The aim of this study is to explain the intellectual formation, cultural and political implementation of the Azerbaijan National Movement in Azerbaijan under the rule of Tsarist Russia from the mid-19th century to 1918 and resulted in the establishment of the Democratic Republic of Azerbaijan in the context of Miroslav Hroch's approach to the three-phase development of national movements. It is very important to understand Miroslav Hroch's approach in order to understand the (...) originality, fundamental dynamics and the way of development of the Azerbaijani National Movement, which was revealed by the Turkish nationalists in Azerbaijan with many discourses and practices. In this study, the history of Azerbaijan National Movement is divided into three phases through Hroch's approach. Phase A, which began in the mid-19th century, had a purely cultural, literary and folkloric content, while a modern nation from the ethnic group was formed by the nationalist agitation through the transition to Phase B in the early 20th century. This book is a revised translation of two works by Miroslav Hroch, which together form a pioneering comparative analysis of the various struggles for national identity in nineteenth-century Europe. It is concerned with the decisive phase of 'national renaissance', when small groups of committed patriots successfully generated mass support. When and why was their propaganda effective? The author attempts to answer this fundamental question by locating the patriots within the contemporary social structure, and uses data derived from (...) many different nationalisms. The work is divided into three sections; a theoretical examination of the origins of nationalism and nation-hood, a quantitative survey of the social and territorial structure of the patriots of eight representative national movements, and a comparative analysis of the social and professional groups that formed the milieu of patriotism. The author points out that the moral condemnation of “nationalism” that is common in contemporary Anglo-Saxon literature does not hold up once we subject it to historical and, by extension, sociolinguistic criticism. This term, originally nebulous and confusing, has become meaningless as a result of forgetting that it is the designation of the relationship of an individual (or social group) to the entity of a nation, an entity that is the result of the empirically well grasped historical process of nation (...) formation under conditions that were specifically European. This circumstance is especially important in the case of the category “small nation”, by which the author means those nations whose formation took place in the form of a national movement – a purposeful effort to acquire all relevant attributes of a nation for one’s own ethnic community. This movement, in its scholarly and agitational phase, was based on a selfless effort to develop and ennoble the nation as an abstract community of cultural values and should be designated by the term “patriotism” and possibly its translations into (some) central European languages, which were and are used with a morally positive connotation. The pejorative label “nationalism” is justified only where the national movement has progressed to its mass phase, when a substantial part, if not most, of the members of the ethnic group have identified with the nation. Since then, it has been necessary to talk about the nation in a dual position. Not only in the position of an abstract community of values but also in the position of “sociological fact”, where it also acquired the morally ambivalent nature of the struggle for power. This ambivalence – the tension between altruism and egoism – is still preserved today even where the national interest is discussed. (shrink)

The phenomenon of nationalism, which emerged as a result of modernization and industrialization in Western Europe, soon began to threaten the multi-lingual multinational feudal state structure of the Tsarist administration. Tsarist Russia, which wanted to preserve its borders and the existing state structure that expanded to the Caucasus and Turkestan, followed the assimilation and missionary policies towards the middle of the 19th century to Russify and Christianize non-Russian (Nerusky) and non-Christian (Inoverets) ethnic groups. At the beginning of this (...) cultural nationalist policy, which was carried out by Nikolai Ivanovich Ilminsky, who worked on theology and Turkish dialects in Kazan Spiritual Academy, in order to have Russian as a language of education and communication within the Tsarist borders. The education method of Ilminsky, supported by Tsar Alexander II, enabled the Russian language and Christianity to become widespread and more systematically applied as a reflection of the rising Russian nationalism. In line with this training method, it was aimed to carry out missionary activities, to teach Russian and Cyrillic alphabet alongside local languages, to divide these languages with accents and dialects and to make Russian a common language within Tsarist borders. Thus, the religious and ethnically different groups were wanted to be assimilated within the Russian and Orthodox Christian identities. This study examines the process of cultural assimilation policy carried out by the Russian nationalism through the education system of Ilminsky, the factors affecting this process, the structure and