: The U.S. government is trying to secure continuing American military and economic supremacy on a global scale over the long term. The U.S. invasion and occupation of Iraq is part of this imperial project, which is now being pursued under the mantle of the war on terrorism. This essay examines these developments in the context of U.S. military spending and foreign policy since the end of the cold war, and it argues that there is reason to be concerned (...) about the continuing viability of democratic government in the United States. Iraq: The Moral Reckoning is an intensive application of the six classic just war theory criteria to the 2003 Iraq war decision, weighing information available at the time from a wide range of sources and concluding that the war met just one of the six, whereas a just war should meet all. It supplements the criteria with widely used ethical principles and thoroughly refutes neoconservative arguments that the war met the criteria.

abstract This paper begins by accepting, for argument's sake, a number of the central criticisms raised regarding the US led war in Iraq. In the remainder of the paper, it is argued that even if these criticisms are assumed to be true, the resort to war was still morally justified, both prospectively and retrospectively. The argument is made within the context of the just war tradition. It is argued that the resort to war met the conditions of sufficient just (...) cause, last resort and proportionality, and that any failings in regards to legitimate authority and right intention do not undermine the morality of that resort. More specifically, the case is made that: humanitarian considerations provided a sufficient just cause, questions of international law do not undermine the moral legitimacy of the US led coalition, and that concerns about the intentions of the US, even if valid, would not impact on moral judgements about the act of resorting to war. In arguing for the last point, it is determined that the right intention condition should not be included among the set of conditions that form the basis of the just war tradition. (shrink)

The war in Iraq has reignited the passionate humanitarian intervention debate. President George W. Bush surprised many observers in his second inaugural address when he promised to oppose tyranny and oppression, and this in a world not always willing or ready to join in that fight. Humanitarian intervention is again on the forefront of world politics.

To say that the matter of the legality of the armed conflict against Iraq in 2003 was divisive is an understatement. The primary justification given by the UK government for the lawful nature of the Iraq war was an implied mandate from the Security Council. The implied mandate was said to be derived from a combination of Security Council Resolutions 678 and 1441. Many international lawyers remain unconvinced that such a mandate can be inferred from those resolutions. There (...) is agreement among both supporters and opponents of the war in Iraq that Saddam Hussein’s regime had an appalling human rights record. This was known to the coalition governments; indeed, Tony Blair expressly made the "moral case" for war on the basis of Hussein’s human rights violations. The legal justifications offered for the conflict by the UK government, however, did not refer to humanitarian intervention. This paper investigates whether it is possible that, despite the fact that the justification was not raised by the UK, it can provide a defence to any claims that the UK acted unlawfully, or that individuals committed an international crime, by initiating the attack on Iraq. This should be seen as a trial run. Iraq is seen as an extremely easy and totally defenceless target. It is assumed, probably correctly, that the society will collapse, that the soldiers will go in and that the U.S. will be in control, and will establish the regime of its choice and military bases. Eden In Iraq is an environmental design and water remediation project in the marshes of southern Iraq using design and wastewater as bio-art, to create a restorative garden for education, cultural memory, and contemplation. Earmarked for a 20,000 m2 site at Al Manar in the marshes between the Tigris and Euphrates rivers, near a probable site of the historic Garden of Eden, Eden in Iraq is a project that brings, art, design, and technology together with culture and (...) history. Drawing on Islamic and Mesopotamian traditions originating in this historically and symbolically charged region, the Eden in Iraq Waste Water Garden is designed to be a syncretic container for ecological and cultural restoration and heritage after the time of war. This paper looks at this project from three inter-related activities, namely, treatment of wastewater suitable for growing a large scale garden, design of the garden starting from the Islamic garden design principles and thirdly, reviving the cultural heritage of the pre-Islamic, Mesopotamian art in contemporary forms.Graphic abstract. The common view of the “Arab street” fails to capture essential dimensions of the role of public opinion and public discourse in the politics of Arab states. The rising importance of transnational Arab television and print media has created a public arena outside the control of states. Arguments about issues of shared concern in this Arabist public sphere have had important implications for political identity, beliefs, expectations, and behavior. This volume analyses the religious, philosophical and folkloristic content of Ibn Waḥshiyya's (d. 931) Nabatean Agriculture, a book containing rich information on Late Antique paganism in Iraq. The book also contains 61 translated excerpts from the Nabatean Agriculture.

