The author examines the character of the changes taking place in contemporary Serbian society. He emphasizes at the same time that contemporary Serbian philosophy is facing these crucial questions as well, which without it cannot be even addressed, let alone solved. The key difference between modern West European and contemporary Serbian societies, seen from the perspective of philosophy, is demonstrated most clearly in the manner of constituting institutions and transforming the modern Serbian society. In the process of building modern institutions (...) philosophy, not just in our country but throughout the Slavic East, has not had the role it played in Europe. Here lies the explanation why natural consciousness and an original ethos, though considerably modified, still remain unadapted and today represent a major obstacle to the establishment of the rule of European law. Without a change in the sense of justice and respect for the law it is impossible to accomplish the transformation of the society in which the law recognized by a democratic state could not be super ordinate to any reason. The crucial role of philosophy in this process is seen by the author not only in establishing modern European institutions and acceptance of the principle of European legislation, but above all in its influence on the transformation of the original ethos and establishment of new criteria on which the reflection, decision making and action of any individual would be based.. Peer review is widely recognized as a mechanism for quality control of academic content. This research article aims at comparing the review reports and decisions of reviewers who are members of the editorial board of the European Scientific Journal with those reviewers suggested by the authors and who are not affiliated with the journal. 457 review reports on 378 papers submitted to the ESJ in the period of October–December 2017 were analysed. Statistical methods including OLS and Wilcoxon rank-sum test were (...) applied based on the score approach toward the reviewers’ assessments of the papers and their characteristics related to the country, gender, and time of revisions. Results show the difference between the decisions these two groups of reviewers made. Even though editor-suggested and author-suggested reviewers need equal time to review a paper, the former are less favourable towards the authors of the papers. It is also concluded that factors such as time and country of the reviewers influence their decisions. In this regard, the editors should avoid relying their decisions solely on review reports received from reviewers suggested by the authors. However, further research with larger sample sizes should be conducted. (shrink)

A patient is diagnosed with the persistent vegetative state (PVS) when they show no evidence of the awareness of the self or the environment for an extended period of time. The chance of recovery of any mental function or the ability to interact in a meaningful way is low. Though rare, the condition, considering its nature as a state outwith the realm of the conscious, coupled with the trauma experienced by the patient's kin as well as health care staff confronted (...) with painful decisions regarding the patient's care, has attracted a considerable amount of discussion within the bioethics community. At present, there is a wealth of literature that discusses the relevant neurology, that elucidates the plethora of ethical challenges in understanding and dealing with the condition, and that analyses the real-world cases which have prominently featured in the mainstream media as a result of emotionally charged, divergent views concerning the provision of care to the patient. However, there is scarcely anything in the published scholarly literature that proposes concrete and practically actionable solutions to the now widely recognized moral conundrums. The present article describes a step in that direction. I start from the very foundations, laying out a sentientist approach which serves as the basis for the consequent moral decision-making, and then proceed to systematically identify and deconstruct the different cases of discord, using the aforementioned foundations as the basis for their resolution. A major intellectual contribution concerns the fluidity of the duty of care which I argue is demanded by the sentientist focus. The said duty is shown initially to have for its object the patient, which depending on the circumstances, can change to the patient's kin, or the health care staff themselves. In conclusion, the proposed framework represents the first comprehensive proposal regarding the decision-making processes involved in the deliberation on the provision of life sustaining treatment to a patient in a PVS. Purpose: The millennia long struggles of various oppressed groups have over time illuminated widespread social injustices, organically leading to the recognition of yet further injustices captured by the umbrella of discriminatory isms, such as racism, sexism, classism, ableism, anti-Semitism, ageism, heterosexism, and many others. In recent years, the debate has become increasingly fierce, polarized, and even physically violent. -/- Approach: One of the premises of the present work is that in part, the aforementioned unconstructive