Spatial planning policies are fundamental blocks for the implementation of sustainable development goals. Still, despite the growing adoption of environmental proxies, as it is nature-based solutions, the study of their institutionalization in policy and spatial planning is in the early stages. Simultaneously, the use of discursive and interpretative methods to unfold the social structures related to environmental issues is growing, nonetheless, their application is more common to supranational narratives. This article proposes a conceptual and methodological approach to using critical discourse (...) analysis for studying the institutionalization and conceptualization of nature-related issues in policy and spatial planning at national and local levels. This is done by discussing the ontological relations between the discursive institutionalist theory and critical discourse analysis as a methodology. It contains four main stages: clarifying the analytical focus; mapping policy and planning documents; analyzing macro discourse, which includes critical textual analysis, text-type analysis, and intertextuality analysis, and, at last, the fourth phase, interpretation within the institutional context. It provides a tool for researchers less familiar with linguistics but interested in performing discourse analysis to understand the integration of environmental narratives within policy and spatial planning. Assemblies of God church in Nigeria, which has for over 40 years now, experienced various crises that have led to sucession and factionalism in that church. The once giant of spirituality and the mother of Pentecostalism has grappled with the problem of administration, leadership tussle and bigotry. This study is a review of previous and current crises that AG Nigeria has gone through at the General Council level in a bid to mend what seems to have torn asunder the seamless (...) coat of Christ in line with the prayer of Jesus, ‘that they may be one’. The study uses historical-critical method and phenomenological design to analyse the depth of the crack in the church in order to predict the future of Pentecostalism in Nigeria.Contribution: To chronicle the crises in Assemblies of God Nigeria through a study of current and past patterns of events with a view to recommending possible solutions. The Australian bioethicist Peter Singer has presented an intriguing argument for the opinion that it is quite proper (morally) to deem the lives of certain individuals not worth living and so to kill them. The argument is based on the alleged analogy between the ordinary clinical judgement that a life with a broken leg is worse than a life with an intact leg (other things being equal), and that the broken leg therefore ought to be mended, on the one (...) hand, and the judgement that the lives of some individuals, for example, severely disabled infants, are not worth living and therefore ought to be terminated, on the other. In the present article it is argued that Singer's argument is flawed, intellectually and/or ethically. (shrink)

As neuroscience methods begin to dominate emotion research it is critical for researchers to remember that peripheral embodiments are critical to understanding emotional experience and emotion—behavior links. Much of modern emotion research assumes reliable mind—body connections that suggest that changes in emotional states influence bodily responses and, vice versa, that somatovisceral information shapes emotional experiences. However, there may be important qualifications to the link between the mind and the (peripheral) body. For example, the ability to sense internal and external bodily (...) states declines in older age as does activation of physiological systems, all of which may contribute to an impairment in emotional experiences and how emotions influence behavior. I describe this phenomenon as maturational dualism and suggest implications of this for emotion in older adults. (shrink)

Neste artigo, pretendo analisar alguns pontos centrais que culminam no amadurecimento da reflexão de Arendt em relação ao pensamento de Marx e ao marxismo. Para tanto, será analisado a leitura de Arendt a partir dos excertos presentes em Karl Marx and the Tradition of Western Political Thought, escrito no início da década de 1950, texto que é uma espécie de complementação do The Origins of Totalitarianism (1951) e fazia parte de um projeto pensado por Arendt de escrever um livro sobre (...) os “elementos totalitários do marxismo”. Visto que esse escrito nunca foi finalizado e o esse projeto foi abandonado, considero que a análise desse texto além de esclarecer muitos pontos importantes da crítica de Arendt a Marx e ao marxismo, pode nos servir também de ponte para o seu Magnum Opus The Human Condition (1958). A minha hipótese é de que, na visão de Arendt, a ruptura presente no pensamento de Marx em relação a tradição da filosofia política acontece com base em um tipo de linguagem que é resultado da própria tradição. Portanto, os resultados práticos do pensamento marxiano e dos marxismos seriam consequência da tradição do pensamento político ocidental quando convertido numa práxis radical. (shrink)

