The history of democracy is increasingly understood as not only the recovery of its practices and conceptualisations but also of its signifiers. In order to grasp the transition of the word “democracy” from a reviled to a revered term in Britain, this article focuses on socialist uses of the democratic idiom during the 1880s. Across a study of socialist publications, speeches and newspapers, three different uses of “democracy” emerge. First, the word could mean a political ideal to be materialised, through (...) universal suffrage but more widely by means of popular and direct control of Parliament. Second, the term was seen as a dangerous illusion that cast a veil over capitalist oppression. Third, “democracy” could denote a political reality already present in Britain, which needed to be reflected in the economic sphere. Although sometimes diverging, these uses can be linked to three important socialist organisations: the Social Democratic Federation (S.D.F.), the Socialist League (S.L.) and the Fabian Society (F.S.). Recovering these distinctive uses illuminates the relationship between “democracy” and “socialism” and offers a key with which to understand our current political landscape. (shrink)

Built-in privacy has for too long been neglected by regulators. They have concentrated on reacting to violations of rules. Even imposing severe fines will however not address the basic issue that preventative privacy protection is much more meaningful. The paper discusses this in the context of the International Working Group on Data Protection in Telecommunications (“Berlin Group”) which has published numerous recommendations on privacy-compliant design of technical innovations. Social network services, road pricing schemes, and the distribution of digital media content (...) have figured prominently in the group’s latest working papers. More recently, a judgment of the European Court of Human Rights has thrown light on weaknesses in the protection of patients’ data in hospitals that requires urgent action by designers of IT systems. Built-in privacy is no magic button, no panacea, but it has turned out to be a necessary condition for meaningful privacy protection. (shrink)

Human beings need communication. During the development of mankind, a multitude of communication technologies have been invented and used. Some of them had a dramatic impact on society in general and on the way scientific knowledge was disseminated. In this article we discuss some of the effects of each of these changes to teaching as a way of disseminating scientific knowledge. We discuss some of the potential effects caused by the new revolution of communication due to the World Wide (...) Web and the potential of ubiquitous computing. We discuss the evolution of communication technology followed by a discussion of the achievements of each technology. Next, the effects of these achievements on teaching are discussed. Finally, we set these considerations into a broader context and discuss the effects on two important parameters: lead time of the teacher and verifiability of the teacher's claims. (shrink)

Hydrogen fuel cells are likely to begin replacing conventional internal combustion engines as a power generation method for transportation applications in the near future. A life cycle analysis of a hydrogen fuel cell was performed to examine the major environmental impacts of such an engine in comparison with an internal combustion engine. To quantify the emissions, material consumption and energy consumption were identified by carrying out mass and energy balances, respectively. Wherever possible, a “well-to-wheel” approach was adopted to identify all (...) the processes involved. The size of the hydrogen fuel cell engine selected was 60 kW, which would power a small automobile weighing around 800 kg. This report briefly describes the materials and processes involved in assembling such an engine, with their respective environmental impacts. Different technologies to build a hydrogen economy also are discussed because hydrogen is an integral part of most fuel cell engines. The main conclusion is that if an environmentally sustainable system of hydrogen production is found, the use of hydrogen and, in turn, hydrogen fuel cell cars would be highly beneficial. Thus, the theoretical potential of fuel cells is great for environmental benefits, but practical applications might prove otherwise. (shrink)

