If stem cell-based therapies are developed, we will likely confront a difficult problem of justice: for biological reasons alone, the new therapies might benefit only a limited range of patients. In fact, they might benefit primarily white Americans, thereby exacerbating long-standing differences in health and health care.
We report on the deliberations of an interdisciplinary group of experts in science, law, and philosophy who convened to discuss novel ethical and policy challenges in stem cell research. In this report we discuss the ethical and policy implications of safety concerns in the transition from basic laboratory research to clinical applications of cell-based therapies derived from stem cells. Although many features of this transition from lab to clinic are common to other therapies, three aspects of stem cell biology pose (...) unique challenges. First, tension regarding the use of human embryos may complicate the scientific development of safe and effective cell lines. Second, because human stem cells were not developed in the laboratory until 1998, few safety questions relating to human applications have been addressed in animal research. Third, preclinical and clinical testing of biologic agents, particularly those as inherently complex as mammalian cells, present formidable challenges, such as the need to develop suitable standardized assays and the difficulty of selecting appropriate patient populations for early phase trials. We recommend that scientists, policy makers, and the public discuss these issues responsibly, and further, that a national advisory committee to oversee human trials of cell therapies be established. **NB we did not reccommend a NAC, we think it might be appropriate**. Population-level biomedical research offers new opportunities to improve population health, but also raises new challenges to traditional systems of research governance and ethical oversight. Partly in response to these challenges, various models of public involvement in research are being introduced. Yet, the ways in which public involvement should meet governance challenges are not well understood. We conducted a qualitative study with 36 experts and stakeholders using the World Café method to identify key governance challenges and explore how public involvement can (...) meet these challenges. This brief report discusses four cross-cutting themes from the study: the need to move beyond individual consent; issues in benefit and data sharing; the challenge of delineating and understanding publics; and the goal of clarifying justifications for public involvement. The report aims to provide a starting point for making sense of the relationship between public involvement and the governance of population-level biomedical research, showing connections, potential solutions and issues arising at their intersection. We suggest that, in population-level biomedical research, there is a pressing need for a shift away from conventional governance frameworks focused on the individual and towards a focus on collectives, as well as to foreground ethical issues around social justice and develop ways to address cultural diversity, value pluralism and competing stakeholder interests. There are many unresolved questions around how this shift could be realised, but these unresolved questions should form the basis for developing justificatory accounts and frameworks for suitable collective models of public involvement in population-level biomedical research governance. But while most of the discussion has taken place within the context of the philosophy of mind and language, Terence Horgan and Mark Timmons (H8cT) have defended the intriguing suggestion that a variation on the original thought experiment has important consequences for ethics.' The process of dehumanization, or thinking of others as less than human, is a phenomenon with significant societal implications. According to Haslam's model, two concepts of humanness derive from comparing humans with either animals or machines: individuals may be dehumanized by likening them to either animals or machines, or humanized by emphasizing differences from animals or machines. Recent work in cognitive neuroscience emphasizes understanding cognitive processes in terms of interactions between distributed cortical networks. It has been found that reasoning about (...) internal mental states is associated with activation of the default mode network and deactivation of the task positive network ; whereas reasoning about mechanical processes produces the opposite pattern. We conducted two neuroimaging studies. The first examined the neural bases of dehumanization and its relation to these two brain networks, using images and voice-over social narratives which either implicitly contrasted or implicitly likened humans to either animals or machines. The second study addressed a discrepancy between findings from the first study and prior work on the neural correlates of dehumanization: using a design similar to prior work we examined neural responses to pictures of humans, animals and machines, presented without any social context. In both studies, human and humanizing conditions were associated with relatively high activity in the DMN and relatively low activity in the TPN. However, the non-human and dehumanizing conditions deviated in different ways: they demonstrated more marked changes either in the DMN or in the TPN. Notably, differences between the animal dehumanizing and humanizing conditions were most evident in regions associated with mechanistic reasoning, not in the mentalizing network. Conjunction analysis of contrasts from both paradigms revealed that only one region was consistently more active when participants saw human, a medial parietal region regarded as the central hub of the DMN. These findings provide a neural basis for Haslam's distinction between two types of dehumanization, and suggest that the DMN and TPN play opposing roles in creating a sense of moral concern. (shrink)
