The founder of the eponymous engineering firm, which continues to realize seminal projects around the world, Ove Arup is widely acknowledged as one of the most significant engineers of his time. Generated over the course of his illustrious career, these lectures, essays, and interviews broadlyshare several themes: insight into Arup's thinking on the nature of good design, quality and value in the built environment, and the growing need for better collaboration between engineers, architects, and contractors in order to exploit technological (...) advances in materials and methods, while at the same time reducing the environmental impact of building. These chronologically arranged essays span five decades, and many of the themes they address are as relevant today as they were when first produced. Illustrating wisdom, practical problem solving, and Arup's philosophical approach, this book is a necessary and long-overdue addition to the library of anyone who has a passion for, and an interest in, the principles of great design. This article is an attempt at a systematic account of decision making under greater uncertainty than what traditional, mathematically oriented decision theory can cope with. Four components of great uncertainty are distinguished: (1) the identity of the options is not well determined (uncertainty of demarcation) ; (2) the consequences of at least some option are unknown (uncertainty of consequences); (3) it is not clear whether information obtained from others, such as experts, can be relied on (uncertainty of reliance); and (4) (...) the values relevant for the decision are not determined with sufficient precision (uncertainty of values). Some possible strategy types are proposed for each of these components. Decisions related to environmental issues are used to illustrate the proposals. (shrink)

We study finite ℓ‐colourable structures with an underlying pregeometry. The probability measure that is used corresponds to a process of generating such structures by which colours are first randomly assigned to all 1‐dimensional subspaces and then relationships are assigned in such a way that the colouring conditions are satisfied but apart from this in a random way. We can then ask what the probability is that the resulting structure, where we now forget the specific colouring of the generating process, has (...) a given property. With this measure we get the following results: (1) A zero‐one law. (2) The set of sentences with asymptotic probability 1 has an explicit axiomatisation which is presented. (3) There is a formula (not directly speaking about colours) such that, with asymptotic probability 1, the relation “there is an ℓ‐colouring which assigns the same colour to x and y” is defined by. (4) With asymptotic probability 1, an ℓ‐colourable structure has a unique ℓ‐colouring (up to permutation of the colours). (shrink)

The AGM theory of belief contraction is extended tomultiple contraction, i.e. to contraction by a set of sentences rather than by a single sentence. There are two major variants: Inpackage contraction all the sentences must be removed from the belief set, whereas inchoice contraction it is sufficient that at least one of them is removed. Constructions of both types of multiple contraction are offered and axiomatically characterized. Neither package nor choice contraction can in general be reduced to contractions by single (...) sentences; in the finite case choice contraction allows for reduction. (shrink)

Clear-cut cases of decision-making under risk (known probabilities) are unusual in real life. The gambler’s decisions at the roulette table are as close as we can get to this type of decision-making. In contrast, decision-making under uncertainty (unknown probabilities) can be exemplified by a decision whether to enter a jungle that may contain unknown dangers. Life is usually more like an expedition into an unknown jungle than a visit to the casino. Nevertheless, it is common in decision-supporting disciplines to proceed (...) as if reasonably reliable probability estimates were available for all possible outcomes, i.e. as if the prevailing epistemic conditions were analogous to those of gambling at the roulette table. This mistake can be called the tuxedo fallacy. It is argued that traditional engineering practices such as safety factors and multiple safety barriers avoid this fallacy and that they therefore manage uncertainty better than probabilistic risk analysis (PRA). PRA is a useful tool, but it must be supplemented with other methods in order not to limit the analysis to dangers that can be assigned meaningful probability estimates. (shrink)

It is almost universally acknowledged that risks have to be weighed against benefits, but there are different ways to perform the weighing. In conventional risk analysis, collectivist risk-weighing is the standard. This means that an option is accepted if the sum of all individual benefits outweighs the sum of all individual risks. In practices originating in clinical medicine, such as ethical appraisals of clinical trials, individualist risk-weighing is the standard. This implies a much stricter criterion for risk acceptance, namely that (...) the risk to which each individual is exposed should be outweighed by benefits for that same individual. The different choices of risk-weighing methods in different policy areas seem to have emerged from traditional thought patterns and social relations, rather than from explicit deliberations on possible justifications for the alternative ways to weigh risks against benefits. It is not obvious how the prevalent differences in risk-weighing practices can be reconstructed in terms of consistent underlying principles of preventive health or social priority-setting. (shrink)

When is it morally acceptable to expose others to risk? Most moral philosophers have had very little to say in answer to that question, but here is a moral philosopher who puts it at the centre of his investigations.

