Summary In this paper we examine the reaction of the Leiden low-temperature laboratory of Heike Kamerlingh Onnes to new ideas in quantum theory. Especially the contributions of Albert Einstein (1906) and Peter Debye (1912) to the theory of specific heat, and the concept of zero-point energy formulated by Max Planck in 1911, gave a boost to solid state research to test these theories. In the case of specific heat measurements, Kamerlingh Onnes's laboratory faced stiff competition from Walter Nernst's Institute (...) of Physical Chemistry in Berlin. In fact, Berlin got the better of it because Leiden lacked focus. After the liquefaction of helium in 1908, Kamerlingh Onnes transformed his laboratory into an international facility for low temperature research, and for this reason it was impossible to make headway with the specific heat measurements. In the case of zero-point energy, Leiden developed a magnetic research programme to test the concept. Initially the balance of evidence seemed to be tipping in favour of zero-point energy. After 1914, however, Leiden would desert the theory in fovour, of a concept from calssical physics. A curious move that illustrates Kamerlingh Onnes's discomfort with the new quantum theory. A modus tollens against zero-dimensional material objects is presented from the premises (i) that if there are zero-dimensional material objects then there are bare particulars, and (ii) that there are no bare particulars. The argument for the first premise proceeds by elimination. First, bare particular theory and bundle theory are motivated as the most appealing theories of property exemplification. It is then argued that the bundle theorist’s Ockhamism ought to lead her to reject spatiotemporally located zero-dimensional property (...) instances. Finally, it is argued that since she must accept such instances if she accepts zero-dimensional material object bundles, she ought to avoid the latter. This leaves bare particular theory as the default view of zero-dimensional material objects. The argument for the second premise invokes the thesis that the exemplification of at least one sparse property is a prerequisite for the existence of any particular. How can we best reconstruct the origin of a notion, its development, and possible spread to multiple fields? We present a pilot study on the spread of the notion of conceptual scheme. Though the notion is philosophically important, its origin, development, and spread are unclear. Several purely qualitative and competing historical hypotheses have been offered, which rely on disconnected disciplinary traditions, and have never been tested all at once in a single comprehensive investigation fitting the scope of its subject matter. As a step toward such an investigation, we trace the use of the bigram “conceptual scheme” in about 42,000 US journal articles in social sciences from 1888-1959 by using a novel method combining a quantitative procedure aided by basic computational techniques with qualitative elements informed by Betti and van den Berg (2014)’s ‘model approach to the history of ideas’. COVID-19 has stolen millions of lives and devastated livelihoods around the world and led to the exacerbation of existing inequities within and between countries. This part of a tragic pattern in catastrophes, where the most vulnerable populations are typically the ones to bear the greatest burdens. Jecker and Au1 offer a keen observation of how one particular COVID-19 response—Zero COVID—appears particularly problematic from a health equity perspective. Under Zero COVID, countries enact stringent lockdowns and movement restrictions in order (...) to keep cases as low as possible. Yet such restrictive policies hurt disadvantaged populations the most, by severely curtailing their ability to earn a living and forcing them to remain in cramped living spaces for potentially extended periods of time. The air pollution generated by motor vehicles and by static sources is, in certain geographic areas, a very serious problem, a problem that exists because of a failure of the marketplace. To address this marketplace failure, the State of California has mandated that by 2003, 10% of the Light-Duty Vehicle Fleet (LDV) be composed of Zero-Emission Vehicles (ZEVs). However, the policy-making process that was utilized to generate the ZEV mandate was problematic and the resulting ZEV mandate is economically unsound. (...) Moreover, an ethical analysis, based primarily upon the work of John Rawls, suggests that implementation of the California ZEV mandate is—in spite of the wide latitude that ought to be given to policy decision makers—unethical. A more ethical and economically efficient approach to the pollution caused by marketplace failure is one that relies on market incentives and thereby achieves the desired improvement in air quality by appealing both to the self-interest of motorists and to those businesses that are directly or indirectly involved with the automobile industry. Such an approach would take better advantage of the creative forces of the market and improvements in technology over time and avoid the infringements on individual liberty and fairness embodied in the ZEV mandate. Marcus William Hunt argues that when co-parents disagree over whether to raise their child (or children) as a vegan, they should reach a compromise as a gift given by one parent to the other out of respect for his or her authority. Josh Millburn contends that Hunt’s proposal of parental compromise over veganism is unacceptable on the ground that it overlooks respect for animal rights, which bars compromising. However, he contemplates the possibility of parental