This essay examines the reception of Ivan Pavlov’s work on conditioned reflexes in early to mid-twentieth century Britain. Recent work on the political interpretation of biology has shown that the nineteenth-century strategy of “making socialists” was undermined by August Weismann’s attacks on the inheritance of acquired characters. I argue that Pavlov’s research reinvigorated socialist hopes of transforming society and the people in it. I highlight the work of Pavlov’s interpreters, notably the scientific journalist J. G. Crowther, the biologist Lancelot (...) Hogben, and the science writer H. G. Wells, who made Pavlov’s work accessible to a British audience and embraced the socialist implications of his research – especially the idea that people could be persuaded to become socialists through science writing for a nonspecialist audience and through use of a simplified language such as Basic English. They saw, in the followers of National Socialism, how Pavlovian conditioning could create a national movement, and believed that this could be used for their own more democratic form of socialism. In the final part of the essay, I suggest that this broad socio-cultural movement to reshape humanity proved controversial, especially in the post-war period and in light of Soviet use of brainwashing. The likes of Aldous Huxley and F. A. Hayek feared that conditioning could only lead to totalitarianism, while the historian E. P. Thompson put forward a socialist humanism that left room for human agency. (shrink)

In an important and widely cited paper, Zerilli, Knott, Maclaurin, and Gavaghan (2019) argue that opaque AI decision makers are at least as transparent as human decision makers and therefore the concern that opaque AI is not sufficiently transparent is mistaken. I argue that the concern about opaque AI should not be understood as the concern that such AI fails to be transparent in a way that humans are transparent. Rather, the concern is that the way in which opaque AI (...) is opaque is very different than the way in which humans are opaque. What matters is the degree to which the opaque processes of a class of decision makers are stable, uniform, and safe. The degree to which such processes have these features in humans is higher than the degree to which such processes have these features in opaque AI. And therefore we should require AI to be more transparent than humans. (shrink)

Hill argues that perceptual experience constitutively involves representations of worldly items, and that the relevant form of representation can be explained in broadly biological terms. He then maintains that the representational contents of perceptual experiences are perceptual appearances, (...) interpreted as relational, viewpoint-dependent properties of external objects. There is also a complementary explanation of how the objects that possess these properties are represented. Hill maintains that perceptual phenomenology can be explained reductively in terms of the representational contents of experiences, and uses this doctrine to undercut the traditional arguments for dualism. This treatment of perceptual phenomenology is expanded to encompass cognitive phenomenology, the phenomenology of moods and emotions, and the phenomenology of pain. Hill also offers accounts of the various forms of consciousness that perceptual experiences can possess. One aim is to argue that phenomenology is metaphysically independent of these forms of consciousness, and another is to de-mystify the form known as phenomenal consciousness. The book concludes by discussing the relations of various kinds that perceptual experiences bear to higher-level cognitive states, including relations of format, content, and justification or support. The "natural law" worldview developed over the course of almost two thousand years beginning with Plato and Aristotle and culminating with St. Thomas Aquinas in the thirteenth century. This tradition holds that the world is ordered, intelligible and good, that there are objective moral truths which we can know and that human beings can achieve true happiness only by following our inborn nature, which draws us toward our own perfection. Most accounts of the natural law are based on a God-centered (...) understanding of the world. After the Natural Law traces this tradition from Plato and Aristotle to Thomas Aquinas and then describes how and why modern philosophers such as Descartes, Locke and Hobbes began to chip away at this foundation. The book argues that natural law is a necessary foundation for our most important moral and political values – freedom, human rights, equality, responsibility and human dignity, among others. Without a theory of natural law, these values lose their coherence: we literally cannot make sense of them given the assumptions of modern philosophy. Part I of the book traces the development of natural law theory from Plato and Aristotle through the crowning achievement of Thomas Aquinas. Part II explores how modern philosophers have systematically chipped away at the only coherent foundation for these values. As a result, our most important moral and political ideals today are incoherent. Modern political and moral thinkers have been led either to dilute the meaning of such terms as freedom or the moral good – or abandon these ideas altogether. Thus, modern philosophy and political thought are leading us either toward anarchy or totalitarianism. The conclusion, entitled "Why God Matters", shows how even the philosophical assumptions of the natural law depend on a personal God. (shrink)

I defend the view that moral properties are identical to properties that can be expressed without using moral vocabulary.