behaviours are a result of the (...) different understandings of what constitutes an ism and the lack of a thoughtful consideration of this issue in the mainstream social debate as much as in the academic literature. -/- Findings: I present evidence for this, and critique the dominant lines of thought in this realm showing them all to fall short of both the fundamental philosophical as well practical desiderata in how isms ought to be understood. -/- Originality: I propose an alternative which does not suffer from the same weakness: one based on the denial of equivalence of sentience. Claims (or the implicit assumption of the inherent worth of life) are pervasive and remain virtually unchallenged. I have already argued that these outright moral dictates are thinly veiled vestiges of theological ethics which, following the removal of their theological foundations, remain little more than nebulous claims supported only by fear of the consequences of a challenge. In my previous work, I rejected an a priori claim of an objective life’s worth, which is the worth that we should assign to (...) others’ lives, and elucidated a principled framework that gives rise to the said worth immediately, as a consequence of the experiences of its sentient environment. Herein, I address the complementary question of the value of one’s own life, which is the subjective value of life and, thus, Camus’s (in)famous view that “there is but one truly serious philosophical problem, and that is suicide”. As before, I rejected the inherency of a life’s worth, showing it to be contradictio in adjecto, and instead show how this worth too can in large part be seen to emerge from sentient experiences of the subject. Many of these are innately linked to experiences of other sentient beings as objects, thus erecting a framework that is both principled and thoroughly humane with Schopenhauer’s ‘loving kindness’ running through it. Practically, my framework illuminates an understanding of suicide as a real-world phenomenon, helping those who remain living to understand a deceased one’s decision, and paving the way to answering questions, such as when there should be an attempt to prevent suicide, and what means of suicide prevention are ethically permissible. In an era when public faith in politicians is dwindling, yet trust in scientists remains relatively high, governments are increasingly emphasizing the role of science based policy-making in response to challenges such as climate change and global pandemics. In this paper we question the quality of some scientific advice given to governments and the robustness and transparency of the entire framework which envelopes such advice, all of which raise serious ethical concerns. In particular we focus on the so-called Imperial Model (...) which heavily influenced the government of the United Kingdom in devising its response to the COVID-19 crisis. We focus on and highlight several fundamental methodological flaws of the model, raise concerns as to the robustness of the system which permitted these to remain unchallenged, and discuss the relevant ethical consequences. Democracy is widely praised as a great achievement of humanity. However, in recent years there has been an increasing amount of concern that its functioning across the world may be eroding. In response, efforts to combat such change are emerging. Considering the pervasiveness of technology and its increasing capabilities, it is no surprise that there has been much focus on the use of artificial intelligence (AI) to this end. Questions as to how AI can be best utilized to extend the (...) reach of democracy to currently non-democratic countries, how the involvement in the democratic process of certain demographic groups (e.g. ethnic minorities, women, and young people) can be increased, etc. are frequent topics of discussion. In this article I would like not merely to question whether this is desirable but rather argue that we should be trying to envisage ways of using AI for the exact opposite purpose: that of replacing democratic systems with better alternatives. In an era of dramatic technological progress, the consequent economic transformations, and an increasing need for an adaptable workforce, the importance of education has risen to the forefront of the social discourse. The concurrent increase in the awareness of issues pertaining to social justice and the debate over what this justice entails and how it ought to be effected, feed into the education policy more than ever before. From the nexus of the aforementioned considerations, a concern over the so-called education (...) gap has emerged, with worldwide efforts to close it. I analyse the premises behind such efforts and demonstrate that they are founded upon fundamentally flawed ideas. I show that in a society in which education is delivered equitably, education gaps emerge naturally as a consequence of differentiation due to talents, the tendency for matched mate selection, and the heritability of intellectual traits. Hence, I issue a call for a refocusing of efforts from the ill-founded idea of closing the education gap, to the understanding of the magnitude of its unfair contributions, as well as to those social aspects which can modulate it in accordance to what a society deems fair according to its