The study investigates effects of the implementation of a law authorizing educational leave in Germany on individual participation in adult learning and education (ALE). In 2015, the federal state of Baden-Württemberg introduced the so-calledBildungszeitgesetz, legitimating an exemption for eligible employees of up to 5 days per year with continued payment of salary. Explaining participation in ALE is a central subject of educational research at national and international level. Current theoretical assumptions of rational choice and empirical findings of educational and socio-statistical (...) research suggest that within the general population, individuals’ availability of time affects the decision to participate and therefore lastly determines participation in ALE. However, current academia mainly discusses time as either a prerequisite for learning activities or as an observable outcome of participation and not as an explanatory factor. Furthermore, since recent studies remain on a descriptive level regarding influences of time on participation in ALE, no causal effects of the availability of time on participation are estimated. Hence, our study addresses this research gap by investigating effects of educational policy interventions such as theBildungszeitgesetzon participation in ALE. Policy interventions are ideally suited to examine the significance of time resources for participation, as the implementation of theBildungszeitgesetzprovides a specific timeframe for employees to participate in ALE outside of their working time. Drawing on data from the German National Educational Panel Study, we employ a difference-in-differences estimation strategy with propensity score matching and instrumental variable to identify the direct causal effect of the implementation of theBildungszeitgesetzon participation in ALE (N= 709). This combination toward causal inference controls for observed and unobserved baseline differences as well as heterogeneous treatment effects. The results reveal a non-significant but heterogeneous treatment effect of the implementation of theBildungszeitgesetzon individual participation in ALE. Contrary to our theoretical assumptions derived from rational choice approaches, we cannot confirm the hypothesis that the availability of time resources due to the implementation of theBildungszeitgesetzcauses a positive effect on participation in ALE. Furthermore, the results reveal that the implementation causes decreasing participation rates for younger adults, women and significantly for migrants. (shrink)

Philosophy, Professor Wenzl says in his introduction, springs from the desire for a weltanschaunng, for insight into the significance of life. But it also springs from a desire for rational explanation, and aims at objective validity. It proposes to give a truer, more complete, (...) and more intelligible account of reality than appearances provide. This idea of a more intelligible explanation underlies the whole of Professor Wenzl's book. We want more than knowledge of empirical facts, we want knowledge of reasons, or, as he often puts it, insight. We want to see that though things seem to be contingent, they are really necessary. Until comparatively recently the complete text of the Opus Postutmum has not been available to students of the Kantian philosophy.Prior to the publication of Adickes’ commentary on this material in 1920, students of Kant were almost wholly dependent upon Reicke's incomplete and markedly inadequate edition of 1882–84. 2 Adickes’ commentary, with its abundance of quoted passages, provided an access to a great deal of material hitherto unavailable. But it was not until the publication of the Academy Edition in 1936 that (...) the complete text became available for independent study. Because of the recent publication of the full text, most accounts of Kant's position in the Opus Postumum have depended upon Reicke's inadequate edition or, as has been more frequently the case, upon Adickes’ commentary. 3 In view of the considerable influence it has had upon Kant interpretation, Adickes’ analysis of the Opus Postumum warrants a careful and critical examination. Heidegger is noted for his concern with the nothing, das Nichts, and this may be partially due to the way in which his ideas were first introduced. Whereas the positivists regarded his writings as nonsense, employing his references to nothingness to prove them so, other of his interpreters took his thought seriously but regarded it as fundamentally nihilistic. He was pictured as an irrationalist philosopher, preoccupied with death and negativity. It is this representation of Heidegger which still prevails to a (...) large extent among philosophers in this country. Unlike the positivists, they accept what he says as meaningful and important but as having consequences which must be rejected not only as mistaken but, perhaps, as immoral. That this appraisal requires careful examination is indicated by the fact that not a few theologians have borrowed heavily from Heidegger and found in his writings important positive suggestions. The impression that Heidegger is a nihilist or even an irrationalist is mistaken from the ground up; it is difficult to understand how it could be sustained by anyone who had struggled through any one of Heidegger's essays. Today, most liberal states are torn between attempts to accommodate different religions within floating limits of tolerance, and at the same time trying to uphold a sense of national identity. The traditionally liberal way to negotiate this dilemma has, put bluntly, been to address religion as a generic category, relegate it to the private sphere, and to make religion an object of tolerance. This idea of a strict separation between religion and the secular rests on an Enlightenment notion of a (...) secular reason disembodied from tradition. Against such an understanding post-secular philosophers have sought to make tacit assumptions about the nature of reality explicit, and consequently, to make metaphysics relevant. This book explores the metaphysical assumptions that underlie different interpretations of the relationship between religion and the secular, faith and reason, and transcendence and immanence. Questioning the notion of secular reason as a neutral and ultimate adjudicator of religious difference, different answers to how people of diverse religious and cultural identities can live together peacefully are