In the present paper, we propose and analyze a harvested predator–prey model that incorporates the dynamics of tourists in the Djoudj National Park of Birds, Senegal. The model describes the impact of migration of waterbirds and seasonal fishing on the global coexistence of species in the site of the Djoudj. By the Mahwin continuation theorem of coincidence degree theory, we investigate the existence of a positive periodic solution. Background: Despite an increase in health research conducted in Africa, there are still inadequate human resources with research ethics training and lack of local long-term training opportunities in research ethics. A research ethics training program named United States-Mali Research Ethics Training Program (US-Mali RETP) was established through a partnership between the George Washington University Milken Institute School of Public Health (GWSPH), USA and University of Sciences, Techniques & Technologies of Bamako (USTTB), to address the critical need for improved bioethics training, (...) leadership, and policy in Mali. Methods: The aims of the capacity building programme are achieved by leveraging US and Africa-based expertise to strengthen research ethics education and capacity through: (1) intensive faculty development to design ethics training curricula; (2) development of a research ethics specialization within the existing Masters of Public Health program (MPH); and (3) establishing professional development courses through short-term training workshops and webinars to address research and professional needs in ethics. Results: The program will strengthen USTTB’s capacity of research ethics by training at least 15 MPH students over 5 years to prepare the next generation of ethics researchers. During the first two years of the program, a new ethics training curricula was developed, two cohorts of Master’s students were enrolled, and a series of webinars and workshops were conducted with participation of Malian and international researchers. Conclusions: US-Mali RETP will promote a sustainable bioethics enterprise at USTTB, and enable dissemination of research ethics training to increase health research capacity in Mali. (shrink)

These different personalities indicate the linguistic and geographic diversity of a multidisciplinary and critical production.

En pulaar, la flexion, liée à l'affixation des marqueurs de classe et la dérivation, obtenue par conversion ou par suffixation d'un morphème, aboutissent à la formation d'unités monolexématiques, alors que la composition construit des unités polylexématiques.

Cet article propose d’examiner le marqueur de classe du pulaar, langue peule, sous l’angle de la réduplication. Cette dernière intervient dans le cadre de la détermination et de la substitution nominale. L’analyse du marqueur rédupliqué conduit à une nouvelle répartition des formes de variantes de morphèmes de classes dans cette langue.

Universal access to antiretroviral treatment (ART) in Chad was officially declared in December 2006. This presidential initiative was and is still funded 100% by the country’s budget and external donors’ financial support. Many factors have triggered the spread of AIDS. Some of these factors include the existence of norms and beliefs that create or increase exposure, the low-level education that precludes access to health information, social unrest, and population migration to areas of high economic opportunities and gender-based discrimination. Social forces (...) that influence the distribution of dimensions of well-being and shape risks for infection also determine the persistence of access barriers to ART. The universal access policy is quite revolutionary but should be informed by the systemic barriers to access so as to promote equity. It is not enough to distribute ARVs and provide health services when health systems are poorly organized and managed. Comprehensive access to ART raises many organizational, ethical and policy problems that need to be solved to achieve equity in access. This paper argues that the persistence of access barriers is due to weak health systems and a poor public health leadership. AIDS has challenged health systems in a manner that is essentially different from other health problems. (shrink)

This book explores feminine archetypes and mythological figures in African and European traditions with an underlying goal of describing the foundations of social status for women. The author provides a rich corpus of mythology and tales to illustrate aspects of female and mother-daughter relationships. Diop analyzes the symbolic aspects of maternity and femininity, describing the social meaning of the matrix, breasts, and breastfeeding. A retrospective of female characters in African literature brings an interesting approach to explore the figures of (...) femininity and maternity in society. After an extensive analysis of African mythology and tales, the author proposes a way to integrate them in the clinical psychotherapy as a projective material. The analysis of clinical cases offers an example of how this material can be used in therapy with women from African descent. (shrink)

We investigate whether religion acts as a deterrent to the types of mortgage misrepresentation that played a significant role in the recent housing boom and bust. Using a large sample of mortgages originated from 2000 to 2007, we provide evidence that local religious adherence is associated with a lower likelihood of home appraisal overstatement and owner occupancy misreporting. The evidence on borrower income misrepresentation is mixed. Religiosity does not appear to reduce the incidence of income misrepresentation; however, it seems to (...) restrain the degree to which income is misrepresented. Our results are generally consistent with the hypothesis that religion, as a set of social norms, fosters ethical behavior, and possibly risk aversion, in the mortgage market. (shrink)

