Rising economic inequality has aggravated long-standing labor market disparities, with one exception: government employment. This article considers the puzzle of black-white wage parity in the American public sector. African Americans are more likely to work in the public than in the private sector, and their wages are higher there. The article builds on prior work emphasizing institutional factors conditioning this outcome to argue that employee mobilization can motor it. As public sector unions gained political influence postwar, their large constituencies (...) of black, blue-collar workers, drawing on both militant and nonviolent tactics of the urbanizing civil rights movement, advocated for improved working conditions. Archival sources confirm this pattern at the federal level. The employment and activism of African Americans in low-skilled federal jobs pivoted union attention to blue-collar issues and directly contributed to the enactment of a transparent, universal wage schedule for the blue-collar federal workforce. The result was greater pay parity for African Americans, as well as for other disadvantaged groups. (shrink)

Background: The vascular depression hypothesis emphasizes the significance of vascular lesions in late-life depression. At present, no meta-analytic model has investigated whether a difference in hyperintensity burden compared to controls between late-life and late-onset depression is evident. By including a substantial number of studies, focusing on a meaningful outcome measure, and considering several moderating and control variables, the present meta-analysis investigates the severity of hyperintensity burden in major depressive disorder (MDD) and bipolar disorder (BD). A major focus of the present (...) meta-analysis refers to the role of age at illness onset. It is analyzed whether late-onset rather than late-life depression characterizes vascular depression. Method: In total, 68 studies were included in the meta-analysis and a multilevel random effects model was calculated using Hedges’ g as the effect size measure. Results: The severity of hyperintensity burden was significantly greater in the patient group compared to the control group. This effect was evident regarding the whole patient group (g = 0.229) as well as both depression subgroups, with a significantly greater effect in BD (g = 0.374) compared to MDD (g = 0.189). Hyperintensity burden was more pronounced in late-onset depression than in early-onset depression or late-life depression. A considerable heterogeneity between the included studies was observed, which is reflected by the large variability in effects sizes. Conclusion: In conclusion, the present meta-analysis underscores the association of hyperintensities with MDD and BD. Especially late-onset depression is associated with an increased hyperintensity burden, which is in line with the vascular depression hypothesis. The results suggest that it might be more feasible to confine the concept of vascular depression specifically to late-onset depression as opposed to late-life depression. Further research is needed to understand the causal mechanisms that might underlie the relation between hyperintensity burden and depression. (shrink)

I argue that its appearing to you that P does not provide justification for believing that P unless you have independent justification for the denial of skeptical alternatives – hypotheses incompatible with P but such that if they were true, it would still appear to you that P. Thus I challenge the popular view of ‘dogmatism,’ according to which for some contents P, you need only lack reason to suspect that skeptical alternatives are true, in order for an experience as (...) of P to justify belief that P. I pursue three lines of objection to dogmatism, having to do with probabilistic reasoning, considerations of future or hypothetically available justification, and epistemic circularity. I believe that Tom is the proud father of a baby boy. Why do I think his child is a boy? A natural answer might be that I remember that his name is ‘Owen’ which is usually a boy’s name. Here I’ve given information that might be part of a causal explanation of my believing that Tom’s baby is a boy. I do have such a memory and it is largely what sustains my conviction. But I haven’t given you just (...) any causally relevant information, I’ve given my grounds for my belief. I’ve given reasons that might justify me in supposing that Tom’s baby is a boy. Less naturally, the question might be taken as a request for a broader causal explanation of my holding this belief. Appropriate answers might cite all manner of facts concerning the evolution of the human race, why I chose to pursue philosophy and hence came to know Tom, the mechanisms of email transmission, the firing of various neurons, the circumstances of concept formation as a result of which I’m able to grasp the thought that Tom’s baby is a boy, and so on. It is an interesting question what distinguishes the narrower set of answers that I first suggested. I won’t pursue that here. I assume you have a good enough sense of the distinction I’m drawing. We might call the narrower set of answers justifying reasons, the kind of reasons I might cite in justifying my belief. Answers of the first sort are clearly relevant to epistemological evaluation. In assessing whether you know p or are rational in believing it to the degree you do, I will naturally want to consider what reasons you have for your belief. In deliberating myself about whether to believe p, in seeking an answer to the question of whether p, I will naturally consider what reasons or grounds I have to suppose that p. But what I want to focus on here is how explanations of the broader sort bear on such questions as whether to believe p. From a third-person perspective we can ask, ‘In assessing the epistemic status of S’s belief that p, what is the relevance of causal information that lies outside of the realm of justifying reasons?’ From the first-person standpoint we can ask ‘In seeking to answer whether p, how should such causal information affect my deliberations?’ At first it might seem that such broader causal information could have little relevance if any. Like any belief my belief that p can be traced back to innumerable causes from far and wide.. (shrink)

