We present updated estimates of central bank transparency for 100 countries up through 2006 and use them to analyze both the determinants and consequences of monetary policy transparency in an integrated econometric framework. We establish that there has been significant movement in the direction of greater central bank transparency in recent years. Transparent monetary policy arrangements are more likely to be found in countries with strong and stable political institutions. Using these political determinants as instruments for transparency, we show that more transparency in monetary policy operating procedures is associated with less inflation variability, though not also with less inflation persistence. Otto Neurath’ın çalışmalarına olan ilgi son dönemde artmıştır. Bu ilgi bir yönüyle bilim felsefesine ve pratiğine ait güncel problemlerin Neurath tarafından ele alınış biçimiyle ilgilidir. Neurath’ın temeldencilik karşıtlığı ve bilimin dili ile ilgili iddiaları güncel bilim felsefesi ve pratiği ile ilgili önemli açılımlar içermektedir. Neurath’ın temeldencilik karşıtlığı ve bilimin dili ile ilgili görüşlerinin etkisi Williard Van Orman Quine’nın çalışmalarında da göze çarpar. Bu çerçeve kapsamında bu çalışmanın amacı; natüralizm, temeldencilik karşıtlığı, uzlaşımcılık ve Duhem tezi bağlamlarını referans alarak, bilimin dili konusunda (...) Neurath ve Quine’nın yaklaşımlarının benzeştikleri noktaların bir analizini sunmaktır. Bu bağlamda öncelikle, Viyana Çevresi’ni ve Neurath’ı bilimin dili bağlamında etkilemiş olan Fransız uzlaşımcılığı ele alınacak, ardından Duhem tezi ile Neurath tezinin benzerlik ve farklılıkları ortaya konulacaktır. Sonrasında bilimin dili bağlamında Neurath’ın protokol cümleler meselesindeki pozisyonu analiz edilecektir. Devamında Neurath’ın iddialarının Quine üzerindeki etkileri analiz edilecektir. Sonuç kısmında genel bir değerlendirilme yapılarak Neurath ile Quine’nın bilimin dili ve natüralizm meselelerinde bir karşılaştırılması sunulacaktır. (shrink)

Carl R. Rogers, the founder of client-centered therapy, contributed to the development of self-reliant learning in education. He applied such concepts of client-centered therapy as realness, prizing, acceptance, trust, and empathy to educational area, and called attention the importance of the authentic relationship between teacher and student with such books as Freedom to Learn, Becoming A Person, and A Way of Being. Besides, he also focused on teachers‟ attitudes in classrooms in his works. His views still continue to influence the (...) practices in both contemporary psychotherapy and education. The current study aims to introduce Rogers‟ views on teachers‟ attitudes facilitating students‟ learning, to discuss the views in the light of existentialist approaches and thus to make contributions to the development of educational environments. Ölümcül Hastalık Umutsuzluk adlı eserinde umutsuzluğu, ben’in bir hastalığı ve kendine yönelen bir ilişkinin sonucu olarak ele alan Danimarkalı filozof Søren Aabye Kierkegaard, bu hastalığın kişide üç farklı şekilde görülebileceğini öne sürmüştür: “(a) bir ben’i olduğunun farkında olmayan umutsuz kişi, (b) kendisi olmak isteyen umutsuz kişi ve (c) kendisi olmak istemeyen umutsuz kişi.” Kierkegaard’a göre kendi ben’ininden kurtulmak isteyen kişi, “olmak istediği ben” hâline gelemediği için olduğu ben’ine katlanamamakta ve bu nedenle umutsuzluk yaşamaktadır. Bu çalışma kapsamında Kierkegaard’ın benlik ve umutsuzluk (...) ilişkisi üzerine yaptığı bu tespitin, sosyal psikoloji alanının önde gelen araştırmacılarından biri olan Edward Tory Higgins’ın Benlik Uyuşmazlıkları Kuramı üzerinden okunabileceği öngörülmektedir. Higgins, geliştirdiği kuramda çoklu bir benlik ayrımına gitmekte ve benliği gerçek benlik, ideal benlik ve olması gereken benlik olmak üzere üç alana ayırmaktadır. Bu ayrıma göre gerçek benlik, kişinin sahip olduğunu düşündüğü özelliklerin; ideal benlik, kişinin kendisi olmak için idealde sahip olmayı arzu ettiği özelliklerin; olması gereken benlik ise kişinin taşımak zorunda olduğunu düşündüğü özelliklerin bir bütününü temsil etmektedir. Söz konusu özellikler, kişinin kendi kişisel bakış açısına dayalı olabileceği gibi başkalarının