This collective paper on radicalization and violent extremism part of the ‘Philosophy of education in a new key’ initiative by Educational Philosophy and Theory brings together some of the leading contemporary scholars writing on the most pressing epistemological, ethical, political and educational issues facing post-9/11 scholarship on radicalization and violent extremism. Its overall aim is to move beyond the ‘conventional wisdom’ associated with this area of scholarly research best represented by its many slogans, metaphors and other thought-terminating clichés. For much of its modern history, the notion of talent has been associated with the idea of ‘careers open to talent’. Its emancipatory promise of upward social mobility has radically transformed the distribution of advantaged social positions and has had a lasting influence on the very idea of social status itself. Nevertheless, unlike concepts traditionally associated with distributive justice, e.g. fairness, (in)equality, desert, equality of opportunity as well as justice itself, the notion of talent has received only limited examination. This (...) article discusses some of the most pressing problems and challenges arising out of a reductionist understanding of talents’ anatomy and a distorted characterization of their overall distributive value. In particular, it aims to address those issues revolving around talents’ anatomy existing conceptions of distributive justice leave either neglected or outrightly ignored. The introductory part outlines the basic egalitarian conception of equal opportunities and then proceed with the examination of fairness embedded in it. The central part of the paper identifies the key elements of talents’ anatomy. We then discuss some of the implications egalitarianism either leaves out of the discussion or neglects. In particular, we challenge the idea of moral arbitrariness as the key mechanism to discard talents as a form of unfair advantage in the process of competition for advantaged social positions. In the final part, we outline two fundamental problems that call into question the cogency of egalitarian conceptions of talent(s) as a form of unfair disadvantage. (shrink)

Malgré le progrès des connaissances de leurs mécanismes étiopathogéniques et la médicalisation de leur prise en charge, les pathologies démentielles restent très invalidantes sur le plan du maintien de l’autonomie dans les actes de la vie quotidienne et des relations interpersonnelles. Le terme de « démence » reste largement utilisé dans une acception évoquant non seulement la perte des fonctions cognitives et ses conséquences fonctionnelles, mais surtout l’altération de la relation perçue comme étrange et privée de sens. L’altération de la (...) dimension intersubjective de la relation nous semble un déterminant central de ces modifications relationnelles. Elle concerne le sens de soi, la relation interpersonnelle et la difficulté pour les proches à octroyer le statut de personne morale. On tente ici de démontrer que, dans les interactions avec les personnes âgées, et plus particulièrement celles souffrant de pathologie démentielle, la modification de la relation intersubjective se situe principalement au niveau de l’altération de l’« accordage affectif » tel que décrit par Daniel N. Stern dans ses travaux sur le développement précoce et la construction du sens de soi. Ces troubles de l’accordage affectif peuvent être rapprochés des risques de perte du statut de personne morale au sens où le phénoménologue Max Scheler le définit. This book offers a theoretical and epistemological-methodological framework as an alternative approach to the instrumental-descriptive methodology that has prevailed in psychology to date. Ayahuasca is a psychoactive substance from the Amazon rainforest regions of Peru, Colombia, Ecuador, and Brazil. Although its use originated among indigenous tribes in the Amazon basin, it has become increasingly popularized in Western society through the transnational markets of spirituality and religiosity driven by globalization, Postmodernity, and new forms of religious practice. In this paper, we will overview the arrival of ayahuasca in Uruguay by way of four different groups. We will then focus on one of these groups, (...) a holistic alternative therapies center, influenced by Peruvian shamanic traditions in the design of its ceremonies. Last we will introduce a “distributed cognition” model to explain ayahuasca rituals as a system of activity. (shrink)

