A resurgence of national and international interest in citizenship education, citizenship and social cohesion has been coupled with an apparent emergence of a language of crisis (Sears & Hyslop‐Margison, 2006). Given this background, how can or should one consider a subjective sense of membership in a single political community? What this article hopes to show is that confining the subject of citizenship or patriotism to a national framework is inadequate in as much as there are grounds to argue (...) for a more expansive and, at the same time, integrated outlook. Patriotism, like Citizenship, is still open to interpretation and potentially in danger of falling short of a richer conception. Education, therefore, needs to incorporate inclusive practices and encourage an integrative mindset in order to accommodate: increasingly complex identities, associations, experiences and continuing changes in the political landscape. In this article, the author argues for the importance of learning ways in which to value and respect diversity while working towards a principle of unity in diversity. Cultivating a subjective sense of membership in a single world polity is vital in matters pertaining to sustainability and justice. In response to considering possible ways of sharing a subjective sense of membership in a single community and some implications for Citizenship, Patriotism and Citizenship Education, this article looks to three areas: ways in which to understand the notion of citizenship and patriotism, cultural crises and the notion of a cosmopolitan nation and, finally, the personal dimension to education for world citizenship. Interrogating the concepts of allegiance and identity in a globalised world involves renewing our understanding of membership and participation within and beyond the nation-state. Allegiance can be used to define a singular national identity and common connection to a nation-state. In a global context, however, we need more dynamic conceptions to understand the importance of maintaining diversity and building allegiance with others outside borders. Understanding how allegiance and identity are being reconfigured today provides valuable insights (...) into important contemporary debates around citizenship. This book reveals how public and international law understand allegiance and identity. Each involves viewing the nation-state as fundamental to concepts of allegiance and identity, but they also see the world slightly differently. In the Pledge of Allegiance we pledge our loyalty, not to the United States as it may exist at any particular moment, but to the flag and what it represents: an ideal United States that maintains "liberty and justice for all." Proper interpretations of symbols of authority are important for navigating both our cultural settings and the contours of Scripture. This paper looks at the ways the Book of Revelation contrasts images of competing authoritative kings, asking the question, who is worthy of worship, Caesar or Christ? In the African Folk-Islamic context of the Makua-Metto people of Mozambique, familiar national and traditional symbols of authority provide a framework for a robust reading of John’s Apocalypse.

This paper defends the principle of nationality against a number of critical objections made in recent issues of the Journal. It starts from the claim that national solidarity has served and continues to serve as an essential support to liberal democratic institutions and practices of social justice. Such national allegiances are not easy to defend if one begins from a cosmopolitan standpoint. But defending them does not mean embracing everything that people ordinarily believe — a political philosophy that (...) begins from existing national sentiments can be sharply critical of the practices that are said to embody those sentiments. In particular justice, although its principles are context‐dependent, is more than merely subjective. The idea that nations are historic communities is defended against the charge that such ‘communities’ are in fact divided along lines of class, ethnicity, etc. Membership imposes obligations, but these are not merely to repeat what our ancestors have done; they are redefined in each generation. A principle of nationality that is reiterative and democratic, recognising the equal claims of other nations, and giving priority to the way the present inhabitants of a territory understand their identity, can remedy weaknesses in liberalism without licensing aggressive forms of nationalism. In the concept of European citizenship, public and international law intersect. The unity of the European polity results from the interplay between national and European loyalties. Citizens’ allegiance to the European polity depends on how much they see the polity’s identity as theirs. Foundational ideals that shaped the European project’s identity included social reconciliation and peaceful coexistence, economic reconstruction and widespread prosperity, and the creation of supranational structures to rein in nationalism. A broad cultural consensus underlay the first (...) impulse for integration. Europeans had little trouble giving explicit or tacit allegiance to such a project, which resulted in an unparalleled success. However, roughly 60 years and 20 Member States later, social integration is being challenged as immigrants with diverse cultural backgrounds arrive, while far-right political parties surge in reaction; economic integration is confronted with a faltering euro and countries struggling to meet financial commitments; and political integration weakens as the EU seems to fail the democratic test. Cultural assumptions are no longer shared by all. Allegiance to today’s EU is problematic for the ordinary European citizen. This paper submits that careful attention to the spirit of the foundational ideals sheds light on how the present problems as well as future integration could and should be approached. (shrink)

