Background: The Albanian medical system and Albanian health legislation have adopted a paternalistic position with regard to individual decision making. This reflects the practices of a not-so-remote past when state-run facilities and a totalitarian philosophy of medical care were politically imposed. Because of this history, advance directives concerning treatment refusal and do-not-resuscitate decisions are still extremely uncommon in Albania. Medical teams cannot abstain from intervening even when the patient explicitly and repeatedly solicits therapeutic abstinence. The Albanian law on health care (...) has no provisions regarding limits or withdrawal of treatment. This restricts the individual's healthcare choices.DiscussionThe question of 'medically futile' interventions and pointless life-prolonging treatment has been discussed by several authors. Dutch physicians call such interventions 'medisch zinloos' (senseless), and the Netherlands, as one of the first states to legislate on end-of-life situations, actually regulates such issues through appropriate laws. In contrast, leaving an 'advance directive' is not a viable option for Albanian ailing individuals of advanced age. Verbal requests are provided during periods of mental competence, but unfortunately such instructions are rarely taken seriously, and none of them has ever been upheld in a legal or other official forum.SummaryEnd-of-life decisions, treatment refusal and do-not-resuscitate policies are hazardous options in Albania, from the legal point of view. Complying with them involves significant risk on the part of the physician. Culturally, the application of such instructions is influenced from a mixture of religious beliefs, death coping-behaviors and an immense confusion concerning the role of proxies as decision-makers. Nevertheless, Albanian tradition is familiar with the notion of 'amanet', a sort of living will that mainly deals the property and inheritance issues. Such living wills, verbally transmitted, may in certain cases include advance directives regarding end-of-life decisions of the patient including refusal or termination of futile medical treatments. Since these living wills are never formally and legally validated, their application is impossible and treatment refusal remains still non practicable. Tricks to avoid institutional treatment under desperate conditions are used, aiming to provide legal coverage for medical teams and relatives that in extreme situations comply with the advice of withholding senseless treatment. This essay discusses the fascist collaboration of Mustafa Merlika Kruja, Albania’s prime minister from 1941 to 1943. In textbooks published before 1990, Kruja was called the Albanian Quisling and his very name was associated with treason. Yet even in publications after the 1990s Kruja was seen as Albania’s black sheep and only few sources viewed him objectively. Aiming to unite Albania with Kosovo, he stressed the need to fight communism, which for him was synonymous with antinationalism and, (...) which he believed, would bring Albania to ruin. Thus Kruja used anticommunism and nationalism as his main political weapon to gain support for his collaboration with fascist Italy and with Albanian nationalists. (shrink)

The city of Kruja dates back to its existence in the 5th and 6th centuries. In the inner city are preserved great historical, cultural, and architectural values that are inherited from generation to generation. In the city interact and coexist three different typologies of dwellings: historic buildings that belong to the XIII, XIV, XV, XIII, XIX centuries (built using the foundations of previous buildings); socialist buildings dating back to the Second World War until 1990; and modern buildings which were (...) built from 1990 onwards. According to the questionnaires, the creation of mathematical models applied to each category will result in contradictory attitudes but also fairy ones based on different percentages. There are underlined 5 quality of life indicators(questions) from a total of 30 questions of the questionnaire, which are involved in mathematical regression and are statistically significant with a significance level p<5% (with a reliability of 95%), which interact for all three categories of buildings. The quality of life indicators: dwelling area, heating mode during winter, level of dwelling improvement, time spent in the dwelling, and monthly electricity payments, are the main actors who will be compared in order to draw conclusions. According to the statistical calculations trend, it is noted that the socialist buildings category does not directly participate in the debate between historic and modern buildings by means of the quality of life indicators (questions). This book analyses the stock of buildings as an important part of the current composition of the city of Kruja, Albania. Initially, all the groups of dwellings are analyzed. Considering the analysis this book will focus on the two most important stocks of buildings in the city of Kruja, the historical ones (dating to the XVIII-th century) and the buildings built in the period of socialism (dating between the years 1960-1985). These groups have different socio-cultural, physico-mechanical characteristics, variable (...) energy exchange, different construction materials, different moisture levels, variable temperature, and consequently different coefficients of thermal transmission. The influence of all these characteristics will be strictly analyzed in two different but parallel directions: 1. Questionnaires and 2. Relevant observations (measurements), through two different mathematical regression methodologies. Based on the relevant data and the methodologies used, dynamic conclusions will be drawn, in order to improve the living conditions of the citizens of Kruja. (shrink)

Kruja is a middle-range city located in the center of Albania. The city of Kruja dates back to its existence from the V-VI century and extends to the city around the VI and IX centuries. It becomes the first capital of Albania in the XI-th century, specifically in 1190. This paper is going to deal with only two groups of buildings that are an integral part of the historical city of Kruja, the historical dwellings (XVIII century) and (...) the socialist ones (1960-1985). This paper aims to analyze through linear regressions the relation between two parameters: moisture content and temperature of the indoor walls and floors of the historic and socialist buildings in the city of Kruja. Three types of historic dwelling and three types of socialist apartments have been analyzed, relatively uniformly oriented. The measurements with specific instruments are done on the same day, for three hours. The degree of reactivity is different for both groups of buildings. The historical buildings are more sensitive to temperature rise. They respond invers to it (as the temperature rise, the level of the moisture content decreases), with a higher coefficient than socialist ones, and appear to be more efficient in reducing the level of the moisture, despite the average moisture content being higher. This paper takes into consideration also the analysis of the materials of the construction for both categories. If the level of moisture is reduced, the buildings will be improved and the quality of life indicators of the inhabitance will be improved too. (shrink)