El artículo presenta los resultados de una investigación sobre la violencia política en Perú y su actual incidencia en la crisis de legitimidad de las instituciones políticas democráticas. La metodología empleada supone la revisión documental y el tratamiento de otras fuentes sobre las múltiples maneras como el conflicto armado debilitó la credibilidad en los mecanismos y estamentos democráticos. Se presentan elementos concluyentes sobre la continuidad, durante y después del conflicto, de la desigualdad, la frustración en la búsqueda de la verdad (...) y justicia ante la violación de los derechos humanos como causas de la crisis e inestabilidad política en Perú. El artículo permitirá concluir con la grave crisis de gobernabilidad que atraviesa el país, que se traduce en prácticas corruptas que paralizan su desarrollo económico, marcando el paso de una crisis económica a una crisis política: un puente que une los años 1992 a 2018 y que deja como saldo una pérdida generalizada de confianza en la clase política y en las instituciones del poder público en Perú. During the 1990s, the Government of Peru began to aggressivelyprivatize agriculture. The government stopped loaning money to farmers' cooperatives and closed the government rice-buying company. The government even rented out most of its researchstations and many senior scientists lost their jobs. As part of this trend, the government eliminated its seed certification agency. Instead, private seed certification committees were set up with USAID funding and technical advise from a US university. The committees were supposed to become self-financing (bycertifying seed (...) grown by small seed producers) and each committee was supposed to encourage the development of a group of small seed-producing firms, clustered around the seedcertification agency. The amazing thing is that many of the seed committees actually accomplished these goals. The agronomists who staffed the committees stood by their jobs,even after US funding ended, even though the committees' income was (at best) modest, and occasionally under the threat of violence from the extreme left. Some seed certificationcommittees failed and others did not. Some of the problems with Peruvian agricultural liberalization can be seen in regard to the seed programs of maize, rice, potatoes, and beans. For example, the government abandoned most research, yet could not resist creating certain distortions in the seed market (e.g.,buying large amounts of seed and distributing them for political ends). This article discusses three aspects of the history of astrology in seventeenth-century Peru that are of larger interest for the history of science in Latin America: Creole concerns about indigenous idolatry, the impact of the Inquisition on natural philosophy, and communication between scholars within the Spanish colonies and the transatlantic world. Drawing mainly on the scholars Antonio de la Calancha, Juan de Figueroa, and Ruiz de Lozano, along with several Jesuits, the article analyzes how natural and medical astrology took (...) shape in Peru and how they fostered astronomical investigations of the southern skies. While natural and medical astrology, showing New and Old World influences, oscillated between orthodoxy and heterodoxy, and between scholasticism and new science, judicial astrology remained undeveloped. Toward the end of the seventeenth century the discourse about astrology took an unexpected turn, reflecting a newly invigorated moral and Christian reading of the heavens that was in part a response to a deep-rooted dissatisfaction with the failure of the extirpation of idolatry campaigns. Inscribing divine and cardinal virtues, the Virgin Mary, Christian saints, and Greco-Roman allegories into the heavens was considered a way to finally solve the problem of idolatry and to convey Creole greatness. Perú es uno de los destinos turísticos internacionales más reconocidos de Sudamérica. Buena parte de este desarrollo ha venido de la mano de la diversidad de su patrimonio cultural y natural, en el sentido más extenso de ambos. No obstante, la evolución turística del país ha estado condicionada por una historia política convulsa, especialmente durante el siglo XX. Los contextos socioeconómicos nacionales e internacionales han condicionado la potencialidad del fenómeno en el país, así como también el irregular apoyo y papel (...) del Estado peruano. En este sentido, este articulo revisa, desde un enfoque historiográfico, la relación entre la política y el turismo peruano, incidiendo en la segunda mitad del siglo XX, en la cual el boom turístico internacional coincide con los gobiernos civiles y militares de la década de los años 60-70, el auge de la violencia en los años 80 y el ascenso del fujimorismo de los 90. Todo ello, para explicar la propia inestabilidad de un sector en constante crecimiento desde el año 2000. (shrink)

