Can computer systems ever be considered moral agents? This paper considers two factors that are explored in the recent philosophical literature. First, there are the important domains in which computers are allowed to act, made possible by their greater functional capacities. Second, there is the claim that these functional capacities appear to embody relevant human abilities, such as autonomy and responsibility. I argue that neither the first (Domain-Function) factor nor the second (Simulacrum) factor gets at the central issue in the (...) case for computer moral agency: whether they can have the kinds of intentional states that cause their decisions and actions. I give an account that builds on traditional action theory and allows us to conceive of computers as genuine moral agents in virtue of their own causally efficacious intentional states. These states can cause harm or benefit to moral patients, but do not depend on computer consciousness or intelligence. (shrink)

Lawrence Kohlberg's Approach to Moral Education presents what the late Lawrence Kohlberg regarded as the definitive statement of his educational theory. Addressing the sociology and social psychology of schooling, the authors propose that school culture become the center of moral education and research. They discuss how schools can develop as just and cohesive communities by involving students in democracy, and they focus on the moral decisions teachers and students face as they democratically resolve problems. As the authors put it: "...we (...) propose an educational renewal of our democratic society.... This edited collection presents the latest cutting-edge research in the philosophy and cognitive science of temporal illusions. Illusion and error have long been important points of entry for both philosophical and psychological approaches to understanding the mind. Temporal illusions, specifically, concern a fundamental feature of lived experience, temporality, and its relation to a fundamental feature of the world, time, thus providing invaluable insight into investigations of the mind and its relationship with the world. We seem to directly perceive external things. But can we? According to the time‐lag argument, we cannot. What we directly perceive happens now. There is a time‐lag between our perceptions and the external things we seem to directly perceive; these external things happen in the past; thus, what we directly perceive must be something else, for example, sense‐data, and we can only at best indirectly perceive other things. This paper examines the time‐lag argument given contemporary metaphysics. I argue that this (...) argument is not as compelling as it may initially seem. First, it denies that what we directly perceive can ever be what it seems to be; second, it conflicts with the current physical conception of time, relativity theory. This latter point leads to a more general one: the argument's force depends on a particular metaphysical conception on time, presentism, which is controversial in contemporary metaphysics of time. Given the alternative conception, eternalism, the argument is much less compelling. The overall argument of this paper, then, is that, if one wishes to hold that we directly perceive external things, we should subscribe to the latter view of time, i.e., eternalism. (shrink)

: The increasing reliance upon, and perhaps the growing public and professional skepticism about, the special expertise of bioethicists suggests the need to consider the limits of moral expertise. For all the talk about method in bioethics, we, bioethicists, are still rather far off the mark in understanding what we are doing, even when we may be going about what we are doing fairly well. Quite often, what is most fundamentally at stake, but equally often insufficiently acknowledged, are inherently political, (...) essentially contested visions of the most compelling and attractive forms of life for individuals and social organization. The current situation in bioethics parallels similar debates in eighteenth-century jurisprudence, especially Jeremy Bentham's withering critique of the prevalent forms of judicial argument and his own, equally unsuccessful, attempt to develop a decision-making procedure in ethics that would operate on a plane above politics. The risk, both then and now, is that we will fail to appreciate the wide range of reasonable disagreement that will remain past the point of extended reflection and discussion. (shrink)

My One Fallacy theory says there is only one fallacy: equivocation, or playing on an ambiguity. In this paper I explain how this theory arose from rnetaphilosophical concerns. And I contrast this theory with purely logical, dialectical, and psychological notions of fallacy.

Starting from the special theory of relativity it is argued that the structure of an experience is extended over time, making experience dynamic rather than static. The paper describes and explains what is meant by phenomenal parts and outlines opposing positions on the experience of time. Time according to he special theory of relativity is defined and the possibility of static experience shown to be implausible, leading to the conclusion that experience is dynamic. van der Velde & de Kamps (dvV&dK) present a response to Jackendoff's four challenges in terms of a computational model. This commentary supports the position that neural assemblies mediated by recurrence and delay indeed have sufficient theoretical power to deal with all four challenges. However, we question the specifics of the model proposed, in terms of both neurophysiological plausibility and computational complexity.

