The release of genetically engineered organisms into the shared environment raises scientific, ethical, and societal issues. Using some form of democratic deliberation to provide the public with a voice on the policies that govern these technologies is important, but there has not been enough attention to how we should connect public deliberation to the existing regulatory process. Drawing on lessons from previous public deliberative efforts by U.S. federal agencies, we identify several practical issues that will need to be addressed if (...) relevant federal agencies are to undertake public deliberative activities to inform decision‐making about gene editing in the wild. We argue that, while agencies may have institutional capacity to undertake public deliberative activities, there may not be sufficient political support for them to do so. Advocates of public deliberation need to make a stronger case to Congress about why federal agencies should be encouraged and supported to conduct public deliberations. (shrink)

Against arealist background, the paper starts by demonstrating the horror of the very popular doctrine, “Worldmaking”, according to which a known world is partly constructed by our imposition of concepts. The rest of the paper aims to make worldmaking hard. (i) It rejects the usual episternological and semantic paths to Worldmaking arguing that they use the wrong methodology and proceed in the wrong direction. (ii) It considers the relation between Worldmaking and the response-dependency theory of concepts. Philip Pettit has proposed (...) a global version of that theory: all our concepts are response-dependent. Both fairness and efficiency are important considerations in market design and regulation, yet many regulators have neither defined nor measured these concepts. We develop an evidencebased policy framework in which these are both defined and measured using a series of empirical proxies. We then build a systems estimation model to examine the 2003–2011 explosive growth in algorithmic trading on the London Stock Exchange and NYSE Euronext Paris. Our results show that greater AT is associated with increased transactional efficiency and reduced (...) information leakage in top quintile stocks. For less liquid stocks, manipulation at the close declines. We also document the tradeoff between reduced spreads and increased manipulation or information leakage following the introduction of MiFID1. (shrink)

The philosophical significance of Dmitri Mendeleev’s successful predictions of the properties of gallium and scandium vis a vis the acceptance of the Periodic Table 1874–1886 has been debated recently. This author presents evidence that De Boisbaudran and Cleve both respectively predicted the possible existence of gallium and scandium, but on the basis of the old TRIAD methodology. This suggests that these successful Mendeleev predictions were therefore not independent corroboration of the concept of the Periodic System. Instead the significantly independent predictive (...) successes for Mendeleev’s system were the determination of the atomic weight of the known element uranium as 240 instead of the previously accepted 120 in 1874 and the isolation of germanium by Winkler in 1886. This article is concerned with ways better communication between engineers and their managers might help prevent engineers being faced with some of the ethical problems that make up the typical course in engineering ethics. Beginning with observations concerning the Challenger disaster, the article moves on to report results of empirical research on the way technical communication breaks down, or doesn’t break down, between engineers and managers. The article concludes with nine recommendations for organizational change to help prevent communications breakdown.

T.M. Scanlon has recently proposed what I term a ‘double attitude’ account of blame, wherein blame is the revision of one’s attitudes in light of another person’s conduct, conduct that we believe reveals that the individual lacks the normative attitudes we judge essential to our relationship with her. Scanlon proposes that this account justifies differences in blame that in turn reflect differences in outcome luck. Here I argue that although the double attitude account can justify blame’s being sensitive to outcome (...) luck, it cannot justify allocating blame differently when agents with the same attitudes differ only with respect to the luck-based outcomes of their actions. However, Scanlon’s own contractualist theory of morality can be invoked to show that the double attitude account is compatible with blame-based sanctions (e.g., compensation mandated when negligence or reckless result in harm) being sensitive to outcome luck. The resultant view of blame and luck remains desert-based while making sense of the common intuition that differences in outcome luck can matter to how lucky and unlucky individuals are justifiably treated. Bohr’s reply to Einstein, Podolsky, and Rosen’s argument for the incompleteness of quantum theory is notoriously difficult to unravel. It is so diffcult, in fact, that over 60 years later, there remains important work to be done understanding it. Work by Fine , Beller and Fine , and Beller goes a long way towards correcting earlier misunderstandings of Bohr’s reply. This essay is intended as a contribution to the program of getting to the truth of the matter, both historically and (...) philosophically. In a paper of this length, a full account of Bohr’s reply is impossible, and so I shall focus on one issue where it seems further clarification is required, namely, Bohr’s attempt to illustrate EPR’s argument by means of a thought experiment. In addition, I shall attempt to clarify a few other points which, however minor, have apparently contributed to misunderstandings of Bohr’s position. As the title of this paper suggests, an account of these few points does not constitute an account of Bohr’s reply, but it is an important step in that direction. (shrink)

