This paper investigates the use of metrics to recruit professors for academic positions. We analyzed confidential reports with candidate evaluations in economics, sociology, physics, and informatics at the University of Oslo between 2000 and 2017. These unique data enabled us to explore how metrics were applied in these evaluations in relation to other assessment criteria. Despite being important evaluation criteria, metrics were seldom the most salient criteria in candidate evaluations. Moreover, metrics were applied chiefly as a screening tool to decrease (...) the number of eligible candidates and not as a replacement for peer review. Contrary to the literature suggesting an escalation of metrics, we foremost detected stable assessment practices with only a modestly increased reliance on metrics. In addition, the use of metrics proved strongly dependent on disciplines where the disciplines applied metrics corresponding to their evaluation cultures. These robust evaluation practices provide an empirical example of how core university processes are chiefly characterized by path-dependency mechanisms, and only moderately by isomorphism. Additionally, the disciplinary-dependent spread of metrics offers a theoretical illustration of how travelling standards such as metrics are not only diffused but rather translated to fit the local context, resulting in heterogeneity and context-dependent spread. In this article, I aim to interpret and contextualize Heidegger’s short interpretation of Kant’s Critique of the Power of Judgement. I provide a more accurate picture of Heidegger’s interpretation of Kant, showing that his reading is both appreciative and original, if speculative. I argue that Heidegger’s analysis of Kant’s aesthetics is surprisingly at odds with his general characterization and criticism of modern aesthetics. The latter can be captured by two basic theses—art is determined by a subject’s experience and art reveals (...) metaphysical truth—but neither of these theses applies to Heidegger’s Kant. Instead, Heidegger understands Kant and the third Critique’s notions of disinterestedness and purposiveness as sources of insight, offering an interpretation of Kantian disinterestedness as analogous to his own notion of ‘letting be’. The seeming inconsistency between Heidegger’s general story and his interpretation of Kant is revealing of Heidegger’s twofold use of history, as allowing for a diagnosis of the present, as well as positive inspiration for a future aesthetics. To understand and begin to answer the question of this article, I compare Heidegger's position to Hegel's, since the two appear structurally similar and Heidegger is explicitly indebted to Hegel's aesthetics. On the basis of this comparison, I argue that abstract art has the potential to play an important role on Heideggerian grounds. I conclude that modernist art should be understood not as a supplement to the project of self-realization that characterizes Hegelian freedom but rather as a disruptive event that (...) could potentially challenge the constraining technological mindset that is characteristic of our time. Cassirer's thought-provoking essay Form and Technology (1930) considers the theoretical work performed by material instruments and, in so doing, it ascribes to technology a new dignity as a genuine tool of the mind in equal company with language and art. Germinating in this essay, we find an ambitious program for a new kind of philosophy of technology that resonates with contemporary approaches focusing on material apparatuses, relational and performative processes, and the embodied, embedded, and enacted nature of perception and cognition. Cassirer's approach, however, is unique in the way that it integrates logical concerns, championed by scientifically oriented philosophers, with the concerns of the historical and cultural sciences. The current revival of interest in Cassirer's thinking has precisely to do with its potential for bridging unproductive intellectual gaps. Form and Technology, especially, provides a rich resource for current attempts, across disciplines, to develop new conceptual and ontological frameworks. Background Seven wards from three Norwegian mental health care institutions participated in a study in which regular ethics reflection groups focusing on coercion had been implemented and evaluated. This article presents a thematic overview of the ethical challenges identified based on a systematic qualitative analyses of 161 ethics reflection groups and some general observations on these ethical challenges. Results The ethical challenges are divided into four main thematic categories: formal coercion, informal coercion, uncertainty related to the Norwegian legislation on coercion (...) and professional role and identity. Some ethical challenges did not fit into these categories. Only 36% of the ethical challenges were related to the use of formal coercion or the interpretation of the health law. Conclusion Even within coercion regulated by law, weighing different moral values remains important to reflect upon the appropriateness of the possible use of coercion. (shrink)

