This essay examines Tocqueville's interest in statistics, and how it informed his analysis of democracy. It explores his early engagement with the discipline and shows how this proved critical to his and Beaumont's 1833 study of the American penitentiary system. It shows that Tocqueville's interest in statistics was long lasting. And it pays particular attention to his links with the British Association for the Advancement of Science, examining his attendance at the statistical section meetings of the BAAS conference in (...) Dublin in 1835. It shows how material presented at this conference appeared in a number of Tocqueville's works. The essay argues against the thesis that Tocqueville resisted the primacy of the social. Rather, it shows that his interest in statistics underscored the importance he attached to the social in his analysis of modern democracy. (shrink)

SummaryThis essay aims to study the impact made by Véron de Forbonnais's Elémens du commerce on the development of economic thought in the German Empire. Starting from the 1755 translation of the Elémens, construed here as an aspect of the gemeinnützig-oekonomische Aufklärung, it will examine the reception of the work in cultural and political terms. The analysis will thus focus first on the German universities, where a renewed teaching of Polizei transposed Forbonnais's theoretical ideas into a new ‘science of (...) the state’ centred on economic and commercial mechanisms. Secondly, the political reading of the Elémens during the Seven Years’ War and in the years of Kaunitz's government in Vienna will be taken into consideration. The Journal de commerce published in Brussels will serve as a pathway towards understanding the complex cultural transfer between France and the Empire that Forbonnais's work facilitated: the Elémens were in fact variously used as the manifesto of a new political and economic alliance between the French Crown and the court of Vienna and as theoretical support of Habsburg politics which, in the second half of Maria Theresa's reign, were committed to the principles of free trade and anti-corporatism. This work analyzes the centrality of law in nineteenth-century historical and institutional economics and is a prehistory to the new institutional economics of the late twentieth century. In the 1830s the 'new science of law' aimed to explain the working rules of human society by using the methodologically individualist terms of economic discourse, stressing determinism and evolutionism. Practitioners stood readier than contemporary institutionalists to admit the possibilities of altruistic values, bounded rationality, and institutional inertia into their research program. Professor (...) Pearson shows that the positive analysis of law tended to push normative discussions up from the level of specific laws to that of society's political organization. The analysis suggests that the professionalization of the social sciences - and the new science's own imprecision - condemned the program to oblivion around 1930. Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Since the 1970s, a sea change has marked the politics of science in the United States. In the quarter century after World War II, a broad, bipartisan consensus prevailed on the promotion and uses of science in American society: first, that the federal government should support research and training in technically meritorious fields of likely long-term benefit to national defense, the economy, and health; second, that the benefits of this investment should be developed into useful products by (...) the private sector; and that public policy in technically related areas should be shaped by drawing on highly qualified, non-partisan expertise. Since the 1970s, that bipartisan consensus has corroded, ushering in a New Politics of Science in the U.S. Ideological restrictions, largely from the political right, have prohibited or severely constricted federal support of research in areas such as human therapeutic cloning, human stem cells, in vitro fertilization, and human embryo research. The devotion to privatization and entrepreneurship in the name of high technology competitiveness has, in areas such as biotechnology, blurred the lines both intellectually and institutionally between academia and industry, with questionable consequences for the public interest. And nonpartisanship in the scientific advisory system has been succeeded by unashamed partisanship, fueled by the mobilization of expertise on the right in issues ranging from the teaching of evolution in the schools to global warming. The reasons for this sea change can be found in the larger rightward shift over the period on both the foreign and domestic fronts. (shrink)

Scholars have recognized that contentious political action typically draws on relatively stable scripts for the enactment of claims making. But if such repertoires of political practice are generally reproduced over time, why and how do new modes of practice emerge? Employing a pragmatist perspective on social action, this article argues that change in political repertoires can be usefully understood as a result of situated political innovation—i.e., of the creative recombination of existing practices, through experimentation over time, by interacting political agents (...) for whom old repertoires were proving inadequate to the changing context of action. The utility of this approach is demonstrated by applying it to explain the historical emergence of a new set of populist mobilizing practices in early twentieth-century Peru. The various problems of society - the environment, biotechnology, health, and medicine - are the problems of science. In addition, there is an inseparable relationship between scientific policy and politics that supports, develops and distributes certain sciences, and political intervention in science is increasing. This article recovers mid-century proposals for sciences of concord and contextualizes them as part of a broader politics of commercial knowledge in eighteenth-century Britain. It begins by showing how merchants gained authority as formulators of commercial policy during the Commerce Treaty debates of 1713–1714. This authority held fast during the Walpolean oligarchy, but collapsed by the 1740s, when lobbying and patronage were increasingly maligned as corrupt by a ferment of popular republicanism. The article then explores how the Anglican cleric (...) Josiah Tucker and country pamphleteer Joseph Massie made use of this vacuum in authority to formulate a novel basis for the production of commercial knowledge. In pamphlets written between 1749 and 1760, they argued that the competing interests comprising the nation’s increasingly complex commercial system could only be reconciled and geared to the national interest through the establishment of a science which harnessed an impartial and systematizing epistemology, developing highly idealized accounts of the abstract market as a realm of concord which operated according to regular, rationally deducible principles. The conclusion suggests that their arguments introduced the foundational conceptual bases for later sciences of political economy and legitimated a new form of expertise in statecraft. (shrink)