The collapse of the Saddam regime in March 2003 saw the publication of a number of articles or more encompassing works devoted to the situation of the Christian communities in Iraq. The majority of these focus on ecclesiastical issues and much less on political developments. However, it is clear that it would be artificial to separate the religious from the political: some religious leaders actively participate in the political debate and express views on the ethnic profile of their community, (...) which has consequences for the role they want their communities to play in the Iraqi society. The present article tries to describe and understand some political developments, focusing on three interrelated themes: the divided political landscape, the position of the Christians in Kurdistan and their relations with the Kurdish Regional Government and the Central Federal Government and the discussion on political and cultural “autonomy” for the Christian communities and the creation of a Christian “homeland”. Many on the left lament an apathy or amnesia toward recent acts of war. Particularly during the George W. Bush administration's invasion of Iraq, opposition to war seemed to lack the heat and potency of the 1960s and 1970s, giving the impression that passionate dissent was all but dead. Through an analysis of three politically engaged works of art, Rosalyn Deutsche argues against this melancholic attitude, confirming the power of contemporary art to criticize subjectivity as well as war. Deutsche (...) selects three videos centered on the deployment of the atomic bomb: Krzysztof Wodiczko's _Hiroshima Projection_, made after the first Gulf War; Silvia Kolbowski's _After Hiroshima mon amour_ ; and Leslie Thornton's _Let Me Count the Ways_, which followed the U.S. invasion of Iraq. Each of these works confronts the ethical task of addressing historical disaster, and each explores the intersection of past and present wars. These artworks profoundly contribute to the discourse of war resistance, illuminating the complex dynamics of viewing and interpretation. Deutsche employs feminist and psychoanalytic approaches in her study, questioning both the role of totalizing images in the production of warlike subjects and the fantasies that perpetuate, especially among the left, traditional notions of political dissent. She ultimately reveals the passive collusion between leftist critique and dominant discourse in which personal dimensions of war are denied. (shrink)

ABSTRACT Nationalism developed in Iraq before the creation of the modern state. As elsewhere, the basic European idea of modern nationalism took root quickly and widely, but it took the form of Arab/iraqi nationalism and Kurdish proto‐nationalism in the first decade of state formation. Shi‘i, Sunni, and leftist/liberal variants of nationalism evolved in the decades that followed—but all were forms of Iraqi nationalism, in which the legitimacy of the Iraqi state was taken for granted. Those who assumed that religious (...) differences would be fatal to the viability of the Iraqi state have overlooked the evolution of Iraqis’ senses of identity, and the power of nationalist identification. This paper critically assesses three claims on behalf of the Iraq war made by the Bush administration and by various defenders of the war. Then it steps back from the specifics of these three rationales to ask whether they are in fact of the same sort.

The article discusses sexual violence by ISIS against women in Iraq, particularly Yezidi women, against the historical background of broader sexual and gender-based violence. It intervenes in feminist debates about how to approach and analyse sexual and wider gender-based violence in Iraq specifically and the Middle East more generally. Recognizing the significance of positionality, the article argues against dichotomous positions and for the need to look at both macrostructural configurations of power pertaining to imperialism, neoliberalism and globalization on (...) the one hand, and localized expressions of patriarchy, religious interpretations and practices and cultural norms on the other hand. Finally, the article reflects on the question of what a transnational feminist solidarity might look like in relation to sexual violence by ISIS. (shrink)

In recent months, the President and other members of his administration have openly declared their desire and intent to achieve "regime change" in Iraq. And since previous methods of ousting Saddam Hussein--economic sanctions and coups d'etat --have obviously failed, the President is seriously considering even more dramatic options, including full-scale military invasion. How should we evaluate that proposal? There are a number of important ethical questions that we must address before waging war.

In the second of our two articles focusing on the war in Iraq, Richard Ryder looks at a range of possible justifications, and finds them all wanting.

