This article discusses the significance of international borders in Europe and Northeast Asia during the Cold War (1945–1989) and after. Using the concept of ‘moral hazard’, the article examines what happens when great powers frequently violate the borders of neighboring countries without suffering adverse repercussions. Norms of sovereignty and territorial integrity are viable only if large countries are willing to uphold them most of the time. The Soviet Union used or threatened to use military force against East European countries on (...) numerous occasions (1953, 1956, 1968, and 1980–1981) with impunity. The Russian Federation adopted a broadly similar policy toward neighboring countries that had been republics of the Soviet Union until 1991. Russian forces in Georgia, Moldova, Tajikistan, Belarus, and Ukraine served as instruments of Russian hegemony in those countries. Until 2014, Western governments made little or no effort to deter or counter Russian military encroachments in neighboring republics. By the principle of moral hazard, leaders in the Kremlin came to believe that they could act with a free hand in the former USSR. (shrink)

Media coverage of migration and migrants can exert considerable influence on the public’s understanding of and attitudes towards migration. During the peak of what has been called ‘the refugee crisis’ in 2015, heated discussions about immigration and its possible impact filled the media landscape. This study focuses specifically on the news framing of insecurities regarding immigration, exploring what we have termed ‘uncertainty frames’ in the coverage of refugees, asylum seekers and immigrants. This study will thus lend empirical support to a (...) novel attempt to combine the concepts of uncertainty, risk, and framing. These frames were analyzed within French and Austrian media from 2015 to 2016. Drawing on a content analysis of tabloid and broadsheet articles, different types of uncertainty frames (economy, values, society, etc.) as well as different types of solution frames (the kind of solutions provided for the issue of immigration) were examined. Results suggest that even though all frames decrease in salience over time, important variations in different types of uncertainty frames do appear. It is argued that frames related to abstract issues seem to stay more salient throughout time in both countries. (shrink)

Diese Publikation handelt von der Beziehung zwischen dem Staat und dem Islam im allgemein-politischen und im schulischen Kontext, wobei der Islam neben anderen islamischen Institutionen in erster Linie von der Islamischen Glaubensgemeinschaft in Österreich (IGGÖ) vertreten wird. Der IGGÖ - ebenso wie anderen Kirchen und Religionsgesellschaften (KuR) - werden im österreichischen Religionsrechtssystem weitreichende Autonomierechte eingeräumt, vor allem in der Schule in Form eines konfessionellen Religionsunterrichts (RU). Zur Erforschung dieser Beziehung in der Schule wird ein rechts- und politikwissenschaftlicher Blick auf die (...) rechtlichen Rahmenbedingungen und die soziale Wirklichkeit des Islams und des RU der IGGÖ (IRU) in Wiener Mittelschulen geworfen. Konsequenterweise wird auch auf die verschiedenen involvierten Akteur*innen geblickt, insb. auf muslimische Schüler*innen und Eltern, Religionslehrer*innen, Fachinspektor*innen und sonstige Autoritäten der IGGÖ sowie Schuldirektor*innen, Bildungsdirektionen und das Bildungsministerium. Dafür wurden im Rahmen einer qualitativen Sozialforschung sieben (Schul-)Autoritäten der IGGÖ (IGGÖ-SA) als 'Vertreter*innen des Islams' und sechs Wiener Mittelschuldirektor*innen (MSD) als 'staatliche Vertreter*innen' interviewt. Die Interviews verfolgten drei Zwecke: 1) die Ergründung negativer rechtlicher, politischer, gesellschaftlicher und religionsgesellschaftlicher Einflussfaktoren auf die allgemeine Beziehung zwischen dem Staat und dem Islam bzw. der IGGÖ (und den Muslim*innen); 2) die Erhebung von Herausforderungen, Spannungen und Konflikten sowie Idealvorstellungen in der schulpolitischen, -bürokratischen, -organisatorischen, individuellen und korporativen Beziehungsdimension, sowie 3) die Erforschung von persönlichen Einstellungen und Haltungen von IGGÖ-SA und MSD zum Islam und dem IRU in der Schule sowie - vonseiten der IGGÖ-SA - zum Staat und der Gesellschaft. Während der dritte Zweck in dieser Publikation nur eine untergeordnete Rolle einnimmt, liegt das Hauptaugenmerk auf den abstrahierten Spannungsfeldern des 'gelebten Rechts' im Sinne der sozialen Wirklichkeit in den entsprechenden Beziehungsdimensionen, die in einer rechtssoziologischen Analyse dem normativem Recht gegenübergestellt und entlang idealtypischer Einstellungen und Haltungen auf Ursachen, Wirkungen und Lösungen untersucht werden. Die Analysethemen umfassen mitunter die Einbeziehung von Fachinspektor*innen für Religion in die Bildungsdirektionen, den Streit über die Abkürzung der IGGÖ für die Eintragung in Zeugnisse, die Schwierigkeiten in der Organisation mit dem RU, das (religiöse) Verhalten muslimischer Schüler*innen und Eltern in der Schule sowie die Grenzen der Lehre im IRU im Rahmen der staatsbürgerlichen Erziehung. Diesbezügliche Idealvorstellungen zu den Herausforderungen ermöglichen abschließend aus einer sozialintegrativen und pluralistischer Perspektive der IGGÖ-SA die Konturierung eines Österreichischen Islams bzw. eines idealtypischen IRU. Kramer was one of the most visionary musical thinkers of the second half of the 20th century. In his The Time of Music, he approached the idea of the many different ways that time itself is articulated musically. This book has become influential among composers, theorists, and aestheticians. Did Erasmus of Rotterdam reject all philosophy, or rather did he have a very special understanding of it as, at its best, a way of life? This study attempts to answer this question. The work reconstructs his concept of philosophy.