There is a large literature exploring the concept of ‘health promotion’. However, the meaning of the term remains unclear and contested. This is for at least two reasons. First, any definition of ‘health promotion’ is going to have to outline and defend an account of the notoriously controversial concept of ‘health’, and then suggest how (and why) we should promote it. Second, health promotion clearly has some overlap with ‘public health’, but it is far from clear how they are related. (...) Is health promotion part of public health or is health promotion a radically different type of activity from public health? Answering this question requires engaging with tricky professional as well as contentious conceptual issues. Some advocates of health promotion talk as though public health is problematic: seen as medical, physiological in focus and reductionist in approach, whereas health promotion, on this view, is focused on the whole person in a social environment. However, to an outsider this looks more like an attempt to artificially (and rather crudely) define and protect professional boundaries, rather than a contribution to conceptual analysis. There seems no good reason why public health cannot take into account the role of social, political, economic and cultural factors and their impact on health. Indeed, much work in public health does precisely this, and uses a wide range of methodologies drawn from non-medical disciplines such as geography, sociology and psychology, not just epidemiology. It seems much more sensible to see health promotion as being one vitally important aspect of the work of public health, rather than something markedly distinct. This paper provides a rationale for the inclusion of biotechnology courses in the secondary science curriculum. In years to come our students will need to make important political, moral and social decisions about their future and the future of others. If our students are to become informed decision makers they need to understand the theory, practice and ethical ramifications of biotechnology. Important topics related to biotechnology include euthanasia, human organ and tissue transplantation, reproductive technology, cloning, and the production and use (...) of genetically modified organisms. Science teachers have an obligation to help their students develop an understanding of these issues.Data is presented from two science teachers, Catherine and Mark, each of whom taught innovative Year 10 Biotechnology courses . The effectiveness of the courses in enabling students to better identify and resolve ethical issues is discussed. (shrink)

A number of philosophers defend naturalistic moral realism by appeal to an externalist semantics for moral predicates. The application of semantic externalism to moral predicates has been attacked by Terence Horgan and Mark Timmons in a series of papers that make use of their “ Moral Twin Earth ” thought experiment. In response, several defenders of naturalistic moral realism have claimed that the Moral Twin Earth thought experiment is misleading and yields distorted and inaccurate semantic intuitions. If they are (...) right, the intuitions generated by Moral Twin Earth cannot be appealed to in arguments against externalist moral semantics. The most developed case against the Moral Twin Earth argument that follows this strategy is found in a paper by Stephen Laurence, Eric Margolis and Angus Dawson. Here I argue that their attack on the Moral Twin Earth thought experiment fails. Laurence, Margolis and Dawson have not shown that we have reason to distrust the semantic intuitions it generates. Arid Waters is a photographic response to the growing crisis of water scarcity, which exists because our culture thinks of water as a commodity, or an abstract legal right, rather than the most basic physical source of life. The Water in the West Project began as a collaborative effort designed to present an artistic response to water as a social issue. Photography historian Ellen Manchester and the photographers - Mark Klett, Terry Evans, Laurie Brown, Peter Goin, Robert Dawson, (...) Martin Stupich, Gregory Conniff, and Wanda Hammerbeck - address the question: How can photography contribute to the urgent public debate over water use and allocation? Project members prepared an exhibition of their work, defining it as a laboratory and emphasizing the process of working through ideas. Contact prints and numerous work prints were displayed on the walls of the Sheppard Fine Art Gallery at the University of Nevada, Reno, and simultaneously the Nevada Humanities Committee sponsored a conference entitled "Water in the Arid West." Participants included historians, writers, ranchers, politicians, lawyers, students, and community members. Arid Waters documents the evolution of the Water in the West Project from its inception as a group collaboration to the foundation of an archive. Ellen Manchester, codirector of the Water in the West Project, has written an informative introduction that provides a historical perspective for the collaboration. Including 59 photographs from the eight photographers, Arid Waters is a testimony to the role photography has played in western history. (shrink)
