The weaver ant, Oecophylla smaragdina Fabricius (Hymenoptera: Formicidae), has long been known as perhaps the first example of human manipulation of a natural predator population to enhance the natural biological control of insect pests. The practice of ant husbandry in Vietnamese citrus orchards and the knowledge associated with the use of weaver ants in the Mekong delta are described. In contrast to other regions of Asia, where weaver ants are noted for their role in the protection of citrus from insect (...) damage, citrus farmers in the Mekong delta explain the benefits of ant husbandry in terms of an improvement in fruit quality, likened to the influence of fertilizers, that occurs in direct response to excretory products deposited by the weaver ants as they patrol the fruit. A series of tests, carried out in 1993–94, rated the external shine, sweetness, juiciness, and overall appeal, as characteristics of fruit quality, for paired comparisons of sweet orange, mandarin, and pummelo fruit that had been grown in the presence of weaver ants or from which ants had been excluded. The tests indicate a strong influence of the presence of the weaver ant on external shine, juiciness, and overall appeal for each of the citrus fruits, but particularly for mandarin. The significance of these results and ant husbandry practices in the Mekong delta are discussed in relation to the development of citrus production in Vietnam. (shrink)

John Stuart Mill's best-known work is On Liberty. In it he declared that Western society was in danger of coming to a standstill. This was an extraordinarily pessimistic claim in view of Britain's global dominance at the time and one that has been insufficiently investigated in the secondary literature. The wanting model was that of China, a once advanced civilization that had apparently ossified. To understand how Mill came to this conclusion requires one to investigate his notion (...) of the stages from barbarism to civilization, and also his belief in imperialism as part of the civilizing process. Here India plays a central role, as both Mill and his father worked for the East India Company. This study, then, investigates the relationship between Mill's liberalism and his justification of imperialism. It takes us into the Utilitarianism of his family background, and such other influences as Romanticism, Scottish political economy and such key French thinkers as Saint- Simon, Guizot, Comte and Tocqueville. Mill, then, provides the focus of a debate on the origins, meaning, and consequences of Western civilization. It encompasses discourses on colonialism and orientalism, on Enlightenment optimism and conservative despair, on the need for leadership and the advance of democracy; in short, on the blessings, curses and dangers of modernization from approximately the time of the American and French revolutions to that of the so-called mid-Victorian calm in which On Liberty was written. Furthermore, current political issues concerning the West and Islamic countries have heightened interest in just the kind of question that this book discusses: that of how the West relates to, and assesses, the rest of the world. This article discusses John Stuart Mill's voluntary slavery argument in On Liberty. The author shows that standard interpretations of the argument rely on the assumption that part of Mill's objection to voluntary slavery is the permanent nature of the decision. However, in correspondence, Mill also objects to voluntary ‘coolie’ labour contracts, which he regards as a form of slavery. This produces difficulties for standard interpretations of the voluntary slavery argument. Finally, the author provides a revised interpretation (...) of Mill's argument to solve this problem. Is j s mill's concept of liberty basically utilitarian? the 'utilitarian' justifies action if it promotes the ends of happiness or pleasure. But for mill liberty is neither defined nor justified by reference to any felicific calculus. Rather, His concept of liberty seems to be based on (1) natural rights theory and (2) a consideration of its social benefits.

Most recent discussions of John Stuart Mill’s System of Logic (1843) neglect the fifth book concerned with logical fallacies. Mill not only follows the revival of interest in the traditional Aristotelian doctrine of fallacies in Richard Whately and Augustus De Morgan, but he also develops new categories and an original analysis which enhance the study of fallacies within the context of what he calls ‘the philosophy of error’. After an exploration of this approach, the essay relates the philosophy (...) of error to the discussion of truth and error in chapter two of On Liberty (1859) concerned with freedom of thought and discussion. Drawing on Socratic and Baconian perspectives, Mill defends both the traditional study of logic against Jevons, Boole, De Morgan, and others, as well as the study of fallacies as the key to maintaining truth and its dissemination in numerous fields, such as science, morality, politics, and religion. In Mill’s view the study of fallacies also liberates ordinary people to explore the truth and falsity of ideas and, as such, to participate in society and politics and develop themselves as progressive beings. J.S. Mill argues against licensing or forced medical examinations of prostitutes even if these would reduce harm, for two reasons: the state should not legitimize immoral conduct; and coercing prostitutes would violate Mill's harm principle as they do not risk causing non-consensual harm to others, their clients do. There is nothing puzzling about Mill opposing coercive restrictions on self-regarding immoral conduct while also opposing state support of that conduct. But why does Mill oppose restrictions on prostitutes’ (...) liberty if those restrictions could prevent harm to third parties? Mill's position is not puzzling once we recognize that his harm principle is not a harm-prevention principle that warrants restrictions on liberty to prevent harm no matter who caused it (as David Lyons famously argued) but instead warrants restrictions on liberty only of individuals who are the morally relevant cause of that harm. Mill's discussion of prostitution shows he prioritizes both individuality and moral progress over harm reduction. (shrink)

