I explore philosophically the phenomenon of home wireless networks as used to share broadband Internet connections. Because such networks are frequently unsecured, third parties can use them to access the Internet. Here I consider carefully whether this kind of behaviour should be properly called theft. I begin with a brief non-technical introduction to 802.11 wireless networks. Subsequently, I present a four part argument – appealing to the unsecured nature of the networks discussed, entrenched software and hardware behaviours, trespass law, and (...) the openness of ‹public park’ spectrum – suggesting that this kind of behaviour is permissible and should not be construed as theft. Substantively, I conclude that, despite the quite compelling considerations that these arguments bring to bear, this behaviour is theft. Additionally, I draw attention to significant flaws in the design and implementation of wireless technology (specifically in the out-of-the-box configuration for wireless access points and in the wireless connectivity of early versions of Windows XP) that facilitate the intentional and unintentional theft of Internet bandwidth. I suggest some simple mechanisms that could be incorporated into the technology which would serve to remove the ethical ambiguity in its usage by third parties, including adding the ability for a network owner to explicitly mark her network as not for public use,␣and changes to default hardware and software behaviours. I conclude by encouraging increased use of value-sensitive design practices in the development of future wireless technologies. (shrink)

One result of this note is about the nonconstructivity of countably infinite lotteries: even if we impose very weak conditions on the assignment of probabilities to subsets of natural numbers we cannot prove the existence of such assignments constructively, i.e., without something such as the axiom of choice. This is a corollary to a more general theorem about large-small filters, a concept that extends the concept of free ultrafilters. We investigate whether the display of portfolio performance as coming from one large portfolio or two smaller subportfolios matters to individuals and whether prospect theory can explain this preference. To this end, we run a large survey experiment of 3267 individuals in 5 European countries presenting an identical overall return as coming from one portfolio or two smaller subportfolios to individuals. We also elicited the coefficients of the prospect theory value function through price list lotteries. In losses, following prospect theory (...) and mental accounting predictions, we observe emprically a preference for the display of returns as coming from 2 subportfolios, one displaying a small gain and the other a large loss, over a unique portfolio displaying the aggregated resulting loss. As expected, for an overall gain, individuals favor one portfolio over two subportfolios, one displaying a small loss and the other a larger gain. The shape of the value function does not explain individuals’ preferences. The reference point seems to be the main factor involved in explaining individuals’ choice of two subportfolio presentations of the outcome. (shrink)

The present article draws a map of the results that the major Belgian political parties, as well as strictly local candidates have obtained in the local elections of october 10, 1976.These first elections within the newly merged municipal circonscriptions have substantially altered the nature of the lists of candidates. Henceforth, the local-scale politica! image shows a strong similarity with the image, seen in general elections. The two most important political formations, the CVP in the Flemish part of the country, and (...) the PSB in the Walloon part, each maintain the dominant position in their respective territory. In the electoral district BrusselsCapital, the PDF has strengthened its position in comparison with the former local elections of 1970.The evolution in the local electoral process shows that the partypolitical influence has become decisive in most communes, whereas before, and mainly in the many small size communes, the purely local character was preponderant. In these latest local elections, the average number of lists of candidates has increased ; therefore, one may say that the mergers of communes have had a positive effect on the actual possibilities forelectoral competition. Political power in Brussels is not distributed randomly over its area. There is hardly any political power situated in districts with a very low socio-economic status, white there is an overconcentration of political power in districts with a high SES in relation to their population. The residents of very low SES districts are deprived in two ways : almost no power is situated in their districts and the office bolders who do live in them are generally among the least powerful.It (...) is noted that the power of the Dutch-language parties is distributed over the Brussels agglomeration in another way than the French-language parties. The power of the Dutch-language parties is situated primarily in low SES districts, while French-language parties have their power mainly in districts with a high SES.The lack of political power of very low SES districts is not new. Since World War II, there has never been much power located in the zones where the part of the population that occupies the base of the production process lives. Democracy is still not able to prevent the formation of areas within the Brussels agglomeration in which the residents have a very small share in the power of the political parties. (shrink)