applications of this education system. Although the education system of Ilminsky did not reach its target within the boundaries of the empire, it was seen to be quite effective in Christianization of Tatar Turks, in spreading Russian among other ethnic groups and in terms of laying the ground for the subsequent Russification policies. The Ilminsky education system, which caused the start of a new phase in Russian nationalism, led to the emergence of nationalist ideas and intelligentsia among the ethnic groups exposed to this system The nationalist ideas spread among the ethnic groups exposed to the policy of Russification have enabled the establishment of new educational systems and the emergence of national liberation movements. In this essay, I assess Stalin’s ideas and concepts about nationalities, their ‘manipulability’ and their legacies. I do this by briefly reconstructing their theoretical and political roots in both Tsarist and socialist traditions. Special attention will be paid to the discovery of a positive correlation between economic development and the growth of nationalism among ‘backward’ peasant peoples, which went against the grain of previous socialist beliefs, and to the appearance of a theory according to which socialism would naturally produce (...) a superior national-popular society. After discussing the evolution of these ideas and concepts, their practical applications, and the reaction they generated up to 1953, I will focus on the Soviet post-Stalinist theories and practices, and their results, also by taking into consideration the development in Soviet times and after 1991, of new, hybrid variants of Russian nationalism, as well as of Eurasian trends. The sources of religious tolerance but also of religious nationalism in post-soviet Russia can be found basically in the group identification of nationality and religion. In crisis situations, the historical religion of the Russian society - Orthodoxy - becomes the criterion for identifying the national identity. However, despite the fact that the majority of Russians in our times consider themselves Orthodox, many of them are not believers. The observable effect of the “external belief” results in the fact that the (...) religion tends to become a matter of personal choice and an individual value. It assumes a nationalistic function and to become an ideology. As a result, the political elite considers religion as a means of achieving different non- religious purposes. The Russian Orthodox Church, the official church, is compelled to take this fact into consider- ation and even support it. This is why religious intolerance and religious nationalism in modern Russia are often directed towards religion. (shrink)

Liberalism is a critically important topic in the contemporary world as liberal values and institutions are in retreat in countries where they seemed relatively secure. Lucidly written and accessible, this book offers an important yet neglected Russian aspect to the history of political liberalism. Vanessa Rampton examines Russian engagement with liberal ideas during Russia's long nineteenth century, focusing on the high point of Russian liberalism from 1900 to 1914. The article's main objective is to show that the Euromaidan movement in Ukraine fulfilled a political role it had not anticipated. By relying on the logic of exclusion of enemy, Euromaidans contributed to the political consolidation of the national enemy in its struggle against its own political regime. They helped the formation of both the liberal, protest collective subject in Russia and the Ukrainian liberal, collective subject. Such a strong correspondence, even melding, of the nationalist, political subjectivity of the (...) Ukrainian maidans with Russian, liberal, protest subjectivity indicates a coinciding of two types of nationalism, which both equally divide the nation into two subjects: the subject of the Nation, with a capital “N” and the subject of the nation, with a lowercase “n”.*. The present article is an attempt at a closer reading of Ivan Ilyin’s relationship to fascism. This is explored primarily through a selection of articles in which Ilyin wrote in positive terms of Italian fascism, and in one case also of German National Socialism. The author of this article first presents a summary of relevant historical and biographical information, revealing that although Ilyin praised fascism in his articles, his personal experience of German Nazism was negative. This is followed by (...) an examination of Ilyin’s own concept of fascism, concluding that it in fact derived from his understanding of the Russian White Movement. The examination focuses on three selected aspects, key notions for both fascism and Ilyin’s philosophy: the principle of the leader, the idea of the elite and the notion of chivalry, and nationalism and anti-Semitism. This analysis demonstrates that Ilyin drew upon idealized versions of these concepts, as integral parts of his projected utopian vision of a future Russia. (shrink)

The main intention of this article is to analyze the role of Islam in post-Soviet Kazakhstan and its utilization in the nation-building and state-building processes. It is argued that Islam in post-Soviet Kazakhstan is a cultural phenomenon rather than a religious one and is an important marker of national identity despite the competition of radical movements in the “religious field.”.