compromise over ‘unusual eating,’ of animal-based (...) foods obtained without the violation of animal rights. I argue for zero parental compromise, rejecting a rights-oriented approach, and propose a policy that an ethical vegan parent and a non-vegan co-parent should follow to determine how to raise their children. A step towards a theory of consciousness would be to characterise the effect of consciousness on information processing. One set of results suggests that the effect of consciousness is to interfere with computations that are optimally performed non-consciously. Another set of results suggests that conscious, system 2 processing is the home of norm-compliant computation. This is contrasted with system 1 processing, thought to be typically unconscious, which operates with useful but error-prone heuristics. -/- These results can be reconciled by separating (...) out two different distinctions: between conscious and non-conscious representations, on the one hand, and between automatic and deliberate processes, on the other. This pair of distinctions is used to illuminate some existing experimental results and to resolve the puzzle about whether consciousness helps or hinders accurate information processing. This way of resolving the puzzle shows the importance of another category, which we label ‘type 0 cognition’, characterised by automatic computational processes operating on non-conscious representations. The problem considered in the paper is whether the stereotype of zerosum games is applicable to present-day discussions on environmental threats. Decision theory could be considered as a tool to substantiate the philosophical notion of rationality of actions and in this aspect, it could be a good methodological instrument of philosophical economics. Decision theory can be used to assess positions in problem situations and predict possible solutions in terms of gains and losses. This can also be applied to human actions (...) in relation to nature. In the paper this theory is used to assess the moral and political validity of the positions of developing countries against the main claims of the forceful countries for unified solutions for protection of the natural environment. Justified solutions in the field of environmental security can be sought only by overcoming the economic and social imbalances and corporate interests. The most justified perspective for international relations and in searching for solutions of present-day social and ecological conflicts is to move from the form of a zero-sum game, in which the powerful countries win and the poor ones invariably lose, to a true non-zero-sum game suitable for implementing cooperative strategies. This type of development can become a reality only on the basis of a new social contract, based on pluralism and balance of interests, on the scale of all humanity. (shrink)

Molecular vibrations and quantum tunneling may link ligand binding to the function of pharmacological receptors. The well‐established lock‐and‐key model explains a ligand's binding and recognition by a receptor; however, a general mechanism by which receptors translate binding into activation, inactivation, or modulation remains elusive. The Vibration Theory of Olfaction was proposed in the 1930s to explain this subset of receptor‐mediated phenomena by correlating odorant molecular vibrations to smell, but a mechanism was lacking. In the 1990s, inelastic electron tunneling was proposed (...) as a plausible mechanism for translating molecular vibration to odorant physiology. More recently, studies of ligands’ vibrational spectra and the use of deuterated ligand analogs have provided helpful information to study this admittedly controversial hypothesis in metabotropic receptors other than olfactory receptors. In the present work, based in part on published experiments from our laboratory using planarians as an experimental organism, I will present a rationale and possible experimental approach for extending this idea to ligand‐gated ion channels. In one of his notebooks, Albert Camus describes, The stranger, The myth of Sisyphus, Caligula and The misunderstanding as pertaining to a series; a schema that suggests that if one were to write about one of these literary works, one would be writing about parts of a whole unless one also engaged with the others. Whether one does this or not, may or may not reflect the nature of the relationship one sees these texts as sharing. The stranger and The (...) myth of Sisyphus share something unique: they are both as Camus describes them, zero points; a zero point here being understood as the zero point at which one thinks about one’s existence. This article begins with a reflection upon the relative philosophical value of understanding The myth of Sisyphus as a work of art and then occupies itself with how this understanding might provide an opportunity for self-reflection when reading The stranger. The reading of The myth of Sisyphus is not used so much to better understand Meursault and his story but to invert our interpretative methodology such that it is possible to speak to the reader as a significant actor. The novel is thought of in terms of the gifting of a philosophical problem, a problem which the author of this article attempts to understand from the point of view of how one might see oneself as paradoxically implicated in the drama of its articulation. It is this paradox that will lead us to speak of the narrative of The stranger as referring to a problem in how philosophy speaks to our experience of education. (shrink)

