Nevertheless, people in general, and politicians especially, make decisions and present arguments they believe are convincing. We studied politicians who made decisions in complex situations. They spoke about possible actions, their consequences, the probabilities of these consequences and their evaluations, but rarely indicated why their arguments led to their choice. The approach taken in this study is to examine the formal notation system used by Pask and demonstrate how such formalisms may be used to represent concept sharing and concept formation through conversation. Is causal analysis an appropriate method to discover causal laws? Some prerequisites for any successful application of mathematical causal models are worked out and discussed. It can be shown that these prerequisites cannot be fulfilled by present models and there are strong reasons to assume that they cannot be satisfied by any model.