bakış açısından da kaynaklanabilmektedir. Higgins’a göre ikili benlik durumları arasındaki uyuşmazlık (örneğin gerçek benlik-ideal benlik ya da gerçek benlik-olması gereken benlik) kişide, kendi beklentilerini ya da başkalarının beklentilerini karşılamada yetersiz kaldığı yönünde negatif duyuşlar yaratmaktadır. Bu duyuşlar arasında depresyonun bir parçası olan umutsuzluk da yer almaktadır. Şimdiki çalışma Kierkegaard’ın tasvir ettiği “olmak istediği ben hâline gelemediği için olduğu ben’ine katlanamayıp umutsuzluğa yakalanan” kişinin içinde bulunduğu durumu, Higgins’ın öne sürdüğü “gerçek benlik-ideal benlik uyuşmazlığının depresyonla (dolayısıyla umutsuzlukla) ilişkili olabileceği” argümanıyla ilişkili bir biçimde ele almayı ve bu yolla benlik ve umutsuzluk ilişkisini felsefe ve psikoloji disiplinlerinin kesişiminde incelemeyi amaçlamaktadır. This study aims to identify the necessary strategies for the development of a sustainable financial system. For this purpose, a novel approach could be provided for soft computing with Gaussian-based fuzzy DEMATEL approach to understand the significant levels and impact-relation degrees of these criteria. For robustness check, this evaluation has also been performed for triangular and trapezoidal fuzzy sets. There are many novelties of this study. Firstly, computer science has a significant role in the decision-making process. Another specificity is that (...) the use of Gaussian numbers with fuzzy numbers is a new area. In addition, interval type-2 fuzzy sets also provide a significant advantage in decision-making under uncertainty. The results demonstrate that the size of the alternative financing, investment in efficient projects, and effective advertisement/promotions are the most important items to affect the performance of alternative banking system of emerging economies. Hence, it is recommended that the new banking applications should be applied by the state or the state can provide some incentives for foreign banks to invest in emerging economies, such as tax reduction. Another important point is that the financial intermediations should generate a component financial analysis team to examine the financial reports of the companies in detail so that the financial credibility of these companies can be evaluated more effectively. ABSTRACTVirtual games are played by millions of people today. Almost everyone has the means to access virtual worlds in most places in the world. Virtual games are new worlds for the players waiting to be discovered. Video games in this new world are considered to be sports activities by some people, while some oppose to this conception. In this regard, philosophical approaches set out and the current state of whether video games are considered as sports activities is presented. In addition (...) to this classificatory issue an ethical one concerning the level of addiction for the players who immerse into the virtual worlds is also discussed, since the level of immersion is sometimes so high that some people die while playing video games on the computer. The answer to the question of how these video games can be so addictive is considered in relation to Johan Huizinga’s Homo ludens, and the notion of phantasm by Gilles Deleuze. Our aim in this article is to analyze Turkey’s Readmission Agreement with the EU in light of Turkey’s membership goal. More specifically, our aim is to propose the most rational political decision for concluding this process. Our study addresses three questions: the impact of the Readmission Agreement on Turkey’s accession negotiations; the outcomes of the implementation of the Readmission Agreement for Turkey; and Turkey’s aim of becoming a full member of the EU by concluding the Agreement. By assessing the three (...) potential scenarios of the Readmission Agreement process—minimum, optimum, and maximum benefit—we conclude that, whereas the first scenario does not coincide with our analysis, the other two, especially the third scenario, do coincide with it. Because the optimum benefit scenario does not disrupt the Readmission Agreement process it appears to be the most rational, balanced and beneficial agreement for both Turkey and the EU. (shrink)
