This paper offers a descriptive account of the transition in evolutionary ethics with reference to some major works from ethics, sociobiology, moral psychology, and primatology. The causes and nature of the transition are discussed by making a distinction between traditional and recent trends in evolutionary ethics enabling us to understand the significance of contemporary evolutionary ethics. The study is gradually directed toward a crucial question of ethics that is the place of reason in morality and what evolutionary ethics implies for (...) Kantian ethics in the question of reason. Many advocates of evolutionary ethics and evolutionary moral psychology claim that reason plays no role or plays a very insignificant role in morality. Such assertion often leads to a rejection of Kantian ethics in particular and cognitivism in general. In this backdrop, the scope of reconciling evolutionary ethics with Kantian ethics as proposed by Frederick Rauscher is analyzed. Optimization by definition is the action of making most effective or the best use of a resource or situation and that is required almost in every field of engineering. In this work, the optimization of Least Mean square (LMS) algorithm is carried out with the help of Particle Swarm Optimization (PSO) and Ant Colony Optimization (ACO). Efforts have been made to find out the advantages and disadvantages of combining gradient based (LMS) algorithm with Swarm Intelligence SI (ACO, PSO). This optimization (...) of LMS algorithm will help us in further extending the uses of adaptive filtering to the system having multi-model error surface that is still a gray area of adaptive filtering. Because the available version of LMS algorithm that plays an important role in adaptive filtering is a gradient based algorithm, that get stuck at the local minima of system with multi-model error surface considering it global minima, resulting in an non-optimized convergence. By virtue of the proposed method we have got a profound solution for the problem associated with system with multimodal error surface. The results depict significant improvements in the performance and displayed fast convergence rate, rather stucking at local minima. Both the SI techniques displayed their own advantage and can be separately combined with LMS algorithm for adaptive filtering. This optimization of LMS algorithm will further help to resolve serious interference and noise issues and holds a very important application in the field of biomedical science. (shrink)

Mobility is becoming a defining feature of today’s globalising society. Individuals move for a variety of reasons, including finding employment or pursuing education. This paper focuses on the interrelationship between two different types of migrants who have all moved out of one specific country to another. It builds on the perceptions of Turkish graduates of German universities who moved cross-border recently to study in German universities, the self-styled ‘New Wave Turks’, to understand their place within the existing Turkish diaspora there. Although the existing Turkish diaspora in Germany is well researched, as is how diasporas can facilitate further mobility, the interaction between these newcomers and the existing Turkish diaspora in Germany has received little scholarly attention. Through in-depth semi-structured interviews with recent Turkish graduates of German universities, we explored how the existing diaspora provides support but also challenges for the newcomers, complicating their experiences. We argue that international student mobility led to the emergence of a new form of ‘total diaspora’ in Germany, comprising both the existing Turkish diaspora and newly joined Turkish graduates of German universities. Social media was instrumental for these newcomers in setting themselves apart within the total diaspora, allowing them to create their own community identity. (shrink)