In order to reduce the death toll of road traffic it is necessary to focus on how vehicles and roads can be improved. Like other dangerous machines, motor vehicles should be equipped with safety devices that prevent mistakes by the operator from leading to serious consequences. Speed limiters that prevent driving at illegal speeds would save many lives, and so would alcohol interlocks. Meshi Ori's proposal that most cars should be replaced by motorcycles would not lead to the moral improvement (...) that he hopes for. We need motor vehicles with better, not worse, protection of the driver and passengers than the cars presently in use. (shrink)

In this article, we discuss and compare various positions in leadership theory through the perspective of Kierkegaard’s modes of existence. After a brief presentation of the three modes of existence—aesthetic, ethical and religious—and a description of the ironic–reflective interpretation of the change process, we synthesize leadership theories into the three main positions of instrumental, responsible and spiritual. Later, we compare and integrate the different positions in leadership theory with the three modes of existence. We argue that the various positions in (...) leadership theory represent different modes of existence. This means that leaders anchored within the aesthetical mode of existence tend to prefer the instrumental position, leaders anchored in the ethical mode of existence tend to prefer the responsible position, and leaders anchored in the religious mode of existence tend to prefer the spiritual position. In accordance with this line of reasoning the ironic–reflective interpretation of Kierkegaard’s three modes of existence gives a relevant explanation for development of leadership theory, and we delve deeper into some key dimensions in the expanding contexts of ontology, epistemology, ethics, the image of man and organizational ends. We conclude that it is necessary to start a process of transition in the mode of existence and in leadership theory in order to cope with the underlying patterns of the natural, cultural and economic crises we are facing today. The aim in this article is to widen the understanding of the significance of morality in the Norwegian social formation by comparing it with the French and the American case. After the introductory discussion of the new sociology of morality, previous findings from a study of the Norwegian middle class are reported. A short presentation of republicanism in France and Americanism in USA is followed by an analysis of the cultural and structural peculiarities of the Norwegian case, arguing that the (...) content of the Norwegian middle class morality should be seen in light of the egalitarian tradition. Finally, by way of comparison the article points to possible ways the different configuration of values might be transferred institutionally. (shrink)

Fodor Representations: Philosophical essays on the foundations of cognitive science, 1981, LOT2: The language of thought revisited, 2008) has famously argued that representationally atomic concepts cannot be learned, at least not learned by hypothesis formation and testing. Concept theorists who want to preserve observations about concept learning have developed acquisition (...) models on which the acquired concepts are either non-atomic or are acquired by a process that doesn’t involve hypothesis formation and testing. I offer a model, Baptizing Meanings for Concepts, in which representationally atomic concepts are learned by hypothesis formation and testing. The concepts are learned by the agent’s hypothesizing the existence of a latent/hidden/imperceptible property in objects to explain the objects’ perceptible similarities. Once a hidden property is hypothesized, a new atomic mental name is assigned to it, and this atomic name becomes the concept. Any connections between the name and the representations involved in linking the name to its referent are stored as contingent. Further experience may give the agent reason to revise its hypotheses about latent properties as explanations for its observations. I discuss a software robot implementation of the BMC process that uses a Bayesian learning network. The implementation provides an existence proof of the possibility of learning representationally atomic concepts by hypothesis formation and testing. (shrink)

