We focus on a class of multicriteria methods that are commonly used in environmental decision making--those that employ the weighted linear average algorithm (and this includes the popular analytic hierarchy process (AHP)). While we do not doubt the potential benefits of using formal decision methods of this type, we draw attention to the consequences of not using them well. In particular, we highlight a property of these methods that should not be overlooked when they are applied in environmental and wider (...) decision-making contexts: the final decision or ranking of options is dependent on the choice of performance scoring scales for the criteria when the criteria weights are held constant. We compare this "sensitivity" to a well-known criticism of the AHP, and we go on to describe the more general lesson when it comes to using weighted linear average methods--a lesson concerning the relationship between criteria weights and performance scoring scales. La logique spécifique des jugements de valeur est à chercher dans le discours rhétorique. Cette thèse développée par Ch. Perelman dans L'Empire rhétorique (1977) nous rappelle l'introduction à l'éthique de Jean Buridan (XIVe s.). Selon Buridan la philosophie morale ne peut se contenter d'appliquer la logique générale: elle a besoin d'une logique spéciale, une „logique morale” qui n'est rien autre que la technique persuasive qu'on étudie dans la Rhétorique. Roger Bacon (XlIIe s.) a même essayé d'intégrer cette rhétorique dans (...) l'éthique : elle est la partie pratique de la science morale. Bien que leur textes rappellent parfois les considérations de la ‘nouvelle rhétorique’, la relation entre l'éthique et la rhétorique y est envisagée d'une manière toute différente. Pour les auteurs médiévaux la rhétorique est une science auxiliaire de l'éthique : elle sert de liaison entre la théorie et la pratique. Dans la partie théorétique de l'éthique la logique ‘générale’ reste en vigeur. Ce n'est que pour mettre en pratique les règles et valeurs qui ont été ‘démontrées’ par la théorie qu'on a recours à la technique persuasive et sa logique ‘spéciale’. La rhétorique n'a donc qu'une fonction subsidaire. On retrouve la même conception au début des temps modernes chez Francis Bacon qui attribue à la rhétorique la fonction d'appliquer le dictamen rationis à l'imagination pour exciter ainsi la volonté. Une tout autre conception est défendue par l'humaniste Lorenzo Valla qui essaie de réintégrer l'argumentation morale dans le discours rhétorique où elle trouve sa place originaire. Notre propre point de vue est développé en confrontation avec Aristote, de qui nous avons hérité le projet d'une ‘science pratique’ et l'ambiguité qui en est inhérente 1° La rhétorique présuppose l'éthique. 2° L'éthique qui se veut epistème, ne relève pas de la rhétorique qui n'est qu'une technè. Elle se présente comme une science à caractère dialectique. 3° Les difficultés arrivent dès qu'on exalte la fonction pratique de cette science (cf. récemment R. Hare). Dès que l'éthique veut être efficace dans la vie concrète, elle devient une argumentation qui relève plutôt du discours épidectique (Weltanschauung). Notre société, en pleine crise morale, a certainement besoin d'un tel discours qui essaie d'intensifier l'adhésion à des valeurs morales. Mais il nous semble qu'il reste à côté d'un tel discours - en pleine expansion des nos jours - une place bien discrète pour une reflection critique qui en analyse les raisons : qui n'est pas inutile, bien que peu efficace. The european steel crisis is due to the steel production overcapacity in regard of a decline in demand, leading to a fierce price competition, with prices 15 to 20 % lower than in the USA and Japan. Measures were taken by the Commission of the European Communities and by the steel companies, consisting of imposing or proposing selling prices, limiting the deliveries, reducing import from third countries, closing down obsolete capacities, increasing productivity. Moreover, most governments have granted financial aid.In the (...) second half of 1980, the market situation has deteriorated rapidly, which fact has led the Council of the European Communities to adopt Art. 58 of the ECSC-Treaty and to set obligatory production quotas. This has proved not to be sufficient. There is a strong tendency within the Commission towards a drastic reduction of overcapacity,as well as a decrease in state aid, the latter being considered as only allowed temporarily as a means of achieving the necessary restructuring and capacity reduction.It can be expected that, given the dramatic market situation, these measures wilt effectively be put into practice in the period to come. At the same time, voluntary agreements concerning production and prices are being discussed among steel producers. (shrink)