In 1933 the philosopher Martin Heidegger declared his allegiance to Hitler. Ever since, scholars have asked to what extent his work is implicated in Nazism. To address this question properly involves neither conflating Nazism and the continuing philosophical project that is Heidegger's legacy, nor absolving Heidegger and, in the process, turning a deaf ear to what he himself called the philosophical motivations for his political engagement. It is important to establish the terms on which Heidegger aligned himself with (...) class='Hi'>National Socialism. On the basis of an untimely but by no means unprecedented understanding of the mission of the German people, the philosopher first joined but then also criticized the movement. An exposition of Heidegger's conception of Volk hence can and must treat its merits and deficiencies as a response to the enduring impasse in contemporary political philosophy of the dilemma between liberalism and authoritarianism. This paper analyzes how cultural diversity in Argentina is calling into question modern political concepts like republic, nation or democracy. The phenomenon of population movements, the demand for recognition of indigenous people's rights, or the conflicts arising from claims to regions' right to life and identity - as in the case of the town of Gualeguaychú in Argentina - challenge the logic of the nation-state and its sovereignty as well as the republican principles of liberty, equality and fraternity. The author (...) examines how far the representation of the Argentinean republic at the time of its foundation included a standardizing vision of diversity, and how the legacy of this representation brought about an ambivalence between a universalist wish to take part in the progress of humanity and the reality of an exclusive democracy that valued one culture over others. It studies the narrative of national identity and attempts to describe how, proceeding from this narrative, the opposition between civilization and barbarity affects the way Latin Americans see the great challenges presented by the future of democracy, and by the recognition of the plurality of cultural allegiances. BY EXPLORING THE ONGOING CONTROVERSY WHETHER TEACHER-LED recitation of the Pledge of Allegiance in public schools is constitutional, this paper demonstrates how and why Christians have much to gain from reverting the pledge to its pre-1954 text. I expose critical weaknesses in recent strategies to retain the contested words "under God" in the pledge employed by litigants, amici curiae, several Supreme Court justices, and other interested parties. I additionally interrogate the prominent place the American flag holds in public life (...) and question whether such preoccupation rises to the level of fetishism or even idolatry. Finally, I conclude that pacifists and others who are critical of America's expanding military empire have good reason to reject the Pledge of Allegiance entirely, whether or not the nation is described as being "under God.". This article examines the ‘Oath of Allegiance’ of an international semisecret society, Young Europe. The society’s programme defined the struggle to create democratic republics throughout Europe in the first half of the 19th century. Its founding documents and charter in 1834 represented radical shifts in both the ideas and practice of European republicans on the principles of liberty and equality, and in the conceptualization of a trinity that linked republican patriotism to both nationalism and internationalism. The society also offered (...) new understandings of both fraternity and humanity. The doctrine combined the working of international and national organizations as the blueprint with which to construct republics. The emergence of Young Europe signified a change in both the ideological language and in the core values of republicans. It also represented a break in its organizational principles; in its conception of the nation and the nation’s role within the republic; and in the appreciation of the international role of republicans. Nationality, citizenship and eligibility have become increasingly relevant in sport, especially under current conditions where there is an increasing number of players who change their ?allegiances? for international sporting purposes. While it is reasonable to link such trends to wider processes of globalisation and accelerated migratory flows, it is also evident that national sporting representation is subject to the venal power of commercialism. The concern is that national representation has developed into a more strategic, planned and economically driven (...) activity that involves the overt collusion of national governing bodies and individual athletes. This paper evaluates the moral status of current international sporting representation (ISR) rules and practices as they relate to the Olympics. By drawing on de Coubertin's notion of ?sincere internationalism? and Walsh and Guilianotti's (2007) work on hyper-commercialisation in sport, we will attempt to demonstrate how some of the current practices and regulations of ISR are ethically problematic. We conclude that current ISR regulations are drawn too loosely and need to be amended in order to limit the moral pathologies identified. Our critique is informed by empirical data collected from members of the Welsh sports practice community. (shrink)

The central argument developed in this essay is that today we are seeing a proliferation of normative orders where once state normativity ruled and the dominant logic was toward producing a unitary normative framing. One synthesizing image we might use to capture these dynamics is that of a movement from centripetal nation-state articulation to a centrifugal multiplication of specialized assemblages. This multiplication in turn can lead to a sort of simplification of normative structures insofar as: these assemblages are partial and (...) often highly specialized formations centered in particular utilities and purposes. The valence of these particular utilities and purposes can range from the search for justice to narrow self-interest . While this is still a minor process in the larger scale of our geopolity, it signals the beginning of a multi-sited, though partial, disruption of its existing formal architecture. This raises questions about the future of crucial frameworks through which modern societies, economies, and polities have operated: the social contract of liberal states, social democracy as we have come to understand it, modern citizenship, and the formal mechanisms that render certain claims legitimate and others illegitimate in liberal democracies. Flags are conceptual representations that can prime nationalism and allegiance to one’s group. Investigating children’s understanding of conflict-related ethno-national flags in divided societies sheds light on the development of national categories. We explored the development of children’s awareness of, and preferences for, ethno-national flags in Northern Ireland, Kosovo, and the Republic of North Macedonia. Children displayed early categorization of, and ingroup preferences for, ethno-national flags. By middle-childhood, children’s conflict-related social categories shaped systematic predictions about other’s (...) group-based preferences for flags. Children of minority-status groups demonstrated more accurate flag categorization and were more likely to accurately infer others’ flag preferences. While most Balkan children preferred divided versus integrated ethno-national symbols, children in the Albanian majority group in Kosovo demonstrated preferences for the new supra-ethnic national flag. We discuss the implications of children’s ethno-national flag categories on developing conceptualizations of nationality and the potential for shared national symbols to promote peace. (shrink)