values. The Oxford English Dictionary (OED) lists 1571 as the year of the first recorded use of the English word ‘masculinity’; the Ancient Greek ανδρεια (andreia), usually translated as ‘courage’, was also used to refer to manliness. The notion of manliness or masculinity is undoubtedly older still. Yet, despite this seeming familiarity, not only is the notion proving to be highly elusive, its understanding by the society being in a constant flux, but also one which is at the root of bitter (...) division and confrontation, and which has tangible and far-reaching real-world effects. At the same time, while masculinity has been attracting an increasing amount of attention in academia, the large body of published work seldom goes to the very foundations of the issue, failing to explicitly and with clarity reach a consensus as to how masculinity ought to be understood. Herein I critique the leading contemporary thought, showing it to be poorly conceived and confounded, and often lacking in substance which would raise it to the level of the actionable and constructive. Hence, I propose an alternative view which is void of the observed deficiencies, and discuss how its adoption would facilitate a conciliation between the currently warring factions, focusing everybody’s efforts on addressing the actual ethical, deconfounded of specious distractions. Purpose: The remarkable increase of sophistication of artificial intelligence in recent years has already led to its widespread use in martial applications, the potential of so-called 'killer robots' ceasing to be a subject of fiction. -/- Approach: Virtually without exception, this potential has generated fear, as evidenced by a mounting number of academic articles calling for the ban on the development and deployment of lethal autonomous robots (LARs). Incarceration remains the foremost form of sentence for serious crimes in Western democracies. At the same time, the management of prisons and of the prison population has become a major real-world challenge, with growing concerns about overcrowding, the offenders’ well-being, and the failure of achieving the distal desideratum of reduced criminality, all of which have a moral dimension. In no small part motivated by these practical problems, the focus of the present article is on the ethical framework that we use (...) in thinking about and administering criminal justice. I start with an analysis of imprisonment and its permissibility as a punitive tool of justice. In particular, I present a novel argument against punitive imprisonment, showing it to fall short in meeting two key criteria of just punishment, namely (i) that the appropriate individual is being punished, and (ii) that the punishment can be adequately moderated to reflect the seriousness of the crime. The principles I argue for and that the aforementioned analysis brings to the fore, rooted in the sentient experience, firstly of victims, and not only of victims but also of the offenders as well as the society at large, then lead me to elucidate the broader framework of jurisprudence that I then apply more widely. Hence, while rejecting punitive imprisonment, I use its identified shortcomings to argue for the reinstitution of forms of punishment that are, incongruently, presently not seen as permissible, such as corporal punishment and punishments dismissed on the basis of being seen as humiliating. I also present a novel view of capital punishment, which, in contradiction to its name, I reject for punitive aims, but which I argue is permissible on compassionate grounds. (shrink)

"So, you are in communication studies," said a philosopher (...) during a break. "Why would a speech person be interested in Levinas?"This paper probes the place of speech in Levinasian ethics. We hope to show that when philosopher Emmanuel Levinas rested his compelling life project on ethics, he said something new about the act of speaking itself. First, for Levinas, speaking begins with the imperative issued by the presence or face of the other. He calls that issuance the saying. Antecedent to words, the saying is the commitment of an approach to the other, the move to response, the signifying of signification. Second, the saying moves into language where it is subordinated to the said. It is in the coordination of the saying and the said that ethics shows itself or is betrayed. Although the saying is perhaps overwhelmed by the said, it remains present even in absence. Third, for Levinas we can sense the ineffable, yet present, call to responsibility in the trace. The trace, and here Levinas brings God to mind, reveals the saying, and is communicated in the face.1 The face, the saying, and the trace are where the Levinasian responsibility of the one for the other takes form. The present comment concerns a recent AI & Ethics article which purports to report evidence of speciesist bias in various popular computer vision (CV) and natural language processing (NLP) machine learning models described in the literature. I examine the authors' analysis and show it, ironically, to be prejudicial, often being founded on poorly conceived assumptions and suffering from fallacious and insufficiently rigorous reasoning, its superficial appeal in large part relying on the sequacity of the article's target readership.