Some doctors do enter into sexual relationships with patients. These relationships can be damaging to the patient involved. One response available to both individual doctors and to disciplinary bodies is to prohibit sexual contact between doctors and patients ("zero tolerance"). This paper considers five ways of arguing for a zero tolerance policy. The first rests on an empirical claim that such contact is almost always harmful to the patient involved. The second is based on a "principles" approach while (...) the third originates in "virtues" ethics. The fourth argues that zero tolerance is an "a priori" truth. These four attempt to establish that the behaviour is always wrong and ought, therefore, to be prohibited. The fifth argument is counterfactual. It claims a policy that allowed sexual contact would have unacceptable consequences. Given the responsibility of regulatory bodies to protect the public, zero tolerance is a natural policy to develop. (shrink)

Despite the fact that US presidential candidates commonly position themselves as Washington outsiders, this broadly populist positioning has thus far been significantly undertheorized. On the one hand, scholars of political representation have explored how politicians connect with political audiences; on the other, populism research has focused on the construction, mainstreaming and appeal of populist performances. A detailed theorization of the paradoxical performative operation by which self-styled political outsiders come to be more effective in connecting with political audiences than accomplished politicians (...) has yet to be undertaken. This article explores the performativity of outsider positioning, paying particular attention to its effect on perceptions of legitimacy. The article investigates legitimacy as a complex and paradoxical performative phenomenon that involves multiple competing sources of agency. The case is made that, by discouraging the perception of the political system as a unified whole, populist-style performances by mainstream politicians undermine institutional legitimacy. In a way that is at odds at odds with the cooperative demands inherent in the US federal government, these performances encourage the perception that the self-styled outsider is engaged in a strictly competitive zero-sum game with the institutional structure and its representatives. Zero pronominals challenge Type Logical Grammar in two ways. One, TLG displays a linear resource management regime for semantic composition, meaning that pronominals call for special treatment if they want to do resource multiplication. Two, as a grammar of lexicalism, TLG applies to phonologically realized lexical entries only, illegitimating the phonetically null items during syntactic derivation. Jägor extends the inventory of category-forming connectives of TLG by a third kind of implication that creates categories of anaphoric items and solves the (...) first problem above. This article goes a step further to tackle the second one. In order to formalize the constructions with zero pronominals, we design a ternary category A B C and include the latter into Jägor’s system. The proposed system is proof-theoretically well-behaved. At that time it was quite an accomplishment because he was the youngest person in the United States to do so at such a young age. (By the way, the administration of the school that expelled him sent him a congratulatory card when he was written up in the paper).His father and uncle are in business running a computer company so David had a ready–made job waiting for him when he graduated from high school and was able to keep it during difficult times. David finished high school (mainstreamed special education as emotionally disturbed) and he also received another engineering certification (Cisco).I have to mention here that I truly did not understand what it was like for my son until one day when he was in high school, as I was lecturing him again for some stupid reason, he said, "You don't know how hard it is for me to not sit in a corner and rock every day." I write this knowing that I will share this narrative with these doctors, in order that they can better understand the decisions I was faced with and the guilt I must live with feeling that I may not have made the best possible informed choice for my son, because of this trust and relationship.Let me describe my oncologist. I say “my” instead of my son’s whose doctor he really is, because he is mine too in every sense of the word. He cares passionately about his work and about my son specifically; he engenders my trust because he is compassionate, brilliant, and available to me for concerns both great and small. His accomplishments have saved lives and will continue to impact his field. He became the narrow bridge I walk, that is the only thing between me and dangerous water and rocks waiting below; the balancing bar on the tightrope that is the only thing that stands to keep me from falling into the abyss and breaking my neck. And this made it difficult for me to disagree with him and seek a second opinion. Because his unspoken words were, “Don’t you trust me that I will do the best for your child?” and I could not answer then what I would answer now, “Nobody is infallible and sometimes we may miss something that someone else can see despite how much we know or care.”It is ironic, I think, that sometimes a layperson, because of her limited knowledge, can see more clearly where a professional may not.My son was diagnosed at age six with Grade II ependymoma in 2006. He was treated with surgery, a complete resection, and then 33 rounds of conformal radiation. He recurred in 2012, and was diagnosed with anaplastic ependymoma Grade III. He had another surgery, with