The ancient Western conception of philosophy as a way of life was eclipsed as philosophy became an academic discipline, a development that peaked under the influence of 13th-century scholasticism. Domański both traces this development and explores how some resisted it.

Two aspects of cognitive coupling, as brought forward in the Extended Mind Hypothesis, are discussed in this paper: how shall the functional coupling between the organism and some entity in his environment be spelled out in detail? What are the paradigmatic external entities to enter into that coupling? These two related questions are best answered in the light of an aetiological variety of functionalist argument that adds historical depth to the “active externalism” promoted by Clark and Chalmers and helps to (...) counter some of the core criticisms levelled against this view. Under additional reference to conceptual parallels between the Extended Mind Hypothesis and a set of heterodox theories in biology—environmental constructivism, niche construction, developmental systems theory—an argument for the grounding of environmentally extended cognitive traits in evolved biological functions is developed. In a spirit that seeks to integrate extended functionalism with views from cognitive integration and complementarity, it is argued that instances of environmental coupling should be understood as being constitutive to cognitive functions in either of two distinct ways. It is further argued that the historically and systematically prior environmental counterparts in that coupling are features of the natural environment. Language and linguistically imbued artefacts are likely to have descended from more basic relations that have an extension over the environment. (shrink)

Organizations have increasingly relied on team-based reward systems to boost productivity and foster collaboration. Drawing on the literature on ethics and justice as well as appraisal theories of emotion, we examine how team-based reward systems can have an insidious side effect: They increase the likelihood that employees remain silent when observing a team member engage in unethical behavior. Across four studies adopting different methods, measures, and samples, we found consistent evidence that people are less likely to report (i.e., speak up (...) or provide anonymous feedback about) a team member’s unethical behavior in team-based than in individual-based reward systems. Furthermore, our research reveals that this effect is primarily driven by a decrease in the experience of moral anger, which subsequently leads to a decreased likelihood of reporting unethical behavior when it benefits the team rather than the individual. We do not find support for perceived indirect benefit or envy as alternative explanations, suggesting that the decision to report a team member’s unethical behavior is not driven by calculative and selfish motives, but by moral motives. Finally, we establish that the effect is contingent on the observer and the perpetrator being members of the same team; it dissipates when the observer and the perpetrator are part of different teams. Our work contributes to research on reward systems and business ethics and provides practical implications for human resource practices. (shrink)

