The article focuses on process management in public administration using the specific case study of the statutory city of Ostrava. Based on the selected part of the PAPRIS methodology, the process management is verified, and conclusions from the application of information system e-SMO are generalized. Ostrava is third the biggest city in Czech Republic with approximately 320 thousand citizen. Article describes experiences with SW implements, which are used for model of process in public administration. Particulary at local authority of Ostrava (...) town. Model of process is a basis for reengineering of process in state administration and preparation for implementation of big information systems. Mapping of process is providing implement and confirmation methodology to identify existing processes. Problem with its using consist in that, senior manager don’t informs, what organization is determination by processes. If are not described in given to organization current processes, or how would have had look new optimum processes, will not endeavour about reengineering successful. Procedural analysis namely offer tool and check methodology to identification current suit and it is possible him use either as instruction for reengineering function handling administrative and self-rule activities. Purpose of the article: The PAPRIS methodology was used when defining the objectives for implementation of the information system for public administration. This methodology has been elaborated by one of the authors and published in a very general scheme when solving many case studies,,. We assume that the PAPRIS is primarily a methodology with incorporated elements of procedural approach for project management in public administration information systems. The specific supporting process of communication between the client and the e-SMO system has been chosen for verification. The model of supporting communication process, created by ARIS tools, is crucial, and the structure of scripts is subsequently made. The aim of this article is to verify that the methodology is sufficient and appropriate to manage such a large project such, undoubtedly, is the e-SMO. Methodology/methods: Defined productive and non-productive processes with their defined process cuts represent a crucial category for the process structure of IS projects. This is fully accepted by the PAPRIS methodology. Process cuts are understood, in the logic modelling according to the PAPRIS methodology, as clearly defined logic directional cuts in three-dimensional space of all project processes. The process set is systemically categorized, in a given logic directional cut, into mutually disjoint process subsets, which are characterized by this particular directional operator. The directional operator always has a clear logical allocation that is based on the construction of a process view. Theoretically, an infinite number of process views can be used. One of the important issues in a methodology for the case studies includes the size of the research sample. It is usually assumed that there is no ideal number of cases and that the number between four and ten usually provides good results. Other authors defining against any quantitative standards for any determination of the sample size of the case studies, since such an approach denies the internal logic of this methodology and the richness of the information obtained from participants in the research. Research which is carried out using case studies does not aspire on compliance with the requirement the representativeness of the sample.. Methodology of case studies is among the established guidelines of qualitative research. Research on using case studies in the last 30 years has seen an extraordinary increase in social-scientific research, including research on business and management. Scientific aim: The essential aim of this study is to describe the way the process cut defines a productive process and non-productive process, in accordance with the PAPRIS methodology using the specific example. While the triggering mechanism of the project production process is an event causing its own production - i.e. the specific output with added value for the customer, the project of non-productive process is caused by the project management event. Therefore, it is caused by the need to control, monitor, track, inspect, evaluate outputs, decide and regulate the project implementation. Findings: Within the support of the communication process, two examples were used to verify the methodology. The global perspective on the process was created in ARIS tools and the communication between the call centre and the client was made in Visio tools. The PAPRIS methodology is based on the concept of process variability, which has been clearly formulated. The fundamental direction of the process development, anticipated changes and the opportunity to react to them in accordance with defined objectives of the PAIS project are guaranteed. (shrink)