Although Slovenia is a small, relatively new nation-state, it has been justifiably called “neocorporatist” and a “coordinated market economy,” making it unique among postcommunist societies, including ten new EU member states. The authors explore how it became so, and in the process shed light on the debate between varieties of capitalism and power resources theories about how coordinated or neocorporatist economies emerge. Although several of the elements predicted by the varieties of capitalism perspective were present in Slovenia, others were not. (...) The authors also find that a significant mobilization by organized labor at a crucial point played an essential role, and overall find that power resources theory has greater explanatory power in this case. However, in turning from explaining how the Slovenian model was formed to why it was so unique among postcommunist cases, they find that specific historical legacies were critical, particularly those from the distinct Yugoslav form of communism. In this article are mentioned the educational history, institutions and activities of the Mountain Jews living in Azerbaijan in private religious schools and state schools in the period after the independence of the Tsarist Russia, the Soviet Union and Azerbaijan. In addition mentioned, the Religious Education Centers whic established by the Mountain Jews by their communities in the 19th century Tsarist Russia and the secular schools of the state. In the religious schools called Talmudhuna and Nobuhunde, (...) mostly male students were educated by rabbi, reznik and religious teachers. With the opening of modern style schools, Mountain Jewish children in many regions of Tsarist Russia started to enroll in these schools. While mostly male students were enrolled in these schools, girls received religious and traditional education in their families. During the Soviet Union, Religious Education Centers were completely closed, only public schools continued education. Enrollment and attendance at schools has been made compulsory. Mountain Jewish children continued their education in public schools like the children of other nations. After Azerbaijan gained its independence, Mountain Jews continued to receive education in public schools and gained the right to open their own religious education institutions. In this new period, Mountain Jews expanded their opportunities by opening new educational institutions, especially in Baku and Quba cities, with the support of the Azerbaijan State and the help of their coreligionists in other countries. Mountain Jewish children in these cities receive education in both public and private religious schools. (shrink)

This review presents first ever literature survey on historical development of farm animal welfare indicators and assessment in the Danube region. This area, encompassing European Eastern countries and the Balkans, is to a large extent heterogeneous in terms of culture and language. However, international publications were disproportionally small compared to the amount of research institutions and animal welfare activities present in the region. Therefore, the authors aimed at investigating the published literature, focusing on country level and on native languages. Data (...) were collected for the 1980–2015 period referring to scientific papers published in international and national journals, papers and abstracts in proceedings of the international and national conferences, reviews, monographs, short communications, Ph.D., Master and Graduation theses. Welfare assessment of all farm animal species was observed including fish. Over 180 papers were in line with the preselected index. Data collected showed that publishing dynamics grew rapidly towards the last decade. Most of the studies were focused on animal welfare indicators such as stress, injuries and mutilations, behaviour, body condition and management practices. Cattle, chickens, pigs and sheep were the predominant species investigated. The study revealed that experts from the region were greatly involved in the studies of animal welfare indicators and assessment, contributing to development of the currently most widely used animal welfare assessment protocols, thus having an important role in animal welfare research and protection. Education is widely accepted as important source of future economic growth and is strongly supported by public sources. Most of this support is oriented toward traditional education and industries. However, several studies show importance of creativity education as important feature for innovation and future growth. However, public support of creative industries is relatively new and most of policy measures that have been implemented are still not fully evaluated and understood. There si a strong need to look much more closer on (...) way how public education influence creative industries and what policies could be placed to strengthen positive effects of this education also in the long run. This article represents an output of the research about the creative industries support policy in Slovakia in the field of education activities. It is containing basic literature overview comparing support policies for traditional sectors and the creative industries. We analyzed conceptual documents at the national level and basic strategic documents