In response to the growing social discontent at what is perceived as generational injustice, due to younger generations of voters facing long-term negative consequences from issues disproportionately decided by the votes of older generations of voters, there have been suggestions to introduce an upper age voting threshold. These have been all but universally dismissed as offensive and contrary to basic democratic values. In the present article, I show that the idea is in fact entirely consonant with present-day democratic practices and (...) far from without a precedent. Hence, I describe how the aforementioned generational injustice can be rectified using a simple vote weighting scheme which is easy to implement and interpret. Lastly, I discuss the societal effects that this alteration of the voting system would have on the distribution of the origins of political power. (shrink)

The ongoing COVID-19 pandemic has brought science to the fore of public discourse and, considering the complexity of the issues involved, with it also the challenge of effective and informative science communication. This is a particularly contentious topic, in that it is both highly emotional in and of itself; sits at the nexus of the decision-making process regarding the handling of the pandemic, which has effected lockdowns, social behaviour measures, business closures, and others; and concerns the recording and reporting of (...) disease mortality. To clarify a point that has caused much controversy and anger in the public debate, the first part of the present article discusses the very fundamentals underlying the issue of causative attribution with regards to mortality, lays out the foundations of the statistical means of mortality estimation, and concretizes these by analysing the recording and reporting practices adopted in England and their widespread misrepresentations. The second part of the article is empirical in nature. I present data and an analysis of how COVID-19 mortality has been reported in the mainstream media in the UK and the USA, including a comparative analysis both across the two countries as well as across different media outlets. The findings clearly demonstrate a uniform and worrying lack of understanding of the relevant technical subject matter by the media in both countries. Of particular interest is the finding that with a remarkable regularity (????>0.998), the greater the number of articles a media outlet has published on COVID-19 mortality, the greater the proportion of its articles misrepresented the disease mortality figures. The usefulness of the statistic known as the p-value, as a means of quantify-ing the strength of evidence for the presence of an effect from empirical data has long been questioned in the statistical community. In recent years there has been a notable increase in the awareness of both fundamental and practical limitations of the statistic within the target research fields, and especially biomedicine. In this article I analyse the recently published article which, in summary, argues that with a better (...) understand-ing and thus more appropriate use of the statistic, many of the aforementioned limitations can be addressed. In particular, I demonstrate that the (often implicit) premises of this counterargument are questionable, in some cases arguably inconsistent, and that therefore the counterargument provides little if any justification for the continued use of the p-value. Additionally, my analysis should help researchers seeking to interpret their empirical data by illustrating the nuanced nature and the multiplicity of statistical, methodological, and epistemological issues which must be considered in this process. The paper examines the justification of warfare. The main thesis is that war is very difficult to justify, and justification by invoking “justice” is not the way to succeed it. Justification and justness are very different venues: while the first attempts to explain the nature of war and offer possible schemes of resolution, the second aims to endorse a specific type of warfare as correct and hence allowed – which is the crucial part of “just war theory.” However, “just war (...) theory,” somewhat Manichean in its nature, has very deep flaws. Its final result is criminalization of war, which reduces warfare to police action, and finally implies a very strange proviso that one side has a right to win. All that endangers the distinction between ius ad bellum and ius in bello, and destroys the collective character of warfare. Justification of war is actually quite different – it starts from the definition of war as a kind of conflict which cannot be solved peacefully, but for which there is mutual understanding that it cannot remain unresolved. The aim of war is not justice, but peace, i.e. either a new articulation of peace, or a restoration of the status quo ante. Additionally, unlike police actions, the result of war cannot be known or assumed in advance, giving war its main feature: the lack of control over the future. Control over the future, predictability, is a feature of peace. This might imply that war is a consequence of failed peace, or inability to maintain peace. The explanation of this inability forms the