Libertarian philosophy asserts that only the initiation of physical force against persons or property, or the threat thereof, is inherently illegitimate. A corollary to this assertion is that all forms of speech, including fraudulent advertising, are not invasive and therefore should be considered legitimate. On the other hand, fraudulent advertising can be viewed as implicit theft under the theory of contract: if a seller accepts money knowing that his product does not have some of its advertised characteristics, he acquires the (...) property title to the customer’s money without voluntary consent, which is theft. The balance between these two logical extensions of property rights—the right of free speech and the right of contract—lies somewhere in the area of communication philosophy, and can be explained through understanding the role of communication in human interactions. Advertising is a form of communication that may convey important information about the conditions of the proposed contract. These conditions are expressed in particular words that may have different meanings in different circumstances. Therefore to determine whether a particular example or “misinterpretation” is mere sophistry or a type of fraud, the judicial system has to approach each issue on a case-by-case basis. The border between legal and illegal should be determined by precedents and by expectations based on commonly accepted definitions of terms—what people commonly understand by the words and other forms of communication they use. Out of the broad variety of Cusanus' work, this book discusses six of his writings, careful not to isolate them from the whole of his work. It instead presents them against the maturation of Cusanus' thinking as it developed from his first sermons up to his shortest philosophical text De apice theoriae. The texts in question are De docta ignorantia, De coniecturis, Idiota de mente, De beryllo, Trialogus de possest and De apice theoriae. In the search for God, or rather (...) in Cusanus' lifetime eff orts to have his spirit touch the fi rst principle and the basis of all things, new perspectives on the world and man within would open up for Cusanus. Respecting this basic intention of Cusanus' thinking, the author primarily deals with Cusanus' ontotheological (metaphysical) claims and, in their context, turns his attention to the cosmological, or anthropologico-gnoseological opinions. In my comment on Katerina Ierodiakonou’s paper, I outline my understanding of the programme of De anima and how it bears on Aristotle’s discussion of the transparent in De anima 2.7, in contrast with his discussion of the transparent in De sensu 3. I then explore Aristotle’s notion of transparency and sketch an alternative to Ierodiakonou’s interpretation of Aristotle’s views as to how colours are generated in physical objects. Traxler, Pickering, and Clifton found that ambiguous sentences are read faster than their unambiguous counterparts. This so-called ambiguity advantage has presented a major challenge to classical theories of human sentence comprehension because its most prominent explanation, in the form of the unrestricted race model, assumes that parsing is non-deterministic. Recently, Swets, Desmet, Clifton, and Ferreira have challenged the URM. They argue that readers strategically underspecify the representation of ambiguous sentences to save time, unless disambiguation is required by task demands. When (...) disambiguation is required, however, readers assign sentences full structure—and Swets et al. provide experimental evidence to this end. On the basis of their findings, they argue against the URM and in favor of a model of task-dependent sentence comprehension. We show through simulations that the Swets et al. data do not constitute evidence for task-dependent parsing because they can be explained by the URM. However, we provide decisive evidence from a German self-paced reading study consistent with Swets et al.'s general claim about task-dependent parsing. Specifically, we show that under certain conditions, ambiguous sentences can be read more slowly than their unambiguous counterparts, suggesting that the parser may create several parses, when required. Finally, we present the first quantitative model of task-driven disambiguation that subsumes the URM, and we show that it can explain both Swets et al.'s results and our findings. (shrink)

Záměrem předkládané studie bylo zmapování vývoje jednoho z klíčových témat Platónovy filosofie, problematiky duše, resp. její nesmrtelnosti, která hraje v rámci Platónova vyvíjejícího se konceptu zásadní roli v oblasti ontologické a noetické. Součástí studie není jen reflexe Platónova, ale rovněž názory jeho předchůdců, z nichž tak či onak čerpá. Pozornost je věnována tradiční homérské představě, zejména pak orfismu a jeho filosofickému uchopení v předsokratovské filosofii. Studie je první částí studie obsáhlejší, která se chce věnovat genesi Platónovy noetiky, kterou jsme uchopili (...) jako cestu od konceptů, jejichž společným jmenovatelem je teorie rozpomínání, k racionálněji založené koncepci vrcholné. Roman Catholic and Eastern Orthodox theologians claim that the unique event of Christ’s sacrifice on Calvary is present in Eucharistic liturgies. A popular explanatory strategy for this miraculous presence suggests that due to its supernatural character the Eucharist “conquers time,” transcends its boundaries, and allows for temporal coincidence of two chronologically distant events. I discuss the four main approaches within this strategy that can be discovered in contemporary theological writings. The first approach implies a time travel of the Calvary event. (...) The second suggests the time travel of Eucharistic participants. The third eliminates the chronological distance by relocating one of the events into a timeless reality. The fourth assumes multilocation of the event across time. I argue that each of these approaches is untenable on philosophical or theological grounds. (shrink)