And: How to be a citizen? The main theme investigated by Rousseau in The Government of Poland, is how a minor nation surrounded by such major powers as Russia, Prussia and Austria can ensure its survival? Not having the option of defending itself against its powerful (...) neighbours by military means, Rousseau's advice is to found the Polish nation in the hearts of the Polish people, primarily through citizenship education. However, Poland was finally divided between its neighbours in 1795. Rousseau's writing The Government of Poland can shed some light on the Danish situation after losing the war to Prussia and Austria in 1864. With its defeat Denmark did not disappear, as did Poland, but the territory of the United Monarchy was almost halved by the loss of the duchies of Schleswig and Holstein. After the war some of the same defence strategies and educational ideas as Rousseau had recommended to Poland became important in Denmark. In light of Rousseau's ideas about citizenship education this article will explore the Danish way of trying to establish the nation in the hearts of the people throughout the 20th century. Today the question is: How to understand the conception of self‐determination in the context of establishing European political unity? In his analysis Habermas directs our attention to some of the same dilemmas that Rousseau had dealt with 200 years earlier. Habermas’ advice is to give the European spirit a republican form. Most people find it obvious that concepts like APPLE, DOG, WATER, CACTUS, SWIM, CHIRP, FURRY, and SMOOTH are acquired from perceptual experiences along with some kind of inferential procedure. Models of how these concepts are inferentially acquired, however, force the acquired concepts to be representationally complex, built from, and composed by, the more primitive representations. Since at least the time of Plato, philosophers and psychologists have struggled to find complex sets of representations that have the same meanings, definitionally or probabilistically, (...) as these concepts. For example, to think about the property-kind being gold is not the same as to think about the complex property-kind being yellowish & shiny & malleable.... I call this Fodor's Challenge: Find an acquisition process that is genuinely inferential and yields a concept that genuinely is one of these lexical concepts. Rather than continue the pursuit of a complex representation that has the same meaning as our concept GOLD. I offer a model on which many lexical concepts are acquired from perception and inference, without being built up from, and composed by, the representations involved. The model, Baptizing Meanings for Concepts, is inspired in part by Saul Kripke's baptism process for assigning meanings to linguistic terms. Many lexical concepts, according to the BMC, are acquired by inferring the presence a new property-kind, picking out the property-kind in terms of those perceptible features, and then assigning a simple mental term, a concept, for that property-kind. Cognitive science has evolved since early disputes between radical empiricism and radical nativism. The authors are reacting to the revival of radical empiricism spurred by recent successes in deep neural network (NN) models. We agree that language-like mental representations (language-of-thoughts [LoTs]) are part of the best game in town, but they cannot be understood independent of the other players.

A survey of recent research reveals that there is a growing interest in knowledge regarding the opinions and attitudes toward ethics amongst business school faculty members. Based on an empirical study conducted in Norway we address the following issue: "What do faculty members of the Norwegian Business Schools consider to be their responsibilities in preparing their students for leading positions in public and private organizations?" Moving on to interpreting the results from the survey, we discuss the empirical findings by comparing (...) the data using four different theoretical perspectives; neoclassical economics, strategic management, corporate social responsibility and socio-economics. In the first part of this paper, I clear the ground from frequent misconceptions of the relationship between fact and value by examining some uses of the adjective “natural” in ethical controversies. Such uses bear evidence to our “natural” tendency to regard nature as the source of ethical norms. I then try to account for the origins of this tendency by offering three related explanations, the most important of which is evolutionistic: if any behaviour that favours our equilibrium with the (...) environment is potentially adaptive, nothing can be more effective for this goal than developing an attitude toward the natural world that considers it as a dispenser of sacred norms that must be invariably respected. By referring to the Aristotelian notion of human flourishing illustrated in the first part of the paper, in the second I discuss as a case study some ethical problems raised by mini-chips implantable in our bodies. I conclude by defending their potential beneficial effects of such new technological instruments. (shrink)

Modern belief revision theory is based to a large extent on partial meet contraction that was introduced in the seminal article by Carlos Alchourrón, Peter Gärdenfors, and David Makinson that appeared in 1985. In the same year, Alchourrón and Makinson published a significantly different approach to the same problem, called safe contraction. Since then, safe contraction has received much less attention than partial meet contraction. The present paper summarizes the current state of knowledge on safe contraction, provides some new results (...) and offers a list of unsolved problems that are in need of investigation. (shrink)

