This paper systematically compares two frameworks for analysing technical artefacts: the Dual-Nature approach, exemplified by the contributions to Kroes and Meijers , and the collectivist approach advocated by Schyfter , following Kusch . After describing the main tenets of both approaches, we show that there is significant overlap between them: both frameworks analyse the most typical cases of artefact use, albeit in different terms, but to largely the same extent. Then, we describe several kinds of cases for which the frameworks (...) yield different analyses. For these cases, which include one-of-a-kind artefacts and defect types, the Dual-Nature framework leads to a more attractive analysis. Our comparison also gives us the opportunity to respond to Vaesen’s critical paper. We do so by distinguishing two readings of the Dual-Nature framework and pointing out that on the sustainable, weaker reading, Vaesen’s considerations supplement the framework rather than offering an alternative to it.Keywords: Technical artefact; Dual Nature framework; Collectivist framework; Artefact use. Historically, scientific and engineering expertise has been key in shaping research and innovation policies, with benefits presumed to accrue to society more broadly over time. But there is persistent and growing concern about whether and how ethical and societal values are integrated into R&I policies and governance, as we confront public disbelief in science and political suspicion toward evidence-based policy-making. Erosion of such a social contract with science limits the ability of democratic societies to deal with challenges presented by new, (...) disruptive technologies, such as synthetic biology, nanotechnology, genetic engineering, automation and robotics, and artificial intelligence. Many policy efforts have emerged in response to such concerns, one prominent example being Europe's Eighth Framework Programme, Horizon 2020, whose focus on “Responsible Research and Innovation” provides a case study for the translation of such normative perspectives into concrete policy action and implementation. Our analysis of this H2020 RRI approach suggests a lack of consistent integration of elements such as ethics, open access, open innovation, and public engagement. On the basis of our evaluation, we suggest possible pathways for strengthening efforts to deliver R&I policies that deepen mutually beneficial science and society relationships. (shrink)

This volume features 16 essays on the philosophy of technology that discuss its identity, its position in philosophy in general, and the role of empirical studies in philosophical analyses of engineering ethics and engineering practices. This volume is published about fifteen years after Peter Kroes and Anthonie Meijers published a collection of papers under the title The empirical turn in the philosophy of technology, in which they called for a reorientation toward the practice of engineering, and sketched the likely (...) benefits for philosophy of technology of pursuing its major questions in an empirically informed way. The essays in this volume fall apart in two different kinds. One kind follows up on The empirical turn discussion about what the philosophy of technology is all about. It continues the search for the identity of the philosophy of technology by asking what comes after the empirical turn. The other kind of essays follows the call for an empirical turn in the philosophy of technology by showing how it may be realized with regard to particular topics. Together these essays offer the reader an overview of the state of the art of an empirically informed philosophy of technology and of various views on the empirical turn as a stepping stone into the future of the philosophy of technology. In this report, the phenomenology of two blind users of a sensory substitution device – “The vOICe” – that converts visual images to auditory signals is described. The users both report detailed visual phenomenology that developed within months of immersive use and has continued to evolve over a period of years. This visual phenomenology, although triggered through use of The vOICe, is likely to depend not only on online visualization of the auditory signal but also on the users’ previous (albeit (...) distant) experience of veridical vision (e.g. knowledge of shapes and visual perspective). Once established, the sensory substitution mapping between the auditory and visual domains is not confined to when the device is worn and, thus, may constitute an example of acquired synaesthesia. Sensory substitution devices (SSDs) aim to compensate for the loss of a sensory modality, typically vision, by converting information from the lost modality into stimuli in a remaining modality. “The vOICe” is a visual-to-auditory SSD which encodes images taken by a camera worn by the user into “soundscapes” such that experienced users can extract information about their surroundings. Here we investigated how much detail was resolvable during the early induction stages by testing the acuity of blindfolded sighted, naïve vOICe users. (...) Initial performance was well above chance. Participants who took the test twice as a form of minimal training showed a marked improvement on the second test. Acuity was slightly but not significantly impaired when participants wore a camera and judged letter orientations “live”. A positive correlation was found between participants' musical training and their acuity. The relationship between auditory expertise via musical training and the lack of a relationship with visual imagery, suggests that early use of a SSD draws primarily on the mechanisms of the sensory modality being used rather than the one being substituted. If vision is lost, audition represents the sensory channel of highest bandwidth of those remaining. The level of acuity found here, and the fact it was achieved with very little experience in sensory substitution by naïve users is promising. (shrink)