Originally published in 1985, this distinguished and constructive critique of modern culture introduced into our language a brand-new term, ‘PN’, standing for ‘psychic nutrition’, which at the time promised to become a household expression. Drawing on his first-hand knowledge of oriental civilizations; on discoveries of Jung, especially his concept of psychic energy; on the ideas of the cultural anthropologists; and not least on the New Science implicit in microphysics and microbiology, E.W.F. Tomlin, whose philosophical books have been translated into (...) several languages, shows how the human psyche requires its own kind of nourishment just as urgently as the body needs food. In the industrial societies of the West, this need has often been ignored. Reformers, in their earnest though sometimes inept endeavours to create a better world, have too often exposed us to the dangers of psychic starvation and the noxious effects of what may be called ‘neg-PN’. The human relation to things in the world is at stake in the so-called post-humanist era where the distinction between human and non-human is blurred, as indicated in a term like ‘the nano-self’. How should we understand the nature of our relation to things in this era? Or how can we describe an educationally meaningful relation we as human agents can make in relation to things, artificial and natural, in the face of this technologically hybrid and ever-dehumanizing tendency of society? Well-known for his actor-network theory, Bruno Latour, an influential materialist and philosopher of technology, says that ‘objects’ have agency as much as humans; so we need to be able to translate the language of things into the language of men or vice versa as a way of co-shaping the world we live in. What does this mean and how can we do so? In carefully examining his theory, the essay attempts to explore and reformulate his account of the mediating role of human agency to see if it can provide us with an educationally plausible post-humanist concept of human agency, which can lead us into an ecologically ethical and politically responsible approach to education in general, and science education in particular. In _The New Order and Last Orientation,_ Eric Voegelin explores two distinctly different yet equally important aspects of modernity. He begins by offering a vivid account of the political situation in seventeenth-century Europe after the decline of the church and the passing of the empire. Voegelin shows how the intellectual and political disorder of the period was met by such seemingly disparate responses as Grotius's theory of natural right, Hobbes's _Leviathan,_ the role of the Fronde in the formation of the (...) French national state, Spinoza's _Tractatus Theologico-Politicus,_ and Locke's _Second Treatise,_ the blueprint of a modern middle-class society. By putting these responses and the thought of Montesquieu, Hume, and others in the context of the birth pains of the national state and the emergence of a new self-understanding of man, Voegelin achieves a brilliant mixture of political history and profound philosophical analysis. Voegelin's verdict of modernity is pronounced most powerfully in the opening part of "Last Orientation," in the chapter entitled "Phenomenalism." His discussion of the intellectual confusion underlying the modern project of scientistic phenomenalism is the most original criticism leveled against modernity to date. It is at the same time the first step toward a recovery of reality through philosophy conceived as a science of substance in the spirit of Giordano Bruno. Voegelin's first example of such an effort at recovering reality is the chapter on Schelling, one of the spiritual realists who has not been affected by the prevailing rationalist or reductionist creeds that are part of the modern disorder. Schelling's indirect yet powerful influence on Schopenhauer, Nietzsche, and Freud more than justifies Voegelin's interest in his philosophy and character, even though Voegelin would later distance himself from some of Schelling's positions. The volume's concluding chapter, "Nietzsche and Pascal," applies the understanding gained from the study of Schelling to the thought of the most powerful critic of the age, Nietzsche. Nietzsche's self-avowed affinity with Pascal provides the key to an analysis of the strengths and weaknesses of his thought and reaffirms the connection that links the beginning of modernity with its most recent crises and the efforts to overcome them.