In this article, I shall evaluate critically the democratic citizenship education project in South Africa to ascertain whether the patriotic sentiments expressed in the Manifesto on Values, Education and Democracy (2001) are in conflict with the achievement of reconciliation and nation building (specifically peace and friendship) after decades of apartheid rule. My first argument is that, although it seems as if the teaching of patriotism through the Department of Education's democratic citizenship agenda in South African schools is a laudable initiative (...) that can contribute toward establishing a definitive break with our apartheid past, the expression of blind patriotic sentiments (such as pledging allegiance to one's country and its citizens only) as articulated in the Manifesto can potentially marginalise others (immigrant communities) as the country endeavours to build its fledgling democracy. My second argument is that the intended democratic form of patriotism of the Department of Education can possibly be undermined by cultivating a culture of ‘safe expression’, which could slow down the country's quest for reconciliation and nation building. The concern of this paper is to critique the political conception of nationalism as a theory of the nation-state. The basic point of the critique is that when the interests of the nation and the principles of the state coincide there emerges a fierce sense of national identity which endangers moral indifference to outsiders, the people within and outside the national boundary, without remorse. Here the attempt to uphold national identity is something more than nationhood. Besides involving (...) territorial identity, common language, custom and culture essential to the idea of a “nation,” it also upholds the consciousness of these as determining separate rights and allegiances, the idea of attachment to a nation and its interests. Such a consciousness can emerge only on the adoption of certain populist ideas such as racism, ethnicity and even such popular elusive myths as the “greatness” of a nation, the urge for the maintenance of “national character,” etc. Such “nationalist xenophobia” leads to the intensification of the distinction between the “own” and the “other,” “national” and the “alien,” the “citizen” and the “migrant” leading to “ethnic disharmony,” “colour bias,” hatred and suspicion of persons with whom one has lived closely as neighbours for decades. The most popular is the economic discourse of the “migrants” putting the “nationals” out of work. All this has its toll on multi-culturalism and humanitarian concerns. Many affluent nations have become cold to human misery, suffering and deaths from wars, terrorism, acute poverty, political persecution, environmental degradation, etc. This has created an “existential” crisis for millions of people on earth. Science 266 (7 October): 20-22, p. 20), Internet resources now receive numerous levels of organization, from basic directory listings (...) to elaborate "links" (cross-references to other Internet documents) that flash and glow in the dark. In many ways, the Internet functions as a direct extension of the traditional library. Following linked references across various sites is an electronic version of browsing library stacks, and the serendipitous discoveries made while "surfing the Net" recall the wonders of physically going "book-to-book." Although many of the Internet's best aspects augment library strengths by eliminating physical distance from sources, Net resources pose unique problems for researchers. It is not always clear who is responsible for the content of Web documents, when the document was produced, or how often (if ever) it is updated. Internet resource tools, then, must enable researchers to identify appropriate resources and to evaluate what they find when they get there. Web Research as Taking "Snapshots" Given the Internet's visual nature and fluid content, the process of conducting research on the Web has been likened to taking an informal picture of information on a specific date at a particular time. This metaphor also conveys the "zoom-in" aspect of searching through Web pages by going from general to specific categories. In the first section of this Scope Note, National Reference Center for Bioethics Literature (NRCBL) staff present a snapshot of bioethics resources taken during the spring months of 2000. Entries are divided into the categories of directories, electronic journals, full-text documents, news/current awareness, and teaching resources. In the two subsequent sections, this series of categories is repeated for entries on a specific topic within bioethics-genetics-and again for general search and evaluation tools. ABSTRACTSome people might argue that there are already too many different documents, guidelines, and regulations in bioethics. Some overlap with one another, some are advisory and lack legal force, others are legally binding in countries, and still others are directed at narrow topics within bioethics, such as HIV/AIDS and human genetics. As the latest document to enter the fray, the UNESCO Declaration has the widest scope of any previous document. It embraces not only research involving human beings, but addresses broader (...) concerns in medicine and healthcare. The UNESCO draft declaration has some minor weaknesses, but on the whole, the strengths outweigh the weaknesses. One weakness is that some items in the draft are stated in a way that is too restrictive, thereby appearing to rule out legitimate activities. A strength of the Declaration is that it is relatively brief, yet at the same time contains sufficient detail to make it something more than a rehearsal of mere pieties. As the most recent of the numerous bioethics and human rights documents, the UNESCO draft draws on many of the earlier documents and also includes some of the most recent thinking about ethical norms and obligations. Perhaps its greatest strength lies not in details of the principles or their implementation, but rather in its stature as an international declaration issued by a United Nations organization.