Belgium is a rare example of a centralist state who federalized itself in a peacefull way by several steps since 1970. This process - still going on - is fundamentally provoked by the development of two subnations within the Belgian body: the flemish and the walloon. Within both of these nationalist movements there was a small elite who saw each other as allies in the struggle for federalization. They took contact during the sixties, a decade of heavy nationalistic agitation.Studying (...) these contacts makes clear that the alliance had no fundaments in the broader base of the movements. But still they are necessary to understand the previous history of the federalization process. (shrink)

An understanding of factors influencing the decision of rural people to keep sheep and/or goats is crucial when formulating technologies and policies that support village-based small ruminant production. The knowledge of such factors will also improve assessment of impact intervention strategies on the livelihoods of rural people. Structured questionnaires administered in 228 households were used to study the ownership patterns of small ruminants in southern Benin. The ownership of goats was higher (91%) than sheep (35%) because goats are (...) not affected by any ethnic or cultural restrictions. Goats are also perceived to be a less risky to invest into compared to sheep. Women represented 71% of the keepers of goats. Predictive models of ownership were developed using logistic regression. The results showed that younger household members (p < 0.05) especially young women (60%) are more likely to own small ruminants. Owners of small ruminants are less likely to be involved in off-farm activities and would often have no access to credit facilities. Gender, ethnicity, and perception of risk associated with species are the major factors affecting people’s choice of species. These findings highlight the financing and insurance roles that small ruminants, particularly goats, are playing in the study area. In order to develop suitable technologies and formulate policies to improve productivity and enhance livelihoods, the constraints to goat production need to be identified, and the local knowledge of the keepers should be investigated. There has been little serious work to integrate the constructionist approach and the cognitive approach in the domain of race, although many researchers have paid lip service to this project. We believe that any satisfactory account of human beings’ racialist cognition has to integrate both approaches. In this paper, we propose a step toward this integration. We present an evolutionary theory that rests on a distinction between various kinds of groups (kin-based groups, small-scale coalitions and ethnies). Following Gil-White (1999, (...) 2001a, b), we propose that ethnies have raised specific evolutionary challenges that were solved by a specific evolved cognitive system. We suggest that the concept of race is a by-product of that mechanism. To integrate the social constructionists’ and the cognitive theorists’ insights, we rely on the psychology that underlies Boyd and Richerson’s theory of cultural evolution (Boyd and Richerson 1985, forthcoming). Of the thousands of HMs that have arisen over the ages, only a small number survive today, drawing their power and longevity mostly from their superior ability to act as a placebo within the context of modern-day culture, rather than through any other mode of action.When it comes to HMs, Western scientific culture has not yet evolved beyond a pre-scientific stage (Fancher 1995). Suppose that we acquire various items of information from various sources and that our degree of confidence in the content of the information set is sufficiently high to believe the information. Now a new item of information is being presented by a new information source. Are we justified to add this new item of information to what we already believe? Consider the following parable: “I go to a lecture about wildlife in Greenland which was supposed to be delivered by an (...) expert in the field. When I arrive I notice that the expert has excused himself and that the biology department has sent a newcomer to fill in for him. I have no beliefs about wildlife in Greenland, but I do have some beliefs about Greenland’s climate and about the kinds of climate conditions that various types of wildlife favor. Suppose that our newcomer proclaims that large colonies of elk roam in a particular valley on the southern tip of Greenland. Then I would certainly be willing to accept this item of information. But suppose that he proclaims that large colonies of armadillos roam in the same valley. Then I would not be willing to accept this item of information. Why do I accept the former but not the latter item of information? Let us suppose that neither item of information is logically inconsistent with what I already believe. Clearly, the former item of information is not inconsistent. But also the latter item is not: after all, there may be small pockets of Greenland with special climatological conditions and some Texan sailors may have set loose a pair of armadillos as a practical joke. But whereas the former item of information is quite plausible given my previous beliefs, the latter item of information is not. And this is what makes for the difference. Now suppose that our newcomer proclaims that large colonies of wild boars roam this valley in Greenland. I am not that sure anymore. Given everything I believe, I find wild boars in Greenland more plausible than armadillos in Greenland, but certainly less plausible than elk in Greenland. Had our expert presented the lecture and provided precisely the 2 same information, then I would have been willing to adopt the belief that there are wild boars in Greenland, but, with our newcomer delivering the lecture, I am not willing to do so. It is not that I would believe anything out of the expert’s mouth: also he could not have convinced me that there are armadillos in Greenland. But when it comes to wild boars, the difference between the expert’s and the newcomer’s credentials simply makes for the difference.” What we learn from this story is that the question of belief expansion has something to do with the reliability of the information source as well as with the plausibility of the new information, given what I already believe. The more reliable the information source is, the less plausible the new information needs to be given what I already believe, for me to be justified to add the belief to our belief set. In a newly designed collaborative online music course, four musical novices unknown to each other learned to play the clarinet starting from zero. Over the course of 12 lessons, a special emphasis was placed on creativity, mutual interaction, and bodily movement. Although addressing these dimensions might be particularly challenging in distance learning contexts, a thematic analysis of semi-structured interviews with the learners revealed how the teaching approach proposed has generally facilitated learning. Qualitative findings highlight the importance of establishing meaningful relationships (...) with the musical instrument as well as with other students to build musicality, and of the interplay between creativity and control in individual and collective music-making activities. We suggest that remote music tuition with a small group can be a valuable resource to start learning music and that a creative, collaborative, and movement-based approach can contribute to musical growth. The mean majority deficit in a two-tier voting system is a function of the partition of the population. We derive a new square-root rule: For odd-numbered population sizes and equipopulous units the mean majority deficit is maximal when the member size of the units in the partition is close to the square root of the population size. Furthermore, within the partitions into roughly equipopulous units, partitions with small even numbers of units or small even-sized units yield high mean (...) majority deficits. We discuss the implications for the winner-takes-all system in the US Electoral College. (shrink)