In this paper, we introduce the Societal Readiness Thinking Tool to aid researchers and innovators in developing research projects with greater responsiveness to societal values, needs, and expectations. The need for societally-focused approaches to research and innovation—complementary to Technology Readiness frameworks—is presented. Insights from responsible research and innovation concepts and practice, organized across critical stages of project-life cycles are discussed with reference to the development of the SR Thinking Tool. The tool is designed to complement not only shortfalls in TR (...) approaches, but also improve upon other efforts to integrate RRI, sustainability, and design thinking in research and innovation cycles. Antisthenes (c. 445- c. 365 BC), was a prominent follower of Socrates and bitter rival of Plato. In this revisionary account of his philosophy in all its aspects, P. A. Meijer claims that Plato and Aristotle have corrupted our perspective on this witty and ingenious thinker. The first part of the book reexamines afresh Antisthenes' ideas about definition and predication and concludes from these that Antisthenes never held the (in)famous theory that contradiction is impossible. The second part of the (...) book argues that Antisthenes' logical theories bear directly on his activities as an exegete of Homer and hence as a theological thinker. This collection of essays explores the meaning of the interpretive turn in the philosophy of the human sciences for a variety of contemporary philosophical debates. While hermeneutics seems to be firmly established as a tradition and methodology in the human sciences, interpretive philosophy seems to be under increasing pressure in recent philosophical trends such as the "posthuman turn," the "nonhuman turn," and the "speculative turn." Responding to this predicament, this book shows how hermeneutics is gaining new force and fresh applications (...) today by bringing together a group of leading interpretive philosophers to address such timely topics as the entanglement of social science, culture, and politics in liberal capitalist societies, the extremism with which some identities are held within those societies, the possibility of genuine, non-relativist dialogue in a "post-truth" era, the nature of the strong moral judgments people tend to make in that era, the significance of interpretation for understanding nonhuman life forms, and the inherently hermeneutic dimension of such practices as work and productive action, testimony and witnessing, and measurement in scientific practice. Most of us believe that it would be unjust to act with indifference about the plight of future generations. Zipper arguments in intergenerational justice aim to show that we have duties of justice regarding future generations, regardless of whether we have duties of justice to future generations. By doing so, such arguments circumvent the foundational challenges that come with theorising duties to remote future generations, which result from the non-existence, non-identity and non-contemporaneity of future generations. I argue that zipper arguments (...) face several significant challenges. The ought-implies-can challenge points out that because prior generations determine what later generations can transfer, they determine how much they ought to transfer. In addition, both intentional and non-intentional non-compliance can break the chain of duties towards future generations on which zipper arguments rely. Some versions are surprisingly resilient especially in real-world circumstances. This paper does not show that zipper arguments inevitably fail, but all ways forward come at significant theoretical costs. Unless the challenges posed here are met (or shown as irrelevant), theorists of justice cannot side-track the foundational challenges that come with doing intergenerational justice. (shrink)

As I write this, in November 1971, people are dying in East Bengal from lack of food, shelter, and medical caxc. The suffering and death that are occurring there now axe not inevitable, 1101; unavoidable in any fatalistic sense of the term. Constant poverty, a cyclone, and a civil war have turned at least nine million people into destitute refugees; nevertheless, it is not beyond Lhe capacity of the richer nations to give enough assistance to reduce any further suffering to (...) very small proportions. The decisions arid actions of human beings can prevent this kind of suffering. Unfortunately, human beings have not made the necessary decisions. At the individual level, people have, with very few exceptions, not responded to the situation in any signihczmt way. Generally speaking, people have not given large sums to relief funds; they have not written t0 their parliamentaxy representatives demanding increased government assistance; they have not demonstrated in the streets, held symbolic fasts, or done anything else directed toward providing thc refugees with the means to satisfy their essential needs. At thc government level, no govcrmmcnt has given the sort of massive aid that would enable the refugees to survive fm: more than a few days. Britain, for instance, has given rather more than most countries. It has, to date, given £14,750,000. For comparative purposes, B1~itain’s share of thc nonreccverabla development costs of the Anglo-French Concorde project is already in excess of £275,000,000, and on present estimates will reach £440,000,¤00. This paper explores the relation between metaethical reflection and value experience, and does so by focusing on robust realism. Robust realism is typically criticized for its ontological and epistemological commitments. In this paper, however, we hope to shed new critical light on the plausibility of the theory by using two concepts – ‘reification’ and ‘alienation’ – that have their origin in critical social theory. We use the concept of ‘reification’ as an interpretative lens to look at robust realism and show (...) that it is reifying in two respects: it turns values into things, and, correspondingly, turns human agents into disengaged observers of those things. This analysis is then used to argue that robust realism is alienating in the sense that it distances us from the world that presents itself to us in value experience, and that it separates us from what we call our engaged responsiveness. We also argue that its alienating effects give us good reason to reject the theory. (shrink)

