The emergence of vibrant research communities of computer scientists in Kenya and Uganda has occurred in the context of neoliberal privatization, commercialization, and transnational capital flows from donors and corporations. We explore how this funding environment configures research culture and research practices, which are conceptualized as two main components of a research community. Data come from a three-year longitudinal study utilizing interview, ethnographic and survey data collected in Nairobi and Kampala. We document how administrators shape research culture by building academic (...) programs and training growing numbers of PhDs, and analyze how this is linked to complicated interactions between political economy, the epistemic nature of computer science and sociocultural factors like entrepreneurial leadership of key actors and distinctive cultures of innovation. In a donor-driven funding environment, research practice involves scientists constructing their own localized research priorities by adopting distinctive professional identities and creatively structuring projects. The neoliberal political economic context thus clearly influenced research communities, but did not debilitate computing research capacity nor leave researchers without any agency to carry out research programs. The cases illustrate how sites of knowledge production in Africa can gain some measure of research autonomy, some degree of global competency in a central arena of scientific and technological activity, and some expression of their regional cultural priorities and aspirations. Furthermore, the cases suggest that social analysts must balance structure with culture, place and agency in their approaches to understanding how funding and political economy shape scientific knowledge. Hume regards the ‘absolute’ necessity attending demonstrable truths as simply an expression of our imaginative blocks, and thereby avoids any commitment to a mind-independent and extra-empirical domain of absolute modal properties and facts. I develop this expressivist interpretation of Hume’s metaphysics of absolute modality, situate it against a wider understanding of Hume’s philosophy of language, and defend it against some recent objections.

Hume contrasts two different ways in which we might speak about the attributes of the first cause of all: first, in an attempt to describe the actual nature of this ultimate being or principle; or second, in ascribing attributes to it as so many honorifics, with no intention to describe but merely to express our own reverence. There is no greater testament to Emmanuel Levinas' reputation as an enigmatic thinker than in his meditations on eschatology and its relevance for contemporary thought. Levinas has come to be seen as a principal representative in Continental philosophy - alongside the likes of Heidegger, Benjamin, Adorno and Zizek - of a certain philosophical messianism, differing from its religious counterpart in being formulated apparently without appeal to any dogmatic content. To date, however, Levinas' messianism has not received the same detailed attention (...) as other aspects of his wide ranging ethical vision. Karol Wojtyla’s The Acting Person is devoted to articulating how the experience and structure of action reveals that the person is an objective/subjective unity whose self-fulfillment is achieved by moral praxis. Wojtyla is attempting to harmonize the Boethian-Thomistic definition of man as an individual substance of a rational nature with a modern, phenomenological vision of man as an incommunicable subject. In doing so, he adopts what might be termed a “maximalist” interpretation of Boethius’ definition, an interpretation that understands the basic (...) concepts of substance, rationality, and nature as part of a deeper unity that also includes the aspects of subjectivity, consciousness, and personal love. This unity is revealed through a phenomenological description of action. Wojtyla’s personalist synthesis depends upon establishing the compatibility of the Aristotelian-Thomistic understanding of human nature with his own phenomenological analysis. This article differentiates Wojtyla’s various uses of the term nature, indicating where he departs from or develops traditional views. Most important is Wojtyla’s conclusion that while the natural order possesses its own integrity, it can only properly be understood in light of the personal order, or the order of love. Love alone integrates the person, enabling him to both fully realize and transcend his natural potentialities. Consequently, the person can only partially be identified with his human nature because his end lies in an order of love beyond the natural realm. (shrink)

In a series of presentations at Sainte-Anne Hospital, published in English under the title _Talking to Brick Walls_, Lacan offers one of the few explicit references to Bataille in his _œuvre_. He interposes a stark disagreement between himself and Bataille on the status of possible knowledge regarding ontological questions. Lacan reads Bataille as a mystic who proposes that the pursuit of knowledge is a futile task and that knowledge of being is _only _possible _per viam negativam_. In order to advance (...) this reading, Lacan emphasises Bataille’s fixation with “nonknowledge.” At first glance, one can understand why Lacan identifies him as a mystic, and many commentators on Bataille’s writings offer similar reading; however, this ignores subtle nuances of Bataille’s arguments regarding what he calls “inner experience.” More crucially, it ignores his explicit rejection of mysticism on the very basis of the knowledge that results from nonknowledge. This