At 10.17.6–16 Polybius relates how Scipio seized the opportunity offered by his capture of New Carthage in 209 B.C. to increase his fleet of quinqueremes by half as much again. There is a briefer passage on the same subject in Livy 26.47.1–3. Polybius says that the total number of prisoners taken was nearly ten thousand, from whom Scipio separated two groups: first citizens, men and women with their young children, and secondly craftsmen. He freed the former, and made the latter, (...) numbering about 2000, public slaves of Rome. In Livy's account women and children are not mentioned; the prisoners are said to be ten thousand free men. As in Polybius, the citizens are said to have been set at liberty and the two thousand craftsmen made public slaves. In Polybius Scipio is said to have selected from all those not in the first two groups ‘the strongest, the fittest looking and the youngest and mixed them up with his own crews. And making the whole body of oarsmen half as many again as before he succeeded in manning the captured ships as well as his own στε τος νδρας κστ σκει βραχ τι λεπειν το διπλασους εναι τος πρχοντας τν προγενομνων, for the captured ships were eighteen in number and the original ships thirty-five’. The corresponding passage in Livy is as follows: ‘the remaining multitude [multitudinem, a word suggesting a larger number than the two former groups together] of young inhabitants and of strong slaves he handed over to the fleet to increase the number of oarsmen . It is a landmark theorem of McKinsey and Tarski that if we interpret modal diamond as closure, then \ is the logic of any dense-in-itself metrizable space. The McKinsey–Tarski Theorem relies heavily on a metric that gives rise to the topology. We give a new and more topological proof of the theorem, utilizing Bing’s Metrization Theorem.

The past four decades of research in the social sciences have shed light on two important phenomena. One is that human decision-making is full of predicable errors and biases that often lead individuals to make choices that defeat their own ends (i.e., the bad choice phenomenon), and the other is that individuals’ decisions and behaviors are powerfully shaped by their environment (i.e., the influence phenomenon). Some have argued that it is ethically defensible that the influence phenomenon be utilized to address (...) the bad choice phenomenon. They propose that “choice architects” learn about the various ways in which choices can be influenced and directed by the environment, and then work to design environments, broadly construed, that influence individuals towards choices that make them better off. Those who advocate intentionally creating choice environments that lead people to better choices believe that doing so is ethically permissible because (1) it makes people better off, and (2) it does so in a way that is entirely compatible with individual liberty. The evaluation of these two claims is the main focus of this paper. (shrink)

The project review as outlined in this article explores the questions: What is transformative research and what is transformation as far as the community stakeholders are concerned? To what extent has the transformative research achieved its intended outcomes? The Bokamoso project (founded by Lesego Serolong as facilitator and investor) is an integrated development project designed to create employment and to enable the community to learn while they make a living through a diverse range of farming activities. The participatory research as (...) discussed here is part of the University of South Africa’s research and community engagement programme, and is set in a remote, arid zone. This research coupled with community engagement aims to transform lives and create opportunities by enhancing their participation in education, training and employment creation. The project (which has been running since 2015) supports indigenous ways of being, knowing and doing and has succeeded in enabling the farmers trained through Bokamoso to be less dependent on social benefits (government grants). Stephen's critique of Mill is best known in the form given to it in Liberty, Equality, Fraternity (1873). Nevertheless, the two men's journalistic writings from the 1860s- - the decade of the American Civil War-- already reveal divergent views of human progressiveness. Both supported the North, but Mill's hope for a moral regeneration of the American people seemed to Stephen to endanger the legal case for Unionism and to threaten further violence. This paper attempts a defense of John Stuart Mill’s absolute ban against paternalistic restrictions on liberty. Mill’s principle looks more credible once we recognize that some instances of what are thought to be justified instances of paternalism are not instances of paternalism at all—e.g. anti-duelling laws. An interpretation of Mill’s argument is advanced which stresses his commitment to autonomy and his suggestion that exactly the same reasons which favor absolute freedom of speech also favor an absolute (...) prohibition of paternalism. Alternative expositions and appraisals of Mill by Gerald Dworkin and Joel Feiriberg are criticized. Finally, consideration is given to two arguments that render Mill’s principle trivial via the denial that there are any significant self-regarding actions. (shrink)