Effective vaccines for COVID‐19 are already available to humankind. In Peru, 86 million doses were administered to cover the demand for 33 million Peruvian people. Hence, vaccination has been prioritized in groups: health personnel, subjects with pre‐existing health conditions and those over 65 years of age. However, given the social problems and the public health situation in Peru, this work defends that the priority of vaccination should be focused on the population living in extreme poverty. The method used (...) was an ethical argumentation on the distribution of scarce antiSARS‐CoV2 vaccine in Peru. This argument is based on the analysis of the Peruvian population living in extreme poverty, which presents different layers of vulnerability, and that, in the face of an eventual SARS‐CoV2 infection, these would be exacerbated one after the other, through a cascade effect. This scenario would give rise to new vulnerabilities to those already existing, causing greater damage. Vaccination efforts on this key population would give them the opportunity to continue to find ways to bring food to their homes, significantly reducing the risk of contagion in their environment and mitigating the devastating effect of the local diseases to which they are already exposed. Four objections related to this argument are raised with their corresponding responses. Priority access to the vaccine would significantly reduce the humanitarian harm to people living in extreme poverty, prevailing the principles of justice and equity. (shrink)

This paper discusses archaeological, historical, and contemporary ethnographic evidence for the use of the San Pedro cactus in northern Peru as a vehicle for traveling between worlds and for imparting the “vista” (magical sight) necessary for shamanic healers to divine the cause of their patients' ailments. Using iconographic, ethnohistorical, and ethnographic evidence for the uninterrupted use of this sacred plant as a means of access to the Divine and as a tool for healing, it describes the relationship between San (...) Pedro, ancestor worship, water/fertility cults and also the common symbolic associations between San Pedro and wind-spirits. It closes by suggesting that the more than 2000 year time-depth of using this plant as a means for accessing the realms of Spirit and as a tool for healing should serve to challenge the unfortunate tendency in the contemporary United States to consider this plant as a “recreational drug.”. La humanidad ya dispone de vacunas eficaces contra el COVID‐19. En Perú se administraron 86 millones de dosis para cubrir la demanda de 33 millones de peruanos. Para ello, se ha priorizado la vacunación en grupos clave: personal de salud, sujetos con condiciones de salud preexistentes y mayores de 65 años. Sin embargo, dada la problemática social y la situación de la salud pública en Perú, este trabajo defiende que la prioridad de la vacunación debe centrarse en la población que (...) vive en extrema pobreza. El método utilizado fue una argumentación ética sobre la distribución de la vacuna contra el COVID‐19 en Perú. Esta argumentación se basa en el análisis de la población peruana que vive en extrema pobreza, la cual presenta diferentes estratos de vulnerabilidad, y que, ante una eventual infección por SARS‐CoV‐2, se irían agravando uno tras otro, a través de un efecto en cascada. Este escenario daría lugar a nuevas vulnerabilidades de las ya existentes, causando mayores daños. Los esfuerzos de vacunación en esta población clave les brindaría oportunidad de seguir encontrando formas de llevar alimentos a sus hogares, reduciendo significativamente el riesgo de contagio en su entorno y mitigando el efecto devastador de las enfermedades locales a las que ya está expuesta. Se plantean cuatro objeciones relacionadas con este argumento, con sus correspondientes respuestas. El acceso prioritario a la vacuna reduciría significativamente el daño a las personas que viven en la extrema pobreza, haciendo prevalecer los principios de justicia y equidad. (shrink)

The name of “Peru” and the entities and beings it names first appeared “in an abyss of history” on “the edge of the world” in the early 1500s. In this essay I ask what hermeneutical truths or meanings the strange event that made the name of Peru both famous and historical holds for—and withholds from—any understanding of the meaning of colonial history. By way of a reading of Inca Garcilaso de la Vega’s rendering, in Los Comentarios Reales de (...) los Incas of “the origin and principle of the name of Peru,” I suggest that Peru’s name is itself an inaugural event that marks the founding void or abyss of colonial and postcolonial history, which is to say, of modern global history. This événemential void is not unoccupied, however. It is inhabited by another founding, mythopoetic figure of history: “the barbarian” whose speech is registered in the historian’s text. (shrink)

School tourism constitutes a source of learning to strengthen the cultural identity of students. The objective was to compare the development of school tourism in the educational institutions San Pedro Chanel and Carlos Augusto Salaverry. The Leiper space approach was used. The exhibition was constituted by 200 high school students and 20 teachers. The results show that there is statistically significant differences regarding the knowledge of the tourist resources of the province of Sullana. It was concluded that educational tourism is (...) a strategy that tries to bring the student closer to knowledge, awareness and assessment of tourist resources. (shrink)