comparison frames a problem for fundamental ontology, of which I hope to elaborate only one aspect: The incompleteness of thought implies a non-relation between thought and being, and we can have a knowledge about this non-relation through an analysis of the limit as phantasmatic and structural rather than as real. The complex-systems approach to cognitive science seeks to move beyond the formalism of information exchange and to situate cognition within the broader formalism of energy flow. Changes in cognitive performance exhibit a fractal (i.e., power-law) relationship between size and time scale. These fractal fluctuations reflect the flow of energy at all scales governing cognition. Information transfer, as traditionally understood in the cognitive sciences, may be a subset of this multiscale energy flow. The cognitive system exhibits not just a single power-law (...) relationship between fluctuation size and time scale but actually exhibits many power-law relationships, whether over time or space. This change in fractal scaling, that is, multifractality, provides new insights into changes in energy flow through the cognitive system. We survey recent findings demonstrating the role of multifractality in (a) understanding atypical developmental outcomes, and (b) predicting cognitive change. We propose that multifractality provides insights into energy flows driving the emergence of cognitive structure. (shrink)

Often referred to as simply the Discourse on the Method, this work is frequently cited as one of the most important to appear during the Enlightenment era. It discusses the ideal means through which those in search of knowledge can approach the world, and the practice of science, as a means of attaining true and (...) definitive insight. The Discourse on Method is influential chiefly for its role in establishing the scientific method; a technique which scientists have used to make valid discoveries over the centuries. Descartes instructs the reader to doubt everything, and to use this universal doubt as a starting point from which to approach a problem. In addition to matters of science, Descartes reflects upon his own personal, religious beliefs. In addition to his Method, Descartes also explains certain social and personal notions such as obeying the laws and statutes of his country and prioritizing self-advancement over the achievement of material wealth or fortune. Famous for including the much-quoted phrase "Je pense, donc je suis" - "I think, therefore I am" - the Discourse on Method today stands as a crucial cornerstone of countless educational courses on philosophy. The social and cognitive science replication crisis is partly due to the limitations of commonly used statistical tools. Inferential statistics require that unsystematic measurement variation is independent of system history, and weak relative to systematic or causal sources of variation. However, contemporary systems research underscores the dynamic, adaptive nature of social, cognitive, and behavioral systems. Variation in human activity includes the influences of intrinsic dynamics intertwined with changing contextual circumstances. Conventional inferential techniques presume milder forms of variability, such as unsystematic (...) measurement error, as in a Gaussian distribution. Inferential statistics indicate an elementary Newtonian cause-effect metaphor for change that is inconsistent with known principles of change in complex systems. Pattern formation in self-organizing systems and quantum probability are used to illustrate theoretical metaphors that instantiate alternative notions of change in complex systems. Inferential statistics and related techniques are crucial scientific resources. However, in the social and behavioral sciences, they must be practiced in conjunction with an appropriate general systems framework that accommodates intrinsic fluctuations and contextual adaptation. Modern engineering is complicated by an enormous number of uncertainties. Engineers know a great deal about the material world and how it works. But due to the inherent limits of testing and the complexities of the world outside the lab, engineers will never be able to fully predict how their creations will behave. One way the uncertainties of engineering can be dealt with is by actively monitoring technologies once they have left the development and production stage. This article uses an (...) episode in the history of automobile air bags as an example of engineers who had the foresight and initiative to carefully track the technology on the road to discover problems as early as possible. Thomas Holden presents a fascinating study of theories of matter in the seventeenth and eighteenth centuries. These theories were plagued by a complex of interrelated problems concerning matter's divisibility, composition, and internal architecture. Is any material body infinitely divisible? Must we posit atoms or elemental minima from which bodies are ultimately composed? Are the parts of material bodies themselves material concreta? Or are they merely potentialities or possible existents? Questions such as these -- and the press of subtler questions (...) hidden in their amibiguities -- deeply unsettled philosophers of the early modern period. They seemed to expose serious paradoxes in the new world view pioneered by Galileo, Descartes, and Newton. The new science's account of a fundamentally geometrical Creation, mathematicizable and intelligible to the human inquirer, seemed to be under threat. This was a great scandal, and the philosophers of the period accordingly made various attempts to disarm the paradoxes. All the great figures