When certain formal symbol systems (e.g., computer programs) are implemented as dynamic physical symbol systems (e.g., when they are run on a computer) their activity can be interpreted at higher levels (e.g., binary code can be interpreted as LISP, LISP code can be interpreted as English, and English can be interpreted as a meaningful conversation). These higher levels of interpretability are called "virtual" systems. If such a virtual system is interpretable as if it had a mind, is such a "virtual (...) mind" real? This is the question addressed in this "virtual" symposium, originally conducted electronically among four cognitive scientists: Donald Perlis, a computer scientist, argues that according to the computationalist thesis, virtual minds are real and hence Searle's Chinese Room Argument fails, because if Searle memorized and executed a program that could pass the Turing Test in Chinese he would have a second, virtual, Chinese-understanding mind of which he was unaware (as in multiple personality). Stevan Harnad, a psychologist, argues that Searle's Argument is valid, virtual minds are just hermeneutic overinterpretations, and symbols must be grounded in the real world of objects, not just the virtual world of interpretations. Computer scientist Patrick Hayes argues that Searle's Argument fails, but because Searle does not really implement the program: A real implementation must not be homuncular but mindless and mechanical, like a computer. Only then can it give rise to a mind at the virtual level. Philosopher Ned Block suggests that there is no reason a mindful implementation would not be a real one. (shrink)

This article presents a conceptual investigation into the value impacts and relations of algorithms in the domain of justice and security. As a conceptual investigation, it represents one step in a value sensitive design based methodology. Here, we explicate and analyse the expression of values of accuracy, privacy, fairness and equality, property and ownership, and accountability and transparency in this context. We find that values are sensitive to disvalue if algorithms are designed, implemented or deployed inappropriately or without sufficient consideration (...) for their value impacts, potentially resulting in problems including discrimination and constrained autonomy. Furthermore, we outline a framework of conceptual relations of values indicated by our analysis, and potential value tensions in their implementation and deployment with a view towards supporting future research, and supporting the value sensitive design of algorithms in justice and security. This paper builds upon recent work in narrative theory and the philosophy of technology by examining the place of transparency and responsibility in discussions of AI, and what some of the implications of this might be for thinking ethically about AI and especially AI practices, that is, the structured social activities implicating and defining what AI is. In this paper, we aim to show how pursuing a narrative understanding of technology and AI can support knowledge of process and practice through (...) transparency, as well help summon us to responsibility through visions of possibility and of actual harms arising from AI practices. We provide reflections on the relations between narrative, transparency and responsibility, building an argument that narratives (about AI, practices, and those persons implicated in its design, implementation, and deployment) support the kind of knowing and understanding that is the aim of transparency, and, moreover, that such knowledge supports responsibility in informing agents and activating responsibility through creating knowledge about something that can and should be responded to. Furthermore, we argue for considering an expansion of the kinds of practices that we might legitimately consider ‘AI practices’ given the diverse set of (often materially embedded) activities that sustain and are sustained by AI that link directly to its ethical acceptability and which are rendered transparent in the narrative mode. Finally, we argue for an expansion of narratives and narrative sources to be considered in questions of AI, understanding that transparency is multi-faceted and found in stories from diverse sources and people. Each annual Ontology Summit initiative makes a statement appropriate to each Summit’s theme as part of our general advocacy designed to bring ontology science and engineering into the mainstream. The theme this year is "Towards an Open Ontology Repository". This communiqué represents the joint position of those who were engaged in the year's summit discourse on an Open Ontology Repository (OOR) and of those who endorse below. In this discussion, we have agreed that an "ontology repository is a facility where (...) ontologies and related information artifacts can be stored, retrieved and managed." -/- We believe in the promise of semantic technologies based on logic, databases and the Semantic Web, a Web of exposed data and of interpretations of that data (i.e., of semantics), using common standards. Such technologies enable distinguishable, computable, reusable, and sharable meaning of Web and other artifacts, including data, documents, and services. We also believe that making that vision a reality requires additional supporting resources and these resources should be open, extensible, and provide common services over the ontologies. (shrink)

A company of buccaneers invites comparison with states founded on the social contracts of Hobbes and Locke. These companies were formed by an explicit contract, the articles of agreement, and transgressors risked being marooned in a literal state of nature. Buccaneers were relatively powerful and their authority structure and share system was relatively democratic. The role of venture capitalists in organizing buccaneering may explain why parallels with Locke's social contract are particularly striking. Matthew Tindall attempted to exclude pirates and include (...) privateers in the social contract, but conceded that sufficiently powerful pirates themselves formed states. These comparisons highlight the problem of basing human rights on contract theory. (shrink)

In the interwar period there was a significant school of thought that repudiated Einstein's theory of relativity on the grounds that it contained elementary inconsistencies. Some of these critics held extreme right-wing and anti-Semitic views, and this has tended to discredit their technical objections to relativity as being scientifically shallow. This paper investigates an alternative possibility: that the critics were right and that the success of Einstein's theory in overcoming them was due to its strengths as an ideology rather than (...) as a science. The clock paradox illustrates how relativity theory does indeed contain inconsistencies that make it scientifically problematic. These same inconsistencies, however, make the theory ideologically powerful. The implications of this argument are examined with respect to Thomas Kuhn and Karl Popper's accounts of the philosophy of science. (shrink)

The Knowledge Interchange Format (KIF) [2] is an ASCII- based framework for use in exchanging of declarative knowledge among disparate computer systems. KIF has been widely used in the fields of knowledge engineering and artificial intelligence. Due to its growing importance, there arose a renewed push to make KIF an offi- cial international standard. A central motivation behind KIF standardization is the wide variation in quality, style, and content — of logic-based frameworks being used for knowledge representation. Variations of all (...) three types, of course, hinder the possibility of semantic integration. A well-crafted logic standard for the representation of declarative knowledge would impose some greatly needed syntactic and semantic uniformity on the current somewhat chaotic situation, uniformity that would in turn greatly enhance the capacity for semantic integration. For all its potential advantages, however, the idea of a logic standard is problematic for at least two reasons. (shrink)