Data analysis has become most widespread field of research and it has extended in almost every field of study. Considering the recent trends and developments in the field of communication and information technology, there is a scope of combining the monitoring of substation equipment with big data analysis technology. That will result in an improved data analysis ability, information sharing and utilization rate of monitoring data. In the proposed work, the authors have introduced the big data analysis and its corresponding (...) application in the monitoring of substations. Basic concepts and the procedures of the typical data analysis for general problems are also discussed. As a main part of the paper, different types of distributed data analysis techniques have been proposed, in which two relational online analysis, namely Hive and Impala and one H Base multidimensional online analysis are important. These data analysis techniques are proposed considering the analysis efficiency, storage performance from the business development requirements point of view of the substation. The result obtained depicts that the proposed model has an advantage in storage overhead and roll-up performance, when compared with the traditional method, although the data loading speed is approximately 1.7–1.9 times of the traditional model. The machines exhibit an intelligence which is artificial intelligence, and it is the design of intelligent agents. A system is represented by an intelligent agent who perceives its environment and the success rate is maximized by taking the action. The AI research is highly specialized and there are two subfields and each communication fails often. The popular AI approaches include the traditional symbolic AI and computational intelligence. In order to optimize the seismic design of the reinforced concrete pier structure, the (...) particle swarm optimization algorithm and the reaction spectrum analysis method are combined; they establish a regular bridge of the design variable with cross-sectional characteristics and reinforcement ratios, with the target function. The seismic optimization design framework of the pier is transformed into a multi-objective optimization problem. Calculations show that the method can quickly obtain the optimal design parameters that meet multi-objective requirements. The improved PSO main program and the calling push-over program run time are 4.32 and 1347.56 s, respectively; the push-over program running time is 99.68% of the run time of the total program. Optimization of the seismic performance of the rear bridge pier is significantly improved and is more in line with the design method; the design method proposed in this article is more practical. Bu yüzden, bir filozofun düşünceleri anlaşılmak istendiğinde, o kendi çağındaki mevcut ve geçmiş teorilerden soyutlanmamalı ve bu kümülatif ve devamlılık arz eden yapı dikkate alınarak incelenmelidir. Bu bağlamda, Kant, Bergson ve İkbal’in zaman anlayışları, bazı uyumsuz noktalara sahip gibi anlaşılabilseler de, dikkatle incelendiğinde birbirleri arasında bir devamlılığın bulunduğu göze çarpar. Kant’ın zaman anlayışı, Kritik öncesi ve Kritik dönemi olmak üzere iki dönemde incelenebilir. Kritik öncesi döneminde Kant, zamanın insan zihninin dışında kendinde bir gerçekliğe ve (...) varlığa sahip olduğunu kabul eder. Fakat Kant, zamanı bütün duyuları önceleyen bir görü olarak anlamasının tohumlarını da hala Kritik öncesi dönemde iken eker. Bu doğrultuda, onun odağı özneyi merkeze alan bir tutuma doğru ilerler görünür. Kritik döneminde özne merkezci konumu daha da belirginleşir ve Kant, zamanın bütün dışsallıkları öncelediğini iddia eder. Ona göre zaman, duyulur bir görü olarak, eşyayı zihnin algılayabilmesi için eşzamanlılık ve ardışıklık içinde konumlandırır. Diğer taraftan Bergson, Kant’ı pek çok açıdan eleştirmekle beraber onun düşüncelerinden açık bir şekilde faydalanır. Bergson’un zaman anlayışı iki bileşenden oluşur: Salt süre ve homojen zaman. Salt süre, özne-merkezci olması bakımından üzerinde Kant’ın