Multi-level discrete models of genetic networks, or the more general piecewise affine differential models, provide qualitative information on the dynamics of the system, based on a small number of parameters (such as synthesis and degradation rates). Boolean models also provide qualitative information, but are based simply on the structure of interconnections. To explore the relationship between the two formalisms, a piecewise affine differential model and a Boolean model are compared, for the carbon starvation response network in E. coli . (...) The graph edit distance (GED) measures the dissimilarity between two graphs as the minimal cost of a sequence of elementary operations transforming one graph into another. This measure is fundamental in many areas such as structural pattern recognition or classification. However, exactly computing GED is NP-hard. Among different classes of heuristic algorithms that were proposed to compute approximate solutions, local search based algorithms provide the tightest upper bounds for GED. In this paper, we present K-REFINE and RANDPOST. K-REFINE generalizes and (...) improves an existing local search algorithm and performs particularly well on small graphs. RANDPOST is a general warm start framework that stochastically generates promising initial solutions to be used by any local search based GED algorithm. It is particularly efficient on large graphs. An extensive empirical evaluation demonstrates that both K-REFINE and RANDPOST perform excellently in practice. (shrink)

L'article cherche à concilier entre elles la théorie des premiers principes et la métaphysique platonicienne, laquelle admet la transcendance théologique. En effet, en raison de la différence qui existe entre la Dyade du grand et du petit dans la sphère cosmologique et la Dyade dans le domaine (...) des Idées, le rôle de l'intellect démiurgique devient essentiel. Dès lors, réduire la métaphysique platonicienne à un système fondé sur la déduction, l'immanence et l'émanation est une position intenable. This article summarizes the content and the methodological proceedings of the unwritten doctrines ascribed to Plato, and documents their presence, which is to be found particularly in the Sophist. The article tries then to reconcile the first principles' theory with Platonic metaphysics, which admits the theological transcendency. It attempts to show that, because of the difference between the Dyad of great and small in the cosmological sphere and the Dyad of the ideal sphere, the role of the demiurgic Intellect becomes essential. This entails that the reduction of the Platonic metaphysics to a system based on deduction, immanence and emanation is untenable. (shrink)

