Increases in international travel and migratory flows have enabled infectious diseases to emerge and spread more rapidly than ever before. Hence, it is increasingly easy for local infectious diseases to become global infectious diseases (GIDs). National governments must be able to react quickly and effectively to GIDs, whether naturally occurring or intentionally instigated by bioterrorism. According to the World Health Organisation, global partnerships are necessary to gather the most up-to-date information and to mobilize resources to tackle GIDs when necessary. Communicable (...) disease control also depends upon national public health laws and policies. The containment of an infectious disease typically involves detection, notification, quarantine and isolation of actual or suspected cases; the protection and monitoring of those not infected; and possibly even treatment. Some measures are clearly contentious and raise conflicts between individual and societal interests. In Europe national policies against infectious diseases are very heterogeneous. Some countries have a more communitarian approach to public health ethics, in which the interests of individual and society are more closely intertwined and interdependent, while others take a more liberal approach and give priority to individual freedoms in communicable disease control. This paper provides an overview of the different policies around communicable disease control that exist across a select number of countries across Europe. It then proposes ethical arguments to be considered in the making of public health laws, mostly concerning their effectiveness for public health protection. (shrink)

The Exchange of Words is a philosophical exploration of human testimony, specifically as a form of intersubjective understanding in which speakers communicate by making themselves accountable for the truth of what they say. This account weaves together themes from philosophy of language, moral psychology, action theory, and epistemology, for a new approach to this basic human phenomenon.

The paper argues for the centrality of believing the speaker (as distinct from believing the statement) in the epistemology of testimony, and develops a line of thought from Angus Ross which claims that in telling someone something, the kind of reason for belief that a speaker presents is of an essentially different kind from ordinary evidence. Investigating the nature of the audience's dependence on the speaker's free assurance leads to a discussion of Grice's formulation of non-natural meaning in an epistemological (...) light, concentrating on just how the recognition of the speaker's self-reflexive intention is supposed to count for his audience as a reason to believe P. This is understood as the speaker's explicitly assuming responsibility for the truth of his statement, and thereby constituting his utterance as a reason to believe. (shrink)

This article offers an alternative reading of the Abbé Sieyès and the modern ‘nation-state’ problématique. I argue that the subject/object that is constituted in the early days of modernity is the incomplete society: an impossible-possibility ideal of congruency of population, authority and space. I suggest reading this ideal of congruency as a fantasy in that it offers a certain ‘fullness to come’, the promise of jouissance that can never be attained and is thus constantly re-envisioned and reinvoked. Drawing on discourse-analytical (...) and psychoanalytical tools I explain the logic of fantasy before analysing Sieyès’ What is the Third Estate?, as I show how he critiques and fragments the old model of the state and how his reading of the nation is fantasmatic, a continuous project towards impossible congruency. Accountability is the bedrock upon which all lasting success is built. It is the necessary virtue for both individuals, and organizations, to realize their full potential. Accountability enables learning and growth, improves well-being, reduces stress, and drives results. But what if nearly everyone is wrong about the true nature of accountability? What if we have substituted something else it it's place, something that works to improve short-term results, but limits long term organizational health and success? What if the widespread management (...) approach of "holding others accountable" instead of creating accountability, encourages blame, limits results and growth, inhibits risk-taking, generates fear, fosters workplace conflict, and lowers over-all health and well-being? Authors Brian Moran and Mike Lenngington make the argument for what accountability truly is -- personal ownership of ones goals, actions, and progress. They show individuals how to take personal ownership, and thereby change their circumstances. It is an essential system for animals' life and death (apoptosis) and it is required for embryo development. This, in conjunction with its being subjected to adaptive processes in multiple species and its gene products being involved in the formation of reproductive barriers in animals, raises the possibility that mitochondrial bioenergetics could be a candidate genetic mechanism of speciation. In this article I wish to re-examine the vexed issue of the possibility of idealism in ancient and medieval philosophy with particular reference to the case of Johannes Scottus Eriugena (c. 800idealisms immaterialism as his standard for idealism, and it is this decision, coupled with his failure to acknowledge the legacy of German idealism, which prevents him from seeing the classical and medieval roots of idealism more broadly understood.