Alcoholism is endemic in Nigeria’s traditional religion and society. This abuse is especially common at New Yam festivals, Ekpe, Ekpo and Nmanwu masquerades festivals, burial rituals, birth, marriage and naming ceremonies. Some claim that this is driven by specific beliefs and activities in African culture, such as beliefs in ancestors, libation, hospitality and entertaining guests and strangers and the desire to maintain the cultural traditions of the ancestors. Alcohol abuse has generated major health and social issues for abusers, their (...) families and society, plunging families, towns and tribes into crises and conflicts that bring economic and political retrogression. This research studied how the African traditional religion encourages alcohol misuse and how to decrease it for national development. This study was on Nigeria’s South-South region. The study uses qualitative and ethnographic research methodologies, including key informants, in-depth and focus group interviews and the reward deficiency syndrome as a theoretical framework. Although African Traditional Religion (ATR) supports alcohol usage, greed, a lack of self-control, peer pressure, indiscipline and lack of moral upbringing led to alcohol misuse, which harms the person, family, community and country as a whole. Education and enlightenment are a remedy to free alcoholics and utilise them for national integration and development.Contribution: Some say Africans drink a lot because their religious heritage promotes drinking, leading to abuse. However, peer pressure, selfishness, a lack of self-control, bad parenting and not religion push persons with reward deficiency syndrome into alcoholism, according to this research. (shrink)

'Democracy thrives because it helps individuals identify with the society of which they are members and because it provides for legitimate decision-making and exercise of power.' With this statement, the Council of Europe raises for us some fundamental questions: what is the practice of democracy, its merits and its limitations? A phenomenological insight into democracy as it displays itself indicates that its essence is decision making by vote. The strength of this mechanism is that it operates without a requirement (...) for rationality on the part of the participants, and its imperative is always to achieve a decision - any decision. Thus, the mechanism enables decisions in situations of incommensurable choice. The history of the engagement of Maori with local government in Aotearoa New Zealand makes apparent the limitations of democracy and challenges democracy itself. Maori have no tradition of democracy and they aspire to the exercise of their traditional decision-making practices. As a minority in a democratic country, Maori find themselves always at the mercy of the vote. Democracy is a tool of colonisation. The situation of Maori provides lessons for those who would applaud the Council of Europe and their belief in coexistence by way of democratic decision making. (shrink)

Can a democratic Global Society become the alternative to Empire and bring order into present international anarchy? One hundred percent sovereignty in nation states gives “security” to each but creates “anarchy” in relations between states. To bring order into international relations some sovereignty has to be surrendered. Empire, which does bring an order of sorts, is imposed from outside, is undemocratic and aggrandising. Global Society can be conceptualised as its alternative. Sharply contrasting Global Society to Empire tends (...) to pose the former as a panacea, but it is important to know its potential faults. Global Society can be envisioned at the constitutive stage and as continuing to exert influence within the institutions it creates. At the difficult constitutive stage, it will be fragile and of unwieldy size and ought only be called into play at critical junctures. The institutions it creates will be a democratic federal regime of regional blocks of states. To resolve issues, Global Society presumes effective consocial dialogue and participation rather than violent contention. Classical and Hellenistic Greece provide examples where vision and honour battled with the ambitions and greed of Empire and remarkably sometimes won. All the Greek city-states were under some sort of regional federal alliance at different times and drew strength from shared religious sanctuaries and their attached Games. The various interchanges between democratic Federalism and Empire in ancient Greece offers a microcosm of today's interregnum between modern and postmodern international relations. Of the many topics worthy of discussion regarding older adults and bioethics, two seem to provide an especially pointed opportunity for reflection on our aging society. First, is aging itself something that biomedical researchers should focus on as a deficit to be overcome through eventual anti-aging treatments? While aging may not fall neatly into the disease category, it is clearly the primary susceptibility factor for the innumerable diseases of older adults, and therefore its potential deceleration consistent with the compression (...) of morbidity might constitute a salutary biomedical goal. The aging society is no panacea to those who suffer from a host of chronic illnesses and feel overwhelmed by the burden of years. Second, we must concentrate on the most challenging problematic of our current aging society, assuming that anti-aging technologies will only become available in future decades. One immense problem is the harsh reality of irreversible progressive dementia, which will serve here as an example of the rise of chronic illness, for which age itself is the primary risk factor. Karl Popper’s description of the open society in terms of respect, rather than mere tolerance, appears to be highly relevant today. Although he never explicitly addressed the issues of multiculturalism and valuepluralism in contemporary societies, Popper’s idea of respect provides an effective way to approach them. For, on the one hand, it may help to reframe current debates about multiculturalism in clearer terms. On the other, it provides a critical assessment of the widespread relativism that presents itself as a (...) sort of panacea of all theoretical and practical problems posed by the cohabitation of groups sharing different values and worldviews. On closer scrutiny, political relativism – just as its epistemological counterpart – is not only entirely inadequate but also dangerous for the very existence of the open society. A serious look at the present situation suggests, rather, the adoption of a principle of reciprocity that is consistent with Popper’s critical pluralism and might prove to be effective in addressing the problems faced by a multicultural society. This is an introduction to the Symposium on Artificial Intelligence and Apocalypticism, which resulted from a conference hosted by the Centre for the Critical Study of Apocalyptic and Millenarian Movements (CenSAMM) in Bedford, UK. The introduction provides a brief history of scholarly work in the intersections of apocalypticism and artificial intelligence and of the emergence of CenSAMM from a millenarian religious community, the Panacea Society. It concludes by pointing toward the contributions of the symposium's essays.