As I write this, in November 1971, people are dying in East Bengal from lack of food, shelter, and medical caxc. The suffering and death that are occurring there now axe not inevitable, 1101; unavoidable in any fatalistic sense of the term. Constant poverty, a cyclone, and a civil war have turned at least nine million people into destitute refugees; nevertheless, it is not beyond Lhe capacity of the richer nations to give enough assistance to reduce any further suffering to (...) very small proportions. The decisions arid actions of human beings can prevent this kind of suffering. Unfortunately, human beings have not made the necessary decisions. At the individual level, people have, with very few exceptions, not responded to the situation in any signihczmt way. Generally speaking, people have not given large sums to relief funds; they have not written t0 their parliamentaxy representatives demanding increased government assistance; they have not demonstrated in the streets, held symbolic fasts, or done anything else directed toward providing thc refugees with the means to satisfy their essential needs. At thc government level, no govcrmmcnt has given the sort of massive aid that would enable the refugees to survive fm: more than a few days. Britain, for instance, has given rather more than most countries. It has, to date, given £14,750,000. For comparative purposes, B1~itain’s share of thc nonreccverabla development costs of the Anglo-French Concorde project is already in excess of £275,000,000, and on present estimates will reach £440,000,¤00. Drawing upon Hebrew Scripture and post-biblical Jewish sources, this article adumbrates the possibility of a humanism that does not require a universal metanarrative sponsored by the Enlightenment. A humanistic ethic, it is argued, can be nurtured by the principle of neighborly love, which with aid of insights from modern Jewish thinkers - Martin Buber, Hermann Cohen, Jacques Derrida, and Emmanuel Levinas - the author understands as an attitude of being attentive to the existential and material needs of the other. /// (...) Neste trabalho, apresenta-se a análise das matrículas e da implementação da Lei Federal n. 12.711/2012, conhecida como Lei de Cotas e Ações Afirmativas, para ingresso nos Cursos Técnicos de Agropecuária e Informática na forma Integrada ao Ensino Médio, no Instituto Federal do Tocantins (IFTO) – Campus Dianópolis, no período de 2014 a 2018. A partir do estudo dessa Lei, do Decreto n. 7.824/2012, da Portaria Normativa do Ministério da Educação (MEC) n. 18/2012 e dos editais publicados pelo Instituto, foi realizado (...) um levantamento do número de estudantes beneficiados pela Lei nos processos seletivos para ingresso nesses cursos, por meio dos dados do Sistema Integrado de Gestão Acadêmica (Siga/IFTO). Ao analisar os editais e as matrículas, concluiu-se que, apesar da oferta de vagas prevista na Lei n. 12.711/2012, apenas nos anos de 2014 e 2015 houve alunos aprovados. Nos demais anos analisados, os estudantes não alcançaram a nota mínima para aprovação no vestibular. Assim, os alunos ingressantes pelo sistema de cotas, em 2014, compuseram a maioria dos que concluíram os cursos. (shrink)