in the regions and selected cities of the country. We also realized several interviews in different creative economy industries. Generally, creative industries in Slovakia are much less in the centre of public support policy compare to traditional industry sectors. This is also the same in case of education. Despite of wide varietyof support tools used in the world, only few of them are applied in Slovakia. Interestingly, creative industries do not strongly require more creativity in education in schools. We found out the most important support in the field of education should not be related to creativity itself, but more on the complementary skills as ICT or entrepreneurship. We also found very limited role of universities and other public institutions in creative industries success stories. (shrink)

The European Union is currently challenged by right-wing populism and economic stress. To understand the nature of these challenges, we need to take an interdisciplinary approach in which empirical studies of politics are combined with studies of the normative implications of European policy-making. To this end, I draw attention to the right to free movement, which is pivotal both for European politics and liberal political philosophy. I show that even though transnational rights, such as the free movement for people, products (...) and money, are normatively sound and desirable, enhancement of free movement may challenge the heterogeneity among the national models of rights and societal commitments. The risk is that the national institutions as a political arena face difficulties in coping with current political challenges such as right-wing radicalism, social inequality, environmental regulation, immigration and financial insecurity. On the other hand, I argue that we should be aware that the transnational rights might in some countries enhance human rights, which national parliaments have not been able to accommodate. (shrink)

Given the immense mobilizing power possessed by the rhetoric of nationalism, as well as the many resources which can be tapped by groups which successfully establish national claims, it is not surprising that we have recently seen such a resurgence in nationalist discourse. One of the things which may surprise us, however, is the growing breadth in thetypesof groups which now launch such claims. No longer is the discourse of nationalism limited to use by ethnic groups and territorial populations. (...) A new and comprehensive look at the reasons behind successful or failed nation building Nation Building presents bold new answers to an age-old question. Why is national integration achieved in some diverse countries, while others are destabilized by political inequality between ethnic groups, contentious politics, or even separatism and ethnic war? Traversing centuries and continents from early nineteenth-century Europe and Asia to Africa from the turn of the twenty-first century to today, Andreas Wimmer delves into the slow-moving forces that (...) encourage political alliances to stretch across ethnic divides and build national unity. Using datasets that cover the entire world and three pairs of case studies, Wimmer's theory of nation building focuses on slow-moving, generational processes: the spread of civil society organizations, linguistic assimilation, and the states' capacity to provide public goods. Wimmer contrasts Switzerland and Belgium to demonstrate how the early development of voluntary organizations enhanced nation building; he examines Botswana and Somalia to illustrate how providing public goods can bring diverse political constituencies together; and he shows that the differences between China and Russia indicate how a shared linguistic space may help build political alliances across ethnic boundaries. Wimmer then reveals, based on the statistical analysis of large-scale datasets, that these mechanisms are at work around the world and explain nation building better than competing arguments such as democratic governance or colonial legacies. He also shows that when political alliances crosscut ethnic divides and when most ethnic communities are represented at the highest levels of government, the general populace will identify with the nation and its symbols, further deepening national political integration. We examined whether variations in contextual diversity, spacing, and retrieval practice influenced how well adults learned new words from reading experience. Eye movements were recorded as adults read novel words embedded in sentences. In the learning phase, unfamiliar words were presented either in the same sentence repeated four times (same context) or in four different sentences (diverse context). Spacing was manipulated by presenting the sentences under distributed or non‐distributed practice. After learning, half of the participants were asked to retrieve the (...) new words, and half had an extra exposure to the new words. Although words experienced in diverse contexts were acquired more slowly during learning, they enjoyed a greater benefit of learning at immediate posttest. Distributed practice also slowed learning, but no benefit was observed at posttest. Although participants who had an extra exposure showed the greatest learning benefit overall, learning also benefited from retrieval opportunity, when words were experienced in diverse contexts. These findings demonstrate that variation in the content and structure of the learning environment impacts on word learning via reading. (shrink)