Many theorists have defended the claim that collective entities can attain genuine agential status. If collectives can be agents, this opens up a further question: can they be conscious? That is, is there something that it is like to be them? Eric Schwitzgebel argues that yes, collective entities, may well be significantly conscious. Others, including Kammerer, Tononi and Koch, and List reject the claim. List does so on the basis of Tononi’s Integrated Information Theory of consciousness. I argue here that (...) List’s rejection is too quick, and that groups can, at least in principle, display the kind of informational integration we might think is necessary for consciousness. However, group consciousness will likely differ substantially from the individual experiences that give rise to it. This requires the defender of group consciousness to face up to a similar combination problem as the panpsychist. (shrink)

There have been attempts to subsume Charles Darwin's theory of evolution under either one of two distinct intellectual traditions: early Victorian natural science and its descendants in political economy (as exemplified by Herschel, Lyell, or Malthus) and the romantic approach to art and science emanating from Germany (as exemplified by Humboldt and Goethe). In this paper, it will be shown how these traditions may have jointly contributed to the design of Darwin's theory. The hypothesis is that their encounter created a (...) particular tension in the conception of his theory which first opened up its characteristic field and mode of explanation. On the one hand, the domain of the explanandum was conceived of under a holistic and aesthetic view of nature that, in its combination with refined techniques of observation, was deeply indebted to Humboldt in particular. On the other hand, Darwin fashioned explanations for natural phenomena, so conceived, in order to identify their proper causes in a Herschelian spirit. The particular interaction between these two traditions in Darwin, it is concluded, paved the way for a transfer of the idea of causal laws to animate nature while salvaging the romantic idea of a complex, teleological and harmonious order of nature. The aim of this paper is to grasp the relevant distinctions between various ways in which models and simulations in Artificial Intelligence (AI) relate to cognitive phenomena. In order to get a systematic picture, a taxonomy is developed that is based on the coordinates of formal versus material analogies and theory-guided versus pre-theoretic models in science. These distinctions have parallels in the computational versus mimetic aspects and in analytic versus exploratory types of computer simulation. The proposed taxonomy cuts across the (...) traditional dichotomies between symbolic and embodied AI, general intelligence and symbol and intelligence and cognitive simulation and human/non-human-like AI. -/- According to the taxonomy proposed here, one can distinguish between four distinct general approaches that figured prominently in early and classical AI, and that have partly developed into distinct research programs: first, phenomenal simulations (e.g., Turing’s “imitation game”); second, simulations that explore general-level formal isomorphisms in pursuit of a general theory of intelligence (e.g., logic-based AI); third, simulations as exploratory material models that serve to develop theoretical accounts of cognitive processes (e.g., Marr’s stages of visual processing and classical connectionism); and fourth, simulations as strictly formal models of a theory of computation that postulates cognitive processes to be isomorphic with computational processes (strong symbolic AI). -/- In continuation of pragmatic views of the modes of modeling and simulating world affairs, this taxonomy of approaches to modeling in AI helps to elucidate how available computational concepts and simulational resources contribute to the modes of representation and theory development in AI research—and what made that research program uniquely dependent on them. Adorno und Kierkegaard trennen Welten. Dennoch hat sich der kritische Theoretiker der Gesellschaft zeitlebens intensiv mit dem religiösen Schriftsteller und Vater der Existenzphilosophie aus dem 19. Jahrhundert beschäftigt. Das vorliegende Buch untersucht die vielfältigen Motive dieses spannungsvollen Verhältnisses, von der Soziologie der Innerlichkeit bis zur Ästhetik. Grundlage ist die eingehende Analyse von Adornos Erstlingswerk und anderer Texte über den Dänen. Gleichwohl gilt es, dessen Denken auch in seiner Eigenständigkeit zu berücksichtigen. Denn nur wo beide auf Augenhöhe behandelt werden, lässt sich (...) die Frage nach dem Einfluss Kierkegaards auf Adorno stellen. Eine Antwort ist die Forschung bisher weitgehend schuldig geblieben, entweder weil sie sich die Deutung des Frankfurters zu eigen gemacht, oder diese umgekehrt als verfehlt abgetan hat. Was ihn mit Kierkegaard zugleich verbindet und entzweit, ist die Kritik des Deutschen Idealismus und die Radikalität, mit der das moderne autonome Subjekt als entfremdetes bestimmt wird. Überraschen mag die Erkenntnis, dass sie vor diesem Hintergrund und im Rückgriff auf Kant den Möglichkeitsspielraum individueller Praxis und der Ethik im engeren Sinne durchaus ähnlich bewerten. Sehnen wird als Mangel gedeutet, durch den sich das Universum als Ganzes und in seinen Bestandteilen unablässig umgestaltet. In diesem Sinn erweisen sich Fehler und Mängel als ein allgemeines Prinzip der Verbesserung und der permanenten Umgestaltung. Das Weltall hat von Anbeginn an auch eine Sehnsucht nach Sprache und Kultur, nach Geist und Bewusstheit. Die Sehnsucht der Materie setzt sich in Denkern und Forschern fort, (...) um mithilfe der neuen Technologien die Spezies Mensch zu überwinden. Dagegen etablieren sich Wege in eine offene Zukunft, die Raum für Sehnsucht, Reflexion und Mangel lässt. (shrink)