This paper argues that a set of questioning attitudes are among the foundations of human and animal minds. While both verbal questioning and states of curiosity are generally explained in terms of metacognitive desires for knowledge or true belief, I argue that each is better explained by a prelinguistic sui generis type of mental attitude of questioning. I review a range of considerations in support of such a proposal and improve on previous characterizations of the nature of these attitudes. I (...) then broaden their explanatory scope to include a number of forms of exploratory search. The paper has three main goals: to characterize the nature of the questioning attitudes, outlining their causal role and type of content; to argue that they are fundamental components of the mind, being widespread among animals and not constructed during ontogeny out of other attitudes; and to suggest that they explain a great deal more behavior than one might think. Interessa identificar até que ponto o videodocumentário tensiona o regime de visibilidade dominante na sociedade nacional problematizado por teóricos localizados fora do eixo cultural da Europa. Conclui-se que, ao inscrever-se enquanto cineasta, Lilian Santiago não transforma a sua câmera apenas em voz; transforma (...) o microfone em ouvido, e faz dele uma caixa de ressonância para que as pessoas ouçam e vejam aqueles que vem sendo historicamente apagados dos espaços do aparecer. Understanding cultural evolution is one of the most challenging and indispensable scientific tasks for the survival of humankind on our planet. This task demands, besides an adoption of theories and models from biological evolution, theories for culture-specific processes as well. We propose a solution to the problem of logical omniscience in what we take to be its fundamental version: as concerning arbitrary agents and the knowledge attitude per se. Our logic of knowledge is a spin-off from a general theory of thick content, whereby the content of a sentence has two components: an intension, taking care of truth conditions; and a topic, taking care of subject matter. We present a list of plausible logical validities and invalidities for the logic of (...) knowledge per se for arbitrary agents, and isolate three explanatory factors for them: the topic-sensitivity of content; the fragmentation of knowledge states; the defeasibility of knowledge acquisition. We then present a novel dynamic epistemic logic that yields precisely the desired validities and invalidities, for which we provide expressivity and completeness results. Cellular identity and its response to external or internal signalling variations are encoded in a cell's genome as regulatory information. The genomic regions that specify this type of information are highly variable and degenerated in their sequence determinants, as it is becoming increasingly evident through the application of genome‐scale methods to study gene expression. Here, we speculate that the same scenario applies to the regulatory regions controlling where DNA replication starts in the metazoan genome. We propose that replication origins cannot (...) be defined as unique genomic features, but rather that DNA synthesis initiates opportunistically from accessible DNA sites, making cells highly robust and adaptable to environmental or developmental changes. Raport powstał z inicjatywy Fundacji Pomocy Matematykom i Informatykom Niesprawnym Ruchowo w ramach projektu „Centrum Edukacji i Aktywizacji Zawodowej Osób Niepełnosprawnych - Oddziały Bydgoszcz i Łódź". Stanowi on rezultat badań zjawiska niepełnosprawności i kategorii społecznej, jaką stanowią osoby niepełnosprawne, oraz funkcjonowania ponad 30 agencji zatrudnienia wyspecjalizowanych we wsparciu osób niepełnosprawnych na rynku pracy. Pierwszy rozdział ekspertyzy dotyczy sposobów definiowania zjawiska niepełnosprawności, w drugim zaś - podjęto zagadnienie budowania potencjału niepublicznych służb zatrudnienia osób niepełnosprawnych. Trzeci rozdział raportu zawiera informacje dotyczące przyjętej (...) metodologii badań, a czwarty prezentuje wyniki analiz zebranego materiału empirycznego w odniesieniu do oferty agencji zatrudnienia i jej klientów. Tematem piątego rozdziału pracy jest kondycja agencji zatrudnienia osób niepełnosprawnych, prowadzonych przez organizacje pozarządowe. Motyw przewodni kolejnego rozdziału to otoczenie zewnętrzne agencji zatrudnienia. Ostatnia cześć raportu dotyczy rekomendacji wspomagających rozwiązywanie dylematów rozwojowych, przed którymi stoją agencje zatrudnienia. ** This report was made on the initiative of the Foundation Supporting Disabled Mathematicians and IT professionals in the project "Centre for Education and Vocational Activation of Persons with Disabilities - Branches Bydgoszcz and Lodz." It is the result of research on disability phenomenon and people with disabilities social category. It contains information about operations of more than 30 employment agencies specialized in helping people with disabilities into the labor market. First chapter of expertise relates to methods for defining the prevalence of disability and in the second - it was the issue of capacity building for non-disabled employment services. Third chapter of the report provides information on the methodology of research, and the fourth presents the results of an empirical analysis of the collected material in relation to the offer of employment agencies and their clients. Theme of the fifth chapter of the work is the condition of the disabled employment agency run by NGOs. Theme of the next chapter is the external environment of employment agencies. The young Martin Buber was so much taken by the thought of Friedrich Nietzsche that at the age of 17 he undertook a translation of the work "Thus Spoke Zarathustra" into Polish. Even though the project had to be abandoned, Buber's enthusiasm for Nietzsche did not wane and traces of his influence are to be found in the different stages of his thought. The article shows how Buber came to introduce a Nietzschean perspective into the nascent Zionist movement. In fact, (...) Martin Buber's sharing in the vision of a reawakening of the Jewish people to its long-slumbering life-force was very much marked by the influence of Friedrich Nietzsche. The influence of the author of the "Zarathustra" upon Buber was particularly attached to the renewed concept of culture that was operative in the early stages of the Zionistic movement. /// Ainda durante a vida de Nietzsche, o jovem Martin Buber sentiu-se de tal maneira atraído pelo pensamento do autor do livro "Assim Falava Zarathustra" que, quando apenas tinha 17 anos de idade, deu início a uma tradução desta obra para Polaco, da qual, contudo, apenas concluiria a primeira parte, pois logo se apercebeu de que idêntica tradução tinha sido já encomendada a outra pessoa. O entusiasmo de Buber por Nietzsche, contudo, não esmoreceu, de tal forma que se podem encontrar traços da sua influência em cada uma das diferentes fases de evolução do seu pensamento. O presente artigo mostra até que ponto foi graças a Buber que uma certa perspectiva nietzschiana acabou por se introduzir no movimento zionista nascente. Foi sob a influência de Nietzsche, com efeito, que se deu a adesão de Buber à ideia de que era necessário retirar o povo judeu do seu adormecimento histórico e do esquecimento da sua própria forçavital. Essa influência, contudo, encontra-se sobretudo impressa no conceito de cultura que haveria de marcar a fase inicial do movimento zionista. (shrink)