In this new way of the world, productivity is not just connected to labor in the traditional sense of work hours, but more totally, to the formation of the self: work becomes performative and affective, and personal identities seep more and more into working ones. This new mode of being has another side, however: it can lead to (...) new forms of self-organization, resistance and exodus. Wittgenstein famously remarks that ‘the meaning of a word is its use’ (PI §43). Whether or not one views this as gesturing at a ‘theory’ of meaning, or instead as aiming primarily at dissuading us from certain misconceptions of language that are a source of puzzlement, it is clear that Wittgenstein held that for certain purposes the meaning of an expression could profitably be characterised as its use. Throughout his later writings, however, Wittgenstein’s appeal to the notion of use pulls (...) in two directions. In several places, Wittgenstein seems to connect the notion of an expression’s meaning with that of use in the sense of usage or practice. More specifically, he suggests that for an expression to possess meaning is for there to be a practice of employing it according to certain rules. ‘That’, he tells us, ‘is why there exists a correspondence between the concepts “rule” and “meaning”’ (OC §62; cf. PG 68; PO 51; RFM VI §28; VW 103). Indeed, Wittgenstein goes so far as to say, ‘The rule-governed nature of our languages permeates our life’ (RC §303). Prenatal and preimplantation testing technologies have offered unprecedented access to information about the genetic and congenital makeup of our prospective progeny. Future developments such as preconception testing, non-intrusive prenatal testing and more extensive preimplantation testing promise to increase that access further still. The result may be greater reproductive choice, but it also increases the burden on women and men to avail themselves of these technologies in order to avoid having a child with a disability. The overwhelming question for legislators has (...) been whether and, if so, how to regulate the use of these technologies in the face of compelling but seemingly contradictory claims about the advancement of reproductive choice and the dangers of eugenic or discriminatory effects. Prolongeant et renouvelant les ressources proposées par Whitehead, elle fait exister tant la possibilité d'une science "civilisée" que celle, politique, de dispositifs susceptibles d'habiliter les "gens du commun" à faire valoir les questions qui les concernent. Au déclin de la civilisation a aujourd'hui succédé la débâcle : "Nous entendons déjà les grincements et les craquements sourds marquant la rupture des plaques de glace, démantibulant le sol que nous avions défini comme assuré." II s'agit désormais d'apprendre à vivre dans un monde devenu lui-même intrinsèquement problématique. D'autres voix, et notamment celles, contemporaines, de Donna Haraway, Bruno Latour, David Abram ou Anna Tsing, viendront dès lors s'associer à celle de Whitehead dans l'exploration des manières de "faire commun" que demande notre époque. Although republican political theory has undergone something of a revival in recent years, some question its contemporary relevance on the grounds that republicanism has little to say about central questions of modern economic organization. In response, this paper offers an account of core republican values and then considers how capitalism stands in relation to these values. It identifies three areas of republican concern related to: the impact of unequal wealth distribution on personal liberty; the impact of the private control of (...) investment on popular sovereignty and pursuit of the common good; and the impact of capitalism on the level and quality of political participation. In view of these concerns, we can see some of the likely requirements of a distinctively republican, but contemporary political economy. (shrink)

