As a response to climate change, geoengineering with solar radiation management has the potential to result in unjust harm. Potentially, this injustice could be ameliorated by providing compensation to victims of SRM. However, establishing a just SRM compensation system faces severe challenges. First, there is scientific uncertainty in detecting particular harmful impacts and causally attributing them to SRM. Second, there is ethical uncertainty regarding what principles should be used to determine responsibility and eligibility for compensation, as well as determining how (...) much compensation ought to be paid. Significant challenges loom for crafting a just SRM compensation system. (shrink)

Climate engineering with stratospheric sulfate aerosol injections (SSAI) has the potential to reduce risks of injustice related to anthropogenic emissions of greenhouse gases. Relying on evidence from modeling studies, this paper makes the case that SSAI could have the potential to reduce many of the key physical risks of climate change identified by the Intergovernmental Panel on Climate Change. Such risks carry potential injustice because they are often imposed on low-emitters who do not benefit from climate change. Because SSAI has (...) the potential to reduce those risks, it thereby has the potential to reduce the injustice associated with anthropogenic emissions. While acknowledging important caveats, including uncertainty in modeling studies and the potential for SSAI to carry its own risks of injustice, the paper argues that there is a strong case for continued research into SSAI, especially if attention is paid to how it might be used to reduce emissions-driven injustice. Concerns about the risks of unmitigated greenhouse gas emissions are growing. At the same time, confidence that international policy agreements will succeed in considerably lowering anthropogenic greenhouse gas emissions is declining. Perhaps as a result, various geoengineering solutions are gaining attention and credibility as a way to manage climate change. Serious consideration is currently being given to proposals to cool the planet through solar-radiation management. Here we analyze how the unique and nontrivial risks of geoengineering strategies pose fundamental questions at (...) the interface between science and ethics. To illustrate the importance of integrated ethical and scientific analysis, we define key open questions and outline a coupled scientific-ethical research agenda to analyze solar-radiation management geoengineering proposals. We identify nine key fields of coupled research including whether solar-radiation management can be tested, how quickly learning could occur, normative decisions embedded in how different climate trajectories are valued, and justice issues regarding distribution of the harms and benefits of geoengineering. To ensure that ethical analyses are coupled with scientific analyses of this form of geoengineering, we advocate that funding agencies recognize the essential nature of this coupled research by establishing an Ethical, Legal, and Social Implications program for solar-radiation management. Edited book on the prospects of non-Platonist realism in the philosophy of mathematics. Physicalism holds that mathematics studies properties realised or realisable in the physical world. This collection of papers has its origin in a conference held at the University of Toronto in June of 1988. The theme of the conference was Physicalism in Mathematics: Recent Work in the Philosophy of Mathematics. At the conference, papers were read by Geoffrey Hellman (Minnesota), Yvon Gauthier (Montreal), Michael Hallett (McGill), Hartry Field (USC), (...) Bob Hale (Lancaster & St Andrew's), Alasdair Urquhart (Toronto) and Penelope Maddy (Irvine). This volume supplements updated versions of six of those papers with contributions by Jim Brown (Toronto), John Bigelow (La Trobe), John Burgess (Princeton), Chandler Davis (Toronto), David Papineau (Cambridge), Michael Resnik (North Carolina at Chapel Hill), Peter Simons (Salzburg) and Crispin Wright (St Andrews & Michigan). According to a widely shared intuition, normal adult humans require greater moral concern than normal, adult animals in at least some circumstances. Even the most steadfast defenders of animals' moral status attempt to accommodate this intuition, often by holding that humans' higher-level capacities (intellect, linguistic ability, and so on) give rise to a greater number of interests, and thus the likelihood of greater satisfaction, thereby making their lives more valuable. However, the moves from capacities to interests, and from interests to (...) the likelihood of satisfaction, have up to now gone unexamined and undefended. I argue that context plays a morally