The use of AI in weapons systems raises numerous ethical issues. To date, work on weaponized AI has tended to be theoretical and normative in nature, consisting in critical policy analyses and ethical considerations, carried out by philosophers, legal scholars, and political scientists. However, adequately addressing the cultural and social dimensions of technology requires insights and methods from empirical moral and cultural psychology. To do so, this position piece describes the motivations for and sketches the nature of a normative, cultural (...) psychology of weaponized AI. The motivations for this project include the increasingly global, cross-cultural and international, nature of technologies, and counter-intuitive nature of normative thoughts and behaviors. The nature of this project consists in developing standardized measures of AI ethical reasoning and intuitions, coupled with questions exploring the development of norms, administered and validated across different cultural groups and disciplinary contexts. The goal of this piece is not to provide a comprehensive framework for understanding the cultural facets and psychological dimensions of weaponized AI but, rather, to outline in broad terms the contours of an emerging research agenda. Technological developments in the sphere of artificial intelligence (AI) inspire debates about the implications of autonomous weapon systems (AWS), which can select and engage targets without human intervention. While increasingly more systems which could qualify as AWS, such as loitering munitions, are reportedly used in armed conflicts, the global discussion about a system of governance and international legal norms on AWS at the United Nations Convention on Certain Conventional Weapons (UN CCW) has stalled. In this article we argue for the (...) necessity to adopt legal norms on the use and development of AWS. Without a framework for global regulation, state practices in using weapon systems with AI-based and autonomous features will continue to shape the norms of warfare and affect the level and quality of human control in the use of force. By examining the practices of China, Russia, and the United States in their pursuit of AWS-related technologies and participation at the UN CCW debate, we acknowledge that their differing approaches make it challenging for states parties to reach an agreement on regulation, especially in a forum based on consensus. Nevertheless, we argue that global governance on AWS is not impossible. It will depend on the extent to which an actor or group of actors would be ready to take the lead on an alternative process outside of the CCW, inspired by the direction of travel given by previous arms control and weapons ban initiatives. There is a need for empirically based research on social and ethical challenges related to informed consent processes, particularly in studies focusing on adolescent sexual and reproductive health. In a pilot study of a school-based pregnancy prevention intervention in rural Zambia, the majority of the guardians who were asked to consent to their daughters’ participation, refused. In this paper we explore the reasons behind the low participation in the pilot with particular attention to challenges related to the community engagement and (...) informed consent process. The pilot was implemented in two schools and examined the acceptability of a package of interventions including economic support to families to keep their girls in school, pocket money for girls, youth club meetings on reproductive health, and community meetings to sensitize the community. Focus group discussions were conducted with girls who participated in the pilot, boys in their class and with parents. Individual semi-structured interviews were conducted with teachers, peer educators and community health workers involved in the coordination of the intervention as well as with religious and traditional leaders. Data were analyzed through thematic analysis. The findings indicate that inadequate use of recognized community communication channels during the community engagement process and dissemination of information about the pilot resulted in limited understanding of the pilot concept by the community. This surfaced through uncertainty and fear that the intervention may result in loss of control over daughters, worries about why money was provided unconditionally to girls, and suspicion of links to satanism. The sense of insecurity appeared to be exacerbated by low literacy levels, poverty, fear of loss of bride wealth, perceived disregard for local perceptions of social status, and scanty trust in the actors implementing the pilot. Inadequate use of locally appropriate channels in the dissemination of information created room for interpretation and facilitated development of mistrust, undermining the conditions for community engagement and actual informed consent. A key lesson learnt is the importance of taking seriously the complexity of local values and structures that may impact people’s capability to consent or not consent to a study in an informed manner. This article focuses on the ethical aspects of medically-induced sedation and pain relief in intensive care medicine. The study results reported are part of a larger investigation of patients’ experiences of being sedated and receiving pain relief, and also families’ experiences of having a close relative under controlled sedation in an intensive care unit. The study is based on qualitative in-depth interviews with nine nurses and six doctors working in intensive care and surgical units in a major Norwegian hospital. The (...) textual data are interpreted according to Kvale’s method for analyzing qualitative data. There are ethical problems regarding how to achieve an acceptable balance between a patient’s subjective well-being and the medical need