Mark Twain said that, for people whose only tool is a hammer, everything looks like a nail. In Thinking about Technology, Joe Pitt's main tools appear to be those of the philosopher of science, so it is not surprising that he claims most problems of philosophy of technology are epistemic problems. As he puts it: 'The strategy here is straightforward. Philosophers of science have examined in detail a number of concepts integral to our understanding of what makes (...) science what it is. The bottom line is this: philosophical questions about technology are first and foremost questions about what we can know about a specific technology and its effects and in what that knowledge consists'. Although Pitt points out important disanalogies between scientific and technological knowledge, nevertheless he emphasizes that philosophy of technology is primarily epistemology. Pitt has stipulatively defined ethical and political analyses of technology as not part of philosophy and philosophy of technology. While claiming to assess the foundations of philosophy of technology, he has adopted a reductionist approach to his subject matter, one that ignores or denigrates the majority of work in philosophy of technology. There has been little attention to feminism and gender issues in mainstream philosophy of technology and vice versa. Since the beginning of the so-called »second wave feminism« (in the middle of the 20th century), there has been a growing awareness of the urgency of a critical reflection of technology and science within feminist discourse. But feminist thinkers have not consistently interpreted technology and science as emancipative and liberating for the feminist movement. Because technological development is mostly (...) embedded in social, political, and economic systems that are patriarchally hierarchized, many feminists criticized the structures of dominance, marginalization and oppression inherent in numerous technologies. Changes in attitudes towards how animals are housed in agriculture are currently under question in the public eye—particularly for laying hens. Many arguments from the rights and utilitarian viewpoints have been made for changing environmental conditions and managerial practices for animals in an effort to respect the interests of the animal and better their welfare. Yet, these arguments have been based upon belief systems that were developed from information that can be collected by human perception only. Technological advancements can facilitate (...) animal welfare assessment by providing humans with new information about what the animal perceives. Yet, little has been discussed surrounding the thought process behind which technologies are conceived, how they are developed, and why they are implemented. Here, using the laying hen as a model, we turn to the philosophy of technology to address what role technological advancements may have in our capacity to understand animals, how technology can affect their welfare, and what role technology may play in furthering animal welfare assessment. The most effective way to silence criticism is a justification on the very terms of the likely critique. When an action is rationally justified, how can reason deny its legitimacy? This paper concerns critical strategies that have been employed for addressing the resistance of rationality to rational critique especially with respectto technology. Foucault addressed this problem in his theory of power/knowledge. This paper explores Marx’s anticipation of that approach in his critique of the “social rationality” of the market and (...) technology. Marx got around the silencing effect of social rationality with something very much like the concept ofunderdetermination in his discussion of the length of the working day. There are hints of a critique of technology in his writings as well. In the 1960s and ‘70s, neo-Marxists and post-structuralists demanded radical changes in the technological rationality of advanced societies. Marcuse proposed the most developed Marxist theory of alternative technology, based on a synthesis of aesthetics and technical rationality. The concept of underdetermination was finally formulated clearly in contemporary science and technology studies, but without explicit political purpose. Nevertheless, this revision of the academic understanding of technology contributes to weakening technocratic rationales for public policy. A new era of technical politics has begun. It is time to reevaluate the history of technology critique in the light of this unprecedented situation. (shrink)

The decolonial theory understands that Western Modernity keeps imposing itself through a triple mutually reinforcing and shaping imprisonment: coloniality of power, coloniality of knowledge, and coloniality of being. Technical design has an essential role in either maintaining or overcoming coloniality. In this article, two main approaches to decolonizing the technical design are presented. First is Yuk Hui’s and Ahmed Ansari’s proposals that, revisiting or recovering the different histories and philosophies of technology produced by humankind, intend to decolonize the minds (...) of philosophers and engineers/architects/designers as a pre-condition for such decolonial designs to take place. I call them top-down approaches. Second is some technical design initiatives that, being developed alongside marginalized/subalternate people, intend to co-construct decolonial sociotechnical solutions through a committed, decolonizing, and careful dialog of knowledge. I call them bottom-up approaches. Once that is done, the article’s second half derives ontological, epistemological, and political consequences from the conjugation of top-down and bottom-up approaches. Such consequences challenge some established or not yet entirely overcome understandings in the philosophy of technology and, in so doing, are meant to represent some steps in PT’s decolonization. Even though both top-down and bottom-up approaches are considered, the article’s main contributions are associated with decolonial technical design practices, whose methodologies and outcomes are important study cases for PT and whose practitioners can be taken as inspiring examples for philosophers who want to decolonize/enlarge PT or make it decolonial. Experimental philosophy is a relatively recent discipline that employs experimental methods to investigate the intuitions, concepts, and assumptions behind traditional philosophical arguments, problems, and theories. While experimental philosophy initially served to interrogate the role that intuitions play in philosophy, it has since branched out to bring empirical methods to bear on problems within a variety of traditional areas of philosophy—including metaphysics, philosophy of language, philosophy