the same surgeons, who pronounced it another successful total resection. This is where my story begins.The MRI taken the next day showed a sliver of something there. My oncologist, much sought after for his diagnostic abilities in reading MRI’s showed slight concern that it may be residual tumor, but both the surgeons and the MRI report came back negative, identifying the sliver as inflammation. Six [End Page 9] weeks later, 3 days before we were scheduled to leave out of town to receive proton beam radiation, I insisted on another MRI. The sliver was enlarged from the post–op MRI. My oncologist said it was tumor; one surgeon said it was inflammation and the other surgeon abstained from speculation. The MRI report stated it appeared to be recurrent tumor.Now here was my dilemma as a parent. The prognosis today of radiation on residual tumor for ependymomas is very bad, especially with a residual tumor of his size. On the other hand, my oncologist felt that going in for surgery with no guarantee of a total resection anyway, was incurring a risk of damage to my child that may impact severely on his quality of life.My oncologist felt that for many medical reasons, inherent risks of surgery, uncertainty about status of the scan reading, quality versus quantity of life, and—I think—an understandably pessimistic view of the possibility of cure for recurrent anaplastic grade III ependymoma, he was against another surgery, and opted to continue with radiation with the tumor as is.I am part of two support groups on line, one for parents of children with any type of brain tumor and the other specific for ependymoma parents. The clinical and anecdotal knowledge of these groups as a whole is phenomenal because, unfortunately, we have parents who have experienced and researched almost everything about this illness, in all its stages. Report, which was given by the night charge nurse, included information on all the patients on the unit. Since I had cared for A. G. the previous day, I was eager to know how (...) she had spent the night. She had a debilitating neuro–muscular disease known as myasthenia gravis. Placed on the ventilator days before, it was reported that she was likely to be dependent on the machine for life. In the late 1970’s there were very few facilities that accepted ventilator dependent patients. She might be with us for a long time.When I entered her room for the first time, I saw a frail older woman with kind eyes and a warm smile. She was breathing with the help of the ventilator through her tracheostomy tube. I learned through her chart that she had no known family. On the day I took care of her, no one came to see her and she had no visitors the previous evening. She lived in a local long–term care facility and was brought to the hospital after she developed respiratory distress. A. G. was unable to move in the bed due to her condition and required frequent suctioning along with turning and repositioning for comfort.Despite her weakness, A. G. was able to communicate silently by mouthing the words for what she wanted and by nodding and shaking her head. I found her to be quite skilled in non–verbal [End Page 93] communication since it took minimal effort to understand what she wanted, but the activity tired her easily. I had just completed A. G.’s morning care when her physician came in to examine her. After completing his assessment, he stopped and leaned in closely to speak with her. He began asking a number of questions about whether she wanted to spend the rest of her life in this way, on a ventilator. She shook her head. Continuing the line of questioning in different ways, she responded to him. I wondered why he was asking these questions. After seeing her response, the physician asked me to get 30 mg of morphine from the narcotics cabinet. Although I didn’t understand the implication of the request, I complied.While I was retrieving the medication from the narcotics cabinet, the charge nurse came to tell me I was being reassigned to a new admission. When I asked why, she told me she couldn’t discuss it, but asked me to please do what she said. I left her standing there, wondering what was going on. After assisting with the new admission, I went back to see A.G.; her door was closed. When I opened the door, the ventilator tubing hung over the side of the machine. Looking down at the bed, I was shocked to find A.G. had been disconnected. She was dead. In a state of disbelief and panic, I sought out the charge nurse to find out what happened. It was clear that I was not to know. I asked her a number of questions but she adeptly changed the subject and redirected me to other activities. By then it was lunchtime and my instructor had left the unit. I asked to be excused and went to seek her out.When I told my instructor what happened, a look of doubt came over her face. “You think Doctor M. killed your patient? That would never happen.” Although I tried to tell her the story, she too, dismissed me, telling me my story didn’t make sense. I was distraught. An overwhelming sense of dread came over me and I began to cry. She encouraged me to go home, which I did.Happily, I had the weekend to recover before returning to clinical. Recent social policy discourses in Aotearoa New Zealand focus on vulnerable children’s well-being and the detrimental, long-term and costly impacts of child poverty. The discourse pervading much of the policy labels children and young people as ‘vulnerable’ or ‘at risk’ or ‘in crisis’, a view, which we argue, is both disempowering and marginalising. We propose a shift in focus which views children and young people as agentic, capable and competent. Drawing