The last decade has experienced a vivid enthusiasm to unravel the mystery of consciousness believed to be one of the major puzzles of human kind. We share this enthusiasm. Still, we feel that current models are incomplete suffering from a problem that we call the “small network argument”.

There has been a long-standing and sometimes passionate debate between physicists over whether a dynamical framework for quantum systems should incorporate not completely positive (NCP) maps in addition to completely positive (CP) maps. Despite the reasonableness of the arguments for complete positivity, we argue that NCP maps should be allowed, with a qualification: these should be understood, not as reflecting ‘not completely positive’ evolution, but as linear extensions, to a system’s entire state space, of CP maps that are only partially (...) defined. Beyond the domain of definition of a partial-CP map, we argue, much may be permitted. (shrink)

Taking a cue from Bohr’s use of the notion of a reference frame in his reply to EPR’s argument against the completeness (and consistency) of standard quantum theory, this paper presents an analysis ofthe role of reference frames in the situation considered by EPR, using a quantum‐theoretical account of physical reference frames based on the work of Mackey, and Aharonov and Kaufherr. That analysis appears to justify at least some crucial aspects of a Bohrian reply to EPR.

Meanwhile, 'Cinders,' who had been doing the chores (...) for centuries, has been magically transformed in recent times, decked out in new clothes by Richard Holmes, Claire Tomalin, Juliet Barker, Peter Ackroyd et al., and, as the millennium approached, celebrated and admired on all sides. At the start of the new century, literary biography remains in vogue. The bibliography that carries it forward is rolling, and there is no sign of it turning into a pumpkin. Why is Cinderella so popular?One obvious if superficial answer might be that literary biography is where literary people go who find the contemporary preoccupation with theory to be personally undernourishing and critically unenlightening; they would rather stay with the literary works themselves and with the lives, the minds, and the times that produced them. Yet it is not only literary biography that is thriving; life writing in general is the fastest-growing area of mainstream publishing, evidence for which can be seen in Waterstone's flagship store in London's Piccadilly, which devotes its prime ground-floor site to thousands of biographies. This commercial high profile is responding to an evident, if unfocused, need to look at other lives and understand them. Individual reasons for the popularity of biography range from prurient interest and hero worship to a, perhaps unrecognized, search for coherence and purpose in an age that is often disinclined either to accept institutional values or to respect traditional authority. The motives for this search usually include the desire for recognizable success, to which end the invention of a convincing identity is essential. Biographies offer models of how others live, face challenges, and cope with change; they are prime sites for studying ourselves. Curiously, this justification for biography as providing [End Page 44] a model for living was felt most strongly when this literary genre first emerged in the eighteenth century. The difference today is that the model has changed: Biography as a moral exemplum based upon Christian principles has been replaced in today's celebrity culture by the demand for models of success provided by public personalities. Nonetheless, whatever the range of satisfactions readers seek in biography, life writing offers, in one form or another, detailed pictures of widely different ways of living and amid these, perhaps, some clues to how an individual sense of identity might be shaped.Literary biographies (i.e., biographies of writers, not biographies with a particular literary quality) are a significant and, in some respects, a unique subgenre since they purport to offer access to the creative imagination. Considerations from evolutionary biology lead Michael Ruse, among others, to a naturalistic turn in philosophy. I assess some of the pragmatic and skeptical conclusions concerning ethics, religion, and epistemology that Ruse draws from his evolutionary naturalism. Finally, I argue that there is an essential tension between science and religion which forecloses the possibility of an ultimate reconciliation between the two as they are now understood.
