Meeting of the Minds records the proceedings of the S.I.E.P.M. conference held in Boston from June 14-16, 1996. The conference participants centred their attention on the relationships between medieval and classical modern philosophy. These relationships have been painted in dramatically different ways by those who have presented overviews of the two eras. Hans Blumenberg, in The Legitimacy of the Modern Age and his subsequent works, discovers the seeds of modernity in the medieval authors themselves. Leo Strauss and his followers see (...) a radical difference between the classical world views of the ancients and medievals and the successive layers of modern thought. These general portraits demand specifics, and the strength of the conference, whose results are contained in this volume, was that it provided many specific examinations of concrete relations between the philosophical positions of celebrated medieval and modern thinkers. The publication of the article “Recent Models of the African Iron Age and the Cattle-Related Evidence” by Hromnik in a journal sponsored by Unesco raises a number of serious issues which we, as members of the International Scientific Committee charged with the responsibility of preparing an up-to-date and scientific history of Africa purged of its mists of racist propaganda, unfounded assertions and misleading and dangerous misinterpretations, cannot ignore. These issues include the scientific accuracy or authenticity of the article.

The Fifth International Congress of Logic, Methodology and Philosophy of Science was held at the University of Western Ontario, London, Canada, 27 August to 2 September 1975. The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science, and was sponsored by the National Research Council of Canada and the University of Western Ontario. As those associated closely with the work of the Division over (...) the years know well, the work undertaken by its members varies greatly and spans a number of fields not always obviously related. In addition, the volume of work done by first rate scholars and scientists in the various fields of the Division has risen enormously. In this revised edition of his 1979 classic Political Theory and International Relations, Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. This book inquires into the role and effects of public apologies in international relations. It focuses on two major questions - why and when do states issue apologies for historic crimes and how and under what conditions are these apologies successful in remedying conflictive relationships? In recent years, we have witnessed an unseen popularity of apologies, particularly in the public sphere, with numerous politicians, managers and clergymen being eager to apologise and atone for the wrong-doings of their countries or (...) institutions. The pope, for instance, has apologized for the Inquisition, the United Nations have apologized for their idleness during the Rwandan civil war and US President Bill Clinton has apologized for slavery, to mention just a few examples. Public apologies, thus, are a new and highly interesting, while nevertheless still puzzling phenomenon, the precise role and meaning of which in international politics remains to be explored. This book sets out to do exactly this. Focusing in particular on state apologies, i.e. apologies which are given and/or demanded by states, it assembles twelve detailed empirical case studies which deal with the two questions raised above. In a first part, the case studies reconstruct the processes in which state representatives react to calls for public atonement by either issuing a public apology or refusing to do so. In a second part, the case studies explore the reactions to the apology (in cases where an apology was given) and evaluate signs for its success or failure. All case studies are based on a theoretical framework which is outlined in the introduction to the book and help develop tentative assumptions about the emergence and the effects of state apologies, drawing on different strands of literature, such as political science, philosophy, sociology or psychology. Drawing on my qualitative and quantitative research I show that the motives for war have changed in the course of the last four centuries, and that the causes of war and the responses of others to the use of force are shaped by society. Leaders who start wars rarely behave with the substantive and instrumental rationality assumed by realist and rationalist approaches. For this reason, historically they lose more than half wars than they start. After 1945, the frequency of failure (...) rises to over 80 percent. Rationalists allow for miscalculation but attribute it to lack of information. In most wars, information was available beforehand that indicated, or certainly suggested, that the venture would not succeed militarily or fail to achieve its political goals. The History of the Peloponnesian War of Thucydides is usually seen as an archetypal statement of power politics. Thucydides is regarded as a political realist who asserts that the pursuit of moral principles does not enter the world of international affairs. The article shows that, on the contrary, we find in Thucydides' work a complex theory. He supports neither extreme realism, in which morality is denied, nor utopian idealism which overlooks the aspect of power in international relations. This is a major new textbook on international relations theory that combines coverage of the main contending theories and approaches with cross-cutting coverage of: key current issues and debates; the philosophical foundations of IR theory; and why different theories are addressed to different research agendas.

In this paper I consider whether a powers ontology facilitates a reduction of causal relations to intrinsic powers of the causal relata. I first argue that there is a tension in the view that powerful causation is an internal relation in this sense. Powers are ontologically dependent on other powers for their individuation, but in that case—given an Aristotelian conception of properties as immanent universals—powers will not be intrinsic on several extant analyses of ‘intrinsic’, since to possess a given power (...) P requires the existence of other concrete particulars as bearers of the powers that individuate P. I suggest several ways for Aristotelians to resolve this tension, but all tenable options involve individuative type-level causal relations between powers. While these individuative relations between powers are internal in the sense that the powers are essentially related, this is a different sense of ‘ internal ’ to the one that entails reducibility. The proposed reduction of token-causal relations to powers succeeds only at the cost of irreducible type-level causal relations between the powers themselves. (shrink)

The study of international relations owes a great deal to political philosophy. Many of the central analogies and concepts in international relations derive from prominent philosophical traditions. Here, I focus on three areas in which political philosophy has made an important impact on international relations theory: anarchy and political order, democracy, and justice. Many other important areas of international politics invoke philosophical inquiry, such as just war, human rights and humanitarian intervention, which I will not discuss (...) here. In international relations, three philosophers occupy centre stage when discussing these ideas: Hobbes, Kant and Rawls. I discuss how scholars in international relations have used these thinkers to develop theories of international politics. I also ask what political philosophy might gain from a greater knowledge of the field of international relations, which raises the question of the relationship between normative and empirical research.