The complexities of how justice comes to be realized, and by which agents, is a relatively neglected element in contemporary theories of justice. This has left several crucial questions about agency and justice undertheorized, such as why some particular agents are responsible for realizing justice, how their contribution towards realizing justice should be understood, and what role agents such as activists and community leaders play in realizing justice. We aim to contribute towards a better understanding of the landscape of these (...) kinds of questions. First, we argue that theorists should distinguish between (i) agents who are responsible for realizing justice, but not committed to it, (ii) agents who are not responsible for realizing justice, but who are committed to it, and (iii) agents who are both responsible for and committed to realizing justice. Second, we discuss how to incorporate agents of justice more robustly into theorizing about justice. (shrink)

We propose a solution to the problem of logical omniscience in what we take to be its fundamental version: as concerning arbitrary agents and the knowledge attitude per se. Our logic of knowledge is a spin-off from a general theory of thick content, whereby the content of a sentence has two components: an intension, taking care of truth conditions; and a topic, taking care of subject matter. We present a list of plausible logical validities and invalidities for the logic of (...) knowledge per se for arbitrary agents, and isolate three explanatory factors for them: the topic-sensitivity of content; the fragmentation of knowledge states; the defeasibility of knowledge acquisition. We then present a novel dynamic epistemic logic that yields precisely the desired validities and invalidities, for which we provide expressivity and completeness results. We contrast this with related systems and address possible objections. (shrink)

Natural language sentences that talk about two or more sets of entities can be assigned various readings. The ones in which the sets are independent of one another are particularly challenging from the formal point of view. In this paper we will call them ‘Independent Set (IS) readings’. Cumulative and collective readings are paradigmatic examples of IS readings. Most approaches aiming at representing the meaning of IS readings implement some kind of maximality conditions on the witness sets involved. Two kinds (...) of maximization have been proposed in the literature: ‘Local’ and ‘Global’ maximization. In this paper, we present an online questionnaire whose results appear to support Local maximization. The latter seems to capture the proper interplay between the semantics and the pragmatics of multi-quantifier sentences, provided that witness sets are selected on pragmatic grounds. (shrink)

What is ethics? Where do moral standards come from? Are they based on emotions, reason, or some innate sense of right and wrong? For many scientists, the key lies entirely in biology---especially in Darwinian theories of evolution and self-preservation. But if evolution is a struggle for survival, why are we still capable of altruism? In his classic study The Expanding Circle, Peter Singer argues that altruism began as a genetically based drive to protect one's kin and community members but (...) has developed into a consciously chosen ethic with an expanding circle of moral concern. Drawing on philosophy and evolutionary psychology, he demonstrates that human ethics cannot be explained by biology alone. Rather, it is our capacity for reasoning that makes moral progress possible. We examine to what extent an adequate ontology of technical artefacts can be based on existing general accounts of the relation between higher-order objects and their material basis. We consider two of these accounts: supervenience and constitution. We take as our starting point the thesis that artefacts have a ‘dual nature’, that is, that they are both material bodies and functional objects. We present two criteria for an adequate ontology of artefacts, ‘Underdetermination’ and ‘Realizability Constraints’ , which address aspects of (...) the dual nature thesis. Assessing supervenience accounts, we find them either wanting with respect to these criteria or insufficiently informative. Next, we argue that a recent application of Lynne Rudder Baker’s constitution view to artefacts cannot meet our criteria, although the broader view leaves room for improvement. Based on our evaluation of the most promising candidates, we conclude that so far general metaphysical views fail to address the most salient features of artefacts. Although they can account for the fact that artefacts have a ‘dual nature’, they do not offer the conceptual resources needed to describe the relation between these natures; this relation raises a hard problem in metaphysics.Keywords: Metaphysics; Artefact; Supervenience; Constitution; Underdetermination. Single-premise epistemic closure is the principle that: if one is in an evidential position to know that P where P entails Q, then one is in an evidential position to know that Q. In this paper, I defend the viability of opposition to closure. A key task for such an opponent is to precisely formulate a restricted closure principle that remains true to the motivations for abandoning unrestricted closure but does not endorse particularly egregious instances of closure violation. I focus (...) on two brands of epistemic theory that naturally incorporate closure restrictions. The first type holds that the truth value of a knowledge ascription is relative to a relevant question. The second holds that the truth value of a knowledge ascription is relative to a relevant topic. For each approach, I offer a formalization of a leading theory from the literature and use this formalization to evaluate the theory’s adequacy in terms of a precise set of desiderata. I conclude that neither theory succeeds in meeting these desiderata, casting doubt on the viability of the underlying approaches. Finally, I offer a novel variant of the topic-sensitive approach that fares better. (shrink)