Anyone interested in the relationship between culture and the intellectual life, has no doubt turned to the works of Christopher Dawson. This collection of ten essays from a recent conference at Oxford acts as an excellent commentary on Dawson’s main academic concerns: recovering history as a philosophical-theological category, and the reintegration of the disciplines so as to provide future generations with an understanding of culture in the truest sense of the term. As John Morrill points out in his (...) introductory essay, Dawson’s “passionate commitment to metahistory and his proclamation of the deeply moral purpose of the historian” —although out of favor in some academic circles—marks his as a unique voice in the search for truth. Dawson’s daughter, Christina Scott, offers the reader some otherwise inaccessible insights into her father’s life, especially regarding his early interest in Augustine’s De civitate Dei and Gibbon’s Decline and Fall. Aidan Nichols, OP provides a bigger picture. His essay, “Christopher Dawson’s Catholic Setting,” highlights the “theology of culture” affecting all parts of English life during the earlier part of this century: the literature, art, architecture, and philosophy that brought “a Catholic sensibility to bear on cultural life”. The Chelsea set, a vibrantly orthodox Catholic salon to which Dawson belonged, centered their thought around the Neo-Thomism of Gilson and Maritain, the literature of Fumet and Julian Green, as well as the social thought of Emmanuel Mounier. According to the thesis of the extended mind (EM) , at least some token cognitive processes extend into the cognizing subject's environment in the sense that they are (partly) composed of manipulative, exploitative, and transformative operations performed by that subject on suitable environmental structures. EM has attracted four ostensibly distinct types of objection. This paper has two goals. First, it argues that these objections all reduce to one basic sort: all the objections can be resolved by the provision of an (...) adequate and properly motivated criterion—or mark—of the cognitive. Like much in this book, the title and dust jacket illustration are clever. The first evokes Hume's remark in the Treatise that ‘Reason is, and ought only to be the slave of the passions.’ The second, which represents a cross between a dance-step and a clinch, links up with the title and anticipates an example used throughout the book to support its central claims: that Ronnie, unlike Bradley, has a reason to go to a party – namely, that there will (...) be dancing at the party – because Ronnie, unlike Bradley, loves dancing. So, the explanation of why Ronnie's and Bradley's reasons differ lies in their respective psychologies.Schroeder argues for a version of the Humean Theory of Reasons he calls Hypotheticalism, which says that every reason is explained by a desire in the same way as Ronnie's is. Schroeder argues that on almost every count, Hypotheticalism is as good as, or preferable to, the Humean and non-Humean alternatives; and he defends it against an array of objections. For example, he explains that while Hypotheticalism claims that ‘desires have to serve in the explanation of every reason because desires are part of the correct analysis of reasons’, it does not claim that a desire that explains a reason is part of that reason: rather it is a background condition for it. Mark Balaguer’s project in this book is extremely ambitious; he sets out to defend both platonism and fictionalism about mathematical entities. Moreover, Balaguer argues that at the end of the day, platonism and fictionalism are on an equal footing. Not content to leave the matter there, however, he advances the anti-metaphysical conclusion that there is no fact of the matter about the existence of mathematical objects.1 Despite the ambitious nature of this project, for the most part Balaguer does not (...) shortchange the reader on rigor; all the main theses advanced are argued for at length and with remarkable clarity and cogency. My project in Being For is both constructive and negative. The main aim of the book is to take the core ideas of meta-ethical expressivism as far as they can go, and to try to develop a version of expressivism that solves many of the more straightforward open problems that have faced the view without being squarely confronted. In doing so, I develop an expressivist framework that I call biforcated attitude semantics, which I claim has the minimal structural features required (...) in order to solve some of these open problems facing expressivism. I take biforcated attitude semantics to prove that expressivism is a coherent and interesting hypothesis about the semantics of natural languages.So much for the constructive part; having argued that biforcated attitude semantics incorporates the minimal moves required in order to solve a few of the more pressing open questions facing expressivism, I use it in order to productively constrain what an expressivist answer to further open questions must look like. The results, I end up arguing, are ultimately not promising; the very same structural features that expressivists need in order to answer so simple a problem as to explain why ‘P’ and ‘∼P’ are inconsistent sentences lead to a very general problem about how ordinary, non-moral sentences are to end up with the right truth-conditions, and though I show how to finesse this problem for some simple constructions – truth-conditional connectives and the quantifiers – I ultimately argue that it can’t be done for the full range of constructions in natural languages – including terms like modals, tense and binary quantifiers like ‘most’. By examining a broad sweep of pedagogical and philosophical material from antiquity to the late seventeenth century, Dr Dawson explains why language caused anxiety in writers such as Montaigne, Bacon, Descartes, Hobbes, Gassendi, Nicole, Pufendorf, Boyle, Malebranche and Locke. One of the hallmarks of the early modern rationalists was their confidence that a great deal of metaphysics could be done by purely a priori reasoning. They thought so at least partly because they inherited via Descartes Anselm's confidence that the existence of God could be established by purely a priori reasoning in an ontological argument. They also inherited a Thomistic and scholastic confidence that the concept of God as supremely perfect being, if subjected to serious and deep analysis, would (...) yield sound doctrine. Descartes, Spinoza, and Leibniz all three took it that they had in their stock of ideas an idea of God sufficiently clear and detailed that a little analytic work could produce real metaphysical results, not only about God himself, but also about the universe in which they found themselves.