Joseph Raz accepts the ‘normative/explanatory nexus’ which states, roughly, that ‘necessarily normative reasons can explain the actions, beliefs, and the like of rational agents’ (From Normativity to Responsibility, 34). I agree with this rough statement, but I disagree with Raz on the details of the nexus. I further argue that, once we see the correct version of the nexus and the reasons why it is true, we must accept an account of the nature of normative reasons that goes against another (...) central commitment of Raz's. Specifically, we must reject Raz's view that ultimately, normative reasons for action are provided by the value of the relevant action. Instead, what it is to be a normative reason is to be a premise in good reasoning, of a certain sort. Actions supported by normative reasons may be valuable in some way, but it is not ultimately because of their value that we have normative reasons to perform them. I also briefly gesture at why the resulting type of ‘good reasoning’ view of normative reasons offers a more unified and explanatorily satisfying view of normative reasons for action, belief, and other responses than Raz's view. Taxation policy is driven by many factors, including public opinion, but little research has examined the strength and stability of the public’s taxation preferences. This paper demonstrates one way in which preferences for progressiveness depend on the framing of the question asked. Participants indicated how they would share a fixed tax burden between two individuals who earned different amounts of money, either by adjusting the amount of tax paid by the two individuals, or by adjusting the amount of post-tax income (...) retained. The units in which tax was described — amount of money or percentage tax rate — were manipulated orthogonally. There was a strong metric effect: Participants favored progressiveness more when tax was described as a percentage rather than amount. However, there was also a clear interaction: for amounts, participants favored progressiveness significantly more when considering post-tax money retained rather than tax paid; for percentages, no such effect was found. Sulla base di una straordinaria analisi dei problemi deontologici riconducibili alla crisi della professione medica, Ivan Cavicchi e un gruppo di lavoro multidisciplinare – promosso e organizzato dall’Ordine dei Medici Chirurghi e Odontoiatri della Provincia Autonoma di Trento, in collaborazione con il programma FBK per la salute della Fondazione Bruno Kessler e il gruppo di Biodiritto del l’Università di Trento – hanno rielaborato le basi concettuali della tradizionale deontologia medica per mettere in condizione gli Ordini dei Medici di riformare (...) il proprio codice deontologico. Si tratta di una vera e propria «rivoluzione» destinata a modificare nei prossimi anni la deontologia nel nostro Paese, a influenzare la redazione dei futuri codici di tutte le professioni medico-sanitarie, ma soprattutto a cambiare radicalmente i rapporti tra medici e cittadini, tra professione e società, tra medicina ed economia. Assumendo il malato come «archè», la proposta di rielaborazione cambia postulati, presupposti, linguaggi, concetti, soluzioni e obiettivi, affrontando problematiche usualmente ignorate dalla deontologia convenzionale. Lo scopo di fondo è definire una nuova figura di medico capace di recuperare il rapporto fiduciario con i malati e con la società e di farsi carico dei problemi di sostenibilità economica che ormai da anni gravano su tutti i sistemi di tutela sanitaria. We tend to associate Henry David Thoreau with the renunciation of material possessions, projecting onto him our fantasies of a life lived beyond the modern obsession with "things." But Thoreau's practical philosophy held a special place for tools, artworks, Native American artifacts, and a variety of natural phenomena. In Mindprints, Ivan Gaskell focuses on the material items that were important to Thoreau, using them to reveal Thoreau's unique and profound aesthetics of everyday life and the environment. "Mindprint" was Thoreau's (...) term for a material object that has captured the presence of its maker and first user. Thoreau applied the term to ancient stone artifacts and other objects in an effort to capture something of the relationship between material items and humans. For Thoreau, these relationships contribute to the creation of "worlds." By looking at Thoreau's engagement with material worlds through his writings and his practical philosophical experiment at Walden Pond--but also, importantly, via his work as a designer of improved pencils, as a house builder, as a land surveyor, and as a collector--Gaskell reveals the aesthetics at the heart of Thoreau's thinking. I defend the relatively orthodox view that reasons for action are premises in good practical reasoning, against recent counterexamples that suggest that, like “government house” moral justifications, some reasons are to be ignored in deliberation. I also explain, positively, what is right about the orthodoxy. Unless reasons are premises in good practical reasoning, reasons cannot be normative in the way they are usually taken to be, and relatedly, are unfit to play certain familiar theoretical and related everyday roles that give (...) many appeals to reasons their distinctive point. Consider normative properties and facts, such as facts consisting in something's being what you ought to do, or the property of being morally wrong. Normative naturalism is the view that normative properties and facts such as these exist, and that they are natural properties and facts. Some suspect, however, that normativity is incompatible with a wholly naturalistic worldview: that the normative couldn't be natural because it's somehow “just too different” from the natural. I critically examine recent forms of this “just (...) too different” objection to normative naturalism, with a view to making the debate accessible to a general philosophical audience. (shrink)

Objectives: To explore how subjects in a placebo-controlled vitamin A supplementation trial among Ghanaian women aged 15–45 years perceive the trial and whether they know that not all trial capsules are the same, and to identify factors associated with this knowledge.Methods: 60 semistructured interviews and 12 focus groups were conducted to explore subjects’ perceptions of the trial. Steps were taken to address areas of low comprehension, including retraining fieldworkers. 1971 trial subjects were randomly selected for a survey measuring their knowledge (...) that not all trial capsules are the same. The subjects’ fieldworkers were also interviewed about their characteristics and trial knowledge. Factors associated with knowledge were explored using multi-level modeling.Results: Although subjects knew they were taking part in research, most thought they were receiving an active and beneficial medication. Variables associated with knowledge were education and district of residence. Radio broadcasts benefited those with some schooling. Fieldworkers’ characteristics were not associated with subjects’ knowledge.Conclusions: Research and debate on new or improved consent procedures are urgently required, particularly for subjects with little education. Abstract: Groundwork is lain for answering questions as to how to situate Husserl’s theory of functions in relation to Frege’s. I examine Husserl’s ideas about analyticity and mathematics, logic and mathematics, formalization, calculating with concepts and propositions, the foundations of arithmetic, extensions to show that, although he knew, studied and lauded Frege’s ideas about functions and concepts, each man approached the issues from different angles. Seduced by the siren of transcendental phenomenology Husserl did not pursue the issues, implications, and consequences (...) of his ideas about functions. I ask whether so doing could provide new insight into, or even solutions to, the problems involving functions that beset Frege, Russell and have beset their successors. (shrink)