This chapter provides an introduction to higher-order metaphysics as well as to the contributions to this volume. We discuss five topics, corresponding to the five parts of this volume, and summarize the contributions to each part. First, we motivate the usefulness of higher-order quantification in metaphysics using a number of examples, and discuss the question of how such quantifiers should be interpreted. We provide a brief introduction to the most common forms of higher-order logics used in metaphysics, and indicate a (...) number of questions which can be raised in such systems using logical vocabulary alone. Using a further example, we return to applications of higher-order logics in metaphysics. We also mention key developments in the history of higher-order logic as it pertains to metaphysics. Finally, we mention certain arguments which have been raised against the use of higher-order logic, and some ways of responding to them. (shrink)

I lay out the framework for my theory of sensory imagination in “Imagining as a guide to possibility.” Sensory imagining involves mental imagery , and crucially, in describing the content of imagining, I distinguish between qualitative content and assigned content. Qualitative content derives from the mental image itself; for visual imaginings, it is what is “pictured.” For example, visually imagine the Philadelphia Eagles defeating the Pittsburgh Steelers to win their first Super Bowl. You picture the greenness of the field and (...) the football’s brown oblong shape. Some of what you imagine isn’t explicitly pictured, however. That it is Sunday, that it is the Super Bowl: these facts are assigned. (shrink)

Political decisions have the potential to greatly impact our lives. Think of decisions in relation to abortion or climate change, for example. This makes political legitimacy an important normative concern. But what makes political decisions legitimate? Are they legitimate in virtue of having support from the citizens? Democratic conceptions of political legitimacy answer in the affirmative. Such conceptions righly highlight that legitimate political decision-making must be sensitive to disagreements among the citizens. But what if democratic decisions fail to track what (...) there is most reason to do? What if a democratically elected government fails to take measures necessary to protect its population from threats related to climate change? Peter argues that the legitimacy of political decisions doesn't just depend on respect for the citizens' will; and defends a novel hybrid conception of political legitimacy, called the Epistemic Accountability conception. According to this conception, political legitimacy also depends on how political decision-making responds to evidence for what there is most reason to do. Grounds for Political Legitmacy starts with an overview of the main ways in which philosophers have thought about political legitimacy, and identifies the epistemic accountability conception as an overlooked alternative. It then develops the epistemic accountability conception of political legitimacy and discusses its implications for legitimate political decision-making. Considering the norms that should govern political debate, it examines the role of experts in politics, and probes the responsibilities of democratically elected political leaders and as well as of citizens. One of the goals of computerized tutoring systems is to optimize the learning of facts. Over a hundred years of declarative memory research have identified two robust effects that can improve such systems: the spacing and the testing effect. By making optimal use of both and adjusting the system to the individual learner using cognitive models based on declarative memory theories, such systems consistently outperform traditional methods. This adjustment process is driven by a continuously updated estimate of the rate of (...) forgetting for each item and learner on the basis of the learner's accuracy and response time. In this study, we investigated to what extent these estimates of individual rates of forgetting are stable over time and across different materials. We demonstrate that they are stable over time but not across materials. Even though most theories of human declarative memory assume a single underlying rate of forgetting, we show that, in practice, it makes sense to assume different materials are forgotten at different rates. If a computerized, adaptive fact-learning system allowed different rates of forgetting for different materials, it could adapt to individual learners more readily. (shrink)