The robustness of a system indicates its ability to withstand disturbances while maintaining its properties, performance, and efficiency. There are plenty of studies on the robustness of air transport networks in the literature. However, few works consider its mesoscopic organization. Building on the recently introduced component structure, we explore the impact of targeted attacks on the weighted world air transportation network on its components. Indeed, it contains five local components covering different regions and one global component linking these regions. We (...) investigate targeted attacks based on influential weighted centrality measures. Results show that the local components gradually separate from the world air transportation network as the fraction of removed airports grows. The weighted betweenness attack removes fewer top airports to isolate the regions compared to its alternatives. Furthermore, it is still convenient to travel locally in the separate areas. In contrast, strength and PageRank attacks need to target more airports to split the network. However, they are more disruptive. Indeed, the size of the isolated local components reduces drastically, so it becomes more challenging to travel locally. Looking at the world air transportation network through its component structure reveals a new viewpoint on its resilence. It opens new perspectives to design more efficient attacks. (shrink)

A study of the relationship between African political theory and the politics of liberation. It elucidates the dialectical inter-relationship between the political philosophical views of these thinkers and the political, social and economic contexts of their respective countries.

PREFACEProf. Göran Sundholm of Leiden University inspired the group of Logic at Lille and Valparaíso to start a fundamental review of the dialogical conception of logic by linking it to constructive type logic. One of Sundholm's insights was that inference can be seen as involving an implicit interlocutor. This led to several investigations aimed at exploring the consequences of joining winning strategies to the proof-theoretical conception of meaning. The leading idea is, roughly, that while introduction rules lay down the conditions (...) under which a winning strategy for the Proponent may be built, the elimination rules lay down those elements of the Opponent's assertions that the Proponent has the right to use for building winning strategy. It is the pragmatic and ethical features of obligations and rights that naturally lead to the dialogical interpretation of natural deduction.During the Visiting Professorship of Prof. Sundholm at Lille in (2012) the group of Lille started delving into the ways of implementing Per Martin-Löf's Constructive Type Theory with the dialogical perspective. In particular, Aarne Ranta's (1988) paper, the first publication on the subject, was read and discussed during Sundholm’s seminar. The discussions strongly suggested that the game-theoretical conception of quantifiers as deploying interdependent moves provide a natural link between CTT and dialogical logic. This idea triggered several publications by the group of Lille in collaboration with Nicolas Clerbout and Juan Redmond at the University of Valparaíso, including the publication of the book (2015) by Clerbout / Rahman that provides a systematic development of this way of linking CTT and the dialogical conception of logic. However the Clerbout / Rahman book was written from the CTT perspective on dialogical logic, rather than the other way round. The present book should provide the perspective from the other side of the dialogue between the Dialogical Framework and Constructive Type Theory. The main idea of our present study is that Sundholm's (1997) notion of epistemic assumption is closely linked to the Copy-Cat Rule or Socratic Rule that distinguishes the dialogical framework from other game-theoretical approaches. One way to read the present book is as a further development of Sundholm’s extension of Austin's (1946, p. 171) remark on acts of assertion to inference. Indeed, Sundholm (2013, p. 17) gave the following forceful formulation: When I say therefore, I give others my authority for asserting the conclusion, given theirs for asserting the premisses.Per Martin-Löf, in recent lectures, have utilized the dialogical perspective on epistemic assumptions to get out of a certain circle that threatens the explanation of the notions of inference and demonstration. A demonstration may be explained as a chain of (immediate) inferences starting from no premisses. That an inference J1... Jn—————Jis valid means that the conclusion J can be made evident on the assumption that J1, …, Jn are known. The notion of epistemic assumption thus enters in the explanation of valid inference. We cannot, however, in this explanation understand 'known' in the sense of demonstrated, for then we are explaining the notion of inference in terms of demonstration, whereas demonstration has been explained in terms of inference. Martin-Löf suggests that we here understand 'known' in the sense of asserted, so that epistemic assumptions are judgements others have made, judgements for which others have taken the responsibility; that the inference is valid then means that, given that others have taken responsbility for the premisses, I can take responsibility for the conclusion:The circularity problem is this: if you define a demonstration to be a chain of immediate inferences, then you are defining demonstration in terms of inference. Now we are considering an immediate inference and we are trying to give a proper explanation of that; but, if that begins by saying: Assume that J1, …, Jn have been demonstrated – then you are clearly in trouble, because you are about to explain demonstration in terms of the notion of immediate inference, hence when you are giving an account of the notion of immediate inference, the notion of demonstration is not yet at your disposal. So, to say: Assume that J1, …, Jn have already been demonstrated, makes you accusable of trying to explain things in a circle. The solution to this circularity problem, it seems to me now, comes naturally out of this dialogical analysis. […]The solution is that the premisses here should not be assumed to be known in the qualified sense, that is, to be demonstrated, but we should simply assume that they have been asserted, which is to say that others have taken responsibility for them, and then the question for me is whether I can take responsibility for the conclusion. So, the assumption is merely that they have been asserted, not that they have been demonstrated. That seems to me to be the appropriate definition of epistemic assumption in Sundholm's sense. One of the main tenets of the present study is that the further move of relating the Socratic Rule rule with judgemental equality provides both a simpler and more direct way to implement the constructive type theoretical approach within the dialogical framework. Such a reconsideration of the Socratic Rule, roughly speaking, amounts to the following. 1.A move from P that brings-forward a play-object in order to defend an elementary proposition A can be challenged by O. 2.The answer to such a challenge, involves P bringing forward a definitional equality that expresses the fact that the play-object chosen by P copies the one O has chosen while positing A. For short, the equality expresses at the object-languaje level that the defence of P relies on the authority given to O to be able to produce the play-objects she brings forward. More generally, according to this view, a definitional equality established by P and brought forward while defending the proposition A, expresses the equality between a play-object (introduced by O) and the instruction for building a play-object deployed by O while affirming A. So it can be read as a computation rule that indicates how to compute O's instructions. Let us recall that from the strategic point of view, O's moves correspond to elimination rules of demonstrations. Thus, the dialogical rules that prescribe how to introduce a definitional equality – correspond – at the strategic level – to the definitional equality rules for CTT as applied to the selector-functions involved in the elimination rules. So, what we are doing here is extending the dialogical interpretation of Sundholm's epistemic assumption to the rules that set up the definitional equality of a type.The present work is structured in the following way:•In the Introduction we state the main tenets that guide our book•Chapter II contains a brief overview of Constructive Type Theory penned by Ansten Klev with exercises and their solutions. •Chapter III offers a novel presentation of the dialogical conception of logic. This essay proposes African-based ethical solutions to profound human problems and a working African model to address those problems. The model promotes sustainability through advanced agroecological and information communication technologies. The essay’s first section reviews the ethical ground of that model in the work of the Senegalese scholar, Cheikh Anta Diop. The essay’s second section examines an applied African model for translating African ethical speculation into practice. Deeply immersed in European and African ethics, Godfrey Nzamujo developed the Songhaï Centers (...) to solve the problem of rural poverty in seventeen African countries. Harnessing advanced technologies within a holistic agroecological ecosystem, Nzamujo’s villages furnish education spanning the fields of ethics, information communication technology, microbiology, international development, and mechanical, electrical, civil and biological engineering in a community-based and centered development enterprise. The essay proposes a global consortium of ecovillages based on Nzamujo’s model. The final section explores funding methods for the consortium. The conclusion contemplates a return to Africa to supplement environmental ethics that enhance life’s future on earth. (shrink)