düşünce pratiğinin etkisinin görünür olduğu bir kavramsallaştırmadır. Bu, her bir bilincin, kişinin geçmiş ve şimdisini bir bütünde birleştirerek bireysel olarak sahip olduğu ve özünde heterojen, sırasız bir şekilde ardışık ve bölünemez zamandır. Homojen zaman ise sıralı ve eşzamanlı olması bakımından köklerini yine Kant’ta bulur. Homojen zaman, salt sürelerin uyum içinde çalışmasını sağlayan, bireyler için ortak zemini teşkil eden zamandır. Bu iki filozofun düşünceleri doğrultusunda İkbal’in zaman teorisi incelendiğinde, onun hem duyulabilir görünün bir formu olan Kant’ın zamanından hem de Bergson’un salt süresinden faydalandığı ortaya çıkar. İkbal, bu iki zaman anlayışını kullanarak İslam düşüncesinde İlahi Zaman’ı ve dolayısıyla da özgür iradeyi yeniden inşa eder. Salt süre ve yaratıcılık açısından, evrene yönelik mekanik bir anlayış Bergson ve İkbal tarafından reddedilir. Böylece İkbal, özgür iradenin Tanrı’nın salt süresi, yani İlahi Zaman, aracılığı ile yayılmasına ve tüm benliklere ait salt sürelere nüfuz etmesine izin verir. Biz, bu makale aracılığı ile, İkbal’in salt süre mefhumunu ve Tanrı’ya ait salt süre olarak İlahi Zaman’ı kullanarak özgür irade anlayışını yeniden inşa etmesinin köklerine gitmek niyetindeyiz. In attempting to build intelligent litigation support tools, we have moved beyond first generation, production rule legal expert systems. Our work integrates rule based and case based reasoning with intelligent information retrieval.When using the case based reasoning methodology, or in our case the specialisation of case based retrieval, we need to be aware of how to retrieve relevant experience. Our research, in the legal domain, specifies an approach to the retrieval problem which relies heavily on an extended object oriented/rule based (...) system architecture that is supplemented with causal background information. İnsanın özgür iradesinin ispatı problemine yönelik çözüm denemelerinden biri Tanrı’nın kendisini gönüllü olarak sınırlaması anlamına gelen ilahi kendini sınırlama (divine self-limitation) yaklaşımıdır. Yahudi ve Hıristiyan teolojilerinde görülen bu perspektifle modern dönemde Süreç ve Kuantum felsefelerinde karşılaşılır. Bu çalışmada ilgili düşünce biçimi, Mu‘tezilî bilincin düşünce biçimiyle kıyaslanmıştır. Öncelikle Tanrı’nın kendini sınırlamasının imkânı, sınır teorisi varsayımıyla sorgulanmıştır. Buna göre ‘sınır’ evrene ve insana ‘yasa’ olarak içkindir. Evren de insan da fiziksel, kimyasal, biyolojik vd. yasalara/sınırlara tâbidir. Bu yasaların yaratıcısı olarak Tanrı da sorumluluğun (...) kaynağı akıl da insanı sınırlar ve sınır demek kavram, anlam, amaç, sistem ve düzen/kozmos demektir. Bu düzenin toplumsal hali ise zaman ve mekân ile sınırlı insanın teklif sahibi kılınarak eylemlerinin de sınırlandırılmasıdır. Peki, akla sınırlama fonksiyonu veren Tanrı’nın da kendi iradesini, ilmindeki tasarımının bir sonucu olarak sınırladığı varsayılabilir mi? Yahudi teolojisinde bu sınırlama, onların inançlarıyla ilişkili yaşadıkları ıstıraplara karşı Tanrı’nın müdahale etmemesinin bir nedeni olarak görülmekle beraber sınırlı âlemlerin var olabilmesi için Tanrı’nın sonsuz ışığını daraltması ve geri çekilmesi olarak da anlaşılmıştır. Hıristiyan teolojisinde ise sonsuzluğun evreni yaratmasının keyfiyeti, Tanrı’nın Mesih ile enkarnasyonu, kötülük ve özgür irade problemlerini çözmek için bu teoriye başvurulmuştur. Tanrı’nın, vahiy aracılığıyla bildirdiği teklif, aynı zamanda insana akıllı, sorumlu, dolayısıyla özgür olduğunu da hatırlatmaktadır. Muhammed İkbal (öl. 1928) bu özgürlüğün insana ilahi kendini sınırlama teorisiyle verilebileceği kanaatindedir. Bu görüşle Mu‘tezilî bilincin Tanrı tasavvurunda sezilen sınırın birlikte düşünülmesi mümkün müdür? Zira tekliften doğan özgürlüğün gereği, Mu‘tezile’ye Tanrı’nın iradesinin ezeli olmadığını, tercihlerinin yaratıcısının insanın kendisi olduğunu düşündürmüştür. Yine tanrısal adaletin bir gereği olarak, insana kudretin fiilden önce verilmesi, nübüvvet