An expanding policy framework aimed at monitoring alcohol consumption during pregnancy has emerged. The primary justification is prevention of harm from what is termed ‘prenatal alcohol exposure’ (PAE), by enabling more extensive diagnosis of the disability labelled fetal alcohol spectrum disorder (FASD). Here we focus on proposals to include biomarkers as a PAE ‘screening tool’, specifically those found in meconium (the first newborn excrement), which are discussed as an ‘objective’ measure of PAE.We ask the overarching question, ‘Can routine screening of (...) meconium to establish PAE be ethically or legally justified’, and we answer, ‘No’. To reach this conclusion, we discuss three areas. First, we consider the reasons why meconium screening should not be deemed ‘typical’ within the scope of accepted screening tools. We argue that given the aim and necessary timing of the screen, it cannot achieve what it promises. Second, we outline why patient autonomy and consent are not properly accounted for and cannot be reconciled with the ‘routinisation’ of the proposed ‘screening’. Last, we outline why the benefit of such a screen is not clear, focusing on the significance of trust in healthcare professionals (HCP) for the best interests of the future child and pregnant woman.While recognising the adverse effects of heavy alcohol consumption during pregnancy, we emphasise the case for robust ethical, legal and social considerations and the central need for trust between HCP and patients in maternity care. We conclude the permissibility of meconium screening has not been proven, and it is not justified. (shrink)

In addition, the results of two surveys of social scientists are reviewed to reveal just how little impact the biosocial/sociobiological perspective has had thus far on social science.

Problems in peer review, the backbone of maintaining high standards in scientific publishing, have led to wide spread discontent within the scientific community. Training in the peer review process and a simpler format to assist in decision making are possible courses to improve and expedite the process of peer review and scientific publishing. The authors discuss problems in the peer review process focusing on challenges related to major revisions and reviewer's wish list of experiments; this leads to the loss of (...) time and money. Major revisions rarely lead to significant improvements, while simultaneously delay the dissemination of knowledge. The authors propose simple solutions including training peer reviewers to improve the peer review system. (shrink)

Barbour, Hawking, Misner and others have argued that time cannot play an essential role in the formulation of a quantum theory of cosmology. Here we present three challenges to their arguments, taken from works and remarks by Kauffman, Markopoulou and Newman. These can be seen to be based on two principles: that every observable in a theory of cosmology should be measurable by some observer inside the universe, and all mathematical constructions necessary to the formulation of the theory should be (...) realizable in a finite time by a computer that fits inside the universe. Overview of some of the key philosophical problems encountered making sense of the notion of "subjective time", with a focus on the experience of duration. The paper unpacks some of the assumptions behind an intuitive picture of duration experience I call the "simple flow" view, highlighting the availability of alternative models. It then considers a number of obstacles to providing an account of the individuation of subjective features of duration experience.

The object of this study is to find a coherent theoretical approach to three problems which appear to interrelate in complex ways: (1) What is the ontological status of consciousness? (2) How can there be 'un conscious,' 'prereflective' or 'self-alienated' consciousness? And (3) Is there a 'self' or 'ego' formed by means of the interrelation of more elementary states of consciousness? The motivation for combining such a diversity of difficult questions is that we often learn more by looking at interrelations (...) of problems than we could by viewing them only in isola tion. The three questions posed here have emerged as especially prob lematic in the context of twentieth century philosophy. 1. The question of the ontological status of consciousness The question 'What is consciousness?' is one of the most perplexing in philosophy-so perplexing that many have been motivated to proceed as though consciousness did not exist. If William James was speaking rhetorically when he said "Consciousness does not exist," 1 many behaviorists of the recent past were not. 2 James meant only to imply that consciousness is not an independently existing soul-substance, along side physical substances. He did not mean that we do not really 'have' consciousness, and he did not provide final resolution for the problem of the causal interrelations between consciousness and the physical realm (e. g. , our bodies). Many recent philosophers and psychologists, however, try to proceed as though these problems did not exist. (shrink)

