    Dual labor market theory, developed as an explanation of underemployment and poverty within the economy, may also be applied to the illicit economy of crime. Criminal careers are differentiated into a primary sector, with occupational stability, low failure rate, and high chances of advancement; and a secondary sector, with instability, high failure rate, and lack of "market" control.