Most people are quick to note the profound influence that religion has played in African-American history: consoling the downtrodden slave or inspiring the abolitionists, the underground railroad, and the civil rights movement. But few are aware of the role humanism played in shaping the black experience: developing the thought and motivating the actions of powerful African-American intellectuals. Quatro objectivos, por assim dizer, se vislumbram logo duma leitura atenta deste texto: antes de mais a preocupação dos autores de propor nos nossos dias, uma leitura transversal da filosofia africana moderna e contemporânea a partir, diríamos, do conceito da "razão". Trata-se, neste caso, de introduzir os leitores não na história da filosofia africana como tal, mas somente, como especifica Ezio Bono, de (...) delinear "algumas questões principais que consideram ser mais significativas e recorrentes no actual debate" da filosofia africana moderna e contemporânea e a sua "traversée" (Bidima), por assim dizer, no âmbito moçambicano (José Castiano). Este texto, cuja vocação principal é transformar-se, "grosso modo", numa espécie de "Humanidades Clássicas Africanas" (Cheikh Anta Diop), se quer sintético e ao mesmo tempo panorâmico. Ele é sintético, pois os autores partem duma leitura temática (a razão). Ele é também panorâmico, já que partindo deste focus temático, eles oferecem uma visão global desta matéria, do ponto de vista histórico, teorético, epistemológico, cultural, panafricano (Procesi) e particular moçambicano (Bono e Castiano). The subject to be interrogated is the problem of the extent to which differences in meaning across cultural experiences often affect translation and the chances of human communication. This is particularly significant in a world currently plagued by oppression, domination, colonialism, conflicts, prejudices, intolerance, discrimination, inequity and misconceptions.We are examining the issue of the perception that difference is a threat to cooperation, harmony and dialogue among peoples and institutions of the world. The aim of this study is to philosophically examine (...) this idea and to show that cultural difference could be a tool for building up a world where the much required values of harmony, respect for others, reciprocity and cooperation can be established using philosophical arguments by prominent or eminent African philosophers such as Wiredu and Diop amongothers. Methodologically, this study is necessary because there is a need to examine the philosophical dimensions of this issue from an African philosophical viewpoint. Wiredu pushes the argument from cultural universals while Diop makes a case for a cultural and historical basis of difference. Our key finding has been to show that there are some key philosophical theoriesthat go beyond the views of Wiredu and Diop among others. The idea is to anchor difference on a set of moral values needed for establishing enduring intercultural dialogue on an ethical foundation. The work identifies for instance, tolerance, mutual recognition, compromise and human dignity as pillars of enduring mutually respectful intercultural communication. (shrink)