significant role both in the formation of an individual's capacities, and in the determination of the individual's interests and potential for satisfaction based on those capacities. Claims about an individual's capacities and interests are typically presented as unconditional; but on closer examination, they are revealed to be contingent on tacit assumptions about context. Until we develop an understanding of how to account for the role of context within our moral theories, attempts to defend special moral concern for human beings based on their superior capacities are less firmly grounded than is commonly thought. Nicholas Griffin has brought his customary expertise to the project, and in (...) snaring fourteen other contributors to this volume, has produced a welcome addition to an academic's library of Russell materials.The shape of the volume, its contents and its presentation, however, unfortunately reflect the lopsided nature of current Russell studies. One hopes for a companion volume that has the breadth of the earlier volume edited fifty years ago by Paul Schilpp, but in vain. This book is overwhelmingly about Russell before 1918, almost entirely about philosophy of mathematics, epistemology and logic, and several of the pieces easily could have been included in a festschrift for Frege instead.What is included is well done, but to call it "the most convenient and accessible guide to Russell available" is to speak in comparative terms. To be fair, it sets out to focus on a narrow definition of Russell's contributions to modern philosophy, and the contributors accomplish this task. Ian Grattan-Guinness writes on "Mathematics in and behind Russell's Logicism, and its Reception," a subject that continues into "Bertrand Russell's Logicism" by Martin Godwyn and Andrew D. Irvine. The roots of analytic philosophy are of primary concern in this volume, so Richard L. Cartwright explores "Russell and Moore, 1898-1905" and Michael Beaney relates "Russell and Frege." "The Theory of Descriptions" by Peter Hylton sets up two pieces on "Russell's Substitutional Theory" (Gregory Landini) and "The Theory of Types" (Alasdair Urquhart), while Paul Hager's "Russell's Method of Analysis" leads into "Russell's Neutral Monism" (R.E.Tully) and "The Metaphysics of Logical Atomism" (Bernard Linsky).The next portion of the book expands the intellectual focus somewhat, with "Russell's Structuralism and the Absolute Description of the World" by William Demopoulos—perhaps [End Page 349] the best in a series of good papers—and "From Knowledge by Acquaintance to Knowledge by Causation" by Thomas Baldwin. Approaching the end of the book, Anthony Grayling's essay on "Russell, Experience, and the Roots of Science" remains firmly planted in the pre-1918 milieu, though his tentative commentary on Human Knowledge at least glimmers the extension of Russell's intellectual life into the post-Great War period.Effectively the entire second half of Russell's life is left to the final contributor, Charles Pidgen, for commentary. Author of Russell on Ethics, much of Pigden's short essay here ("Bertrand Russell: Moral Philosopher or Unphilosophical Moralist?") somewhat plaintively directs the reader to his book for an elaboration of why Russell is worth reading after 1918, at least on the subject of ethics. Of the other authors, only Hager (317) observes the extent to which Russell's post-War work mistakenly has been ignored.The book concludes with a selective bibliography. The audience, for the most part, is a specialist one, with only some essays accessible to the general reader. On that score, Griffin's introduction and his own essay, "Russell's Philosophical Background," are easily the most readable. At the risk of quibbling, I was disturbed by the uneven production of the book, as each author set his own standard for footnotes, endnotes and bibliography (creating a jumble of styles). Even within individual contributions, there are a number of inconsistencies in notation as well as typographical errors.By the end, I was left hoping there might be a second companion volume for Bertrand Russell, one that reflects what he spent the last fifty years of his life thinking, writing, and doing. In the absence of such material (which is of far greater popular interest today just as it was in Russell's lifetime), this book by itself is more of a companion to current Russell studies than to Bertrand Russell himself.Peter H. Sloman suggests that although many try to model consciousness as a unitary and abstract entity, the project is an incoherent one. This claim will be supported, but it will also be argued that current movements in consciousness research are broadly consistent with Sloman's "alternative" suggestions of how best to make progress in this area.

