needs to be addressed before medical research and healthcare decision-making can be more evidence-based. Research funding may be misdirected on studying 'disease mechanisms' in animals that cannot be replicated outside tightly controlled laboratory conditions, and without sufficient critical evaluation animal research may divert attention away from avenues of research that hold promise for human health. The potential for harm to patients and trial volunteers from reliance on biased animal data1 requires measures to improve its conduct, regulation and analysis. This article draws attention to a few of the many forms of bias in animal research that have come to light in the last decade and offers a strategy incorporating ten recommendations stated at the end of each section on bias. The proposals need development through open debate and subsequent rigorous implementation so that reviewers may determine the value of animal research to human health.
