It is argued that the disastrous interaction of such an organization with its environment is promoted by a laisser-faire attitude (...) on the part of the authorities. The Ontology for Biomedical Investigations (OBI) is an ontology that provides terms with precisely defined meanings to describe all aspects of how investigations in the biological and medical domains are conducted. OBI re-uses ontologies that provide a representation of biomedical knowledge from the Open Biological and Biomedical Ontologies (OBO) project and adds the ability to describe how this knowledge was derived. We here describe the state of OBI and several applications that are using it, such as adding semantic expressivity to (...) existing databases, building data entry forms, and enabling interoperability between knowledge resources. OBI covers all phases of the investigation process, such as planning, execution and reporting. It represents information and material entities that participate in these processes, as well as roles and functions. Prior to OBI, it was not possible to use a single internally consistent resource that could be applied to multiple types of experiments for these applications. OBI has made this possible by creating terms for entities involved in biological and medical investigations and by importing parts of other biomedical ontologies such as GO, Chemical Entities of Biological Interest (ChEBI) and Phenotype Attribute and Trait Ontology (PATO) without altering their meaning. OBI is being used in a wide range of projects covering genomics, multi-omics, immunology, and catalogs of services. OBI has also spawned other ontologies (Information Artifact Ontology) and methods for importing parts of ontologies (Minimum information to reference an external ontology term (MIREOT)). The OBI project is an open cross-disciplinary collaborative effort, encompassing multiple research communities from around the globe. To date, OBI has created 2366 classes and 40 relations along with textual and formal definitions. The OBI Consortium maintains a web resource providing details on the people, policies, and issues being addressed in association with OBI. (shrink)

In at least some cases of justified perceptual belief, our perceptual experience itself, as opposed to beliefs about it, evidences and thereby justifies our belief. While the phenomenon is common, it is also mysterious. There are good reasons to think that perceptions cannot justify beliefs directly, and there is a significant challenge in explaining how they do. After explaining just how direct perceptual justification is mysterious, I considerMichael Huemers (Skepticism and the Veil of Perception, 2001) and Bill Brewers (Perception and (...) Reason, 1999) recent, but radically different, attempts to eliminate it. I argue that both are unsuccessful, though a consideration of their mistakes deepens our appreciation of the mystery. Thomas Pogge has argued, famously, that ‘we’ are violating the rights of the global poor insofar as we uphold an unjust international order which provides a legal and economic framework within which individuals and groups can and do deprive such individuals of their lives, liberty and property. I argue here that Pogge’s claim that we are violating a negative duty can only be made good on the basis of a substantive theory of collective action; and that it can only provide (...) substantive ethical guidance when combined with an account of how collective action gives rise to forward-looking responsibility and/or accountability on an individual level. I consider accounts of these two topics given in work by Peter French and Christopher Kutz; and I argue that neither of them give Pogge what he needs. Although there is a sense in which 'we' can be said to be violating the rights of the worst off, the sense in which this is true does not generate any plausible action-guiding claims for individuals. The King of rockabilly did not show, but many stars of consciousness- and related-gigs did, such as Ned Block, Walter Freeman, Bernie Baars, Alva Noë, Dan Dennett, Christof Koch, Sue Savage-Rumbaugh, Peter Carruthers and Petra Stoerig. Even though this was my fifth ASSC conference I had never heard the famous Freeman nor the devilish Dennett before. In 1972, the young philosopher Peter Singer published "Famine, Affluence and Morality," which rapidly became one of the most widely discussed essays in applied ethics. Through this article, Singer presents his view that we have the same moral obligations to those far away as we do to those close to us. He argued that choosing not to send life-saving money to starving people on the other side of the earth is the moral equivalent of neglecting to save drowning children (...) because we prefer not to muddy our shoes. If we can help, we must--and any excuse is hypocrisy. Singer's extreme stand on our moral obligations to others became a powerful call to arms and continues to challenge people's attitudes towards extreme poverty. Today, it remains a central touchstone for those who argue we should all help others more than we do. Although billed as an "abstract philosophical discussion," it is fundamentally important for all of us to get a handle on how these connections work.