This paper attempts to make sense of religious fundamentalists' distorted assessment of the evidence for evolution through natural selection—evidence the scientific and educational and religious communities at large see as unassailable. It argues that philosophical and logical categories and tools are useful in exploring the ideological fracture within the creationist debate, and it goes on to put some of them to work. I examine the epistemic or doxastic position of the audience-members from as neutral a point of view as possible, (...) in order to better understand both what is being expected, by us, of them as believers and information-processors and their response to this expectation. Since that response illustrates one dimension of the sudden and global resurgence of religion in an age of increasing secularization, a phenomenon which has surprised social scientists, this perennial topic deserves study. Riemer’s recent paper on the perception of time discusses a neglected yet important topic in the psychological literature: the consequences for psychology (and psychophysics) from the ‘anisotropy’ of time. The paper presents an argument that there are unique kinds of challenges for psychophysics from such temporal anisotropy: (a) Challenges because the psychological experience of time has temporal anisotropy and the physical concept of time does not have temporal anisotropy. (b) Challenges for experimental research which are unique to temporal anisotropy. -/- (...) An introduction to a special interdisciplinary issue on time consciousness of The Journal of Consciousness Studies. I briefly describe the importance of time for thinking about consciousness, including some of the relevant issues in the philosophy of time. Then I introduce the papers in the volume.

This paper has arisen from a concern that much recent policy-related research on markets displays misogynistic tendencies. In both the media and academic accounts it would appear as though the blame for social and educational inequalities can now be laid at the door of women - particularly middle-class mothers. Through examining competing perspectives on how we might understand this attribution of blame, this paper argues that their guilt is best explained not through changes in behaviour but through the conjuncture of (...) shifts in education policy and related research. These shifts have turned the attention of research away from the public domain of the state and the organisational and cultural attributes of schools to focus on the private domain of domestic decision-making. But the representations of these public and private domains are underpinned by unexamined gendered and ideological subtexts which have limited our powers of description and explanation. The paper concludes by suggesting strategies through which we might both address the tacit misogyny in research on markets and develop more sophisticated accounts of contemporary changes. (shrink)

: The focus of questions of justice in health policy has shifted during the last 20 years, beginning with questions about rights to health care, and then, by the late 1980s, turning to issues of rationing. More recently, attention has focused on alternatives to cost-effectiveness analysis. In addition, health inequalities, and not just inequalities in access to health care, have become the subject of moral analysis. This article examines how such trends have transformed the philosophical landscape and encouraged some in (...) bioethics to seek guidance on normative questions from outside of the contours of traditional philosophical arguments about justice. The results indicate that most people are assured about what they describe as ethical transgressions although experts might disagree. We consider the potential impact of Computer Supported Cooperative Work, with special reference to large technically advanced projects involving several organizations. It is vital that such projects are managed efficiently, without delays, since a product that reaches the market a few months earlier than its competitors enjoys a great advantage. Traditional methods of coordinating large projects, based on hierarchical communication, tend to produce delays, since technicians at remote sites are obliged to solve coordination problems by passing them up the hierachy. It would be better if such problems were solved by improvising conferences among the technicians; Computer Supported Cooperative Work will provide the technical means of implementing this heterarchical style of management without losing control of the project. The use of computers as a social medium raises methodological and ethical issues which are discussed in the final section. (shrink)