for reduced sedation. The authors discuss whether some medical reasons for reduced sedation are ethically justifiable, given the actual medical knowledge available. The study also addresses the ethical consequences of reducing medically-induced sedation and the demands it puts on interdisciplinary co-operation and communication, as well as the importance of improving the quality of medical and nursing care. One important ethical issue in randomised controlled trials is randomisation. Relatively little is known about how participating individuals and communities understand and perceive central aspects of randomisation such as equality, fairness, transparency and accountability in community-based trials. The aim of this study was to understand and explore study communities’ perspectives of the randomisation process in a cluster RCT in rural Zambia studying the effectiveness of different support packages for adolescent girls on early childbearing. In this explorative study, in-depth semi-structured interviews (...) were carried out in 2018 with 14 individuals who took part in the randomisation process of the Research Initiative to Support the Empowerment of Girls project in 2016 and two traditional leaders. Two of the districts where the trial is implemented were purposively selected. Interviews were audio recorded and fully transcribed. Data were analysed by coding and describing emergent themes. The understanding of the randomisation process varied. Some respondents understood that randomisation was conducted for research purposes, but most of them did not. They had trouble distinguishing research and aid. Generally, respondents perceived the randomisation process as transparent and fair. However, people thought that there should not have been a “lottery” because they wanted all schools to receive equal or balanced benefits of the interventions. Randomisation was misunderstood by most respondents. Perceived procedural fairness was easier to realize than substantive fairness. Researchers working on Cluster Randomised Controlled Trials should consider carefully how to explain randomisation. (shrink)

ObjectiveThe aim of this study was to investigate possible associations between obstructive sleep apnea and fatigue. This naturally led to considering the association between OSA and excessive sleepiness, depression, and anxiety.BackgroundOSA is a highly prevalent sleep disorder, associated with a risk of hypertension, cardiovascular events, daytime sleepiness, poor cognitive function, and sudden death during sleep. Both excessive sleepiness, fatigue, and symptoms of depression are frequently reported.Method5,464 patients referred to a university hospital for obstructive sleep apnea underwent standard respiratory polygraphy. The (...) severity of OSA was defined as either mild, moderate, or severe, using the apnea–hypopnea index. Validated questionnaires were used to assess excessive sleepiness, pathological fatigue, depression, and anxiety.ResultsNearly 70% of the patients were men, and median age was 50 years. One in three had moderate-to-severe OSA. Excessive sleepiness and pathological fatigue were present in 43 and 39%, respectively. The prevalence of possible depression and anxiety was 19 and 28%, respectively. The proportion of patients with male sex, obesity, and excessive sleepiness increased with the severity of OSA. In contrast, the proportion of patients with pathological fatigue did not increase with OSA severity, and there was a decrease in depression and anxiety with increasing OSA severity.ConclusionOur study reports that pathological fatigue, as well as anxiety and depression, did not increase with OSA severity, whereas excessive sleepiness did. Knowledge concerning conditions related to OSA severity may be indicative of pretest probability of OSA and thus change the priority for polygraphy. Furthermore, the high prevalence rates of fatigue, anxiety, and depression among these patients warrant further investigations. (shrink)

Fairness preferences fundamentally affect individual behavior and play an important role in shaping social and political institutions. However, people differ both with respect to what they view as fair and with respect to how much weight they attach to fairness considerations. In this article, we study the role of family background in explaining these heterogeneities in fairness preferences. In particular, we examine how socioeconomic background relates to fairness views and to how people make trade-offs between fairness and self-interest. To study (...) this, we conducted an economic experiment with a representative sample of 14- to 15-year-old and matched the experimental data to administrative data on parental income and education. The participants made two distributive choices in the experiment. The first choice was to distribute money between themselves and another participant in a situation where there was no difference in merit. The second choice was to distribute money between two other participants with unequal merits. Our main finding is that there is a systematic difference in fairness view between children from low-socioceconomic status families and the rest of the participants; more than 50 percent of the participants from low-SES families are egalitarians, whereas only about 20 percent in the rest of the sample hold this fairness view. In contrast, we find no significant difference in the weight attached to fairness between children from different socioeconomic groups. (shrink)
