In this paper we describe a propagation experiment to measure the one-way velocity of electromagnetic radiation. The experiment utilizes the rotation of the earth to interchange the positions of two rubidium vapor frequency standards over12 h, thereby canceling initial clock phase differences. It is demonstrated that although the drift characteristics of modern rubidium atomic clocks may be large for long-term absolute timing requirements, the short-term random fluctuations are small. It is found that over a24-h period, the long-term drift can be (...) accurately parameterized in retrospect and removed, thereby permitting the detection of temporal variations less than1 nsec in magnitude. With coherent summing techniques this value may be significantly reduced, and it becomes realistic to consider an experiment where the clocks are separated by distances of the order of several hundreds of meters in order to detect velocities of the order of that of the solar system with respect to the center of the galaxy(≈10 5 m sec −1 ), thus ensuring that the rotational motion of the earth has a negligible effect in altering the relative inertial characteristics of the reference frames of each clock. It is demonstrated that under such conditions the measurement of the one-way speed of propagation of electromagnetic radiation is not only meaningful, but can be simply implemented with commercially available instrumentation. Several recent papers which purport to substantiate or negate arguments in favor of certain theories of absolute space have been based on fallacious principles. In this paper we discuss three related instances, indicating where misconceptions have arisen. We establish, contrary to popular belief, that the classical Lorentz ether theory accounts for all the experimental evidence which supports the special theory of relativity. We demonstrate that the ether theory predicts the null results obtained from pulsar timing and Mössbauer experiments. We conclude (...) that a measurement of the one-way velocity of light has physical meaning within the context of the Lorentz theory, and argue that an adequately designed experiment to measure the one-way velocity of light should be attempted. Can the Âtman in its infinity and transcendence be made the basis for civil rights? Can we deduce the idea of civil rights and their number from the conception of the Âtman? Can historicity be preserved in the bosom of the Âtman? It has been said that only ideas like that of the dictatorship are possible on the basis of the Âtman as conceived by Indian thinkers. Individual freedom and initiative necessary for new scientific discoveries and inventions are taught by (...) Christ and other Israel-born religions, and the discovery of the atom bomb is due to such ideas. Long ago the late Prof. C.A. Moore of Hawaii urged me several times to handle such criticisms of Indian philosophy and religion. I tried to answer them in some early papers. The most important considerations are: As Kant said, from the highest metaphysical reality it is not logically possible to deduce anything particular or even lower; for instance, we cannot even deduce from “All men are mortal” whether Socrates is or is not mortal, unless we add “Socrates is a man,” which is an empirical statement. And If the Âtman is one and all-comprehensive, no democracy is said to be possible because individual men cannot be real then; but it is overlooked that then nothing is possible, not even trees and stones. Again, if there is only one personal God and if his will is supreme, will he not be a tyrant or a Louis XIV of the heavens, thundering his unquestionable commands? Where do democracy and freedom of the individual go then? On the other hand, if every one is the Supreme Âtman in essence, then everyone is free with all the initiative one can have by birth. Civil rights will then have a metaphysical foundation because every finite individual is inherently one with the Supreme Person and has the same rights and freedom as any king or emperor. But these arguments and counter-arguments cannot impress every one because to deduce anything from the highest Being leads only to antinomies and will be counter-productive in our search for truth. In metaphysics or ontology we can go only from the lower to the higher in logic or discursive thinking, but not vice versa. (shrink)

This is a well-behaved concept in Newtonian physics. But a center of gravity is not an atom or a subatomic particle or any other physical item in the world. It has no mass; it has no color; it has no physical properties at all, except for spatio-temporal location. It is a fine example of what Hans Reichenbach would call an abstractum. It is a purely abstract object. It is, if you like , a theorist's fiction. It is not one of (...) the real things in the universe in addition to the atoms. But it is a fiction that has nicely defined, well delineated and well behaved role within physics. (shrink)

Open peer commentary on the article “Perception-Action Mutuality Obviates Mental Construction” by Martin Flament Fultot, Lin Nie & Claudia Carello. Upshot: In my view, the clash between ecological psychology, enactivism, and constructivism in general has more to do with irreconcilable metaphysical and theoretical incommensurabilities than disagreements about specific mechanisms or processes of perception. Even with mutual enabling of action and perception, some internal process of self-modification is still needed if novel behavior is to be adequately explained.

Engineers have generally been viewed either as members of a ‘middle class’ attracted to a distinctive technocratic politics that rejects the leadership of both labour and capital or as passive servants of capital. Using published and archival data, this article shows that American mechanical engineers during the 1930s were not attracted to technocratic ideas. Instead some supported pro-business ideas, while many others showed an interest in organizing themselves as employees with interests different from business. This example suggests that engineers do (...) not constitute a distinctive, homogeneous middle class, but are, in fact, internally divided by class. (shrink)

This paper seeks to identify the common conditions which have supported nation formation in Mexico, abstract the specifics of the Purhepechan case to account for the degree of its advancement in contrast with other ethno-political movements in Mexico, and contextualize the regional trends vis-a- vis the ideological transformations at the level of the individual and the community. In our paper we will pay special attention to two extraordinary phenomena: the rise and discourse of the organiza- tion Ireta P’orheecheri - Purhepechan (...) Nation, and the celebration of the newly established ethnic- revivalist event P’orheecheri Jimbangi Uexurhini (Purhepechan New Year). Our thesis is that nation formation in Mexico is a result of economic and social modernization, democratization and the in- troduction of western liberal discourse, and changes in government indigenist policies that have been taken advantage of by indigenous political leaders. We know that John Milton read Machiavelli’s Discourses on Livy with very great care, and there is evidence suggesting that initially he found its argument attractive. In the end, however, he repudiated Machiavelli’s peculiar populism in no uncertain terms, and he did so by embracing Aristotle and Cicero in a manner that highlights the radical break which the Florentine initiated with the republicanism of the ancient Romans and Greeks.