justification of war. Justice is always an important part of it, but justification cannot be reduced to it. The logic contained here refers to ius ad bellum, while ius in bello is relative to various parameters of sensitivity prevalent in a particular time, with the purpose to make warfare more humane and less expensive. That life has value is a tenet eliciting all but universal agreement, be it amongst philosophers, policy-makers, or the general public. Yet, when it comes to its employment in practice, especially in the context of policies which require the balancing of different moral choices—for example in health care, foreign aid, or animal rights related decisions—it takes little for cracks to appear and for disagreement to arise as to what the value of life actually means and how it should guide our (...) actions in the real world. I argue that in no small part this state of affairs is a consequence of the infirmity of the foundations that the claim respecting the value of life supervenes upon once its theological foundations are abandoned. Hence, I depart radically from the contemporary thought and argue that life has no inherent value. Far from lowering the portcullis to Pandemonium, the abandonment of the quasi-Platonistic claim that life has intrinsic value, when understood and applied correctly, leads to a comprehensive, consistent, and compassionate ethical framework for understanding the related problems. I illustrate this using several hotly debated topics, including speciesism and show how the ideas I introduce help us to interpret people’s choices and to resolve outstanding challenges which present an insurmountable obstacle to the existing ethical theories. The subject of this article is the Orthodox Christianity’s approach to war. Christians of other denomination have developed an elaborate theory of war, so-called “Just War Theory” (JWT), which has also been accepted by non-Christians and even secular thinkers regarding the nature and justification of war. A vast literature has been produced in a dire attempt to render perfect the world by insisting on the claim that war is the act of punishment for breaking the law. The result is an (...) epistemological ease from which everything seems evident in advance including who is right and who at fault, who is and who is not favored by God. By removing from war an essential feature – that it is a form of conflict – JWT takes away the concept of reciprocity and introduces an in advance declared inequality which enables removal of uncertainty about the war’s outcome. In Orthodox Christianity, the situation is different. With still live debate whether to persevere or abandon original Christian pacifism, for Orthodox Christianity, war is always a combination of cataclysm and temptation and far less Manichean than anything present in JWT. The aim of war is peace; but, however necessary, justice is an insufficient condition for justification. The difference between “justness” and “justification” is preserved through the uncertainty whom God, at war’s end, loves more, because both victors and vanquished remain and continue to be in His grace. Losing a war, as such, does not turn the vanquished into criminals, nor does victory give the vanquisher the right of revenge for defending oneself. The latter approach to war has significant potentialities: preserving the distinction of ius ad bellum and ius in bello, preserving reciprocity, mutual respect and trust, impossibility of incrimination of war per se, the possibility of honorable defeat, etc. (shrink)

Our time is characterized by what seems like an unprecedented process of intense global homogenization. This reality provides the context for exploring the nature and value of toleration. Hence, this essay is meant primarily as a contribution to international ethics rather than political philosophy. It is argued that because of the non-eliminability of differences in the world we should not even hope that there can be only one global religion or ideology. Further exploration exposes conceptual affinity between the concepts of (...) intolerance, ideology, and doctrinal evil. The last concept is developed in contrast to pure evil and average evil, and under the assumption of the metaphysical necessity of free will. Doctrinal evil is found to represent the main source of intolerance as a result of a mechanism that tends to confuse doctrinal evil (or the competing conceptions of the good) with pure evil. This connection between doctrinal evil and pure evil provides ideologies with their forcefulness. Tolerance cannot be properly understood in terms of a simple opposition to intolerance, however. Tolerance emerges as a sort of vigilance, conscientiousness, and non-negligence based not on a supposedly correct interpretation of the good, but rather on the acceptance of the fallibility of any such attempted definition. Conversely, the principal evil in doctrinal evil is found in arrogance that accompanies the intolerance-inducing irresponsible thoughtlessness. With this conceptual topology in mind the paper also addresses questions regarding religious tolerance, the ideology of human rights and democracy, the right to self-defense, ways to face evil, the dialectics of