Single-premise epistemic closure is the principle that: if one is in an evidential position to know that P where P entails Q, then one is in an evidential position to know that Q. In this paper, I defend the viability of opposition to closure. A key task for such an opponent is to precisely formulate a restricted closure principle that remains true to the motivations for abandoning unrestricted closure but does not endorse particularly egregious instances of closure violation. I focus (...) on two brands of epistemic theory that naturally incorporate closure restrictions. The first type holds that the truth value of a knowledge ascription is relative to a relevant question. The second holds that the truth value of a knowledge ascription is relative to a relevant topic. For each approach, I offer a formalization of a leading theory from the literature and use this formalization to evaluate the theory’s adequacy in terms of a precise set of desiderata. I conclude that neither theory succeeds in meeting these desiderata, casting doubt on the viability of the underlying approaches. Finally, I offer a novel variant of the topic-sensitive approach that fares better. (shrink)

The aim of this paper is to clarify the truth-functional interpretation of the logical connective of the material implication. The importance of such clarification lies in the fact that it allows avoiding the supposed paradoxes introduced by C. I. Lewis (1918). I argue that an adequate understanding of the history and purposes of logic is enough to dissolve them away. The defense is based on an exposition of propositional compositionalism. To compare, I also present Stalnaker’s (1968) alternative that seeks to (...) explain the implicit concept of conditionality of conditionals assertions. In order to reinforce my aim I expound the twelve different meanings of ‘implication’ stated by Corcoran (1993) in order to hold that a proper understanding of these meanings allows us to avoid ambiguities and confusions. Finally, I expect to show that despite the possible alternatives, compositionalism is still the best explanation for the truth-functionality account of logical connectives. (shrink)

I lay out the framework for my theory of sensory imagination in “Imagining as a guide to possibility.” Sensory imagining involves mental imagery , and crucially, in describing the content of imagining, I distinguish between qualitative content and assigned content. Qualitative content derives from the mental image itself; for visual imaginings, it is what is “pictured.” For example, visually imagine the Philadelphia Eagles defeating the Pittsburgh Steelers to win their first Super Bowl. You picture the greenness of the field and (...) the football’s brown oblong shape. Some of what you imagine isn’t explicitly pictured, however. That it is Sunday, that it is the Super Bowl: these facts are assigned. (shrink)

Political decisions have the potential to greatly impact our lives. Think of decisions in relation to abortion or climate change, for example. This makes political legitimacy an important normative concern. But what makes political decisions legitimate? Are they legitimate in virtue of having support from the citizens? Democratic conceptions of political legitimacy answer in the affirmative. Such conceptions righly highlight that legitimate political decision-making must be sensitive to disagreements among the citizens. But what if democratic decisions fail to track what (...) there is most reason to do? What if a democratically elected government fails to take measures necessary to protect its population from threats related to climate change? Peter argues that the legitimacy of political decisions doesn't just depend on respect for the citizens' will; and defends a novel hybrid conception of political legitimacy, called the Epistemic Accountability conception. According to this conception, political legitimacy also depends on how political decision-making responds to evidence for what there is most reason to do. Grounds for Political Legitmacy starts with an overview of the main ways in which philosophers have thought about political legitimacy, and identifies the epistemic accountability conception as an overlooked alternative. It then develops the epistemic accountability conception of political legitimacy and discusses its implications for legitimate political decision-making. Considering the norms that should govern political debate, it examines the role of experts in politics, and probes the responsibilities of democratically elected political leaders and as well as of citizens. The article explores the conceptual antinomies of the liberal notion of tolerance as the superficial leveling of differences of faith and ethical commitments to affirm the inalienable human dignity of others. In arguing that cognitive and axiological commitments are existentially grounded and thus intractable, I argue that genuine tolerance is to acknowledge and honor difference. I further question whether we are to “tolerate” what we regard as “intolerable,” politically and otherwise?
