In recent essays, Jürgen Habermas endorses an account of political liberalism much like John Rawls'. Like Rawls, he argues that laws and public policies should be justified only in neutral terms, i.e. in terms of reasons that people holding conflicting world-views could accept. Habermas also, much like Rawls, distinguishes reasonable religious citizens, whose views should be included in public discourse, from unreasonable citizens in his expectation that religious citizens self-modernize. But in sharing these Rawlsian features, Habermas is vulnerable to some (...) of the same objections posed to Rawls. In this article I assess Habermas' ability to overcome two objections frequently posed to Rawls: (1) that religious citizens are unfairly expected to split their identities in public discourse, and (2) that the burdens of citizenship are asymmetrically distributed. I conclude that while he may be able to overcome the second, the first remains a problem for him. (shrink)

The development of empirical research methods in both the social and the natural sciences has had a deep impact on the self-conception of philosophy. Jürgen Habermas aims to strike a balance between two ways of understanding the relationship between philosophy and the sciences: between a conception of philosophy as an Archimedean point from which to view the human condition and a conception of philosophy as a mere artefact of Western culturally embedded assumptions. Against the first, Habermas aims to integrate the (...) resources and methods of the social sciences into philosophy and to deny that philosophy can proceed outside of historical and social contexts. On his view, philosophical knowledge is produced communicatively, through socially embedded dialogue. Against the second, Habermas claims fundamental questions about the human condition cannot be answered by purely social or natural scientific approaches. His “postmetaphysical” methodology aims to integrate empirical resources into philosophy without losing sight of what is unique to philosophy: namely, its ability to step back from the empirical data in order to reconstruct in a systematic way underlying universal truths about us, our societies and our place in the world. My aims in this paper are twofold: (1) to develop an account of a kind of respect for persons as reasoners which is motivated by John Rawls’ defense of reasonable pluralism on epistemic grounds, and (2) to demonstrate that this kind of respect vindicates a stronger civic duty to incorporate nonpublic comprehensive doctrines in public deliberation than Rawls provides in his account of public reason. I begin with a discussion of Rawls’ account of the epistemic sources of reasonable disagreement – (...) the burdens of judgment – and argue that this idea provides support for an important conception of respect currently absent in scholarship about norms of public deliberation. I then outline the conception of persons as reasoners and the corollary duties of respect that follow from the recognition of persons as reasoners. I conclude with a discussion of the implications of this conception of respect for the idea of public reason. (shrink)

Political philosophers have long focused on how to explain democratically legitimate governance under social conditions of pluralism. The challenge, when framed this way, is how to justify a common set of political principles without imposing controversial moral, religious, or metaphysical doctrines on one another. In this paper I propose an alternate starting point, replacing the concept of “social conditions of pluralism” with the background assumption that democratic societies must respond to “social conditions of strangerhood.” In the first section, I make (...) my case for viewing political relationships in terms of relationships with and as strangers, partly illustrated by empirical examples. In the second section, I explain why I think solutions to the challenges of democratic pluralism in terms of the support for public deliberation and reasoning are doomed to fail in addressing much deeper dilemmas posed by the persistence of governing as strangers to the extent that they depend on ties of cultural or epistemic familiarity and commonality. Finally, in the third section, I propose ways we might change our expectations of democratic legitimacy to better facilitate our political relationships with and as strangers. (shrink)