The essay opens with some background information about the period in which J.S. Mill wrote. The discussion revolves around the concept of blasphemy which Mill considered to be highly problematic. Tagging unpopular views as ‘blasphemous’ amounted to abuse of governmental powers and infringed on the basic liberties of the out-of-favour speakers. The discussion on blasphemy sets the scene to the understanding of Mill's concerns, his priorities and consequently his emphasis on the widest possible liberty of expression. (...) Section 2 presents the Millian principles that are pertinent to his philosophy of free speech: liberty and truth. Section 3 analyzes Mill's very limited boundaries to freedom of expression, asserting that the consequentialist reasoning had led Mill to ignore present tangible harm. British philosopher and economist John Stuart Mill is the author of several essays, including Utilitarianism - a defence of Jeremy Bentham's principle applied to the field of ethics - and The Subjection of Women, which advocates legal equality between the sexes. This work, arguably his most famous contribution to political philosophy and theory, was first published in 1859, and remains a major influence upon contemporary liberal political thought. In it, Mill argues for a limitation of the power of (...) government and society over the individual, and defines liberty as an absolute individual right. According to the still much debated 'harm principle', power against the individual can only be exercised to prevent harm to others. In this paper I will argue that Mill employs a tacit concept of competence in On Liberty. I will focus on the role of truth and individuality in On Liberty. Competence is a precondition for individuality, and as such, it is a threshold concept: those above the threshold are sensitive to rational argument and should be free to pursue happiness in their own way (because they are guided by the truth), whereas those who fail to meet this (...) threshold should be educated and paternalistically be kept out of harm's way until they are able to find the truth for and by themselves. Is John Stuart Mill’s On liberty the source of present-day boundless self-tolerance and vacuous spontaneity and eccentricity? Professor Pedro Schwartz, in his work En busca de Montesquieu (2007), claims so. This article friendly discusses (o rather disputes) Schwartz’s views.

The problem posed in this paper is 'Can those interferences with liberty of expression which are necessary and desirable be indicated in some simple, general way, e.g. in terms of some principle or principles of the kinds with which J. S. Mill sought to delimit the interferences with freedom of action?' It is argued that although J. S. Mill sought to defend 'the fullest freedom of expression', he in fact allowed important interferences of kinds which render the (...) formulation of a principle covering them difficult. Further, it is maintained that the important liberal arguments advanced by the great exponents of liberalism are such that they admit as being necessary, legitimate, and desirable, a wide range and variety of interferences, where these interferences are such that they must be determined in the light of the facts in the concrete situation and not on the basis of some general principle. The traditional objection to Mill's principle governing the interference of state and society in the lives of individuals is that it excludes interference only in the case of actions that harm nobody at all. Interpretations of Mill's essay which escape this objection have been suggested by J. C. Rees and Richard Wollheim. In one case Mill is said to have been concerned with harm to established interests, in the other with harm which arises by way of the (...) beliefs of those injured. The author of the present article proposes an alternative interpretation which better represents Mill's intention and escapes objections which may be raised against the principles expounded by Rees and Wollheim. Once again, however, Mill's principle emerges as seriously flawed. (shrink)

J.S. Mill's plural voting proposal in Considerations on Representative Government presents political theorists with a puzzle: the elitist proposal that some individuals deserve a greater voice than others seems at odds with Mill's repeated arguments for the value of full participation in government. This essay looks at Mill's arguments for plural voting, arguing that, far from being motivated solely by elitism, Mill's account is actually driven by a commitment to both competence and participation. It goes on (...) to argue that, for Mill, much of the value of political participation lies in its unique ability to educate the participants. That ability to educate is not, however, a product of participation alone; rather, for Mill, the true educative benefits of participation obtain only when competence and participation work together in the political sphere. Plural voting, then, is a mechanism for allowing Mill to take advantage of the educative benefits that arise from the intersection of competence and participation. (shrink)

Introduction to one of the most important, controversial, and suggestive works of moral philosophy ever written.

This article considers how John Stuart Mill's relationship with philosophical necessitarianism, or the idea that character is formed by external circumstances, came to pervade his later thought, and was central to his eventual presentation of the famous theory of liberty outlined in _ On Liberty _, for which he remains best known today. My main argument here extends Bernard Semmel's suggestion that "The conflict between philosophical liberty and necessity, between free will and determinism, was critical to (...) the argument of _ On _ _ Liberty _, in keeping with the central role it played in Mill's thought", by providing a more extended discussion of the Owenite background in particular. Contrary to the disingenuous disclaimer Mill offers initially in _ On Liberty _, the doctrine of free will is actually central to his case for individuality, and to his defence of social liberty. Universally acknowledged for his role in the development of modern liberalism, John Stuart Mill has fallen out of favor with today’s moral and political philosophers who fail to read beyond his works _Utilitarianism_ and_ On Liberty_. This collection of essays seeks to reestablish Mill as an important thinker for our time by stressing the moral basis of liberal democracy in a wide range of his writings These essays examine the full range of Mill’s work—including letters, diaries, and (...) speeches—to show that he was more interested in issues of character and leading a good life than in rules of obligation. They show how Mill sought to introduce historical consciousness and social responsibility into all aspects of his moral and political philosophy, and they contrast his vision of a liberal society with current theories of liberal democracy. The volume also includes three earlier studies that provide grounds for rethinking how the history of modern liberal philosophy might be written. Together, all of the contributions situate Mill at the boundary of the liberal-communitarian divide, revealing his reflections on the limits of democracy, the role of the family, and the relationship of economic resources and their distribution to self-development and sociality. This collection shows how Mill can light the way out of the darkening maze of rights and identity discourse in which liberal moral and political philosophy now finds itself.