ile va‘d ve vaidin gerçekleşmesi gibi teklife dair meseleler Tanrı hakkında zorunlu kabul edilmiştir. Bu bilinçte aklın sınırlama fonksiyonu Tanrı’ya taşınmış görünür. Tanrı insanın eylemlerinde etkin değildir, kötülüğü de yaratmaz. Hatta bazı isimlere göre kötülüğe güç dahi yetiremez. Tanrı’nın malumatının ve makduratının da bir sınırı vardır. Mu‘tezile’deki bu sınırlı Tanrı tasavvuru, söz konusu ‘özgür irade’ olduğunda ilgili teoriyle yeniden ifade edilirse, adil ve hakim olan Tanrı’nın, ilmindeki bilinçli/akıl sahibi/sorumlu/özgür insan tasarımının gerektirmesiyle gönüllü olarak kendi özgürlüğünü sınırladığı söylenebilecektir. Bu söylem, varoluşsal amaçlılık anlamında insanın neden özgür olduğunun değil, Tanrı’nın vahyettiğine inanılan bir evrende nasıl özgür olabildiğinin muhtemel cevaplarından biridir. (shrink)

Beylikler devri Türk-İslam ciltleri hem tezyînatları hem de üzerlerindeki dini içerikli ibareler, dua ve mücellid mühürleri vasıtasıyla cilt sanatı araştırmacılarının yayınlarına konu olmuştur. Ancak ciltlerdeki dua ifadelerini müstakil olarak konu edinen yayın sayısı oldukça azdır. Türk-İslam ciltlerinin gerek kapak yüzeyinde gerekse kapak içlerinde dua içerikli ibarelere rastlamak mümkündür. Makalenin konusu, Beylikler devrinde üretilen Türk-İslam ciltlerinin deri kaplı kapak içlerinde yer alan el-İzzü’d-Dâim ve’l-İkbâl (العزّ الدّائم والإقبال) yazısı, bu yazının yer aldığı desen kompozisyonu ve yazının analizidir. Makaledeki amaç, şimdiye kadar cilt (...) literatüründe müstakil olarak ele alınmamış el-İzzü’d-Dâim ve’l-İkbâl yazılı cilt kapak içi tezyînatı hakkında tespit edilebilen örneklerin detaylı desen ve yazı analizleriyle bilimsel birikim oluşturabilmek ve aynı ya da benzer ibarenin yer aldığı diğer İslam sanat eserlerini tespit ederek bu dua ibaresinin ciltlerdeki kullanım amacını ve kullanıldığı dönemleri belirlemeye çalışmaktır. Cilt sanatı literatürü ve yazma eser kütüphanelerinde yaptığımız araştırmalar neticesinde, Beylikler dönemine ait ciltlerin altı tanesinin kapak içinde el-İzzü’d-Dâim ve’l-İkbâl ibaresi tespit edilmiştir. Bu tespitlerin sayısı, yapılacak yeni araştırmalarla artabilecektir. Tespit edilen yazma eserler; Amasya YEK: 217, İnebey YEK Hüseyin Çelebi: 481 ve Ulu Cami: 318, Kastamonu YEK: 2856 ve 3435 ve Süleymaniye YEK Fatih: 5004’tür. Ciltlerin kapak, sertâb ve mikleb yüzeylerindeki tezyînatları, Beylikler dönemi cilt sanatı üslûbunu yansıtan süslemelerdir. Ciltlerin teknik ve tezyînatları, -mevcut olanların- istinsâh kayıtları incelendiğinde üç örneğin (Amasya YEK: 217, Kastamonu YEK: 2856 ve 3435) 14. yüzyıl tarihli olduğu ya da tarihlendirildiği, üç örneğin (İnebey YEK Hüseyin Çelebi: 481 ve Ulu Cami: 318, Süleymaniye YEK Fatih: 5004) ise 15. yüzyıl tarihli olduğu ya da tarihlendirildiği görülmektedir. Ciltlerin kapak içi deseni, bitkisel ve rûmî motiflerle bezeli tam zemin geometrik bir tasarıma sahiptir. Geometrik desenin içerisindeki altıgen paftalarda el-İzzü’d-Dâim ve’l-İkbâl (العزّ الدّائم والإقبال) yazısı yer almaktadır. İbarenin, cilt kapak içlerine tek satırda (İnebey YEK Ulu Cami: 318, Kastamonu YEK: 3435) ve çift satırda -½ oranında ters simetrik- (Amasya YEK: 217, İnebey YEK Hüseyin Çelebi: 481, Kastamonu YEK: 2856, Süleymaniye YEK Fatih: 5004) olmak üzere iki türde yazıldığı tespit edilmiştir. Her iki tasarımda da sülüs yazı çeşidi tercih edilmiştir. İnebey YEK Hüseyin Çelebi: 481 envanter numaralı 15. yüzyıla ait cildin kapak içinde ise diğer örneklerden farklı olarak yazı paftalarının bazılarında mücellit kitabesi bulunmaktadır. Kitabede, “Amel-i Mücellid Haydar b. Turbegî” yazılıdır. Kapak içi tezyînatının aynı olması nedeniyle, Kastamonu YEK: 2856 ve Süleymaniye YEK Fatih: 5004 envanter numaralı ciltlerin de Haydar b. Turbegî adlı mücellidin eseri olma ihtimali vardır. Ciltlerin kapak içlerinin tümü, çeşitli tonlarda kahverengi sahtiyanla kaplıdır. Derilerin gözenek türü bunu ispat eder niteliktedir. Süsleme tekniği, tüm kapak içlerinde soğuk baskı tekniğidir. Bu