ABSTRACT Jean Monnet was the inventor of the community method; by placing economic integration before the political one, he reversed the criteria of unification that had characterised the development of nation-states in the Old Continent. He was never a government or party leader; despite this, he engaged on an equal footing with the most prestigious statesmen of the twentieth century, influencing their choices: from Viviani in 1914 to Giscard d’Estaing in 1975, passing through Schuman, Spaak, De Gasperi, Adenauer and (...) Kennedy. Monnet favoured the creation of supranational community institutions. Through his foresight he was able to combine ideas and pragmatism and in this way he taught a whole generation of European leaders to debate issues of common interest, thus overcoming national selfishness; from the Schuman Declaration of which he was the main ‘inspirer’ (as he was sarcastically called by Charles de Gaulle) which led to the European Coal and Steel Community (1951) to the first election by universal suffrage of the European Parliament (1979), passing through the failure of the European Defence Community (1954), the Rome Treaties establishing the European Economic Community and Euratom (1957) and his tireless commitment inside the Action Committee for the United States of Europe. Although Ricoeur and Taylor are often grouped together, their conceptions of language, literature, and practical reason are very different. The first half of this essay focuses on Ricoeur's theory of triple mimesis and narrative, showing how his attempt to synthesize Kant, Husserl, and structuralism results in a formalism that blocks out the ontological, hermeneutical, and historical dimensions of literature and practical reason. The second half of the essay develops Taylor's ontological conception of public imagination and illustrates the dynamics of this (...) conception of language and interpretation by showing how literary works debate with each other over language, subjectivity, and reference. The European Council called for a period of reflection in each of the member states of the European Union (EU) after the people of France and the Netherlands rejected the Constitutional Treaty in referendums in 2005. The present article offers a contribution to this process by reflecting on the prospects for institutional design and redesign in the EU, a topic that became even more relevant after the Irish ?no? to the Lisbon Treaty in June 2008. The discussions are based on (...) a historical perspective, and the article discusses what lessons can be drawn from Jean Monnet, viewed as an institutional designer on the European stage. The article argues that the successful establishment of the European Coal and Steel Community (ECSC) was a product of a robust deontological design in a constitutional moment for Europe, and that prospective designers in the EU can learn important lessons from how Monnet identified and exploited available spaces for institutional design. In a recent essay, John Norton proposes a material theory of induction, according to which all justification for inductive inference ultimately stems from the particular facts of the case at hand. Despite being sympathetic to the pluralistic spirit of this proposal, I argue that central controversies among leading theories of inductive inference turn not on material facts but upon normative judgments regarding the proper standards and aims of induction. Thus, a pluralistic approach to induction can be successfully developed only given (...) an explanation of how the choice of such aims and standards depends on features of particular cases. (shrink)

Previous simulation models have found positive effects of cognitive diversity on group performance, but have not explored effects of diversity in demographics (e.g., gender, ethnicity). In this paper, we present an agent-based model that captures two empirically supported hypotheses about how demographic diversity can improve group performance. The results of our simulations suggest that, even when social identities are not associated with distinctive task-related cognitive resources, demographic diversity can, in certain circumstances, benefit collective performance by counteracting two types of conformity (...) that can arise in homogeneous groups: those relating to group-based trust and those connected to normative expectations towards in-groups. Jean-François Lyotard (1924-1998) was one of the most important French philosophers of the Twentieth Century. His impact has been felt across many disciplines: sociology; cultural studies; art theory and politics. This volume presents a diverse selection of interviews, conversations and debates which relate to the five decades of his working life, both as a political militant, experimental philosopher and teacher. Including hard-to-find interviews and previously untranslated material, this is the first time that interviews with Lyotard have been presented as (...) a collection. Critics of functional explanations in social science maintain that such explanations are illegitimate unless a mechanism is specified. Others argue that mechanisms are not necessary for causal inference and that functional explanations are a type of causal claim that raise no special difficulties for testing. I show that there is indeed a special problem that confronts testing functional explanations resulting from their connection to second-order causal claims. I explain how mechanisms can resolve this difficulty, but argue that this does not (...) provide support for methodological individualism since it is not necessary that the mechanisms be described in terms of individual interactions. Many physicians have found that the traditional approach to bioethics fails to account for important aspects of their moral experience in practice. New approaches to bioethics theory are challenging the traditional application of universal moral principles based in liberal moral theory. At the same time, a shift in both the goals and methods of bioethics education has accompanied its coming of age in the medical school curriculum. Taken together, these changes challenge both bioethics educators and theorists to come closer to (...) the details and nuances of real clinical encounters. The emerging trend emphasizes the importance of context in bioethics education and in the moral theory and research under-girding it. This article introduces one research approach examining the practical life contexts of medical students' ethical experiences and learning. It calls for increased attention to research and theory in bioethics that more adequately accounts for the ways different contexts produce significant changes in meaning and understanding in medical encounters. This paper considers a puzzling conflict between two positions that are each compelling: it is irrational for an agent to pay to avoid `free' evidence before making a decision, and rational agents may have imprecise beliefs and/or desires. Indeed, we show that Good's theorem concerning the invariable choice-worthiness of free evidence does not generalise to the imprecise realm, given the plausible existing decision theories for handling imprecision. A key ingredient in the analysis, and a potential source of controversy, is the (...) general approach taken for resolving sequential decision problems { we make explicit what the key alternatives are and defend our own approach. Furthermore, we endorse a resolution of the aforementioned puzzle { we privilege decision theories that merely permit avoiding free evidence over decision theories for which avoiding free evidence is uniquely admissible. Finally, we situate this particular result about free evidence within the broader `dynamic-coherence' literature. (shrink)

There has been much recent interest in imprecise probabilities, models of belief that allow unsharp or fuzzy credence. There have also been some influential criticisms of this position. Here we argue, chiefly against Elga (2010), that subjective probabilities need not be sharp. The key question is whether the imprecise probabilist can make reasonable sequences of decisions. We argue that she can. We outline Elga's argument and clarify the assumptions he makes and the principles of rationality he is implicitly committed to. (...) We argue that these assumptions are too strong and that rational imprecise choice is possible in the absence of these overly strong conditions. (shrink)
