This book presents an overview of postmodernism and its social indicators, and of the postmodern condition in consciousness as an indicator of its modification and development. The book brings together philosophical, sociological and cultural approaches towards contemporary societal issues, such as multiculturalism, culture of dialogue, philosophy of dialogue, tolerance, and gender. In doing so, it suggests a framing approach to cross-disciplinary research. The book also discusses various forms of multiculturalism, including multiculturalism as multiple modernities and plural modernities, and non-Western contemporaneity. (...) The use of nationalist discourse in the second Chechen War and the Russian violations of human rights have reconfigured Russian politics along a more nationalist direction. Certainly, this is a setback to Russia’s democratic transition process, which has been already complicated by pragmatic politicians seeking to maximize their power and wealth at the expense of masses.In the initial stage of the post-Soviet transition in Russia, the rhetoric of the international community held that Russia needed to be transformed into a law-abiding (...) state with a “civil society.” However, the Chechen campaign undermines both the rule of law and the autonomy of civil society. The style of justification of the Chechen campaign suggests that Russia’s problems in the post-Soviet transition are not diagnosed well by the Russian political elite. By seeking to raise the appeal of nationalism, the Chechen war has further inceased uncertainty over the political orientation of the post-Soviet Russia.However, it would be unfair to blame only on Moscow for all human fights abuses in Chechnya. In fact, radical and terrorist groups in Chechnya destabilized the region to the extent that Moscow found it both necessary and easier to resort to military force. In fact, at the root of the problems in Chechnya, one could identify the difficulty of the Chechens in developing a social, cultural and political foundation for stable political structures, a foundation which could bring together the Chechens around moderate political values, and marginalize radical groups. Unfortunately, it seems that innocent civilians, regardless of their ethnic origins, will suffer from human rights abuses until such political institutions develop. (shrink)

Federal arrangements have been considered by some thinkers as a panacea for containing ethnic nationalism in the ethnically defined regions. This article challenges this view by arguing that federal institutions may enable ethnic nationalists in the ethnically defined regions to consolidate their power through the guarantees that they receive from the federal centre. Although the post-Soviet Russian leadership under Boris Yeltsin sought to use federalism as a tool for containing ethnic nationalism, Russia's this experiment with federalism demonstrates that federalism may (...) serve not to contain but to strengthen ethnic nationalism. Disillusioned with Yeltsin's failed use of federalism in containing ethnic nationalism, the overwhelming majority of the Russian people supported Vladimir Putin's anti-federalist reforms since 2000 which made federalism redundant in Russia. While undermining the basis for Western style democracy in Russia, Putin's centralism proved to be more effective than Yeltsin's federalism in containing ethnic nationalism. (shrink)

BackgroundIn terms of ethical decision making, every clinical case, when seen as an ethical problem, may be analyzed by means of four topics: medical indications, patient preferences, quality of life, contextual features. The aim of this study was to compare the performance of 4th year dental students on Ethical Decision Making before and after a course on ethics.MethodsFourth year dental students from academic year 2013–2014 participated in the study. A 3-h lecture, which was about four topics approach to clinical ethical (...) case analysis, was given to the students. The lecture was based on case scenarios related with dental ethics. After the completion of lectures,a case scenario was presented to the students to assess their ethical decision making abilities. At the end of the exam, four topics and ethical judgment were evaluated. Their performances on this examination were evaluated before and after lectures. Statistical evaluation was performed with the significance level set at p 0.05). The mean total score of the students after the course was significantly higher than before course.ConclusionMore lectures should be implemented to the curriculum to increase the student awareness of ethical issues and to reach the ultimate goals of dental education. This study investigates the types of citation transformation preferred by both English L1 (native language) writers and Turkish writers who use English as a foreign language (L2). The corpus consists of 34 theses, 17 of which are Turkish writers’ theses in English language including 10 M.A. and 7 PhD theses and 17 English L1 writers’ theses comprised of 10 M.A. and 7 PhD theses. Based on the relevant literature, a rubric was prepared by the researchers in order to analyse the (...) theses by means of qualitative content analysis. The findings revealed that three forms of content integration consisting of direct quotation, patchwriting and critical evaluation were markedly different in English L1 and Turkish writers’ theses. Turkish L1 writers’ overuse of direct quotation and patchwriting attracted attention compared to English L1 writers. (shrink)

The aim of this study is to examine the distribution of news related to nanoscience and nanotechnology published in Turkish newspapers between 2011 and 2018. Nine Turkish newspapers selected using criterion sampling were investigated and the document analysis method was used to analyze them. The electronic archives of the newspapers were used to collect data and the word “nano” was used as a keyword. The obtained data were analyzed with the content analysis technique. While analyzing the news stories, categorization was (...) performed according to four main variables: distribution by years, the newspaper section, the approach in the content of the news stories, and the content of the news stories. As a result, it was seen that there has been an increase in the number of nano-news stories in Turkish newspapers over the years, the news stories are mostly included in the “local” section of the newspapers, and the general approach is positive. In the categories formed according to the content of the news stories, the number of news stories related to the production and commercial applications of nanotechnology was higher compared to the others. In an international comparison, it should also be mentioned that the topic of risk plays a subordinate role in the newspapers examined. (shrink)