teknik adını, uygulanması esnasında altının kullanılmamasından almaktadır. Soğuk baskı tekniğinde, desenin deriye genellikle sıcak pres uygulaması yapılarak aktarıldığı bilinmektedir. Uygulamada yüzeyinde motif veya desenin yer aldığı kalıp, çivi ve diğer ciltçilik aletleri kullanılmaktadır. Çalışma kapsamındaki ciltlerde kapak içi deseninin kalıpla uygulandığı, deri üzerindeki desenin kesintili çizgilerden anlaşılmaktadır. Kapak içi tezyînâtını oluşturan desenin simetrik bir parçası, kalıba işlenmiş ve kalıp deri üzerine simetrik bir şekilde, boşluk bırakılmadan basılmıştır. Yapılan incelemelerden anlaşıldığı kadarıyla kalıbın basıldığı deri, kapak içine yapıştırıldıktan sonra kapak kenarlarından cilt ebadına uygun şekilde kesilmiş olmalıdır. Kalıbın bazı örneklerde hatalı basıldığı da görülmektedir. Bu da desenin devamlılığını kısmen bozmuştur. Soğuk baskı tekniğinde, desenin deriye genellikle sıcak pres uygulaması yapılarak aktarıldığı bilinmektedir. Desenin deri renginden daha açık olması, uygulamanın ısıyla yapılmış olduğunu doğrulamaktadır. Ciltlerin kapak yüzeylerinin kullanıma bağlı olarak yıprandığı ve bu nedenle desenlerin deforme olduğu tespit edilmiştir. Ancak kapak içleri böyle bir yıpranmaya maruz kalmadıkları için korunarak günümüze ulaşmıştır. el-İzzü’d-Dâim ve’l-İkbâl (العزّ الدّائم والإقبال) ibaresi Arapça bir terkip olup “sonsuz güç ve yüksek mevki” anlamına gelmektedir. Terkip; güç, kudret ve ihtişam anlamına gelen العزّ ve ferah, parlak ve yüksek mevki anlamındaki الإقبال kelimelerinden oluşmaktadır. İbare dua, temenni vb. maksatlarla kullanılmış olmalıdır. Çalışma kapsamındaki ciltler ve diğer İslam sanatı örneklerinden anlaşıldığı kadarıyla İslam sanat eserleri üzerinde el-İzzü’d-Dâim ve’l-İkbâl ibaresine 12. yüzyıldan 15. yüzyıla kadar geniş bir dönemde yer verilmiştir. The concubines, with whom the sultans lived a family life, were classified according to a certain hierarchy in the Harem. The first wives of the sultan and those who gave birth were called Kadınefendi. The other wives with a lower status than the Kadınefendi wives were called Ikbal Hanımefendi. According to Islamic law, marriage with a concubine is not like a marriage with a free woman. If a marriage is desired, the concubine must be freed. Until the 19th century, (...) sultans did not marry their concubines for a few exceptions. In the 19th century, the legal status of concubines in the Ottoman Empire became controversial. The countries of origine changed when the Ottoman Empire was unable to conquer new territory. Consequently, the enslavement procedure of prisoners of war disappeared. Instead, Caucasian immigrants, who had to leave their homeland mainly due to the Russian attacks, gave their daughters to the Ottoman palace so that they would not suffer misery and could reach important positions in the future. Among these were orphans from poor families as well as those from noble Caucasian dynasties. Even though the young women in the palace were called concubines, at least some of them were free/Muslim persons. This meant, that they could not be enslaved according to Islamic law. Although there was no problem for those who served in the palace, a remarkable situation emerged for the would-be spouses of the sultan. Could a woman from a free and Muslim family be the sultan's wife without a marriage bond? Was the limitation of the Kadınefendi numbers to four (in times of Sultan Abdülaziz) due to the Islamic law principle, that a man could marry maximum four wives? Was there a marriage ceremony (nikāh) for Kadınefendi wives? What was the situation of the Ikbal? Satisfactory answers to these questions have not been given yet. However, there are no official records it was claimed that lately sultans married especially their concubines who were Abkhaz descendants and included them among their wives in this way, because they were free and Muslims. Thus, the matter whether Sultan Abdülhamid II's wives were concubines or wedded became the subject