explored. In Quotations as Pictures, Josef Stern develops a semantics for quotations using explanatory notions drawn from philosophical theories of pictures. He offers the first sustained analysis of the practice of quotation proper, as opposed to mentioning. Unlike other accounts that treat quotation as mentioning, Quotations as Pictures argues that the two practices have independent histories, that they behave differently semantically, that the inverted commas (...) employed in both mentioning and quotation are homonymous, that so-called mixed quotation is nothing but subsentential quotation, and that the major problem of quotation is to explain its dual reference or meaning—its ordinary meaning and its metalinguistic reference to the quoted phrase attributed to the quoted subject. Stern argues that the key to understanding quotation is the idea that quotations are pictures or have a pictorial character. As a phenomenon where linguistic competence meets a nonlinguistic symbolic ability, the pictorial, quotation is a combination of features drawn from the two different symbol systems of language and pictures, which explains the exceptional and sometimes idiosyncratic data about quotation. In light of this analysis of verbal quotation, in the last chapters Stern analyzes scare quotation as a nonliteral expressive use of the inverted commas and explores the possibility of quotation in pictures themselves. In this paper I argue for an account of the evolution of human values according to which it is only through the resolution of local conflicts that broader social values develop. Global issues can only be understood as issues of increasingly broadening our understanding of the local, our understanding of who are the neighbors with whom we must productively and amicably engage. My analysis argues primarily for open dialogue based on listening carefully and maintaining a strong awareness of our own (...) areas of systematic blindness to those with whom we disagree. While my approach offers no recipe here to guarantee successful resolution to value conflict, any other approach is far more likely to lead to failure. (shrink)

Environmental ethics uniquely challenges us to re-examine the foundations of ethical thought. Ethical frameworks that focus on individual ethical agents and ethical patients, ignoring their status as parts of interrelated communities, lead to strongly counterintuitive results in important cases. Ideas only hinted at in Aldo Leopold’s idea of “land ethic” can be developed fruitfully by extending a pragmatist ethical framework drawn from the work of William James. Considering a growing nurse shortage and the need for qualified nurses to handle increasingly complex patient care situations, how ethical beliefs are influenced and the consequences that can occur when moral conflicts of right and wrong arise need to be explored. The aim of this study was to explore influencers identified by nurses as having the most impact on the development of their ethical beliefs and whether these influencers might impact levels of moral distress and the potential for conscientious objection. Nurses whose ethical beliefs were most influenced by their religious beliefs scored higher in levels of moral distress and demonstrated greater differences in areas of conscientious objection than did nurses who developed their ethical beliefs from influencers such as family values, life and work experience, political views or the professional code of ethics. Die Texte befassen sich mit der Erforschung der Philosophie- und Kulturgeschichte des Mittelalters, der Renaissance und der Fruhen Neuzeit und bieten ein Panorama der verschiedenen Dimensionen dessen, was Weisheit und Philosophie in diesen Epochen bedeuteten. Im Zentrum stehen Dante und Boccaccio, wobei insbesondere deren Lehre vom "Schleier" der poetischen Sprache, unter dem die Wahrheit verhullt sei, in einer Reihe von Studien untersucht (...) wird. In diesem Kontext widmen sich weitere Beitrage den Konzepten einiger der wichtigsten Denker des Mittelalters, wie Boethius von Dacien, Roger Bacon, Johannes von Wales, Meister Eckhart und Pietro d'Abano, dessen "Differentia prima" hier zum ersten Mal in einer kritischen Edition vorgelegt wird. Auaerdem wird die Uberlieferung und Auslegung der antiken Exempla als viel zu lange vernachlassigter Teil der Philosophiegeschichte in den Fokus geruckt. Des Weiteren thematisieren die Beitrage Autoren und Texte, die philosophische Fragen verhandeln, ohne den paradigmatischen Formen des Kommentars oder der Summa zugerechnet werden zu konnen, weil sie Sprach- und Genregrenzen uberschreiten, wie Giordano da Pisa, Jodocus Eichmann und Henry More. The increasingly ubiquitous use of technology has led to the concomitant rise of intensified data collection and the ethical issues associated with the privacy and security of that data. In order to address the question of how these ethical concerns are discussed in the literature surrounding the subject, we examined articles published in IEEE Security and Privacy, a magazine targeted towards a general, technically-oriented readership spanning both academia and industry. Our investigation of the intersection between the ethical and technological dimensions (...) of privacy and security is structured as a bibliometric analysis. Our dataset covers all articles published in IEEE Security and Privacy since its inception in 2003 to February 06, 2014. This venue was chosen not only because of its target readership, but also because a preliminary search of keywords related to ethics, privacy, and security topics in the ISI Web of Knowledge and IEEE Xplore indicated that IEEE Security and Privacy has published a preponderance of articles matching those topics. In fact, our search returned two-fold more articles for IEEE Security and Privacy than the next most prolific venue. These reasons, coupled with the fact that both academia and industry are well-represented in the authorship of articles makes IEEE Security and Privacy an excellent candidate for bibliometric analysis. Our analysis examines the ways articles in IEEE Security and Privacy relate ethics to information technology. Such articles can influence the development of law, policy and the future of information technology ethics. We employed thematic and JK-biplot analyses of content relating privacy and ethics and found eight dominant themes as well as the inter-theme relationships. Authors and institutional