This paper aims to contribute to epistemology by studying the psychoanalytic notion of transference. Contrary to previous philosophical research on Freud, I claim that traditional models of interpretation or translation are insufficient to explain psychoanalytic understanding. After exploring the conceptual roots of this mistake, which I define as generic, I focus on the notion of transference and claim that it should be viewed as a unique form of understanding that enables the emergence of unconscious meaning or truth. I elaborate this (...) claim with a detailed study of the development of this notion in Freud’s texts. Transference is thus delineated as a form of understanding which is closely related to the matrix of love and defined in relation to the following parameters: intersubjectivity; visuality; and performativity. In the historical context of a crisis in biological psychiatry, psychedelic drugs paired with psychotherapy are globally re-emerging in research clinics as a potential transdiagnostic therapy for treating mood disorders, addictions, and other forms of psychological distress. The treatments are poised to soon shift from clinical trials to widespread service delivery in places like Australia, North America, and Europe, which has prompted ethical questions by social scientists and bioethicists. Taking a broader view, we argue that the ethics of psychedelic therapy (...) concerns not simply how psychotherapies are different when paired with psychedelic drugs, but how psychedelic therapies shape and are shaped by different values, norms, and metaphysical commitments. Drawing from the published literature and interviews with seven psychedelic therapists working in clinical trials in the United States, Germany, Switzerland, and Australia, this article opens the black box of the treatments to consider the values and informal debates currently animating the therapies. Considering questions of patient autonomy, mechanisms of therapeutic action, and which therapies are best suited to pair with psychedelic substances, we examine the ethics of psychedelic therapy as an emergent form of life. To bring this form of life out in fuller relief, we conclude by comparing and contrasting it with ayahuasca use in Amazonian shamanism. (shrink)

In this paper I discuss Edmund Husserl’s phenomenological account of the constitution of the social world, in relation to some phenomenological contributions to the constitution of sociality found in Husserl’s students and followers, including Heidegger, Gurwitsch, Walther, Otaka, and Schutz. Heidegger is often seen as being the first to highlight explicitly human existence as Mitsein and In-der-Welt-Sein, but it is now clear from the Husserliana publications that, in his private research manuscripts especially during his Freiburg years, Husserl employs many of (...) the terms associated with Heidegger, e.g. Mitwelt, Weltlichkeit, Alltäglichkeit, Zeitlichkeit, and Geschichtlichkeit, and had detailed discussions of various forms of social constitution. It is clear that Husserl and Heidegger were exploring these themes in dialogue with one another, and that Husserl, in fact, has a rich phenomenology of sociality that is worth exploring in its own right. In this paper, I will outline some of the key aspects of Husserl’s contribution. (shrink)

Implicitly or explicitly, youth work practitioners, scholars and advocates typically invoke a set of egalitarian values to explain, justify and promote the ethical basis of their work. Despite such commitments, there exists conceptual ambiguity surrounding equality across much of the youth work literature which has significant consequences for how youth work is framed and defended. This article introduces the interdisciplinary field of Equality Studies and argues that an Equality Studies approach provides a means to (i) clarify equality-related normative goals within (...) the youth work field and (ii) enhance radically orientated youth work by strengthening the conception of equality at its core. It analyses three areas of conceptual ambiguity within the youth work literature with respect to the value of equality, in each case demonstrating how an Equality Studies approach can help remedy the problem. These areas are: (i) the assumption that equality means ‘sameness’; (ii) the limits of equality of opportunity and anti-discrimination; and (iii) the relationship between equality and other values. It then evaluates the concept of ‘equity’, arguing that it is a vague, inadequate and unnecessary vehicle for capturing egalitarian concerns. The article concludes with some comments on the feasibility of radically egalitarian youth work. (shrink)

Phenomenological accounts of sociality in Husserl, Heidegger, Merleau-Ponty, Sartre, Scheler, Schütz, Stein and many others offer powerful lines of arguments to recast current, predominantly analytic, discussions on collective intentionality and social cognition. Against this background, the aim of this volume is to reevaluate, critically and in contemporary terms, the rich phenomenological resources regarding social reality: the interpersonal, collective and communal aspects of the life-world.