Japan, Russia, and Turkey are major examples of countries with different ethnic, religious, and cultural background that embarked on the path of modernization without having been colonized by a Western country. In all three cases, national consciousness has played a significant role in this context. The project of Modernity is obviously of European origin, but is it essentially European? Does modernization imply loss of a country’s cultural or national identity? If so, what is the “fate” of the modernization (...) process in these cases? The presence of the idea and reality of civil society can be considered a real marker of Modernity in this respect, because it presupposes the development of liberalism, individualism and human rights. But are these compatible with nationalism and with the idea of a national religion? These questions are the more pressing, as Japan is considered part of the Western world in many respects, and Russia and Turkey are defining their relation to the European Union in different ways. An investigation of these three countries, set off against more general reflections, sheds light on the possibilities or limitations of modernization n a non-European context. (shrink)

The concept of the national is often perceived, both in public and academic discourse as the central obstacle for the realization of cosmopolitan orientations. Consequently, debates about the nation tend to revolve around its persistence or its demise. We depart from this either-or perspective by investigating the formation of the ‘cosmopolitan nation’ as a facet of world risk society. Modern collectivities are increasingly preoccupied with debating, preventing and managing risks. However, unlike earlier manifestations of risk characterized by daring actions (...) or predictability models, global risks can no longer be calculated or forecast. Accordingly, more influence accrues to the perception of risk, largely constructed by media representations. Cosmopolitanized risk collectivities are engendered through the anticipation of endangered futures which are, for the most part, communicated through an increasingly global media scape. While global media events produce shared exposure, risk conceptions retain distinctive political-cultural features as their respective meanings are prefigured by path-dependent pasts. Nevertheless, the promulgation of risk societies, we argue, results in a reimagination of nationhood which takes place in the context of: global norms (e.g. human rights); globalized markets; transnational migrations; global generations and their embeddedness in civil society movements; and the local interpenetration of world religions to name but a few of the global backdrops shaping new associational intersections. We develop our argument in four interrelated steps. Contrary to essentialized notions of nationalism or universal versions of cosmopolitanism, we address the cosmopolitan reconfiguration of nationhood by differentiating between presumptions of thick belonging and the actual proliferation of cosmopolitan affiliations. In a second step we overcome the territorial fixation of the social sciences by shifting our attention to temporal dimensions, with a particular focus on competing conceptions of the future. In a third step we demonstrate how these cosmopolitan transformations of nationhood are taking place in the context of a world risk society regime that marshals a set of cosmopolitan imperatives situating the global other in our midst. In a fourth step we illustrate these developments by exploring how the mediatization of risk, and concomitant notions of the future, contribute to the reimagination of cosmopolitan risk collectivities. Although nonliberal nationalism has played a prominent role in previously and currently colonized nations of the Third World, its assessment by liberal political theorists has been less than favorable. These theorists believe that nonliberal nationalisms are bound to be oppressive to marginalized members, since they view nonliberal cultures, which such movements aim to protect and maintain, to be essentialist and static monoliths that do not recognize the fundamental value of individual rights. In this article, I defend nonliberal nationalisms of previously (...) or currently colonized nations—what I call nonliberal polycentric nationalisms—by arguing that they can be morally justified, provided that they are democratic. This argument is supported by communitarian constructions of moral agency and culture, which show that nonliberal cultures hold emancipatory potential for the insiders who actively participate in the reconstruction of their national culture. In this, the first truly philosophical study of nationalism, Paul Gilbert attempts to make sense of the fact that there are different sorts of nationalism—for example, political and cultural—and that each concept functions with a different understanding of what a nation is. He sets out to explore whether there are any common ideas about what constitutes nationhood and whether these “nations” have particular rights due to them. Nationalism is generally associated with sentiments, ideologies, and