This volume explores how Catholicism began and continues to open its doors to the wider world and to other confessions in embracing ecumenism, thanks to the vision and legacy of the Second Vatican Council. It explores such themes as the twentieth century context preceding the council; parallels between Vatican II and previous councils; its distinctively pastoral character; the legacy of the council in relation to issues such as church-world dynamics, as well as to ethics, social justice, economic activity. This chapter examines a little-known movement to make the Our Lady of Perpetual Help icon the patroness of the proceedings of the Second Vatican Council. Begun by American Redemptorists, it sought to integrate a Marian piety into the conciliar ethos, but one that was decidedly cross-cultural and ecumenical. Explicit in its mission for unity between Roman Catholics and the separated churches of the East, the movement promoted the icon as the key to repairing centuries-old wounds. Insofar as 2015 begins the (...) sesquicentennial year of the icon’s association with Redemptorists, as well as its value as an ecumenical tool, the author explores whether OLPH can lend new impetus for unity between Orthodox and Catholics ahead of the proposed joint synod in 2025. This debate, principally between myself (Nigel Thomas) and Patrick Hayes, the well known computer scientist and Artificial Intelligence researcher, took place through the internet mailing list for the discussion of the scientific study of consciousness, PSYCHE-D (moderated by Patrick Wilken), which is associated with the on-line journal PSYCHE. The discussion touches on the various different senses in which the expression "mental image" may be used, the underlying cognitive mechanisms of imagery, and the relevance of an understanding of imagery to the (...) understanding of conscious thought, and thought in general. But still I think some account has to be given of the application of CM to tides and cannon balls etc. etc. It seems to me that Einstein's and Bohr's analysis was essentially correct: we make the connection, and thus apply the mathematical statements of CM to macroscopic features of the world about us, by constructing, within the mathematical framework,. macroscopic conglomerates of the elementary particles and fields that should have the general appearance of tides and billiard, looked at from (...) a distance, and that would respond to the probings of mathematical models of measuring devices, whose "pointers" we can see from afar, in the ways that waves and billiard balls do. I think a look at how CM has been used and applied since the time of Newton and Galileo shows that the mathematical theory is linked into our experiences of the world in this nonproblematic way, and that this correspondence at this nonproblematic level is part of classical mechanics in the broad sense in which it is understood by people who use it. ABSTRACT This article seeks to examine the emergence of the image of hysteria that originated at the Salpêtrière Hospital in Paris in the late nineteenth century and has since been transferred across new generations of phototexts through ekphrasis. It is first shown how this stereotypically feminine and sexualised image was initiated by the medical tome Iconographie Photographique de la Salpêtrière - an effect that belies the physicians' original intentions - and is then taken up in the public imagination by the (...) surrealists André Breton and Louis Aragon before emerging in Georges Didi-Huberman's 1982 critical text Invention of Hysteria. Didi-Huberman's monograph offers insight into how persistent this image becomes, even taking shape in discourses that attempt to undermine it. Didi-Huberman furthermore highlights how developments in photographic technology have contributed to the shaping of hysteria. Finally, this article considers how the figure of the hysteric appears in J. M. Coetzee's 2005 novel Slow Man in the character of Marianna. The manner in which she is depicted presents an ekphrasis that can be matched to the vision of hysteria that began with the Iconographie Photographique de la Salpêtrière, thereby showing how this histrionic and gender-stereotyped iteration of hysteria from the nineteenth century remains a readily accessible mode of expression. Born in 1956, Santu Mofokeng formed part of the Afrapix Collective that engaged in exposé and documentary photography of anti-apartheid resistance and social conditions during the 1980s in South Africa. However, Mofokeng was an increasingly important internal critic of mainstream photojournalism, and of the ways black South Africans were represented in the bigger international picture economy during the political struggle. Eschewing scenes of violence and the third-party view of white-on-black brutality in particular, he began his profound explorations of the everyday (...) and spiritual dimensions of African life, both in the city and in the countryside. His formal techniques favor “fictions” that contain smoke, mist, and other matters and techniques that occlude rather than expose. Using angularity and ambivalence, he also ruptures realist expectations and allows space for the uncanny and the supernatural. He works with the notion of seriti . The essay follows strands in Mofokeng’s writings and statements in relation to certain of his photographs, most recently repositioned in the substantial 2007 exhibition Invoice, to argue that he has pushed for a desecularization and Africanization of photography from the 1980s to the present. In more recent work the scourge of apartheid has been replaced by the HIV/AIDS virus, a mutation of nature, exacerbating the spiritual insecurities of many people in post-apartheid South Africa. The essay concludes that Mofokeng’s work poses a critique of the parallel paradigms of Marxist-influenced social history and documentary photography in 1980s South Africa, both still highly influential, by attempting to reinsert aura into photography and by highlighting what secular Marxism has concealed and proscribed. Within the field of aesthetics, there are several approaches to answering what affects how and whether an individual engages with a particular art or aesthetic object. Two theories that attempt to come to a solution on this issue are theories of attunement and attachment which respectively argue that one’s engagement is primarily affected by one’s attunement or attachment, through a system of values, beliefs, and associations, to an object. While these theories are successful in responding to a variety of cases, (...) individually, they leave something to be desired explicatively, and, in light of this, I will develop in this essay an alternative that centres itself on the character of the aesthetic subject which will do the work of both approaches without having to make any taxing conceptual commitments.