As I write this, in November 1971, people are dying in East Bengal from lack of food, shelter, and medical caxc. The suffering and death that are occurring there now axe not inevitable, 1101; unavoidable in any fatalistic sense of the term. Constant poverty, a cyclone, and a civil war have turned at least nine million people into destitute refugees; nevertheless, it is not beyond Lhe capacity of the richer nations to give enough assistance to reduce any further suffering to (...) very small proportions. The decisions arid actions of human beings can prevent this kind of suffering. Unfortunately, human beings have not made the necessary decisions. At the individual level, people have, with very few exceptions, not responded to the situation in any signihczmt way. Generally speaking, people have not given large sums to relief funds; they have not written t0 their parliamentaxy representatives demanding increased government assistance; they have not demonstrated in the streets, held symbolic fasts, or done anything else directed toward providing thc refugees with the means to satisfy their essential needs. At thc government level, no govcrmmcnt has given the sort of massive aid that would enable the refugees to survive fm: more than a few days. Britain, for instance, has given rather more than most countries. It has, to date, given £14,750,000. For comparative purposes, B1~itain’s share of thc nonreccverabla development costs of the Anglo-French Concorde project is already in excess of £275,000,000, and on present estimates will reach £440,000,¤00. Artificial intelligence (AI) will drastically change the healthcare system. Radiology is one speciality that is most affected as AI algorithms are increasingly used in diagnostic imaging. AI‐enhanced health technologies will, inter alia, increase workflow efficiency, improve diagnostic accuracy, reduce healthcare‐related costs, and help alleviate medical personnel shortages in under‐resourced settings. However, the development of AI‐enhanced technologies in healthcare is fraught with legal, ethical, and human rights concerns. Currently, the use of AI in South African healthcare is not governed by sui (...) generis legislation or ethical guidance focused exclusively and specifically on AI, although various provisions and principles from law and ethics find application. This article outlines these normative principles and explains their relationship with the extant legal obligations and regulatory framework as applied to the use of AI in radiology services in South Africa. The article concludes with three key recommendations for radiology practitioners using AI in South Africa. These are the need for: vigilant monitoring of AI use in practice, reforms to the liability framework, and appropriate guidance from local regulators and the Health Professions Council of South Africa on the ethical use of AI. Block [Block, N. . Two neural correlates of consciousness. Trends in Cognitive Science, 9, 46–52] and Snodgrass claim that a signal detection theory analysis of qualitative difference paradigms, in particular the exclusion failure paradigm, reveals cases of phenomenal consciousness without access consciousness. This claim is unwarranted on several grounds. First, partial cognitive access rather than a total lack of cognitive access can account for exclusion failure results. Second, Snodgrass’s Objective Threshold/Strategic model of perception relies on a problematic ‘enable’ approach to (...) perception that denies the possibility of intentional control of unconscious perception and any effect of following different task instructions on the presence/absence of phenomenal consciousness. Many of Block’s purported examples of phenomenal consciousness without cognitive access also rely on this problematic approach. Third, qualitative difference paradigms may index only a subset of access consciousness. Thus, qualitative difference paradigms like exclusion failure cannot be used to isolate phenomenal consciousness, any attempt to do so still faces serious methodological problems. (shrink)

Arien Mack and Irvin Rock make the radical claim that there is no conscious perception of the visual world without attention to it.