Die Jahrmilliarden dauernde Entwicklung und Erfahrung hat die Zellen unaufhörlich verbessert, verfeinert und enorm widerstandsfähig gemacht, weshalb sie einer Überwindung des Menschen entgegenstehen. Umweltzerstörung, Klimawandel und Pandemie gehören zusammen. Doch gegen das entfremdete Handeln des Menschen entwickelt sich ein neues Weltverhalten: Als Folge der unheilvollen Entwicklung für das Leben (...) auf der Erde macht es eine praktische und poetische Haltung des Respekts, der Verantwortung und des aktiven Lassens möglich. Konfuzius, Chinas grosser Weiser, ist 1974 wieder einmal von seinen modernen Landsleuten unter Beschuss geraten. In diesem Buch wird das radikal-kritische Bild, das man damals von Konfuzius aufstellte, anhand der Originalquellen uberpruft. Durch diese Methode der Gegenuberstellung versucht der Autor zu zeigen, dass die wahren Anliegen des Meisters und seiner Schule klarer und aktueller zutage treten. Insbesonde sollte deutlich werden, dass Konfuzius' tiefe Einsichten in das menschliche Wesen von einem unerschutterlichen, religios zu nennenden Glauben getragen wurden. In der Post-Mao-Ara sind (...) die Konfuziuskritiker bereits langst wieder selber kritisiert und der Meister teilweise positiver bewertet worden. Der Anhang gibt davon ein gutes Beispiel. Fur den nicht eingeweihten westlichen Leser aber ist die innerchinesische Konfuziusdiskussion nicht ohne weiteres verstandlich. Daher bemuht sich der Autor, die wichtigsten Daten uber Leben und Lehre des Meisters systematisch zu rekonstruieren. Manche Einzelheiten werden dabei neu uberpruft, und die vielen Zitate sind alle neu ubersetzt worden. Somit durfte diese Studie fur Fachleute wie auch fur Laien von Interesse sein. Konfuzius, Chinas immer wieder entthronter Heiliger, der ubrigens nie einen Thron innehatte, wird in seinem Lande noch lange Zeit aktuell bleiben. Daruberhinaus bleibt er eine der grossen Gestalten der Weltgeschichte, die der Menschheit in der Suche nach der wahren Menschlichkeit leuchtend vorangegangen sind.". (shrink)