It is almost 30 years since the sociobiology controversy burst into full bloom. The modern theory of the evolution of animal behavior was born in the mid 1960’s with Bill Hamilton’s seminal papers on inclusive fitness and George William’s book Adaptation and Natural Selection. The following decade saw an avalanche of important ideas on the evolution of sex ratio, animal conflicts, parental investment, and reciprocity, setting off a revolution our understanding of animal societies, a revolution that is still going on (...) today. By the mid-1970’s, Richard Alexander, E. O. Wilson, Napoleon Chagnon, Bill Irons, and Don Symons among others began applying these ideas to understand human behavior. Humans are evolved creatures, and quite plausibly the same evolutionary forces that shaped the behavior of other animals also molded our behavior. Moreover, the new theory of animal behavior—especially, kin selection, parental investment, and optimal foraging theory—seemed fit the data on human societies fairly well. (shrink)

Objectives: To identify ethical attitudes about involuntary admission (known in Great Britain as formal admission) in mental health professionals and lay-people in England and Germany, especially looking at possible differences between Mental Health Professionals who are directly involved in the involuntary admission process and those who are not.Method: Three scenarios of potentially certifiable patients (known in Great Britain as sectionable patients) were presented to identify attitudes. A questionnaire asked about attitudes towards involuntary admission as well as treatment. A questionnaire analysis (...) was then performed.Results: There were similar attitudes towards involuntary admission between laypeople and mental health professionals involved in the involuntary admission process with the exception of professionals not actively involved in the involuntary admission process. Neither personal or professional experience with mental illness nor the different legal frameworks between Germany and England influenced attitudes much. Support for involuntary admission broadly increased with age.Conclusions: Psychiatrists and other mental health workers are in tune with society with regards to attitudes to involuntary admission. People involved with mentally ill patients but not in the involuntary admission process have negative attitudes towards involuntary admission. This may influence Mental Health Tribunals suggested in the new draft Mental Health Bill (2002) for England and Wales, because these Tribunals will potentially lack any involvement of professionals involved in the involuntary admission process. Some of the most interesting recent work in philosophy of language and metaphysics is focused on questions about propositions, the abstract, truth-bearing contents of sentences and beliefs. The aim of this guide is to give instructors and students a road map for some significant work on propositions since the mid-1990s. This work falls roughly into two areas: challenges to the existence of propositions and theories about the nature and structure of propositions. The former includes both a widely discussed puzzle about (...) propositional designators as well as direct and indirect arguments against the existence of propositions. The latter is dominated by what is currently the central debate about the metaphysics of propositions, i.e. whether they are structured, composite entities or unstructured ontological simples. This puzzle about propositional designators threatens the relational analysis of propositional attitude reports, the view that 'believes' expresses a relation to the proposition designated by its 'that'-clause, and thereby poses an indirect threat to the existence of propositions. King's solution posits an ambiguity in verbs like 'fear' that embed both 'that'-clauses and definite descriptions. 3. Jubien, Michael. 'Propositions and the Objects of Thought.' Philosophical Studies 104 (2001): 47–62. A direct attack on the existence of propositions. Jubien deploys an analogue of the problem that Paul Benacerraf raised for set-theoretical reductions of numbers against metaphysical reductions of propositions. Just as numbers can be reduced to sets in many different ways, any reduction of propositions brings with it equally good variants, thus making any such reduction arbitrary and unmotivated. The only alternative is to treat propositions as abstract metaphysical primitives. As Jubien argues, however, abstract primitive entities are incapable of doing what propositions must do, i.e. represent objects and states of affairs on their own, without the input of thinking subjects. The upshot is the propositions cannot be reduced and they cannot be primitive, and so they must not exist. 4. Hanks, Peter. 'How Wittgenstein Defeated Russell's Multiple Relation Theory of Judgment.' The debate about children in art and the surrounding morality started with Bill Henson's photographs of naked pubescent children. It is wider now, extending in several directions. In particular, into freedom of speech , and its association with freedom in art This article explores these issues with particular regard to Hensons photographs; and the application of several of the moral theories to this issue.

A large part of the current debate among virtue ethicists focuses on the role played by phronesis, or wise practical reasoning, in virtuous action. The paradigmatic case of an action expressing phronesis is one where an agent explicitly reflects and deliberates on all practical options in a given situation and eventually makes a wise choice. Habitual actions, by contrast, are typically performed automatically, that is, in the absence of preceding deliberation. Thus they would seem to fall outside of the primary (...) focus of the current virtue ethical debate. By contrast, Bill Pollard has recently suggested that all properly virtuous actions must be performed habitually and therefore automatically, i.e. in the absence of moral deliberation. In this paper, Pollard’s suggestion is interpreted as the thesis that habitual automaticity is constitutive of virtue or moral excellence. By constructing an argument in favor of it and discussing several objections, the paper ultimately seeks to defend a qualified version of this thesis. (shrink)