affiliations were examined to discern whether centers of research activity and/or authors dominated the overall field or thematic areas. Results suggest avenues for future work in critical areas, especially for closing present gaps in the coverage of ethics and information technology privacy and security themes particularly in the areas of ethics and privacy awareness. Cílem této studie je prozkoumat postavení metafory na poli zkoumání významu a následně představit potenciál metafory, a obrazných vyjádření obecně, zastávat pozici kritéria hodnocení teorií významu. Jako výchozí bod si práce bere několik vlivných pojetí metafory, na nichž ukazuje šíři bádání o metafoře a obraznosti a zároveň různorodost možných přístupů k vysvětlení těchto jazykových fenoménů. Dále je věnována pozornost několika sporným bodům opakovaně se objevujícím v různých teoriích metafory. Na základě analýzy těchto sporných bodů jsou předloženy argumenty zpochybňující předpokládanou odlišnost (...) mechanismů konstituování významu u obrazných a doslovných vyjádření. Následkem toho je pak vznesen návrh, zda by metafora, pro své kvalitativní a kvantitativní rysy, nemohla být chápána jako prubířský kámen teorií významu, tj. byla nástrojem k hodnocení těchto teorií, k jejich falsifikování, modifikování či přímo k jejich vytváření.The main aim of this study is to examine the role that metaphor plays in investigation of linguistic meaning and to present the potential of metaphor and figurative language in general to maintain a position of an evaluating criterion for theories of meaning. Several influential theories of metaphor are used as a starting point for this inquiry, to show how vast the field of investigation of metaphors and figurative language might be and how various approaches attempt to explain these language phenomena. I then focus on a number of problematic points repeatedly resurfacing in various theories of metaphor. My analysis of these problems issues in arguments questioning supposed difference between constituting mechanisms of literal and figurative meaning. Having this in place, I propose that, on account of its quantitative and qualitative features, metaphor could be understood as a touchstone of theories of meaning, i.e. the tool for their evaluating, refuting, modifying and even for creating new ones. What Does "Academic" Mean? focuses, in two essays, on the prospects of contemporary universities. The term "academic" is traced back to Plato's Academy in a grove in Athens. The Academy is isolated, far away from the hustle and bustle of the city. Western universities founded in the Middle Ages show continuity, via Byzantium, with Plato's Academy. Not surprisingly, the Oxford Dictionary quoted by Pieper defines "academic" as "Not leading to a decision; unpractical." The preoccupation of the academic as academic is (...) seen by Pieper to be fundamentally theoretical, not practical. Pure theory is that which cannot at all be pressed into service. Clearly, many university disciplines that are richly funded by industry and business concerns tend to be favored by university administrations, which, intent on financial survival, frown on "unproductive" disciplines such as pure philosophy: metaphysics being a case in point, since it is the discipline least capable of practical application. Throughout the history of mankind, energy security has been always seen as a means of protection from disruptions of essential energy systems. The idea of protection from disorders emerged from the process of securing political and military control over energy resources to set up policies and measures on managing risks that affect all elements of energy systems. The various systems placed in a place to achieve energy security are the driving force towards the energy innovations or emerging trends in the (...) energy sector. Our paper discusses energy security status and innovations in the energy sector in European Union (EU). We analyze the recent up-to-date developments of the energy policy and exploitation of energy sources, as well as scrutinize the channels of energy streaming to the EU countries and the risks associated with this energy import. Moreover, we argue that the shift to the low-carbon production of energy and the massive deployment of renewable energy sources (RES) might become the key issue in ensuring the energy security and independency of the EU from its external energy supplies. Both RES, distributed energy resources (DER) and “green energy” that will be based on the energy efficiency and the shift to the alternative energy supply might change the energy security status quo for the EU. A model of writing in cognitive development, Understanding the Representational Mind synthesizes the burgeoning literature on the child’s theory of mind to provide an integrated account of children’s understanding of representational and mental processes, which is crucial in their acquisition of our commonsense psychology. Perner describes experimental work on children’s acquisition of a theory of mind and representation, offers a theoretical account of this acquisition, and gives examples of how the increased sophistication in children’s theory of mind improves their understanding (...) of social interaction and how, in the case of autistic children, an impairment results in social ineptitude. He analyzes the concepts of representation and metarepresentation as they appear in current discussion in the philosophy of cognitive science and explains how the unfolding of mental representation enables infants to comprehend change over time, engage in pretence, and use representational systems like pictures and language. Perner goes on to show that around age four children become able to understand the representational nature of pictures and language and to distinguish appearance from reality. Introducing basic distinctions in philosophy of mind for characterizing the mental, Perner discusses differences in how commonsense and cognitive psychology view the mind. Tracing the onset of a commonsense psychology in the social and emotional awareness of early infancy, he reveals how the child begins to take a cognitive, representational view of the mind with repercussions for children’s episodic memory, self control, and their ability to engage in deception. Perner concludes by describing the observed developmental changes as a case of theory change And contrasts his thesis with competing proposals.