using old names for novel evils, and related issues. Teza o "neskrivljenom neznanju" je instrument u okviru teorije pravednog rata koja sluzi da se moralno opravda ucesce u ratu za pripadnike one strane koja je porazena; uslovi za neskrivljenost su da su porazeni borci iskreno verovali da brane pravednu stvar i da su takodje iskreno verovali da imaju nekih izgleda da pobede. Bez ovog instrumenta teorija pravednog rata, jedna teorija koja opravdava rat preko pravednog uzroka rata, bi porazenoj strani narocito ako je slabija, morala da unapred pripise krivicu sto (...) je uopste usla u rat. Medjutim, u savremenoj situaciji rasirene kriminalizacije rata sam pojam rata se menja i postaje izuzetno neodredjen. Kako ratovi postaju sve vise i vise "asimetricni", pre svega u snazi sukobljenih strana, cini se da se teorija pravednog rata suocava sa teskocom da u svoje okvire uopste situira "neskrivljeno neznanje", ali to povlaci teskocu te teorije da pokaze da pravda ide sa pobedom, otvarajuci tako pitanje artikulacije pravednog mira. In his essay On Liberty, John Stuart Mill presents the famous harm principle in the following manner: “[…] the sole end for which mankind are warranted, individually or collectively, in interfering with the liberty of action of any of their number, is self-protection. […] The only part of the conduct of anyone, for which he is amenable to society, is that which concerns others. […] Over himself, over his own body and mind, the individual is sovereign.” Hence, there is a (...) distinction between self-regarding and other-regarding acts, and only the latter are subject to moral criticism. However, while all acts are in some way selfregarding, it is not clear if there are any which are exclusively so. There are two additional difficulties. First, the “individual” may not be an individual person; self-determining communities, at least when they have the ability to decide for themselves, are also “individuals” in this sense. Second, it is claimed that groups of acts (activities and practices) have a different kind of justification from single acts. So what are the limits which “others” have in order to protect themselves from what “individuals” (personal or not) do, and what are their rights to do and to protect? If, in the final analysis, protection or defense is a source of justification, what should or must be protected, and why? Where does the demarcation line between self-regarding and other-regarding acts lie? In our age, as in Mill’s, we encounter many situations where such a line is needed, yet is hard to determine or establish. War ethics might sound as impossible combination of words – how justify what seems to be unjustifiable? War is prima facie unjustifiable. However, wars are a fact of human reality, and those among us who are unfortunate to live in times of war – in a way it is all of us – would know that the reality is not just a possibility, that prima facie designation does not help in answering what must be done, that unjustifiability does not imply (...) impossibility. We must understand to be able to explain, and to explain to have a valid evaluation, especially when what is happening is important and with far-reaching consequences. Wars are such phenomena. We live amid such phenomena, and we need to understand not only their tragic and often cataclysmic nature, but also their meaning, their structure and logic of their functioning. We should understand that war is not something that happens only to others, nor that it is the matter of the past. In the present volume we have thirty-three essays examining war from many angles, sometimes from the opposite standpoints, exploring some of the most intriguing issues of warfare in times characterized by radical changes in the world in turmoil. The contributions in present volume give an overview of the world’s thinking about war. The volume is certainly incomplete and unfinished, but it gives a lot of thought-provoking incentives to think about the most important aspects of warfare and its broad phenomenology. (shrink)

The first issue raised in the paper is difference between social and institutional facts; both exist only because we believe they are real. Second is the claim that belonging to collectives is always a social fact, not necessarily as a result of any decision-making process; it might also become institutional through actual, sometimes only implicit, acceptance of some constitutive rules. Third, accepting constitutive rules functions by setting an irreversible point in time after which the scope of available justificatory reasons for (...) deciding and doing narrows. The implication is that reality of collectives cannot be reduced to individuals. Individuals often participate in this reality by belonging. Belonging thus becomes a social and sometimes also an institutional fact. (shrink)

The main goal in the article is to develop a definition of the morality as the subject of study for ethics, a part of philosophy dealing with the nature and the scope of possible application of morality as a specific evaluational criterion. Some basic features of this specificity have been explored, and a list of ethical theories have been briefly analyzed, two of them in some more details.