Despite triggering one of the largest civilian death tolls in modern history, the policy and human consequences of economic sanctions on Iraq between 1990-2003 remain largely unexamined. This lack of scrutiny mirrors the euphemism and mis-information surrounding the embargo itself and the Oil-for-Food program ostensibly adopted to protect Iraq's civilian population. But it also reflects incomprehension among Western publics - long removed from the realities of hunger and economic destitution - of the intimate link between economic conditions and (...) mortality. Iraq suffered an estimated 1.5 million excess deaths because of a catastrophic undermining of civilian livelihood triggered by the embargo; an outcome termed slow famine in the demographic literature. With much of the population fully dependent on daily food rations of less than 21 cents per person for much of the sanctions period, OfF `relief' was inherently incapable of substituting for a functioning civil economy. Recent positive accounts of the impact of OfF, in the form of the Independent Inquiry Committee into the Oil-for-Food Program, are refuted by close analysis of malnutrition and mortality rates across the sanctions period. The example of Iraq reveals the danger in treating economic sanctions as a cheap, `non-violent' tool for conflict resolution. In reality their deadly power is terrorizing for societies not protected from their application by permanent member status on the UN Security Council, a threat which continues to generate global insecurity. The Iraq experience reveals how current, narrowly framed, international law prohibitions on starvation as a weapon of war need to be extended to cover interference with civilian livelihood and hence access to food. Iraq remains a significant concern for the population, but that is a matter of little moment in a modern democracy. The important work of the world is the domain of the "responsible men," who must "live free of the trampling and the roar of a bewildered herd," the general public, "ignorant and meddlesome outsiders" whose "function" is to be "spectators," not "participants." And spectators are not supposed to bother their heads with issues. The Wall Street Journal came close to (...) the point in a major front - page article on super- Tuesday, under the heading "Issues Recede in '08 Contest As Voters Focus on Character." To put it more accurately, issues recede as candidates, party managers, and their PR agencies focus on character. As usual. And for sound reasons. Apart from the irrelevance of the population, they can be dangerous. The participants in action are surely aware that on a host of major issues, both political parties are well to the right of the general population, and that their positions that are quite consistent over time, a matter reviewed in a useful study by Benjamin Page and Marshall Bouton, The Foreign Policy Divide; the same is true on domestic policy. It is important, then, for the attention of the herd to be diverted elsewhere. (shrink)

Tourism, as an industry, has become one of the most dynamic sectors of the world economy these days and has specific features that are different from other industries. In the tourism industry, production and consumption points occur spatially at the same time. In addition, the tourism industry contributes to the economic growth of developed regions and can simultaneously distribute the wealth created geographically. It is notable that the coronavirus disease 2019 (COVID-19) pandemic has caused many challenges in the tourism industry (...) regarding the presence of tourists in tourism centres and the closing of all tourism service chains, including food, entertainment, transportation and travel services worldwide. Tourism-related businesses, which are considered as invisible export and one of the engines of development and occupation, have been rendered obsolete. In other words, the businesses, as well as multiple units and activities in the related chain, have been damaged and employees of this industry have lost their jobs. This has led to the recession and regressive course of the developing and large industry of tourism in the world. It is worth noting that the tourism industry includes various sections, the most important of which is religious tourism. All religions in the world have different religious places, works, traditions and customs, which have become amongst the most important tourist attractions. Meanwhile, Muslims and the religion of Islam play a significant role in this branch of tourism. The Hajj, pilgrimage to holy places and the existence of mourning ceremonies or religious celebrations of Muslims are amongst the largest religious tourism events in the world. Given the importance of this issue, the present study aimed to evaluate the impact of the COVID-19 pandemic on religious tourism in Iraq in 2021. This field study was conducted on 4500 Muslim managers and staff of restaurants, hotels, grocery stores, clothing stores and souvenir shops around the holy shrines of imams and religious places in Karbala, Najaf, Kufa, Samarra and Kazemi. According to the results, the tourism of Iraq, which is mainly limited to Muslim religious sites in several major Iraqi cities, has also seen a decline in the number of religious tourists. The negative effects of COVID-19 on religious tourism have also been proved statistically by the Statistical Package for the Social Sciences (SPSS), as µ ≥ 3 has been counted in all indices.Contribution: Our findings offered new insights into the impact of COVID-19 on tourism, based on statistical analysis. In this study, the authors showed how COVID-19 affects various aspects of religious tourism, which has not been addressed in previous researches. (shrink)

The present study examined how the pre-war debate of the US decision to invade Iraq (in March 2003) was discursively constructed in the US/British mainstream newspaper opinion/editorial (op/ed) argumentation. Drawing on theoretical insights from critical discourse analysis and argumentation theory, I problematised the fallacious discussion used in the pro-war op/eds to build up a ‘moral/legal case’ for war on Iraq based on adversarial (rather than dialogical) argumentation. The proponents of war deployed ‘instrumental rationality’ (ends-justify-means reasoning), ‘ethical necessity’ (Bush’s (...) ‘Preemption Doctrine’) and ‘humanitarian virtue’ (the bombing of Iraq to ‘save’ Iraqis from Saddam’s pestilent tyranny) to justify the pending invasion of Iraq. Their arguments intertextually resonated with Bush administration’s ‘war on terror’ rhetoric in a way that created a form of indexical association through ‘recontextualisation’. The type of arguments marshalled by the pro-war op/ed commentators uncritically bolstered the set of US official ‘truth claims’ and ‘presuppositions’. (shrink)