Bill Anglin has an ingenious argument in support of the classical utilitarian view that there is an obligation to create extra people if the people thus created will, on balance, be happy, and creating them will not reduce the happiness of others by a comparable amount. Ingenious as it is, I believe the argument is fallacious.Anglin's argument rests on a case in which a woman has a choice between having a child whose expected level of happiness is zero or undergoing (...) a minor operation, involving only a tiny amount of unhappiness for herself, and then having a child certain to be very happy. Anglin assumes that the woman ought to have the operation, and I do not think we should quarrel with this assumption.The remainder of the argument is swiftly stated. First Anglin claims that for a utilitarian it must be morally indifferent whether one brings into existence an extra person who would experience neither happiness nor unhappiness at any time in his life, or does not bring anyone into existence. Among those who rated honesty as an important factor influencing their choice of candidate, 80% said they voted for Bush. These voters were disgusted with Bill Clinton, not only for his sexual relationship with White House intern Monica Lewinsky but for lying about it. In this paper it is argued that the discovery that the sufferer continues to be a person, with a unique lifeworld, can assist the carer to conform willingly to the demand that they act respectfully.The current research project makes central the idiographic description of the individual case.

This paper highlights the need to apply an equity lens when assessing the impact of preemption and related legal doctrines on community health. Community autonomy to set and pursue public health priorities is an essential part of achieving health equity. Unfortunately, the priorities of organized industry interest groups often conflict with health equity goals. These groups have a history of successfully using law to limit community autonomy to pursue public health measures, most notably through preemption and related legal doctrines. We (...) examine this phenomenon using two examples. First, we look at dental association efforts to block the spread of dental therapists in Indian Country. Native dental therapists have been improving the oral health of native people in Alaska for over a decade; yet the national and state dental associations have sought with mixed success to leverage state and federal laws to hinder other tribal governments from utilizing these providers. We compare these efforts with a restaurant association-led movement to limit what municipal governments can do to address food-based health inequities, focusing on a “model” ALEC bill that started in Ohio. Finally, we discuss how municipalities and Tribes are fighting back and continuing to pursue health equity for their communities. (shrink)

On 30 June 2021, Ohio state Governor, Mike DeWine, signed a Bill which would enact the state's budget for the next two years. In addition to its core funding imperatives, the Bill also contained an amendment significantly expanding entitlements of health care providers to conscientiously object to professional duties to provide controversial health care services. This amendment has been heavily criticised as providing the means to allow health care providers to discriminate against a wide range of persons by denying them (...) access to often contested services such as abortion and contraception. In this paper, we examine the implications of this amendment and situate it in relation to other legislative actions intended to guarantee absolute rights to conscientious objection. In doing so, we argue that the entitlements extended to health care providers by these Bills are overly broad and ignore their potential to allow significant harm to be caused to clients. We then argue that if health care providers should have rights to conscientiously object, then any legislation intended to protect such rights should be limited, specific, and parsimonious. Where it is not, the ideological liberty of HCPs treads dangerously on the physical freedom of their clients. (shrink)