of mind, and epistemology. American Philosophy of Technology: The Empirical Turn is an introduction to the thought about technology by Albert Borgmann, Hubert Dreyfuss, Andrew Feenberg, Donna Haraway, Don Ihde, and Langdon Winner. Each position is presented in a medium-length essay, along with a little biographical information and some criticism. Each essay is written by a different Dutch philosopher. The book is largely a translation of a 1997 Dutch publication. However, the essays on Borgmann, Feenberg, and Ihde have been updated to (...) include material written after 1997. The philosophical stance of the book is broadly Continental, most notably post-Heideggerian, given that the topic is technology. It is, however, easily accessible to readers better versed in other traditions. Given the age and accessibility of the material, this is a very useful introduction to contemporary thought about technology. The purpose of this paper is to diagnose and analyze the gap between philosophy of technology and engineering ethics and to suggest bridging them in a constructive way. In the first section, I will analyze why philosophy of technology and engineering ethics have taken separate paths so far. The following section will deal with the so-called macro-approach in engineering ethics. While appreciating the initiative, I will argue that there are still certain aspects in this approach that (...) can be improved. In the third, fourth, and fifth sections, I will point out three shortcomings of engineering ethics in terms of its macro-level discourse and argue that a number of certain insights taken from the study of philosophy of technology could be employed in overcoming those problems. Conceptual Engineering (CE) is thought to be generally aimed at ameliorating deficient concepts. In this paper, we challenge this assumption: we argue that CE is frequently undertaken with the orthogonal aim of _conceptual adaptation_. We develop this thesis with reference to the interplay between technology and concepts. Emerging technologies can exert significant pressure on conceptual systems and spark ‘conceptual disruption’. For example, advances in Artificial Intelligence raise the question of whether AIs are agents or mere objects, which can be (...) construed as a CE question regarding the concepts AGENT and OBJECT. We distinguish between three types of conceptual disruption (conceptual gaps, conceptual overlaps, and conceptual misalignments) and argue that when CE occurs to address these disruptions, its primary aim is not to improve concepts, but to retain their functional quality, or to prevent them from degrading. This is the characteristic aim of CE when undertaken in philosophy of technology: to _preserve_ the functional role of a concept or conceptual scheme, rather than _improving_ how a concept fulfills its respective function. Bernard Stiegler’s contributions to political philosophy in the presence of technology are honored and complemented by imagining an encounter with the thought of Leo Strauss. A qualitative study was conducted to examine the philosophy of technology of K-12 technology leaders, and explore the influence of their thinking on technology decision making. The research design aligned with CORBIN and STRAUSS grounded theory methods, and I proceeded from a research paradigm of critical realism. The subjects were school technology directors and instructional technology specialists, and data collection consisted of interviews and a written questionnaire. Data analysis involved the use of grounded theory (...) methods including memo writing, open and axial coding, constant comparison, the use of purposive and theoretical sampling, and theoretical saturation of categories. Three broad philosophy of technology views were widely held by participants: an instrumental view of technology, technological optimism, and a technological determinist perspective that saw technological change as inevitable. Technology leaders were guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). The core category and central phenomenon that emerged was that technology leaders approached technology leadership by placing greater emphasis on keeping up with technology, being influenced by an ideological orientation to technological change, and being concerned about preparing students for a technological future. The researcher concluded that as leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. The way that led to any new type of think may repeat itself to produce another new type. So the way that led to philosophy of science may be repeated. It perhaps to attribute the mechanism of thought evolution to a process of accumulation of unanswered questions which is flowed by a declination in that type of thinking interest. One can say (...) that the accumulation of unverified huge new physics theories and ideas; leads to a declination in physics interest and that may lead to a new type of philosophy. Scholars have emphasized that decisions about technology can be influenced by philosophy of technology assumptions, and have argued for research that critically questions technological determinist assumptions. Empirical studies of technology management in fields other than K-12 education provided evidence that philosophy of technology assumptions, including technological determinism, can influence the practice of technology leadership. A qualitative study was conducted to a) examine what philosophy of technology assumptions are present in the thinking (...) of K-12 technology leaders, b) investigate how the assumptions may influence technology decision making, and c) explore whether technological determinist assumptions are present. The research design aligned with Corbin and Strauss qualitative data analysis, and employed constant comparative analysis, theoretical sampling, and theoretical saturation of categories. Subjects involved 31 technology directors and instructional technology specialists from Virginia school districts, and data collection involved interviews following a semi-structured protocol, and a written questionnaire with open-ended questions. The study found that three broad philosophy of technology views were widely held by participants, including an instrumental view of technology, technological optimism, and a technological determinist perspective that sees technological change as inevitable. The core category and central phenomenon that emerged was that technology leaders approach technology leadership through a practice of Keep up with technology (or be left behind). The core category had two main properties that are in conflict with each other, pressure to keep up with technology, and the resistance to technological change they encounter in schools. The study found that technology leaders are guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). As leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. The researcher recommends that similar qualitative studies be conducted involving technology leaders outside Virginia, and with other types of educators. It is also recommended that data from this or other qualitative studies be used to help develop and validate a quantitative instrument to measure philosophy of technology assumptions, for use in quantitative studies. This paper proposes a framework for a critical philosophy of technology by discussing its practical, theoretical, empirical, normative and political dimensions. I put forward a general account of technology, which includes both similarities and dissimilarities to Andrew Feenberg's instrumentalization theory. This account characterizes a technology as a "(type of) artefactual, functional system with a certain degree of stability and reproducibility". A discussion of how such technologies may be realized discloses five different levels at which alternative choices (...) might be made. On this basis, I argue that a critical philosophy of technology should analyse and assess the choices that have, and have not, been made in actual practice, and contribute to social experiments that aim at more democratic and more desirable alternatives. This dissertation examines the relationship that exists between two distinct and seemingly incompatible bodies of scholarship within the field of contemporary philosophy of technology. The first, as argued by postmodern pragmatist Barry Allen, posits that our tools and what we make with them are epistemically important; disputing the idea that knowledge is strictly sentential or propositional, he claims instead that knowledge is the product of a performance that is both superlative and artefactual, rendering technology importantly world-constituting. The (...) second, as argued by Heidegger and his inheritors, is that technology is ontologically problematic; rather than technology being evidence of performative knowledge, it is instead existentially threatening by virtue of the fact that it changes the tenor of our relationship with the world-as-given. Despite the fact that these claims seem prima facie incompatible, I argue that they may be successfully reconciled by introducing a third body of scholarship: the philosophy of photography. For it is the case, I argue, that although we, qua human beings, occupy lifeworlds that are necessarily constituted by technology, technology also induces a kind of phenomenological scepticism: a concern that mediated action precludes us from the possibility of authentic experience. Arguing in favour of the sentiment that photographs serve as a kind of phenomenal anchor—a kind of machine for living—I claim that photographic images provide a panacea to this existential concern: despite being epistemically problematic, it is this selfsame epistemic “specialness” of photographs that forces us to phenomenologically recommit, if only temporarily, to the world in a serious way. Consequently, it is my belief that an analysis of our artefacts and the way they function is fundamentally incomplete without an analysis of the epistemic and ontological problems introduced of the photographic image; as I will demonstrate, the photographic image casts an extremely long shadow over the philosophy of technology. Philosophy of technology was not initially considered a consolidated field of inquiry. However, under the influence of sociology and pragmatist philosophy, something resembling a consensus has emerged in a field previously marked by a lack of agreement amongst its practitioners. This has given the field a greater sense of structure and yielded interesting research. However, the loss of the earlier “messy” state has resulted in a limitation of the field’s scope and methodology that precludes an encompassing view (...) of the problematic issues inherent in the question of technology. It is argued that the heterodox disunity and diversity of earlier philosophy of technology was not a mark of theoretical immaturity but was necessitated by the field’s complex subject matter. Philosophers of technology are not playing the public role that our own theoretical perspectives motivate us to take. A great variety of theories and perspectives within philosophy of technology, including those of Marcuse, Feenberg, Borgmann, Ihde, Michelfelder, Bush, Winner, Latour, and Verbeek, either support or directly call for various sorts of intervention—a call that we have failed to heed adequately. Barriers to such intervention are discussed, and three proposals for reform are advanced: post-publication peer-reviewed reprinting of public (...) philosophy, increased emphasis on true open access publication, and increased efforts to publicize and adapt traditional academic research. The primary aim of research is to explore the complex relationships in the digital era between technology, culture, aesthetics, and values. This investigation digs deeply into the underlying philosophical underpinnings of our digital environment, going beyond superficial interpretations. The research negotiates the tricky territory where technology and culture collide by drawing on concepts from philosophy, sociology, and cultural studies. For measuring, the research study, used E-Views software and generated results, including descriptive statistics, unit root test analysis, co-integration (...) analysis, and histogram analysis. The investigation starts with investigate at digital aesthetics and how it might influence how people see beauty and usefulness in the digital sphere. Digital aesthetics are demonstrated to encapsulate cultural narratives and societal ideals through everything from immersive experiences to minimalist interfaces. The main emerging theme is ethical considerations, which invites critical thought on algorithmic prejudice, privacy, and spying. The research pushes readers to think about the moral ramifications of technical decisions by challenging the ideals ingrained in technological systems. The research goes beyond personal ethics to include more general cultural norms and societal values issues. It has been demonstrated that digital technologies alter societal conceptions of identity, community, and human flourishing, forcing society to reconsider the future it hopes to build. Overall, research found that technology philosophy provides a framework for moral analysis and cultural criticism, enabling people and society to wisely and preemptively negotiate the challenges of the digital era. Through the adoption of a technological philosophy rooted in critical analysis and cultural sensitivity, readers are encouraged to envisage and work towards a digital future that is more equitable, kind, and loving.