However, while the textual analysis of Wittgenstein's writings is presently a booming industry, the tendency is to focus narrowly on exegetical matters with little attention to their bearing on philosophy at large. Moreover, one finds in contemporary philosophy of language various ideas with a distinctively Wittgensteinian ring to them but whose pedigree is uncertain. Recently in this journal, Jessica Morley and colleagues (AI & SOC 2023 38:411–423) review AI ethics and education, suggesting that a cultural shift is necessary in order to prepare students for their responsibilities in developing technology infrastructure that should shape ways of life for many generations. Current AI ethics guidelines are abstract and difficult to implement as practical moral concerns proliferate. They call for improvements in ethics course design, focusing on real-world cases and perspective-taking tools to immerse students in challenging (...) situations with relatable personal, social and environmental implications. The present paper considers the ACTWith model of moral cognition for use in such training contexts. Morley and colleagues' paper and contemporary literature are reviewed. Whistleblowing as a source for relatable case studies is discussed, and the purpose of ethics education considered. The ACTWith model is introduced, and correlations with contemporaries noted. The ACTWith model has been successfully employed in a broad range of technology ethics courses in the Netherlands and South Korea. Illustrations are offered. Correlations with contemporary efforts are drawn in the context of software engineering. Summary discussion considers strengths and limitations of the ACTWith program. Overall, the paper emphasizes training high-level moral reasoning through guided inquiry education informing lifetime professional practice, and indicates an outstanding need for teachers able to do the job. Créé par Jacques Derrida à la fin des années 1960, ce concept est devenu, dans l'esprit des réactionnaires de tout poil, le mot-valise désignant tout ce qu'ils haïssent dans la pensée, lorsque celle-ci cherche à émanciper davantage qu'à ordonner. Dégénérescence de la culture, mépris pour les grandes œuvres, délire interprétatif, amphigouri linguistique, danger politique, confusion sexuelle, licence morale : à en croire les ennemis de la déconstruction, tout ce qui va' (...) mal dans le monde lui est imputable. Que signifie la fixation frénétique d'une frange d'intellectuels sur tout ce qui peut ressembler à une pensée différente, inventive et fondamentalement démocratique? Que cela signifie-t-il, si ce n'est la volonté de policer la pensée et ses institutions, pour mieux, ensuite, policer les corps? Comment penser l'effort aujourd'hui? Le thème peut sembler à la fois banal et faussement suranné. Banal, d'une part, parce que l'effort est, pour paraphraser Descartes, "la chose du monde la mieux partagée". Depuis toujours, nous sommes enjoints à "faire des efforts", dans des domaines très variés de l'existence, pour apprendre à marcher ou faire du vélo, à l'école, dans nos relations avec autrui puis, plus tard, pour mener à bien des études et une vie professionnelle, trouver le bonheur dans notre (...) vie privée et surmonter les "coups durs" qui sont le lot de chacun. Banal aussi, parce que, tel un marronnier des propos de comptoir, le thème est dans l'actualité, lorsqu'il s'agit de déplorer le "manque d'efforts" des "jeunes générations" ou la perte du "goût de l'effort", à l'école notamment. Ainsi, l'effort serait requis partout, et pourtant perdu, omniprésent dans les discours et si difficile à définir, si difficile à saisir aussi dans les actes. De quoi parle-t-on, de l'effort physique, démonstratif, ou de l'effort intellectuel, intériorisé, impalpable, mais dont les neurosciences visent à montrer la teneur somatique? (shrink)

Stengers recovers the idea of 'common sense' as a meeting place-a commons-where opposed ideas of science and humanistic inquiry can engage one another and help to move society forward. In den Mittelpunkt der Schrift stellt Nicolaus Cusanus die Figur eines Laien (idiota), der – als Gegenpol zum universitär ausgebildeten Philosophen – den einfachen Ungebildeten und damit die wahre Weisheit repräsentiert, die dem Geist des Menschen und seinen Potentialen entspricht. Statt auf Bücherwissen und Autoritäten setzt er auf das eigene Philosophieren, das immer neu nach der Wahrheit fragt. Der Laie verkörpert die cusanische Philosophie in besonderem Maße: Fundamentale anthropologische, erkenntnistheoretische und metaphysische Bestimmungen des Cusanus finden sich hier in einer Gestalt (...) vereint. Aus dem Wissen heraus, dass menschliches Erkennen immer nur mutmaßend sein kann, geht es um das rechte kritische Verhältnis zu den eigenen Erkenntnismöglichkeiten. An der Figur des Laien macht Cusanus deutlich, dass dies keineswegs in einen erkenntnistheoretischen Skeptizismus führt, der die Möglichkeit sicheren Wissens von vornherein für nicht erreichbar und infolgedessen alle Erkenntnisbemühungen für überflüssig hält, sondern dass darin das unendliche und dynamische Potential des Menschen zum Ausdruck kommt, sich unermüdlich an die Wahrheit anzunähern.