on several small-scale research projects and reports we demonstrate how, (...) when asked, children and young people can participate effectively in discussions about policy matters that concern them. We have much to learn from the insights children share with us when asked, but very often existing structures, at both government and community level, do not include adequate processes to hear their voices, let alone act on what has been communicated. The procurement decision-making process for complex military product systems (CoPS) has significant implications for military end-users, suppliers, and exchequers. This study examines the usefulness of adopting a fast and frugal decision-making approach for the acquisition of military CoPS. Defence procurement environment is complex. On the one hand, there are uncertainties and severe resource constraints due to regularly changing threat perceptions, limited flow of information about new technologies, and the growing demand to reduce defence related expenses. On the other hand, several (...) stakeholders remain pre-occupied with the demand for ‘zero-error’ technologies. In such a setting, recurrent cost overruns and delays in supply are common in defence procurement programmes, across countries. Taking the illustrative examples of the missile system, fighter jet, and radar system acquisitions in India, we elucidate on ‘optimising’ versus ‘satisficing’ dynamics in the procurement decisions. The paper argues that a fast and frugal decision-making process by relying on judgement, experiential knowledge, and intuitive learning might make procurement processes, adaptively, more efficient. Such an approach would enable a ‘good enough’ technology to be inducted, and improved upon, through regular feedback from the actual environment. The study has implications for policy scholarships on innovation policy instruments under uncertainty. (shrink)

As philosophers from Jacques Derrida, to Gilles Deleuze and Félix Guattari, to Alain Badiou have shown, the concept of border entails a logic of exclusion that sustains itself on an empty place. In the absence of this empty place, what does the contemporary experience of being ‘without boundaries’ imply mathematically? This paper suggests that if the Anthropocene confirms Deleuze and Guattari's insight that the older, ‘castrative’ logic of the border-cut is extinct, this does not require us to abandon the categories (...) that traditionally inscribed us as subjects altogether. Rather, it helps us to understand how the Symbolic Law is being logically inscribed. One often talks loosely about the ‘perversity’ of the Law, but this analysis of three parables of climate change enables us to pinpoint more precisely the structure of how the Law presents today. It suggests that to try to ‘diagnose’ the contemporary experience of the Law, we should look not to perversion but to the ‘prime zero’ of a specifically ‘feminine’ psychosis. (shrink)

The brain-computer interface of steady-state visual evoked potential is one of the fundamental ways of human-computer communication. The main challenge is that there may be a nonlinear relationship between different SSVEP in other states. For improving the performance of SSVEP BCI, a novel CNN algorithm model is proposed in this study. Based on the discrete Fourier transform to calculate the signal's power spectral density, we perform zero-padding in the signal's time domain to improve its performance on the PSD and (...) make it more refined. In this way, the frequency point interval in the PSD of the SSVEP is consistent with the minimum gap between the stimulation frequency. Combining the nonlinear transformation capabilities of CNN in deep learning, a zero-padding frequency domain convolutional neural network model is proposed. Extensive experiments based on the SSVEP dataset validate the effectiveness of our method. The study verifies that the proposed ZPFDCNN method can improve the effectiveness of the SSVEP-based high-speed BCI ITR. It has massive potential in the application of BCI. (shrink)

When naming certain hand-held, man-made tools, American Sign Language signers exhibit either of two iconic strategies: a handling strategy, where the hands show holding or grasping an imagined object in action, or an instrument strategy, where the hands represent the shape or a dimension of the object in a typical action. The same strategies are also observed in the gestures of hearing nonsigners identifying pictures of the same set of tools. In this paper, we compare spontaneously created gestures from hearing (...) nonsigning participants to commonly used lexical signs in ASL. Signers and gesturers were asked to respond to pictures of tools and to video vignettes of actions involving the same tools. Nonsigning gesturers overwhelmingly prefer the handling strategy for both the Picture and Video conditions. Nevertheless, they use more instrument forms when identifying tools in pictures, and more handling forms when identifying actions with tools. We found that ASL signers generally favor the instrument strategy when naming tools, but when describing tools being used by an actor, they are significantly more likely to use more handling forms. The finding that both gesturers and signers are more likely to alternate strategies when the stimuli are pictures or video suggests a common cognitive basis for differentiating objects from actions. Furthermore, the presence of a systematic handling/instrument iconic pattern in a sign language demonstrates that a conventionalized sign language exploits the distinction for grammatical purpose, to distinguish nouns and verbs related to tool use.
