Personal data protection is an ethical issue. In this study we analyzed how research ethics committees (RECs) and data protection officers (DPOs) handle personal data protection issues in research protocols. We conducted a mixed-methods study. We included heads (or delegated representatives) of RECs and DPOs from universities and public research institutes in Croatia. The participants provided information about data protection issues in research and their mutual collaboration on those issues through structured interviews that contained closed and open-ended questions. Qualitative description (...) was used to analyze open-ended questions. The results showed that 55% of the REC representatives were not aware who was DPO in their institution. Among RECs, 65% never contacted the DPO. There were 61% of RECs who reported that they received no training from the organization on personal data protection. When asked about barriers to personal data protection in their institutions, 26% of REC members highlighted the lack of a clear protocol for assessing personal data protection issues, while 30% of DPOs mentioned lack of knowledge among researchers about personal data. In conclusion, we found that when it came to protecting personal data in research protocols, RECs and DPOs hardly ever worked together. When developing future personal data protection policies for academic and scientific research institutions, it is essential that RECs and DPOs should collaborate and both continue to expand/update their knowledge on personal data protection procedures. In Basque, wh-movement can pied-pipe an entire clause. The surface syntax of clausal pied-piping structures suggests that their syntax and semantics should be similar to scope marking constructions as analyzed in the Indirect Dependency approach. However, data having to do with presupposition projection and the interpretation of how many-questions show that clausal pied-piping structures are actually more similar to their long-distance wh-movement counterparts than to scope marking constructions. I develop an analysis which takes into account these facts. Specifically, I show (...) that pied-piped clauses must reconstruct, which makes the correct prediction that clausal pied-piping, unlike long-distance wh-movement, is sensitive to negative islands. Finally, I propose that reconstruction is forced by a condition on the interpretation of traces. (shrink)

The topic of this paper is a presentation of an alternative theory in the field of philosophy of mind, which was created by the development of cognitive sciences and computer technologies of the twentieth century. Of particular importance is Turnig’s machine whose study at the logical level has contributed to new ways of understanding the mental. A theory such as functionalism (Putnam) does not study the mental in the same way as dualists and materialists do in the philosophical tradition. The (...) Mental has to be described in a generally logical manner (“higher level” of description), i.e. its function is described (input-output ratio), and is created by drawing a parallel between man and machine (known as a computer metaphor). This paper is based on Ludwig Wittgenstein's (late) teaching on language and meaning, and its aim is to show how we can avoid the anthropomorphization of artificial intelligence or interpreting the work (the question of giving meaning) of AI as similar to or the same as the work of a human being. The way of determining the meaning of certain linguistic units performed by an AI and a human differs because the languages they operate with have a different set of (...) rules or criteria that are indicators of what a certain linguistic entity means. The core of AI in terms of meaning is its logical base, according to which it operates/calculates/manipulates the given information. On the other hand, a human being finds his/her criteria in the language activity performed in the language communities. (shrink)

Laguna Lake, the largest lake in the Philippines, supplies Manila's dense urban region with fish and water while operating as a sink for its stormflows and wastes. Transforming the lake to deliver these multiple urban ecological functions, however, has generated resource conflicts and contradictions that unfold unevenly across space. In Urban Ecologies on the Edge, Kristian Karlo Saguin tracks the politics of resource flows and unpacks the narratives of Laguna Lake as Manila's resource frontier. Provisioning the city and keeping (...) it safe from floods are both frontier-making processes that bring together contested socioecological imaginaries, practices, and relations. We hypothesize that threat of dehydration provided selection pressure for the evolutionary emergence and persistence of the anterior communicating artery (ACoA – the inter‐arterial connection that completes the Circle of Willis) in early amniotes.The ACoA is a hemodynamically insignificant artery, but, as we argue in this paper, its privileged position outside the blood‐brain barrier gives it a crucial sensing function for the osmolarity of the blood against the background of the rest of the brain, which efficiently protects itself from dehydration. (...) Till now, the questions of why the ACoA evolved, and what its physiological function is, have remained unsatisfactorily answered. The traditional view—that the ACoA serves as a collateral source of vascularization in case of arterial stenosis—is anthropocentric, and not in accordance with principles of natural selection that apply more generally. Diseases underlying arterial stenosis are associated with aging and the human lifestyle, so this cannot explain why the ACoA formed hundreds of millions of years ago and persisted in amniotes to this day.The peculiar hemodynamic properties of the ACoA could be selected traits that allowed for more efficient forebrain detection of dehydration and complex behavioral responses to water loss, a major advantage in the survival of early amniotes.