social movements that involve strong commitments to a nation, conceived as a potentially self-sustaining community of persons bound together by a shared history and culture. Recent empirical and normative discussions have been concentrated on revisionist instances of nationalism, that is, on sentiments, ideologies, and social movements that aim to gain power, political autonomy, or territory for a particular nation. I will here take a somewhat broader view of nationalism, focusing on persons who (...) have a bland and conservative commitment to their own country. Quite content with thestatus quo,these persons view it as legitimate and even admirable that they and their political leaders should show a pre-eminent concern for preserving and enlarging their own collective advantage. Most citizens of the affluent countries – however condescendingly they may regard the revisionist nationalisms of the Serbs, Kurds, Tamils, Irish, and Québécois – are nationalists in this sense, and extreme ones at that. Vladimir Putin’s legitimation of Russia’s brutal war of aggression against Ukraine raises questions about traditional understandings of nation and empire. Should we contrast the two in terms of values and practices? In this case, Putin uses both nationalist and Imperialist rhetoric to justify his actions. My essay questions how we understand nation and empire using the example of the Austro-Hungarian Empire. How did this empire develop laws, institutions and administrative practices to manage conflicts and claims around language use and nationalism? (...) How did Austria’s governments rule a multi-lingual, multi-confessional society effectively, without resorting to brutal policies of nationalization? When nationalist conflicts arose in different settings, how and why did they originate? I conclude that in European terms, Imperial Austria and even nationalist Hungary apparently managed daily-life issues around diverse language use and religious practice far more humanely and effectively than did the successor nation states after 1918. Is Russia a neoimperial or postimperial state? In this paper, I compare two interpretations proposed by political commentators Marcel Van Herpen and Dmitri Trenin. Van Herpen holds that the Russian empire is literally being rebuilt, whereas Trenin believes that Russia is just ceasing to be an empire. I argue that, contrary to popular belief, the current war against Ukraine cannot be interpreted as an attempt to restore the Russian empire. This is because being an empire requires a universalistic ideology that (...) can be accepted by other nations. Meanwhile, the ideological foundation of the current war is an obviously nationalistic conception of the “Russian world.” Polish historians Andrzej Nowak and Włodzimierz Marciniak brilliantly argued that it was Russian nationalism that had previously led to the collapse of both Imperial Russia and the Soviet Union. Under this interpretation the current war in Ukraine can be seen not as the rebirth but rather as the dramatic end of Russian imperialism. (shrink)

Nationalism was a driving, moving spirit in the nineteenth-century Germany of Friedrich Schleiermacher. Jerry F. Dawson, through his thoughtful and well-wrought study of Friedrich Schleiermacher, provides an insight into contemporary nationalistic movements and the people who have a part in them. Schleiermacher, a prominent theologian and educator, was also a leading contributor to the tide of nationalism which swept Germany during the Napoleonic era. Dawson does not present Schleiermacher as an archetype for nationalists, but rather as an example of one (...) man who was willing to sacrifice everything for the good of the nation. Examining the influence of Pietism, rationalism, and romanticism on Schleiermacher, the author explains the origins of his subject's nationalistic activities and traces the evolution of his patriotic point of view. Dawson depicts the development of Schleiermacher's patriotism from Prussian particularism to German nationalism—an allegiance to an idealized Germany unified in religion, language, folkways. He describes the diverse approaches utilized by Schleiermacher to achieve a patriotic awakening among his countrymen: "…he preached nationalistic sermons; he delivered scholarly lectures; he repeatedly risked his life on dangerous missions which would help free Germany from France; he used his journalistic talents to try to stimulate the national consciousness of the German people; and he even served in the government of Prussia in an attempt to reconstruct the educational system so that nationalism might be advanced.". Can the rise of nationalist-authoritarian populism be explained in terms of neo­liberalism and its effects? The frst half of this paper is about conceptual under­labouring: in spite of signifcant overlap, there are relatively clear demarcation criteria for identifying neoliberalism and nationalist-authoritarian populism as distinct entities. Neoliberalism has succeeded in transforming social contexts through agency, practices and institutions, with far-reaching efects. The prevailing economic and social policies have also had various causal efects such as rising inequalities, progressively more insecure terms of (...) employment, and recurring economic crises. I argue that these have led to discontent