There is a common tradition in European education going back to the Middle Ages which long played a part in providing the curriculum of schools which catered both for the wealthy and for able sons of less well-to-do families. Originally published in 1974, this volume examines the relationship between education and society in the different countries of Europe from which differences in tradition and practice emerge. The countries discussed include: France, Germany, the former Soviet Union, Poland and Sweden.

This essay argues that policies aimed at suppressing drug use exacerbate the nation's opioid problem. It neither endorses drug use nor advocates legalizing the consumption and sale of all substances in all circumstances. Instead, it contends that trying to suppress drug markets is the wrong goal, and in the midst of an addiction crisis it can be deadly. There is no single, correct drug policy; the right approach depends crucially on the substance at issue, the patterns of use and supply, (...) and the jurisdiction's culture, institutions, and material resources. Decriminalization is no panacea for a nation's drug problems. Nevertheless, either de jure or de facto decriminalization of personal drug possession is a necessary condition for mitigating this crisis. (shrink)

The claimants brought civil suits against child care institutions and authorities for the sexual abuse to which they were subject whilst under the defendants’ responsibility. These cases were not initiated until the claimants were well into adulthood and began recognising the harms they had suffered, and as a result, their claims were time-barred at first instance. However, after A v Hoare (and Other Appeals), in which the House of Lords significantly altered the laws on limitation, their cases were reheard and (...) allowed to proceed. In this respect, AB and Others v Nugent Care Society; GR v Wirral MBC demonstrates the benefits of the ruling in Hoare; but at the same time, this note argues that the Court of Appeal utilises a problematic conceptualisation of the harm of sexual abuse and the case highlights the potential for inconsistency and uncertainty in such delayed claims following the decision in Hoare—which is not the panacea it initially appears to be. In recent years, several remarkable results have shown that certain theorems of finite combinatorics are unprovable in certain logical systems. These developments have been instrumental in stimulating research in both areas, with the interface between logic and combinatorics being especially important because of its relation to crucial issues in the foundations of mathematics which were raised by the work of Kurt Godel. Because of the diversity of the lines of research that have begun to shed light on these issues, there (...) was a need for a comprehensive overview which would tie the lines together. This volume fills that need by presenting a balanced mixture of high quality expository and research articles that were presented at the August 1985 AMS-IMS-SIAM Joint Summer Research Conference, held at Humboldt State University in Arcata, California.With an introductory survey to put the works into an appropriate context, the collection consists of papers dealing with various aspects of 'unprovable theorems and fast-growing functions'. Among the topics addressed are: ordinal notations, the dynamical systems approach to Ramsey theory, Hindman's finite sums theorem and related ultrafilters, well quasiordering theory, uncountable combinatorics, nonstandard models of set theory, and a length-of-proof analysis of Godel's incompleteness theorem.