“Eco-labels” are an increasingly important form of private regulation for sustainability in areas such as carbon emissions, water consumption, ethical sourcing, or organic produce. The growing interest and popularity of eco-labels has also been coupled with growing concerns about their credibility, in part because the standard-setting and conformity assessment practices that eco-labels adopt exhibit striking differences. In this paper, we assess which assurance practices contribute to eco-labels being perceived as better governed, in the eyes of experts as well as the (...) media. Unlike previous studies, which are mostly conceptual, qualitative, or focused on one or few eco-labels, we study a large set of eco-labels, combining data from three different sources. Our findings suggest that experts and media are primarily concerned about “re-assurance” practices, looking for one or preferably multiple layers of “re-assurance” that independent parties are overseeing the eco-label and the firms certified under it. This essay poses the question whether it is possible, given the relationship of a subject and the method of its examination, at present as opposed to the time when Savigny worked, to talk about the same subject, and if it is not, what are the consequences for the interpretation of law. The turbulent history of Europe in the 20th century, marked by the cataclysms of world wars, genocides, expulsions and upheavals, therefore the necessity of new beginnings, jointly with other factors (...) (e.g. technological optimism) resulted not only in the ebbing of influence for religion, morality and tradition, but also in a deconstruction of law. This includes fragmentation, loss of the ability to formulate and interpret the purpose of law, as well as relativization of the traditional ordering principles of law (particularly the non-contradiction condition and contextual consistency, hierarchical structure, relative stability of law and its language). The opening of the texture of law, its deconstruction, creates a new segment of legislation, namely judicial law-making arising from the uncertainty of normative premises. (shrink)

The subject of the study is the socio-cultural threats to the information security of Russian citizens associated with ChatGPT technologies (Chat Generative Pre-trained Transformer, a machine-generated text response generator simulating a dialogue). The object of research − evaluation of the ratio of advantages and threats of generative language models based on "machine learning" in modern (2021-2023) scientific literature (journals HAC K1, K2 and Scopus Q1, Q2). The scientific novelty of the research lies in the culturological approach to the analysis of (...) threats to the security of Russian citizens associated with the use of ChatGPT as one of the technologies of "artificial intelligence". The formulation of the problem of the classical Turing test "to distinguish a person from a machine" is characterized as a scholastic abstraction, instead a more correct and productive approach is proposed: a socio-cultural assessment of the value (based on cultural axiology) of new computer technologies. The starting point of the analysis is the determination of socio-cultural value (or, conversely, damage) as a result of the use of generative language models based on machine learning. Further, the contribution and responsibility of various socio-cultural subjects of its creation and application are revealed − user, creator and developer. The result of the application of the proposed approach is the deconstruction of the discourse of the "philosophy of artificial intelligence" in terms of uncritical translation of developer declarations intended for marketing and attracting financing. Hypertrophied perception, precariously balancing on the edge of utopia and dystopia, is assessed as a risk of incorrect identification and ranking of threats to information security. Assumptions about the hypothetical "superweapon of psychological warfare" mask modern incidents of cross-border leakage of confidential data, the risks of being held accountable for publishing deliberately false information and illegal content as a result of using ChatGPT. National security measures are recommended, including restrictive measures and increasing the general civil culture of information security of users, as well as the orientation of domestic developments of solutions of this type on traditional values, socio-cultural identity and interests of Russian citizens. Despite relative neglect in the literature, Kant’s published and unpublished writings in theoretical philosophy reveal a sustained and at times ambivalent effort to come to terms with the problem of miracles. Because they entail a form of supernatural causation that undermines the law-governedness of the order of nature, miracles pose a significant problem for Kant’s metaphysics. I explore in detail Kant’s account of miracles in conjunction with the relevant aspects of his metaphysics of nature in order to establish in what (...) sense miracles are possible, and how they fit into Kant’s architectonic more generally. In this article, I explore the role of the first principle in Fichte’s philosophy of history and assess the extent to which its introduction is able to resolve problems in the philosophies of history of his predecessors. Particularly, I focus on Fichte’s response to the question of how history can be grasped in a systematic manner for the purposes of theoretical cognition. I argue that while Fichte is able to resolve the tension between Herder’s pluralism and Kant’s chiliasm in an (...) innovative manner, the deployment of his first principle is ultimately unsuccessful in establishing historiography on a firmer scientific foundation.