with globalization and various political responses, including those of nationalist and authoritarian populisms. Finally, by juxtaposing constitutive and causal explanations, and by stressing the history of national-authoritarian populism, I raise questions about geo-historical specifcity of diferent formations. The standard Karl Polanyian interpretation of Trump, Brexit and such like phenomena is misleading, yet a partial historical analogy especially to the interwar era populism is valid if understood in a subtle, processual, and suffciently contextual way. The Polanyi-inspired historical analogy can be explored further. While the 19th and 20th century working class movement emerged from a variety of socio-economic conditions, socialists who believed in its world-historical role actively made it. Since the 1970s the working class has been largely unmade both as a result of impersonal processes and deliberate attempts to undermine it. Only a learning process towards qualitatively higher levels of refexivity can help develop global transformative agency for the 21st century. (shrink)

Two decades ago Benedict Anderson commented that "'the end of the era of nationalism,' so long prophesied, is not remotely in sight" [IC 3], and the intervening years (...) have made it increasingly clear that the developments and processes we summarize as "globalization" operate in mingled synchrony and tension with the political form of the nation-state. 1 That the nation-state should remain the premier vehicle of political and economic legitimation in an era dominated by American imperialism and international capital--forces that, of course, regularly and flagrantly violate the sovereignty of disadvantaged nations--is unsurprising if one accepts the continuing pertinency and power of a Western master-narrative of modernity, according to which the nation represents the emergence of a people into history and prefigures the global achievement of universal human concord. As the proper subject of history, the nation-state can prefigure history's end because, as David Lloyd writes, "the particularism of [nationalism's] contents, potentially in contradiction with the universalism of modernity, is subsumed in the formal congruence between its own narratives of identity, directed at one people, and the narrative of identity that universal history represents for humanity in general" ["Nationalisms" 178]. Lloyd goes on to note that the nation's intermediate status in this narrative--halfway between primitive tribalism and modernity's ever-deferred perpetual peace--accounts for nationalism's irreducibly double association with modernization and atavism. In consequence, the modernist paradigm continues to rule many skeptical or hostile accounts of nationalism, for so long as the nation-state is taken to supersede other political or social formations, the cosmopolitan critique fails to challenge "the fundamental philosophy of universal history that underwrites nationalism's inscription in modernity" ["Nationalisms" 177]. Indeed, both in the corporate media and in mainstream Western political discourse generally, nations and nationalisms are commonly treated as atavistic or progressive depending on the degree to which their behavior harmonizes with globalizing imperatives. That these imperatives emanate quite blatantly from Wall Street in no way seriously troubles the effectiveness of modernity as a narrative paradigm. 2Seeking to discredit universalizing narrative, much cultural criticism in recent years has exchanged cosmopolitanism and the abstract question of "nationalism" for an emphasis [End Page 58] on the contextual construction of national movements or identities. 3 This valuable body of work has sought to recover the particularity of cultural and socioeconomic circumstance, stressed the fundamental role of racism in colonialist contexts, and noted ways in which nationalist movements draw on or unleash forms of resistance that challenge representationalist politics. The pages that follow, however, remain focused on the nationalist fantasy proper to the discourse of modernity. Cultural critique can only profit from knowing as much as possible about the favored turns of the universal-historicist model, particularly since, as Lloyd and others have emphasized, this model is an aesthetic one that grants a world-historical role to "culture." The state, in a tradition that in its main lines runs from Schiller through Hegel and Matthew Arnold and is still very much alive today, represents the community to itself, thereby giving the community form and in a certain sense giving it an ethical imperative and a future: the state represents "our best self" [Arnold 99, passim], "the archetype of a human being" [Schiller 17], because it signifies the formal unification both of the citizen with the community and of the community with universal humanity. Because this unification is ideal rather than actual, it can be projected as the ethical terminus of history (that is, as the ideal of an accomplished modernity). The state's core mission thus becomes pedagogical: its job is to acculturate its subjects into citizens. The production of a docile citizenry thereby obtains an ethical aura and an aesthetic character, insofar as the artwork and the domain of aesthetic or "cultural" experience generally become...