The city of Kruja (Albania)contains three types of dwellings that date back to different periods of time: the historic ones, the socialist ones, the modern ones. This paper has to deal only with the historic building's typology. The questionnaire that is applied will be considered for the development of mathematical regression based on specific data for this category. Variation between the relevant variables of the questionnaire is fairly or inverse-linked with a certain percentage of influence. The aim of this (...) study is to have better insights into the important role of building occupancy, people's lifestyle, economic level, and the quality of life of the residents in the inner medieval citadel, the physics characteristics, and the energy efficiency of the historical dwellings. The variables such as the number of residents, quality of life, the surface of the dwellings, heating instruments and time spent in the dwelling, current living conditions, monthly bills, level of satisfaction, restoration, and building improvements, interact with each other with probabilities with different positive or negative percentages. The aim of this paper is to have a better architectonic insight over the museum of Gjergj Kastriot Skanderbeg in the city of Kruja. The history for which Albanians are proud will be the focus of this paper from its genesis until now, always seeing its architectural perspective. The castle as the last resistance of Albanians at the time of Turkish occupation will be analyzed; together with the mode of implementation of the new Museum Gjergj Kastriot Skenderbeu at the (...) time of socialism. Who were the ideas of the ideologies of the time? What were the secrets of the building design? What were the secrets of the construction of the building? What were the motivations and inspirations of the architects and the design group? The paper will contain historical dating, direct interviews with architects of the building, and authentic architectural analysis of the building. Museum of Kruja is a work that belongs not only to Albanians but all of Europe and Balkan. Today it is one of the most visited works throughout the country. (shrink)

The aim of this paper is to analyse the people behaviour in different age buildings and different buildings typology. In the city of Kruja (Albania) exists mostly three types of buildings: the historical ones (medieval), the socialist ones (which belongs to the former communist regime) and the modern buildings. Each of them has different social and physics characteristics, different energy exchange and different building materials. The influence of all these characteristics in the exchange of energy and how they reflect (...) in changing the lifestyle of Kruja’s people is going to be analysed. A questionnaire will be undertaken to understand the way of life of Kruja’s people and to draw conclusions. A comparative analysis between all these typology of buildings will be undertaken in order to understand better the behaviour of Kruja’s people lifestyle living in these buildings. Although the conditions are not good, people tend to get a high level of place attachment and loyalty to the building they are living. The biggest energy consumers are the historical buildings and socialist ones; although the bills of the electricity are smaller than the third category they consume alternative energies and have major problems with thermal bridges. The most unfriendly categories are the socialist buildings. They prefer not to socialize much in comparison with the other two categories. (shrink)

Socialist buildings in the city of Kruja (Albania) date back after the Second World War between the years 1945-1990. These buildings were built during the time of the socialist Albanian dictatorship and the totalitarian communist regime. A questionnaire with 30 questions was conducted and 14 people were interviewed. The interviewed residents belong to a certain area of the city of Kruja. Based on the results obtained, diagrams have been conceived and mathematical regression models have been developed which will (...) serve as a base for drawing conclusions. The purpose of this study is to find a relationship that specifies the role of the inhabitants, the role of the dwellings, the physical-mechanical characteristics, and their energy efficiency, in order to improve the living conditions of the inhabitants. The independent variables interact with each other assuming positive or negative values depending on the probabilistic mathematical regression, giving different results based on the calculated data. The variables that co-exist among them are living space, quality of life, time spent at home, social interaction of residents, dwelling humidity level, dwelling orientation, satisfaction level of the inhabitants, dwelling improvements demand, and monthly electricity bills. This paper is meant to show why the introduction of probation in the capital punishment act of the new Code of Criminal Law is a change we should appreciate. This change will expectedly lead Indonesia to be a nation that de facto no longer employs capital punishment. This is a desirable consequence given that, in my view, capital punishment cannot be ethically justified. In this paper, I will show why arguments in defense of capital punishment by appealing to the deterrence (...) effect, the risk of recidivism, the sense of justice, and the principle of retributive justice do not stand up to scrutiny. The irreversible nature of capital punishment further points to the unjustifiability of this form of punishment. Abstrak Tulisan ini hendak menunjukkan mengapa diintroduksikannya masa percobaan dalam pasal hukuman mati KUHP terbaru merupakan perubahan yang layak diapresiasi. Perubahan tersebut berpotensi mengantar Indonesia menjadi negara yang de facto tidak lagi menerapkan hukuman mati. Menurut penulis, konsekuensi semacam ini layak disambut baik lantaran hukuman mati itu sendiri secara etis tidak dapat dibenarkan. Dalam tulisan ini, penulis akan menunjukkan mengapa argumen-argumen yang ditujukan untuk menjustifikasi hukuman mati dengan merujuk pada efek jera, risiko residivis, rasa keadilan, dan prinsip keadilan retributif tidak dapat dipertahankan. Sifat hukuman mati yang tidak membuka ruang bagi koreksi yang berarti juga meneguhkan tidak dapat dibenarkannya bentuk hukuman tersebut. On November 7, 1594, an Assembly was held in the Monastery of St. Mary in Mat, and was attended by “Governors and General Guardians of the Macedonian and Albanian Kingdoms”. The Assembly was attended by leaders representing the Albanian provinces, such as: Gjergj Skura from Rodoni, Gjek Lalësi from Dukagjini, Vlash Koreshi from Kruja, Domenik Jonima from Mati, Jeronim Mamëli from Elbasan, and bishops of Stefaniakë and Sapas etc. A detailed project was drafted for the liberation of the country (...) from the Ottoman invaders, addressed to the Western nations, to the Pope, the Kingdom of Naples etc. in order to seek material and military support. The action plan and the demands examined during the assembly meeting were entrusted to Tomë Plezha as the almighty delegate of the Pope to the king of Spain and other European princes.