In order to explore public views on nanobiotechnology (NBT), convergence seminars were held in four places in Europe; namely in Visby (Sweden), Sheffield (UK), Lublin (Poland), and Porto (Portugal). A convergence seminar is a new form of public participatory activity that can be used to deal systematically with the uncertainty associated for instance with the development of an emerging technology like nanobiotechnology. In its first phase, the participants are divided into three “scenario groups” that discuss different future scenarios. In the (...) second phase, the participants are regrouped into three “convergence groups”, each of which contains representatives from each of the three groups from the first phase. In the final third phase, all participants meet for a summary discussion. This pilot project had two aims: (1) to develop and assess the new methodology and (2) to gather advice and recommendations from the public that may be useful for future decisions on nanobiotechnology (NBT). Participants emphasized that they wanted the technology to focus on solutions to environmental and medical problems and to meet the needs of developing countries. The need for further public participation and deliberation on NBT issues seemed to be acknowledged by all participants. Many of them also raised equality concerns. Views on the means by which NBT should be steered into socially useful directions were more divided. In particular, different views were expressed on how much regulation of company activities is needed to curb unwanted developments. The participants’ responses in a questionnaire indicate that the methodology of the convergence seminars was successful for decision-making under uncertainty. In particular, the participants stated that their advice was influenced both by access to different possible future developments and by the points of view of their co-participants, which is what the method is specifically intended to achieve. Receiving information about threats to one’s health can contribute to anxiety and depression. In contemporary medical ethics there is considerable consensus that patient autonomy, or the patient’s right to know, in most cases outweighs these negative effects of information. Worry about the detrimental effects of information has, however, been voiced in relation to public health more generally. In particular, information about uncertain threats to public health, from—for example, chemicals—are said to entail social costs that have not been given due consideration. (...) This criticism implies a consequentialist argument for withholding such information from the public in their own best interest. In evaluating the argument for this kind of epistemic paternalism, the consequences of making information available must be compared to the consequences of withholding it. Consequences that should be considered include epistemic effects, psychological effects, effects on private decisions, and effects on political decisions. After giving due consideration to the possible uses of uncertain information and rebutting the claims that uncertainties imply small risks and that they are especially prone to entail misunderstandings and anxiety, it is concluded that there is a strong case against withholding of information about uncertain threats to public health. Imagine yourself sitting on your front porch, sipping your morning coffee and admiring the scene before you. You see trees, houses, people, automobiles; you see a cat running across the road, and a bee buzzing among the flowers. You see that the flowers are yellow, and blowing in the wind. You see that the people are moving about, many of them on bicycles. You see that the houses are painted different colors, mostly earth tones, and most are one-story but a (...) few are two-story. It is a beautiful morning. Thus the world interfaces with your mind through your senses. There is a strong intuition that we are not disconnected from the world. We and the other things we see around us are part of a continuous whole, and we have direct access to them through vision, touch, etc. However, the philosophical tradition tries to drive a wedge between us and the world by insisting that the information we get from perception is the result of inference from indirect evidence that is about how things look and feel to us. The philosophical problem of perception is then to explain what justifies these inferences. We will focus on visual perception. Figure one presents a crude diagram of the cognitive system of an agent capable of forming beliefs on the basis of visual perception. Cognition begins with the stimulation of the rods and cones on the retina. From that physical input, some kind of visual processing produces an introspectible visual image. In response to the production of the visual image, the cognizer forms beliefs about his or her surroundings. Some beliefs the perceptual beliefs are formed as direct responses to the visual input, and other beliefs are inferred from the perceptual beliefs. The perceptual beliefs are, at the very least, caused or causally influenced by having the image. This is signified by the dashed arrow marked with a large question mark. We will refer to this as the mystery link. Figure one makes it apparent that in order to fully understand how knowledge is based on perception, we need three different theories.. (shrink)

Safety is a concern in almost all branches of engineering. Whereas safety was traditionally introduced by applying safety factors or margins to the calculated maximum load, this approach is increasingly replaced with probabilistic risk assessment (PRA) as a tool for dimensioning safety measures. In this paper, the two approaches are compared in terms of what they aim at and what they can, in fact, achieve. The outcome of this comparison suggests that the two approaches should be seen as complementary rather (...) than mutually exclusive. PRA is particularly useful for priority setting and for the effect evaluation of safety measures; however, in most applications, uncertainties prevent PRA from providing an objective probability of failure or value of damage. Safety factors are indispensible for dealing with dangers that cannot be assigned meaningful probabilities. (shrink)

abstract Even though much research has been devoted to studies of safety, the concept of safety is in itself under‐theorised, especially concerning its relation to epistemic uncertainty. In this paper we propose a conceptual analysis of safety. The paper explores the distinc‐tion between absolute and relative safety, as well as that between objective and subjective safety. Four potential dimensions of safety are discussed, viz. harm, probability, epistemic uncertainty, and control. The first three of these are used in the proposed definition (...) of safety, whereas it is argued that control should not be included in a reasonable definition of safety. It is shown that strictly speaking, an objective safety concept is not attainable. Instead, an intersubjective concept is proposed that brings us as close as possible to an objective concept. (shrink)