of some research today. Memoires claim that almost all of Sultan Abdülhamid's wives were free and of Muslim origin. According to this, it was said that the wives of Sultan Abdülhamid could not have the status of the concubine and that their relationship should have been by marriage. On the other hand, considering that a maximum of four women can be married according to Islamic law, the marriage of the Sultan, who had thirteen wives, raised juristic questions. This problem was most clearly seen in the inheritance case filed by his heirs after the death of Sultan Abdülhamid. In this case, where it was claimed that Sultan Abdülhamid was married to nine wives, no objection was made to that claim. In this study, information about the wives of Sultan Abdülhamid and their legal status was tried to be determined through the documents related to their salaries during the 2nd Constitutional Era. Besides, the issue of nine wedded women, which emerged in the case of Sultan Abdülhamid's inheritance, was evaluated in terms of fiqh (Islamic jurisprudence). Sultan Abdülhamid was never accused of marriages contrary to Islamic law by his opponents during and after his reign. From this point of view, it can be said that there was no situation contrary to Islamic law regarding the Sultan's harem at that time. This might be due to three possibilities: Firstly, some wives have concealed the truth in the court, which is the weakest possibility according to the data obtained. Secondly, the talaq (divorcement) was hidden by Sultan Abdülhamid and his wives were not aware of it. This possibility has been found to be problematic when evaluated in terms of Hanafi fiqh. Thirdly, the practice of al-nikāh al-tanazzuhī (marriage performed in order to avoid from fornication). Considering the correspondence between the state departments in the period starting with the 2nd Constitutional Monarchy and until the Republic, it is clear that the Kadınefendis were regarded as married wives (their number was limited to four), while the Ikbals were regarded as concubines. From this point of view, it is thought that the most plausible possibility is that the Ikbals were regarded as concubines and their marriages were al-nikāh al-tanazzuhī. (shrink)

In this article, Iqbal's unique interpretation of the modern theory of evolution, the effects of this theory on his system of thought, how belief and moral values are tried to be reconciled with this theory, and whether Iqbal can provide consistency among all these will be discussed. Iqbal's theory of creative evolution is critically examined. The extent to which Iqbal was influenced by the Muslim thinkers of the past and the Western thinkers of the modern period is discussed comparatively, again (...) based on her works. Attention is drawn to Iqbal's choices and the synthesist thought he tried to make on the theory of evolution, in which the crisis of religion-science is clearly seen, new interpretations of Iqbal's belief in the context of this theory are emphasized, and how Iqbal's moral philosophy was shaped in the context of this theory is being displayed. The effects of Iqbal's unique interpretation of the modern theory of evolution with a metaphysical content permeated all her thoughts.The philosopher is criticized for these thoughts stemming from the theory of evolution. His views are influenced by the scientific and philosophical developments of his time, as well as the situation in the Muslim geography. He sees practical benefits in adapting the theory of creative evolution to life and believes that this theory has a stimulating effect on Muslim societies. The theory of evolution in question must have caught Iqbal's attention with its strong emphasis on power and a combative philosophy of life. Since life is seen as a struggle for Iqbal, the success and happiness of man is also tied to his hardness in this struggle for life, and this emphasis is constantly repeated on different occasions and in different contexts. According