Moral-theoretical categories have almost disappeared from the theoretical vocabulary of sociology. Neither perceptions of legitimacy nor perceptions of injustice, neither moral argument nor normative consensus now play a significant role in explaining the social order. Instead the object of sociological inquiry is understood either according to the pattern of anonymous self-organization processes or as the result of cooperation among strategically-oriented actors; accordingly, the disciplinary role models are biology or economics, whose conceptual models appear suited to explain such a complex process (...) as the reproduction of societies. One may easily get the impression that current sociology wishes to finally bid farewell to the generation of its founding fathers; since from Weber and Durkheim to Talcott Parsons, it was a settled matter that an adequate basic conception of the social world could only be derived using the concepts, models, or hypotheses of moral theory – practical philosophy was, so to speak, the foundation and guiding discipline for classical sociology. After the “Theory of Communicative Action”– the last grand sketch of a complete social theory based on the sources of practical philosophy – all this seems to have been forgotten. In any event, it could until recently appear that with Habermas’ book the tradition of a normatively oriented sociology has come to an end. It is mostly due to the efforts of a small group of researchers in France – which assembled around Luc Boltanski and Laurent Thévenot – that there continues to be a strand within social theory that employs sources of moral philosophy. Having emerged from an internal critique of Pierre Bourdieu's sociology, the works of this highly productive circle, probing ever new directions, seek to explain the integration of our societies through the interplay of different moral convictions.1 The foundational text of this sociological school is the study On Justification, originally published in 1991.2 This book, which has meanwhile also been published in German,3 deserves careful consideration not least because it represents the most interesting attempt of the more recent past to give sociology a basis in moral philosophy. In this paper, I argue that the Hole Argument can be formulated without using the notion of isomorphism, and for this reason it is not threatened by the criticism of Halvorson and Manchak (Br J Philos Sci, 2022. https://doi.org/10.1086/719193). Following Earman and Norton (Br J Philos Sci 38, pp. 515–525, 1987), I divide the Hole Argument into two steps: the proof of the Gauge Theorem and the transition from the Gauge Theorem to the conclusion of radical indeterminism. In the analaysis (...) of the first step, I argue that the Gauge Theorem does not rely on the notion of isomorphism but on the notion of the diffeomorphism-invariance of the equations of local spacetime theories; however, for this approach to work, the definition of local spacetime theories needs certain amendments with respect to Earman and Norton’s formulation. In the analysis of the second step, I postulate that we should use the notion of radical indeterminism instead of indeterminism simpliciter and that we should not decide in advance what kind of maps are to be used in comparing models. Instead, we can tentatively choose some kind of maps for this purpose and check whether a given choice leads to radical indeterminism involving empirically indistinguishable models. In this way, the use of the notion of isomorphism is also avoided in the second step of the Hole Argument. A general picture is that physical equivalence can be established by means of an iterative procedure in which we examine various candidate classes of maps, and, depending on the outcomes, we need to broaden or narrow these classes. The Hole Argument can be viewed as a particular instance of this procedure. (shrink)

Jean-Luc Nancy has not written a single work dedicated entirely to the problem of justice or related themes, but nevertheless, topics such as right, justice, judgement or law appear in various places in Nancy’s work. Besides ‘Lapsus judicii’ and ‘Dies irae’, the theme of justice particularly comes up and in two small texts: ‘Cosmos Basileus’ and ‘Human Excess’. These texts are crucial to understand Nancy’s point of view in juridical matters but are largely left aside in secondary literature, probably (...) because of their enigmatic character. In this article we explore the cluster of juridical questions in ‘Cosmos Basileus’ and ‘Human Excess’ and argue why today, for Nancy, an ontological perspective is needed to cope with juridical questions. For him, justice is in the first place bound up with the fact of our co-existence, with what is unique about every existence in its co-existence with other creations. He claims, first, that freedom is responsibility and the act of doing justice to existence and, second, that sharing the world is the law of the world. We will discuss these two claims and conclude with Nancy’s plead for ontological reflection within juridical topics. (shrink)