Relativism, the position that things are for each as they seem to each, was first formulated in Western philosophy by Protagoras, the 5th century BC Greek orator and teacher. This book focuses on the challenge to the possibility of expert knowledge posed by Protagoras, together with responses by the three most important philosophers of the next generation, Plato, Aristotle, and Democritus. In his book Truth, Protagoras made vivid use of two provocative but imperfectly spelled out ideas. First, that everyone is (...) a ‘measure’ of the truth, and that everyone is already capable of determining how things are, since the senses are the best and most credible guides to the truth. Second, given that things appear differently to different people, there is no basis on which to decide that one appearance is true rather than the other. Plato developed these ideas into a more fully worked-out theory, which he then subjected to refutation in the Theaetetus. Aristotle argued that Protagoras’ ideas lead to skepticism in Metaphysics Book G, a chapter which reflects awareness of Plato’s reaction in the Theaetetus. Finally, Democritus incorporated modified Protagorean ideas and arguments into his theory of knowledge and perception. There have been many important recent studies of these thinkers in isolation. However, there has been no attempt to tell a single, coherent story about how Democritus, Plato, and Aristotle responded to Protagoras’ striking claim, and to its perceived implications about knowledge, perception, and truth. This book offers a new account of this important chapter in the development of Greek epistemology. (shrink)

The ' argument from queerness', made famous by J. L. Mackie, remains one of the most influential arguments in metaethics. However, many philosophers focus on just one or two of its strands, while others assume a particular but by no means universal reading of it. This essay attempts to disentangle and evaluate all strands of the argument. Surprisingly, when this is done, not much is left as a distinct argument from queerness. James Spedding and his co-editors arranged this fourteen-volume edition, published in London between 1857 and 1874, (...) not in chronological order but by subject matter, so that different volumes would appeal to different audiences. The material is divided into three parts: philosophy and general literature; legal works; and letters, speeches and tracts relating to politics. Should involuntarily childless people have the sameopportunities to access parenthood as those who are not involuntarily childless? In the context of assisted reproductive technologies, affirmative answers to this question are often cashed out in terms of positive rights, including rights to third-party reproduction. In this paper, wecritically explore the scope and extent to which any such right would hold up morally. Ultimately, we argue for a departure away from positive parental rights. Instead, we argue that the state has an imperfect (...) duty to benefit involuntarily childless people in relation to their parental aspirations. (shrink)

I argue that, if content externalism is in tension with privileged access to content, then content externalism is also in tension with privileged access to phenomenal character. Content externalists may thus have a new problem on their hands. This is not because content externalism implies externalism about phenomenal character. My argument is compatible with the conviction that, unlike some propositional content, phenomenal character is not individuated by environmental factors. Rather, the argument involves considering in tandem two ideas which have become (...) prominent in the philosophy of mind concerning the introspection of phenomenal character. (shrink)

Many of the benefits and burdens we might experience in our lives — from bank loans to bail terms — are increasingly decided by institutions relying on algorithms. In a sense, this is nothing new: algorithms — instructions whose steps can, in principle, be mechanically executed to solve a decision problem — are at least as old as allocative social institutions themselves. Algorithms, after all, help decision-makers to navigate the complexity and variation of whatever domains they are designed for. In (...) another sense, however, this development is startlingly new: not only are algorithms being deployed in ever more social contexts, they are being mechanically executed not merely in principle, but pervasively in practice. Due to recent advances in computing technology, the benefits and burdens we experience in our lives are now increasingly decided by automata, rather than each other. How are we to morally assess these technologies? In this chapter, I propose a preliminary conceptual schema for identifying and locating the various injustices of automated, algorithmic social decision systems, from a broadly liberal perspective. According to colour irrealism, material objects do not have colour; they only appear to have colour. The appeal of this view, prominent among philosophers and scientists alike, stems in large part from the conviction that scientific explanations of colour facts do not ascribe colour to material objects. To explain why objects appear to have colour, for instance, we need only appeal to surface reflectance properties, properties of light, the neurophysiology of observers, etc. Typically attending colour irrealism is the error theory (...) of ordinary colour judgement: ordinary judgements in which colour is ascribed to a material object are, strictly speaking, false. In this paper, I claim that colour irrealists who endorse the error theory cannot explain how we acquire colour concepts (yellow, green, etc.), concepts they must acknowledge we do possess. Our basic colour concepts, I argue, could not be phenomenal concepts that we acquire by attending to the colour properties of our experience. And, I explain, all other plausible explanations render colour concepts such that our ordinary colour judgements involving them are often true. Given the explanatory considerations upon which the irrealist's position is based, this is a severe problem for colour irrealism. (shrink)