to his point of view, life is fight and those who are successful in this fight for life are those who follow these rules. He thinks in accordance with the theory of evolution, distinguishes between right and wrong considering power and sees power and rightness as equal. Considering the evolutionary process as a law that is also valid for eternal life, a metaphysical meaning is attributed to this theory and scientific debates are not got to the point. The theory of evolution forms the scientific and philosophical basis of Iqbal's ego philosophy and his view of God-realm-human. Many theological issues such as life in the hereafter, prophecy, freedom of will are tried to be interpreted in the context of this theory. In order to reconcile the theory of evolution with religion, Iqbal sometimes interprets religious texts and sometimes reinterprets the theory of evolution by giving it a metaphysical meaning. "He is not a prophet, but he has a holy book" is a famous couplet among Mawlana Jalal-ad Din Rumi (d. 1273) followers. This couplet is attributed to Abdurrahman Jami (d. 1492). The three couplet that have similar connotations to Jami’s couplet, more common in Iran, speculated to be written by Baha-ad Din Amili (d. 1622). In these couplets, the phrase “The Persian Qur'an" is interchangeably used to refer to Mathnawi and draws attention to another phrase "guidance some and misguidance (...) others". Repeatedly these couplets phrase is also used by well known contemporary poets such as Muhammad Iqbal (d. 1938) and Mohammad Hossein Shahriar (d. 1988) and some orientalist writers such as Reynold Nicholson (d. 1945) and Annemarie Schimmel (d. 2003). Rumi never claimed to be a prophet and introduced himself as the servant of the Qur'an and dust of the road of the prophet Muhammad. The poet has emphasized the qualities of the Qur'an, its commands and prohibitions, its universal messages and the importance of contemplating on the verses in various parts of Mathnawi. In order to understand the Qur'an better and correctly, he explained what should be done and presented methods. He re-told and elaborated some of the stories in the Qur'an, praised the lofty rank of the Holy Prophet Muhammad and narrated the stories of other prophets with the respect he showed them. The definitions in the poems sung as the praise of Rumi and the Mathnawi on the one hand, based on Rumi’s mentions in Mathnawi's preface: "This is the Mathnawi book and it is the principles of the principles of the principles of the religion". Here, Rumi has described his work with the attributes of the Qur'an and said that it is protected by Allah. Ismail Ankaravı, who is the commentator of the Mathnawi, said: "The Mathnawi is where two seas meet, composed of interpretations of the Qur'an and Hadith". The statement also explains this issue. The commentary of the verses or the references to the verses are clearly mentioned in the Mathnawi. There are references to more than two thousand and two hundred verses in total. This indicates that Mathnawi can be the interpretation of the Qur'an. From another point of view, various writing style and morphological similarities can be established between the Mathnawi and the Qur'an. Like the Qur'an, Mathnawi also starts with an order, is a product of inspiration (revelation), contains a summary of the entire book at the beginning, the mode of expression is generally stories and representations, and there is a need for commentary in order to be understood by passing from form to meaning etc. they have many similarities. In these respects, Mathnawi has been likened to the Qur'an written in Persian by a non-prophet one. In this study, first the process of the emergence and use of this expression will be followed, then Rumi's views on the Qur'an, the place of the Qur'an in Mathnawi, the common aspects of the Qur'an and Mathnawi will be discussed and it will be tried to explain why these great poets and writers called Mathnawi the Persian Qur'an.