Probabilistic models have much to offer to philosophy. We continually receive information from a variety of sources: from our senses, from witnesses, from scientific instruments. When considering whether we should believe this information, we assess whether the sources are independent, how reliable they are, and how plausible and coherent the information is. Bovens and Hartmann provide a systematic Bayesian account of these features of reasoning. Simple Bayesian Networks allow us to model alternative assumptions about the nature of the information sources. (...) Measurement of the coherence of information is a controversial matter: arguably, the more coherent a set of information is, the more confident we may be that its content is true, other things being equal. The authors offer a new treatment of coherence which respects this claim and shows its relevance to scientific theory choice. Bovens and Hartmann apply this methodology to a wide range of much discussed issues regarding evidence, testimony, scientific theories, and voting. Bayesian Epistemology is an essential tool for anyone working on probabilistic methods in philosophy, and has broad implications for many other disciplines. (shrink)

This question is most important for whoever is interested in the various ways human societies have had for imagining an ideal state of perfection or social harmony. If we are not to confuse such different systems of representation as mythical thought, millenarianism and Utopia, it is absolutely necessary that we do not reduce the descriptions of an earthly paradise and a Golden Age to simple precursors (...) of the ideal city of the Utopians. It is especially important not to call “Utopian” every representation of the ideal society, Utopia being only one— and the most, recent—of its modalities. The Utopian dream Translated by Jeanne Ferguson takes up and at the same time alters the paradisiacal and millenarian imagination: it would be difficult to believe that the passage of primitive societies to great urban civilizations, then to modern society occurred without major repercussions on the vision of these societies, that the ideal state of social perfection did not vary from one to the other. He gave the rating 1 to languages for which the documentation was poor (outdated grammars and dictionaries, incomplete or absurd systems of unscientific transcription) (...) and the rating 6 to languages for which works conforming to modern requirements were available (correctly noted sound systems, phonological and phonetic descriptions, annotated texts, dictionaries, stylistic and dialectological studies, audio material). Only three languages merited the rating 6 and only four were rated 5. In The Gay Science §341, the thought of eternal return is introduced as the announcement of a “demon.” Two possible hearers are described: one is crushed by the demon’s speech, while the other is overjoyed. This article argues that these responses are different because they are responses to different messages. One is conveyed in plain words by the demon’s speech; the other is implied by a final reference to “this ultimate eternal confirmation and sealing.” While that confirmation is provided by (...) what the demon says, not everyone will be aware of it: rather, only someone for whom the value of life has become problematic will be aware of it. Further, it seems that the demon does not understand his own message, since he personifies a will to knowledge that is indifferent to such concerns. Thus, only a human being can gain insight into the value and meaning of life from the thought of eternal return. (shrink)

This invites a more complex Reflection Principle. I respond that there are more parsimonious ways to avoid the challenges posed to the Reflection Principle. Second, Mahtani argues that preferences create a hyperintensional context, which poses a challenge to the Ex-Ante Pareto Principle that can be averted (...) by supervaluation. Kant's aim in the transcendental deduction is to show that the categories, i.e., a specific set of categories, are a necessary condition for all possible experience. Some philosophers have extended this idea in the following way: Kant solely identified a set of a priori concepts, which are a necessary condition for all possible epistemic claims within a framework of Newtonian physics; however, there exist other sets of epistemic claims, which can solely be justified by means of alternative sets of a (...) priori concepts. In this paper I will address the following questions: (1) What claims are precisely involved in this alleged extension of Kant's results of the transcendental deduction? (2) Is it merely an historical accident that Kant could only identify one set of categories, or, are there, apart from Kant's explicit commitment to one particular set of categories, any other claims within the Transcendental Analytic, which are incompatible with this extension of Kant's view?