Mongameli Anthony Mabona (1929) is a singular South African scholar with an exceptional life path. The history of British imperialism and apartheid shaped the world into which he was born. To a large extent, these powers had his destiny carved out for him. Nevertheless, a curious set of coincidences enabled him to obtain a tertiary education as a priest, to pursue his doctoral studies in Italy and to befriend Alioune Diop. He is one of the first published philosophers of (...) Anglophone Africa and holds doctorates in theology and anthropology. His opposition to institutionalised racism - including co-authoring the 1970 'Black Priests' Manifesto' - eventually led to his exile. Sartre's writing on colonialism and anti-colonial critique is diverse, protean and frequently self-contradictory, and for this reason has generated a good deal of controversy. His celebrated and notorious 'Orphée noir', written as the preface to Senghor's Anthologie de la nouvelle poésie nègre et malgache de langue française, has been read as both veneration and critique of the negritude movement, and he has been named both spokesman and traitor of anti-colonial resistance in Africa. Explicating the dynamics of an assertion of black (...) identity in contradistinction to colonial influence, Sartre introduced revolutionary black poetry to the European audience it was directed against, only to be condemned by some of the other negritude thinkers, such as Alioune Diop, as eurocentric and blinded by his own position as a metropolitan, and therefore colonial, intellectual. The version of negritude promoted in 'Orphée noir' was criticised by such thinkers for being too rigid and essentialist, yet conversely, Fanon objected that Sartre's stress on the movement as transitory and provisional meant that was insufficiently immersed in 'authentic black experience'. In addition, Sartre's more journalistic writing, which called for the withdrawal of the French presence in Algeria during the war of independence, aptly served to draw attention to dissension about the Algerian question within French society, but, as Robert Young points out, the Marxist approach underpinning many of these pieces has also been seen as universalising. This article summarizes the Afro-centric ‘Copernican Revolution’ of Cheikh Anta Diop between 1960 and 1974, the dates on which he defended his thesis on the African identity of Egypt and argued his thesis, with Théophile Obenga, before the UNESCO Cairo Conference on the “General History of Africa.” I discuss both the unhappy reception, by European Egyptologists and others, of Diop’s ground-breaking, multidisciplinary research, as well as its gradual spread, among others, to Diasporic thinkers. One such thinker, Marimba Ani (...) took a further step by rethinking, in Africanist terms, the philosophical bases underlying the unfolding of what she probatively shows is the European Asili, as exemplified in its patterns of thought and affective-ideological patterns. I attempt to show, here, how Ani inherits and prolongs Diop’s “Copernican” displacement. (shrink)

Au résumé de la thèse de Gilligan et Snider déjà présenté dans les articles précédents, l’autrice ajoute que femmes et hommes ainsi différenciées reconnaissent chacun·e leur vulnérabilité et celle de l’autre, ce qui les met sur la voie de l’égalité. Le film Atlantique de Mati Diop offre une belle illustration de cette théorie. On y voit les jeunes femmes reprendre à leur compte la revendication de dignité de leurs amis morts en mer dans le drame de l’émigration.

A discussão sobre a existência ou não da Filosofia Africana, associada à negação do direito à Filosofia caracterizou seis décadas: 1940-2000. A necessidade de apagar o espectro que as representações ocidentais (europeias) atribuem à África foi, de certa forma, respondida com várias publicações. O presente artigo pretende mostrar que existiram, também, pensadores individuais, preciamente no antigo Kôngo.

O artigo pretende realizar um debate sobre os fatores sociais, culturais e históricos presentes nas sociedades africanas pré-coloniais que contribuíram para sua forma de organização matrilinear. Partindo da análise das obras de três autores africanos, sendo eles Cheik Anta Diop, Ifi Amadiume e Oyeronke Oyewumi, assim como realizando a partir da produção destes um debate historiográfico centrado na compreensão dos fatores presentes na organização social que conferiam um elevado status social e político às mulheres e o papel por elas (...) exercido nas sociedades matrilineares africanas. Através da proposta deste debate, buscaremos compreender como as categorias de gênero e mulher estão presentes nestes discursos e as questões relacionadas ao uso de conceitos ocidentais em realidades diferentes, como no caso das sociedades africanas. Para levantar tais questionamentos, utilizaremos uma perspectiva afrocentrada, a fim de buscar análises e interpretações que visem demonstrar a centralidade do africano como sujeito de sua história e cultura.