address the issue: most famously Leibniz and Kant, but also Galileo, Hobbes, Newton, Hume, and Reid, in addition to a crowd of lesser figures. Thomas Holden offers a brilliant synthesis of these discussions and presents his own overarching interpretation of the controversy, locating the underlying problem in the tension between the early moderns' account of material parts on the one hand and the program of the geometrization of nature on the other. This chapter has two main goals: to update philosophers on the state of the art in the scientific psychology of intelligence, and to explain and evaluate challenges to the measurement invariance of intelligence tests. First, we provide a brief history of the scientific psychology of intelligence. Next, we discuss the metaphysics of intelligence in light of scientific studies in psychology and neuroimaging. Finally, we turn to recent skeptical developments related to measurement invariance. These have largely focused on attributability: Where do (...) the mechanisms and dispositions that explain people’s performance on tests of intelligence inhere – in the agent, in the local testing environment, in the culture, or in the interactions among these? After explaining what measurement invariance is in the context of intelligence testing, we explore the phenomenon of stereotype threat as a challenge to measurement invariance, as well as more recent work on overcoming or buffering against stereotype threat. Contrary to a popular reading of his modal epistemology, Berkeley does not hold that inconceivability entails impossibility, and he cannot therefore argue the impossibility of mind-independent matter by appealing to facts about what we cannot conceive. Berkeley is explicit about this constraint on his metaphysical argumentation, and, I argue, does respect it in practice. Popular mythology about the ‘master argument’ notwithstanding, the only passages in which he might plausibly seem to employ the principle that inconceivability entails impossibility are those that (...) argue for the inseparability of primary from secondary qualities. From the concentrated ghettos and camps delimited by walls and barbed wire to the open fields and camouflaged forests where victims were shot en masse, Anne Kelly Knowles et al. (...) argue, specific locations, patterns of migration, deportation and evacuation, and other spatial elements such as scale, were all central to the Nazi regime's creation of a "comprehensive geography of oppression."1 This is hardly surprising given the biopolitical logics and colonial fantasies underpinning Lebensraum ('living space'), the territorial concept guiding the genocidal aims of the Third Reich, which designated zones of life as well as the inverse on the European continent. The Holocaust was also experienced spatially by its victims, who were forced to navigate new (and at times familiar) sites and landscapes as those of genocide, and whose testimonies in the aftermath of the event conjured these very places in detail.In recent years, the spaces of the Holocaust have been variously revisited, reconstructed, and reimagined within Holocaust studies scholarship. As a broader part of the 'spatial turn' in the humanities, Holocaust scholars have increasingly employed spatial perspectives of the event to deepen our understanding of the environments in which the Holocaust took place and the transformation of these spaces over time—particularly in the fields of history and social science.2 While drawing on diverse modes of spatialisation from interdisciplinary perspectives, contributions from these fields have tended to privilege methods we might describe as variously 'forensic,' including mapping, model-making, and investigations of material traces of the past.3 This work has resulted in many significant insights, not only into the [End Page 1] contexts and structures of Nazi genocide and the perpetrator imaginings of space, but also the experiences of victims and survivors.4Another significant body of work has attended to space and culture within Holocaust contexts. From early on in the postwar period, particular locations and buildings became identified with the Holocaust, such as the notorious entrance guard house at Auschwitz-Birkenau, which appears on countless book covers as well as within films and artworks. Engaging with spatial insights and methodologies from the perspective of cultural and memory studies, scholars have attested to the production and mnemonic significance of these and less well-known sites, as well as the symbolic spatial worlds and experiences to which they give rise. These include Paul Jaskot and Gavriel Rosenfeld, who have turned respectively to Holocaust and post-Holocaust architectures as commonly overlooked sites of history and memory. Drawing attention to the construction of Holocaust space, Jaskot shows how reading architecture 'as process' rather than static structures laden with symbolic meaning reveals unique histories of forced labor in which "the goals of the SS intersected with victims' experience."5 Rosenfeld demonstrates the ways in which spaces built in response to Nazi genocide after 1945 have been variously "imbued with Jewish significance" by their users and creators, resulting in the rise to prominence of Jewish-identified architects.6 Along similar lines, Michael Meng's work has explored the ways in which Jews and gentiles interact with ruined synagogues, cemeteries and Jewish districts as important remnants of pre-war Jewish life in the post-war period in German and Polish cities.7Studies such as those noted above have tended to focus on cities and public buildings, as well as state and civic policy.