This paper argues that a set of questioning attitudes are among the foundations of human and animal minds. While both verbal questioning and states of curiosity are generally explained in terms of metacognitive desires for knowledge or true belief, I argue that each is better explained by a prelinguistic sui generis type of mental attitude of questioning. I review a range of considerations in support of such a proposal and improve on previous characterizations of the nature of these attitudes. I (...) then broaden their explanatory scope to include a number of forms of exploratory search. The paper has three main goals: to characterize the nature of the questioning attitudes, outlining their causal role and type of content; to argue that they are fundamental components of the mind, being widespread among animals and not constructed during ontogeny out of other attitudes; and to suggest that they explain a great deal more behavior than one might think. We propose a solution to the problem of logical omniscience in what we take to be its fundamental version: as concerning arbitrary agents and the knowledge attitude per se. Our logic of knowledge is a spin-off from a general theory of thick content, whereby the content of a sentence has two components: an intension, taking care of truth conditions; and a topic, taking care of subject matter. We present a list of plausible logical validities and invalidities for the logic of (...) knowledge per se for arbitrary agents, and isolate three explanatory factors for them: the topic-sensitivity of content; the fragmentation of knowledge states; the defeasibility of knowledge acquisition. We then present a novel dynamic epistemic logic that yields precisely the desired validities and invalidities, for which we provide expressivity and completeness results. Insults are part of the fabric of daily life. But why do we insult each other? Why do insults cause us such pain? Can we do anything to prevent or lessen this pain? Most importantly, how can we overcome our inclination to insult others? In A Slap in the Face, William Irvine undertakes a wide-ranging investigation of insults, their history, the role they play in social relationships, and the science behind them. He examines not just memorable zingers, such as (...) Elizabeth Bowen's description of Aldous Huxley as "The stupid person's idea of a clever person," but subtle insults as well, such as when someone insults us by reporting the insulting things others have said about us: "I never read bad reviews about myself," wrote entertainer Oscar Levant, "because my best friends invariably tell me about them." Irvine also considers the role insults play in our society: they can be used to cement relations, as when a woman playfully teases her husband, or to enforce a social hierarchy, as when a boss publicly berates an employee. He goes on to investigate the many ways society has tried to deal with insults-by adopting codes of politeness, for example, and outlawing hate speech-but concludes that the best way to deal with insults is to immunize ourselves against them: We need to transform ourselves in the manner recommended by Stoic philosophers. We should, more precisely, become insult pacifists, trying hard not to insult others and laughing off their attempts to insult us.A rousing follow-up to A Guide to the Good Life, A Slap in the Face will interest anyone who's ever delivered an insult or felt the sting of one--in other words, everyone. What is ethics? Where do moral standards come from? Are they based on emotions, reason, or some innate sense of right and wrong? For many scientists, the key lies entirely in biology---especially in Darwinian theories of evolution and self-preservation. But if evolution is a struggle for survival, why are we still capable of altruism? In his classic study The Expanding Circle, Peter Singer argues that altruism began as a genetically based drive to protect one's kin and community members but (...) has developed into a consciously chosen ethic with an expanding circle of moral concern. A methodology is shown to evaluate the quality of the continuous improvement plans in schools of the upper medium type. For this, a rubric validated by expert judgment and Alpha de Crombach was prepared. The results obtained show the distribution of the quality level of the PMC, as well as the most recurring errors during the planning process.

Single-premise epistemic closure is the principle that: if one is in an evidential position to know that P where P entails Q, then one is in an evidential position to know that Q. In this paper, I defend the viability of opposition to closure. A key task for such an opponent is to precisely formulate a restricted closure principle that remains true to the motivations for abandoning unrestricted closure but does not endorse particularly egregious instances of closure violation. I focus (...) on two brands of epistemic theory that naturally incorporate closure restrictions. The first type holds that the truth value of a knowledge ascription is relative to a relevant question. The second holds that the truth value of a knowledge ascription is relative to a relevant topic. For each approach, I offer a formalization of a leading theory from the literature and use this formalization to evaluate the theory’s adequacy in terms of a precise set of desiderata. I conclude that neither theory succeeds in meeting these desiderata, casting doubt on the viability of the underlying approaches. Finally, I offer a novel variant of the topic-sensitive approach that fares better. (shrink)

This chapter provides an introduction to higher-order metaphysics as well as to the contributions to this volume. We discuss five topics, corresponding to the five parts of this volume, and summarize the contributions to each part. First, we motivate the usefulness of higher-order quantification in metaphysics using a number of examples, and discuss the question of how such quantifiers should be interpreted. We provide a brief introduction to the most common forms of higher-order logics used in metaphysics, and indicate a (...) number of questions which can be raised in such systems using logical vocabulary alone. Using a further example, we return to applications of higher-order logics in metaphysics. We also mention key developments in the history of higher-order logic as it pertains to metaphysics. Finally, we mention certain arguments which have been raised against the use of higher-order logic, and some ways of responding to them. (shrink)

Snodgrass et al.’s commentary makes explicit one of the major problems in consciousness research; that there seem to be just as many definitions of basic terms are there are people in the field. Although Snodgrass et al.’s position appears at odds with the views expressed in Irvine , many of their arguments are actually consistent with the proposed views, or else fail to engage with them as a consequence of the shifting goal posts of what basic terms mean.