The International Covenant on Economic, Social and Cultural Rights was signed by Turkey in 2000 and has been in force since September 23rd, 2003. For this reason, the Covenant is considered as act of parliament in our domestic law, and unlike the general procedure of application of the law, it can not be alleged to contradict the Constitution (According to Article 90 of the Turkish Constitution). The article 12 of the Covenant defines the right to health and its content. In (...) the article 12 of the Covenant, in its General Comment No. 14 published in 2000, the right to the highest attainable standard of health was interpreted and commented upon. This document contains a detailed description of the right to health, its content, and its obligations to State parties. Although this Comment of the Covenant is not binding, it is a document to which the State parties refer when taking measures related to health services. Every publication and comment on the right to health was based on the General Comment 14 of the Covenant. The Article 12 was reinterpreted by the Covenant on May 2nd, 2016 in the context of rights to sexual and reproductive health. İit has been emphasized that legal, procedural, practical and social barriers limit the access of individuals to full range sexual and reproductive health services. It has also been pointed out that accessibility of sexual and reproductive health services is a distant target for women and girls. Moreover, it has been stated that discrimination that increases exclusion in legislation and practice limits lesbian, gay, bisexual, transgender and intersex (LGBTI) individuals and disabled people'senjoyment of sexual and reproductive health rights. For this reason, it is stated that although commenting on the rights of sexual health and reproductive health is included in 14 comments, it is important to make an interpretation about them. This comment is an interpretation of a binding Convention. Therefore; It is a document that will provide guidance on measures to be taken by States Parties in respect of their rights to sexual health and reproductive health. At the same time, obstacles to discrimination in medical practice bring important approaches in terms of respect for autonomy and respect for private life. In our article, information about the content of the ESKHK's interpretation and possible reflections of this content in the field of medical law and ethics will be given. (shrink)

The primary source of income in the Ottoman Empire, like in other pre-vious and contemporary states, was land. For this reason, the private ownership of land, especially those used for grain production, was avoided, and efforts were made to keep them as state-owned or public lands known as "mirî" or "memleket arazisi". This situation brings up the issue of cultivating the land and generating income from it. The Ottoman Empire further developed the timar system, which was also implemented by the (...) previous states, and allocated land to families based on its productivity by dividing it into certain sizes. These families were required to pay a tax known as "çift resmi", "raiyyet resmi", or "kulluk akçası." The system was based on the cultivation of the land by the peasants, thus ensuring both the production of crops without venturing food security and providing the state with the necessary tax revenue. Thus, it was necessary for the peasants not to abandon their land. One of the precautions taken to ensure this was "cebrî ikamet" (compulsory residency), and the other was "çift bozan resmi" (a tax imposed on those who leave their land uncultivated). Regulations regarding these measures have been included in the Kanunnames (legal codes) since the time of Fatih Sultan Mehmet, and they remained in effect until the 1858 Land Code. Since the nişancıs who prepared the Kanunnames had a good command in Islamic fiqh and the laws were at least theoretically approved by the sheikh al-islam until the mid-17th century, no one among the Ottoman scholars was known to oppose these regulations. Due to the serious disruption of the timar system and the increasing oppression of the peasants, criticisms of the "çift bozan" and "cebrî ikamet" measures began among the scholars in the Damascus region, led by Hayreddin Remlî, in the second half of the 17th century. This criticism intensified over time. In fact, two separate treatises were written on this issue. The scholars in Istanbul were also partly affected by this criticism. In this article, the "çift bozan" tax and its status in Islamic law will be primarily examined. All views in favor or against this issue will be put forth as much as possible, and an evaluation will be made while trying to come up with a different perspective. (shrink)