Modern life is full of examples of environmentally-mediated “group harms” – what Derek Parfit describes as harms produced by “what we all do together.” Typically, the harms are unintended and arise from the uncoordinated actions of many individuals. Their actions ordinarily are not inherently wrong, no one’s action causes harm to an identifiable individual, and prevention of the expected harm is unlikely unless all, or nearly everyone, reduce or cease to engage in activities that collectively and cumulatively result in harm. (...) Unless the individual’s action is likely to make a difference to the outcome, it is often argued that it is not clear what, if anything, makes it wrong or a breach of personal moral responsibility. Activities that result in climate change and agricultural practices commonly employed within the global system of food production are prominent examples. There are several well-known strategies for dealing with such cases, but often they rest on idealized assumptions regarding the impact that one individual can have, provide answers suitable only in counterfactual circumstances, or rely on the kinds of principles of justice that make it difficult to identify clearly and address directly many important moral problems. The task of this chapter is to examine these strategies and propose alternative freestanding practical principles that can guide our efforts to address the world as we find it and explain the sense of wrongness individuals often experience. The moral permissibility of organ transplantation is taken for granted by most biomedical ethicists and practitioners. Of contemporary concern is not whether, but by what arrangements, we ought to allow organ transplantation. Should we institute markets for organs, thereby increasing their availability and saving many lives? Should organs be sold to the highest bidder? Should we allow the post mortem taking of organs without prior consent? Among moral theorists, the Kantians are suspected of being the least enthusiastic with respect to (...) these and similar questions. I will show the elements in Kant's theory that account for this lack of enthusiasm and how contemporary Kantians might answer questions about the permissibility of various arrangements for organ transplantation. I will argue that Kant would have had a permissive position on organ transplantation post mortem and a restrictive position on organ markets. These results will be based on a broader Kantian view of obligations to the body which stem from a non-formal theory of value. This non-formal theory, I will argue, is at the foundation of Kantian ethics. (shrink)

This paper questions whether Critchley's ethical project can adequately talk about anarchism without acknowledging the critiques that political position has of philosophy. It argues that Critchley is too quick to dismiss "philosophical anthropology" as a way of understanding the link between politics and a certain notion of infinity. By a comparison of Noam Chomsky and Emmanuel Levinas, it attempts to show that there is a way of conceiving politics that does not give philosophy the final say.

This paper takes as its starting point the problem of characterizing, in a precise way, situations in which two people collaborate to achieve a common goal. It is suggested that collaboration is normally based on an apparently paradoxical state of mind which I call “mutual intention”. Mutual intention is a concept belonging to the same family as Lewis's and Schiffer's “mutual knowledge”. These concepts have the paradoxical feature that they require, for their definition, an infinite series of propositions of the (...) form X knows p, where X is a single agent and p is a proposition. The source of these infinite series is traced, and it is shown that they can be represented in a plausible and enlightening way by means of a recursive notation. Finally, three applications of the concept of “mutual intention” are given: in the semantic analysis of certain sentences with plural subjects; in the analysis of agreement and related speech acts; and in the clarification of the phenomenon of “implicit agreement”. Rule-based ethical theories like Kant's appear to be promising for machine ethics because of the computational structure of their judgments. On one formalist interpretation of Kant's categorical imperative, for instance, a machine could place prospective actions into the traditional deontic categories (forbidden, permissible, obligatory) by a simple consistency test on the maxim of action. We might enhance this test by adding a declarative set of subsidiary maxims and other "buttressing" rules. The ethical judgment is then an outcome of the consistency (...) test. While this kind of test can generate results, it may be vacuous in the sense that it would do no more than forbid obviously contradictory maxims of action. It is also possible that the kind of inference in such a rule-based system may be non-monotonic. I discuss these challenges to a rule-based machine ethics, starting from the framework of Kantian ethics. (shrink)

Does the status of certain temporal experiences as illusory depend on one’s conception of time? Our concept of time in part determines our concept of what we hold to be real and unreal; what we hold to be real and unreal partially determines what we hold to be illusory; thus, our concept of time in part determines what we hold to be illusory. This paper argues that this dependency of illusions on the concept of time is applicable to illusions of (...) time. Two possible temporal illusions given the evidence are examined, simultaneity and the experience of the past; it is argued that the evidence points at temporal illusions depending on which conception of time is true.