Occipital activation withoutconsciousness suggests that motivated search,enacted through the organism's (...) subcorticalmotivational functions, is needed beforevisual stimulation engenders consciousness.This enactive view – that searching for,rather than receiving or processing input isthe basis of consciousness – was slow ingaining acceptance lacking empirical evidenceof this kind, combined with thestimulus-response assumption that brain eventssubserving perceptual consciousness must resultfrom transformation of perceptual input ratherthan from the organism's self-regulatedactivity as manifested through subcorticalactivity. Implicit perception occurring withword priming is ``paradoxical'' according to Mackand Rock, suggesting late selection forattention after extensive unconsciousprocessing, while most trials involvingnonverbal rather than verbal images mightsuggest earlier selection, sinceunattended objects are unseen, apparently evenimplicitly. This paper argues that anteriorand subcortical motivational mechanisms play animportant role in early selection; posteriormechanisms then unconsciously enhance signals;if data survive early gating andcorticothalamic enhancement, then still further anterior-limbic loops motivatedlyactivate ``image schemas'' resonating withposterior nonconscious processing; at thatpoint, consciousness occurs. Allen Buchanan proposes a methodological framework with which theorists may evaluate different theories of secession, including the National Self-Determination theory. An important claim he makes is, because the right to secede is inherently institutional, any adequate theory of secession must include, as an integral part, an analysis of institutional morality. Because the National Self-Determination theory blatantly lacks such an analysis, Buchanan concludes that this theory is inherently flawed. In this paper, I consider Buchanan’s framework and the responses from supporters of (...) national self-determination theory. I try to clarify the confusion shared by both parties. I conclude that, although Buchanan’s theory of institutional morality is sound, his critiques of the national self-determination theory fails. (shrink)

The problem that this essay will address is that of devising a viable use for psychological and intentional terms, in short, discourse concerning what-it-is-to-be-a-subject or "subjecthood" in light of, first, Derrida's deconstruction of the transcendental subject and, second, the materialist claim that recent advances in science effectively antiquate any viable role in empirical psychology for the use of terms traditionally associated with mind. I will argue that Wittgenstein's remarks concerning, among other things, the use of psychological terms, private mental objects (...) and the application of psychological terms to non-humans not only provides a clear and important connection between Derrida and contemporary materialism but that, supplemented by Daniel Dennett's intentional stance, offers an alternative model for the use of such terms in empirical psychological investigation. I will call this model a 'grammar of subjecthood'. ;Central to my argument is the claim that, as opposed to being conceived as names for mental objects or states, psychological terms are best understood as descriptive metaphors for the relationship between an organism and its bio/socio/historical context. That is, the Wittgensteinian notion of subjecthood describes a heuristic that, applied to behavior, provides information to empirical psychologists unavailable on a materialist model of explanation. A grammar of subjecthood, then, is both openly anthropomorphic, yet consistently naturalist, enlisting Dennett's intentional stance as an expansion of Wittgenstein's basic strategy. ;The success of such a strategy cannot be measured by showing in what way human beings are to be essentially distinguished from other organisms, but by how much more sense can be made out of something's behavior by speaking of it in terms of, for example, beliefs and intentions. Anything could be treated as a subject; the issue here is to what it is useful to apply such attributes. (shrink)