Now it’s the official story: The Beatles Anthology (367 pp. Chronicle Books $60), the group’s collective ‘autobiography’ published October 5th, describes how their musical apprenticeship served on the Reeperbahn produced the sound that defined the 1960s and, arguably, popular music ever since. Told through the words (...) of surviving band members Paul McCartney, George Harrison, and Ringo Starr, supplemented by extensive culling of old interviews with John Lennon, the history of the band is recounted from its beginnings as the Quarrymen in 1957 to the final acrimonious breakup in 1970. BackgroundWith the enactment of Bill C-7 in Canada in March 2021, people who are eligible for medical assistance in dying (MAiD), whose death is reasonably foreseeable and are at risk of losing decision-making capacity, may enter into a written agreement with their healthcare provider to waive the final consent requirement at the time of provision. This study explored healthcare providers’ perspectives on honouring eligible patients’ request for MAiD in the absence of a contemporaneous consent following their loss of decision-making capacity. MethodA critical qualitative methodology, using a feminist ethics theoretical lens with its focus on power and relationality, was used to examine how socio-political and environmental contexts influenced healthcare providers' moral agency and perspectives. Semi-structured interviews were conducted with 30 healthcare providers (13 physicians, six nurse practitioners, nine nurses and two social workers) from across Canada who provide MAiD-related care.ResultsThemes identified include; (1) balancing personal values and professional responsibilities, (2) anticipating strengths and limitations of the proposed waiver of final consent amendment, (3) experiencing ethical influences on decisions to enter into written agreements with eligible patients, (4) recognizing barriers to the enactment of MAiD in the absence of a contemporaneous consent and (5) navigating the potential for increased risks and burden.DiscussionTo our knowledge, this is the first study in Canada to explore healthcare providers’ perspectives on waiving the final consent for MAiD using a written agreement. Most participants supported expanding eligible people’s access to MAiD following loss of capacity, as they believed it would improve the patients’ comfort and minimize suffering. However, the lack of patients’ input at the time of provision and related ethical and legal challenges may impact healthcare providers’ moral agency and reduce some patients’ access to MAiD. Providers indicated they would enter into written agreements to waive final consent for MAiD on a case-by-case basis. This study highlights the importance of organizational, legal and professional support, adequate resources, clear policies and guidelines for the safety and wellbeing of healthcare providers and to ensure equitable access to MAiD. In my paper “Parental Love and the Ethics of Sex Selection,” published in the previous issue of the Cambridge Quarterly of Healthcare Ethics, I set out to determine whether a plausible argument could be constructed in support of a common intuition about the ethics of sex selection. The intuition in question is that sex selection for nonmedical reasons is incompatible with a proper parental love: that is, with the sort of love that a parent ought to have for her child (...) or, equivalently, with the sort of love that someone accurately describable as a good parent will have for her child. I concluded that there is a prima facie compelling argument that fits the bill, though I did little more than introduce and set that argument out. In the current paper, my aim will be to subject it to closer scrutiny, by considering a number of possible objections to it. I will start by asking why the argument should be thought to apply only to sex selection for nonmedical reasons and not to cases in which selection is employed in order to prevent the birth of children with serious sex-linked genetic conditions. Camosy Grand Rapids, MI: Eerdmans, 2015. 207Pp. $22.00As the title Beyond the Abortion Wars suggests, Camosy seeks a new way to address abortion in the United States that moves past the binary divisions of “pro-life” and “pro-choice.” Based on (...) his read of shifting public opinion, demographics, and interpretations of constitutional law, Camosy bypasses the question of whether our national abortion policy will change (he thinks it will) in order to focus on the question of what the new public policy ought to be (3).Camosy, a Catholic theologian, acknowledges early on that the argument he is putting forth is consistent with defined Catholic doctrine (6). Placing him solidly in the “pro-life” camp, many of the positions he seeks to defend and promote (life begins at conception, women are coerced into abortion, abortion is “tragic,” and most women seek abortion for “convenience”) are hardly new. In fact, his whole framing of the argument falls in line with the increasingly strident “pro-life” approach to abortion, which argues that abortion “hurts” women (112). This strategy developed in the 1990s after the Planned Parenthood vs. Casey decision opened up the possibility for state regulation of abortion and is the predominant rationale behind the recent spate of state regulations following the 2010 midterm elections that swept Republicans into state houses across the country (288 regulations between 2010–15 compared to 292 between 1995–2010). Camosy’s most controversial claim for the pro-life side is likely to be that the use of “indirect abortion” is morally acceptable for “proportionately serious reason(s),” which he identifies as rape and saving the life of the pregnant woman (83). The bill he proposes, the Mother and Prenatal Child Protection Act, allows for “indirect abortion” after a three-day waiting period and with submission of a signed affidavit claiming that the pregnancy is the result of nonconsensual sex. But it also establishes “equal protection of the law for prenatal children” and criminalizes abortion under most circumstances.It is unlikely that many on the pro-choice side will see these concessions as acceptable compromises. It’s a shame that Camosy seeks such an unlikely compromise rather than developing a common ground legislative proposal incorporating the many long-term feminist goals that are actually included in his bill: equal pay for equal work; addressing discrimination against parents (especially women), pregnant women, and new mothers; protection against domestic [End Page 210] violence; parental leave; universal prekindergarten and subsidized child care; and increased measures to collect child support, among others. These could serve as a basis for important legislation that would support pregnant women and their families and might indeed create circumstances in which some would decide to continue their pregnancies. Tellingly, his legislation completely ignores comprehensive sex education and free and unhindered access to all forms of contraception—the two strategies that have historically proven most effective in reducing abortion rates.As a Christian ethicist who is also working on the issue of abortion, I can appreciate that Camosy’s work is informed by his own beliefs and commitments on this issue. I share his desire to find a way forward on the issue of abortion and move beyond the abortion wars. However, I was unsatisfied with Camosy’s paternalistic approach to the issue of abortion and the women who terminate their pregnancies. His repeated assertions that women are coerced into abortion do not reflect the majority of social-scientific studies on the issue; his belief that criminalizing abortion would function to teach people (including these coerced women) that abortion is morally wrong is positively patriarchal; and his judgmental accusation that most women seek abortions for reasons of convenience betrays a deep disregard for women’s safety, economic well-being, and concern for their families, not to mention their health.