Şiâ’nın temel inanç ilkelerinden biri olan ricʿat doktrini potansiyel olarak radikal yorumlara olanak sunmaktadır. Ricʿat inanışının arka planında gaybet anlayışı ve ona yüklenen insan üstü özel mana son derece hayati öneme sahiptir. Şiîlik içerisinde günümüze ulaşan ve Şiîlerin büyük çoğunluğunu oluşturan İmamiyye ya da On iki İmam (İsnâ aşeriyye) Şiîliğine göre, on ikinci imam Muhammed b. el-Hasan, 941 yılında büyük gaybete gitmiştir. Bu doktrinle, gizli imamın bir gün geri döneceğine, zulüm ve haksızlıklarla dolu olan tüm dünyayı adaletle hükmedeceğine ve refaha (...) ulaştıracağına inanılır. Esasında ricʿat inanışıyla ilgili ortaya atılan iddiaları daha erken dönemlere götürmek mümkündür. İslam tarihinin erken dönemlerinde, Ali b. Ebi Talib (ö. 40/661) ve oğlu Hüseyin (ö. 61/680) gibi önemli şahsiyetlerin ölümsüzlüğünü iddia eden bazı radikal mezhepler (gulât) ortaya çıkmıştır. Onuncu yüzyıl da yine Şiîler arasında gaybette olduğuna ve tüm insanlığa rehberlik etmek üzere bir gün yeniden ortaya çıkacağına inanılan gizli imam Muhammed b. el-Hasan'ın dönüşüne dair bu tür iddialara sahne olmuştur. Bu çalışmada Şiâ içerisinde ortaya çıkmış üç alt grup olan Nusayrîler, Dürzîler ile Bâbî ve Bahâîler’in ricʿat doktrinine yükledikleri anlam incelenmektedir. İlk ikisi eş zamanlı olarak onuncu yüzyılda, Bâbî ve Bahâîler ise on dokuzuncu yüzyılda ortaya çıkmıştır. Ricʿat doktrinine yaklaşımda bâb kavramının aracılık görevini üstlendiğini ifade etmek gerekir. Nusayrî fırkasının kurucusu Muhammed b. Nusayr en-Nemîrî (ö. 270/883), kendisini on birinci ve on ikinci imama açılan kapı olarak ilan ederek ricʿat doktrinine ezber bozan bir yaklaşım ortaya koymuştur. Buna ilaveten, tanrının ruhunun Hz. Ali’nin bedeninde zuhur ettiği, sonrasında da bu ruhun on ikinci imama gelinceye kadar imamların bedenlerine intikal ettiği inancı yayılmıştır. Dürzîler bâb kavramından ziyade doğrudan Hakim Biemrillah’ın ulûhiyyetine odaklanmışlardır. Bâbî ve Bahâîler ise bâb kavramı temel olmak üzere mehdilik ve yeni bir din olma iddiasıyla ricʿat doktrinini te’vil etmişlerdir. Özellikle Nusayrî ve Dürzîler ricʿat inanışını yorumlayarak bunu hulûl ve tenasühe dönüştürmüşlerdir. Bâbî ve Bahâîler ise nübüvvet vazifesinin Hz. Muhammed ile son bulduğu inanışını reddederek ricʿat anlayışını nübüvvete dönüştürmüşlerdir. Böylece onlar, önceki dinlerin hükümlerini ortadan kaldıran yeni bir din olma iddiasında bulunmaktadırlar. Bu çalışmanın amacı, Şiîlik içerisinden neş’et ederek ortaya çıkmış yukarda adı geçen mezheplerin ricʿat doktrinine nasıl yaklaştıklarını ve bu olguyu ne olarak yorumladıklarını ortaya koymaktır. Ortaçağ İslam Dünyasında yöneten ve yönetilenler arasındaki bağı âlimler sağlamaktaydı. Sultan ve emirin halka adaletle muamele etmesini, Kuran-ı Kerim ve Sünnet-i Şerife göre yaşamasını ve toplumsal hayatı düzenlemesine yardımcı olurdu. Zaman içerisinde yöneticilerde görülen kusurların ortaya konulmasına yönelik çözüm önerileri sunan âlimler, eserler kaleme almaya başlamış ve bu eserlere siyasetname ve nasihatname denilmeye başlanmıştır. Bu eserlerden bazıları gayet hacimli olup sultana arz edilmekteydiler. Bazısı ise risale şeklinde ve daha kısa yazılarak toplumun huzurunu bozan veya toplumda çok acil çözülmesi gereken (...) unsurları ihtiva etmekteydi. Selçukluların XI. Yüzyıldan itibaren İslam Dünyasına geniş bir hâkimiyet sahası oluşturmaları üzerine siyasetname telifi artmıştı. XIII. Yüzyıl hadis âlimlerinden Ziyâeddin el-Makdîsî’nin yaşadığı Eyyubiler Dönemine kadar bu eser yazım türü yaygınlık kazanmıştır. El-Makdisî, Dimaşk Eyyubî meliki el-Melikü’l-Eşref Musâ’nın düşkün bir hayat sürmesi üzerine özellikle toplumda bozulmalar meydana gelmesi ve devlet yönetiminde zaafa düşülmesi gibi sebeplerle bir nasihatname yazmış ve halkın üzerindeki olumsuz etkileri azaltmayı gaye edinmiştir. Nasihatname sultanın konumuna uygun, yumuşak bir dille ve nazik bir üslupla kaleme alınmış olup eserde ayet ve sahih hadislere yer verilmiştir. (shrink)

Bu makale, dini temsil iddiasında bulunan yapıların dünyevi olana (...) karşı pozisyon alırken müntesipleriyle beraber geçirdikleri yapısal ve fonksiyonel dönüşümleri ele almayı; dini yapıların zaman içinde değerler haritasındaki değişimleri gözlemlemeyi; özellikle Osmanlı ve Cumhuriyet dönemlerinde kurulan kimi zaman simbiyotik kimi zaman da çatışmalı diyalektiğin kodlarını siyasi, toplumsal ve ekonomik değişkenler çerçevesinde anlamlandırarak günümüz dini sosyal teşekküllerin kamusal ilişkilerine yönelik alternatif bir perspektif sunmayı amaç edinmektedir.
