In English, two deictic space-time metaphors are in common usage: the Moving Ego metaphor conceptualizes the ego as moving forward through time and the Moving Time metaphor conceptualizes time as moving forward toward the ego . Although earlier research investigating the psychological reality of these metaphors has typically examined spatial influences on temporal reasoning , recent lines of research have extended beyond this, providing initial evidence that personality differences and emotional experiences may also influence how people reason about events in (...) time . In this article, we investigate whether these relationships have force in real life. Building on the effects of individual differences in self-reported conscientiousness and procrastination found by Duffy and Feist , we examined whether, in addition to self-reported conscientiousness and procrastination, there is a relationship between conscientious and procrastinating behaviors and temporal perspective. We found that participants who adopted the Moving Time perspective were more likely to exhibit conscientious behaviors, while those who adopted the Moving Ego perspective were more likely to procrastinate, suggesting that the earlier effects reach beyond the laboratory. This paper makes the case for a pluralist, contextualist view of nursing ethics. In defending this view, I briefly outline two current perspectives of nursing ethics – the Traditional View and the Theory View. I argue that the Traditional View, which casts nursing ethics as a subcategory of healthcare ethics, is problematic because it (1) fails to sufficiently acknowledge the unique nature of nursing practice; and (2) applies standard ethical frameworks such as principlism to moral problems which tend to alienate (...) or undermine nursing ethical concerns. Alternatively, the Theory View, which aims to build an independent and comprehensive theory of nursing ethics, is also found wanting because it (1) fails to sufficiently acknowledge the heterogeneous nature of nursing practices; (2) overemphasizes the differences and undervalues the similarities between nurses and other health professionals; and (3) assumes that one ethical framework can be meaningfully applied across diverse moral problems and contexts.My alternative, is to argue that nursing ethics inquiry should take a pluralist and critical stance towards available ethical frameworks and the negotiation of the ethical realm. On this view, the search for moral consensus or a unique ethical framework for nursing is replaced by the task of working strategically with multiple frameworks in order to expand the moral agency of nurses and empower them to positively engage with moral uncertainty as an inevitable feature of living a moral life. I conclude by indicating some of the implications that this has for the teaching of nursing ethics. (shrink)

Symbolic arithmetic is fundamental to science, technology and economics, but its acquisition by children typically requires years of effort, instruction and drill1,2. When adults perform mental arithmetic, they activate nonsymbolic, approximate number representations3,4, and their performance suffers if this nonsymbolic system is impaired5. Nonsymbolic number representations also allow adults, children, and even infants to add or subtract pairs of dot arrays and to compare the resulting sum or difference to a third array, provided that only approximate accuracy is required6–10. Here (...) we report that young children, who have mastered verbal counting and are on the threshold of arithmetic instruction, can build on their nonsymbolic number system to perform symbolic addition and subtraction11–15. Children across a broad socio-economic spectrum solved symbolic problems involving approximate addition or subtraction of large numbers, both in a laboratory test and in a school setting. Aspects of symbolic arithmetic therefore lie within the reach of children who have learned no algorithms for manipulating numerical symbols. Our findings help to delimit the sources of children’s difficulties learning symbolic arithmetic, and they suggest ways to enhance children’s engagement with formal mathematics. We presented children with approximate symbolic arithmetic problems in a format that parallels previous tests of non-symbolic arithmetic in preschool children8,9. In the first experiment, five- to six-year-old children were given problems such as ‘‘If you had twenty-four stickers and I gave you twenty-seven more, would you have more or less than thirty-five stickers?’’. Children performed well above chance (65.0%, t1952.77, P 5 0.012) without resorting to guessing or comparison strategies that could serve as alternatives to arithmetic. Children who have been taught no symbolic arithmetic therefore have some ability to perform symbolic addition problems. The children’s performance nevertheless fell short of performance on non-symbolic arithmetic tasks using equivalent addition problems with numbers presented as arrays of dots and with the addition operation conveyed by successive motions of the dots into a box (71.3% correct, F1,345 4.26, P 5 0.047)8.. The intent of ethics is to establish a set of standards that will provide a framework to modify, regulate, and possibly enhance moral behaviour. Eleven focus groups were conducted with physicians from six culturally distinct countries to explore their perception of formalized, written ethical guidelines (i.e., codes of ethics, credos, value and mission statements) that attempt to direct their ethical practice. Six themes emerged from the data: lack of awareness, no impact, marginal impact, other codes or value statements supersede, personal (...) codes or values dictate, and ethical guidelines are useful. Overall, codes were valued only when they were congruent with existing personal morality. The findings suggest the need to re-evaluate the purpose, content, and delivery of codes for them to improve their function in promoting ethical conduct. (shrink)

Our initial hypothesis is that it is nothing less than an inquiry into the origin of our moral concepts of justice, good and bad, and more particularly guilt, law, mercy, and love. It is here that a link with Nietzsche suggests itself, particularly with the Second Essay of On the Genealogy of Morals.* * *How do we breed an animal with the right to make promises? For Nietzsche, the human being is an originally forgetful creature, like a young child. To make this originally forgetful creature remember requires physical discipline; it behooves punishment. The teaching of morality is never gentle; it never droppeth from heaven like gentle rain. On the contrary, if something is to be retained in memory, it must be burned in. The origin of memory lies in pain and cruelty: "Man could never do without blood, torture and sacrifices when he felt the need to create a memory for himself" [GM 61]. Nietzsche's first, astonishing hypothesis in the Second Essay is that the origin of concepts like responsibility and conscience lies in cruelty—cruelty administered and maintained through a corporal and corporeal regime. Further, as religions are systems of cruelty, all forms of asceticism originate in the same painful place. "Consider the German punishments," Nietzsche proposes—and we all know that there's nothing quite like the German punishments: stoning, breaking on the wheel, piercing with stakes, tearing apart or trampling with horses, boiling in oil, flaying alive, cutting straps from the flesh, smearing the wrongdoer with honey and leaving him to the flies in the blazing sun. As Nietzsche quips, with magnificent understatement, "With the aid of such images and procedures one finally remembers five or six 'I will not's'" [GM 62]. Utilitarianism and prioritarianism make a strong assumption about the uniqueness of measures of how good things are for people, or for short, individual goodness measures. But it is far from obvious that the presupposition is correct. The usual response to this problem assumes that individual goodness measures are determined independently of our discourse about distributive theories. This article suggests reversing this response. What determines the set of individual goodness measures just is the body of platitudes we accept about distributive theories. (...) When prioritarianism is taken to have an ex ante form, this approach vindicates the utilitarian and prioritarian presupposition, and provides an answer to an argument due to Broome that for different reasons to do with measurement, prioritarianism is meaningless. I find myself in the odd position of trying to convince someone who had done as much as anyone to bring philosophy into the wider culture that he is wrong to urge now that its practice be consigned to the esoteric pursuits of “private ironists.” The problem, I still believe, is Richard Rorty’s all-or-nothing approach to philosophy : foundationalism or ironism; and this, I think, is encouraged by his selective reading of philosophy’s history. On that reading, modern philosophy “centered around (...) a discussion of truth” ; it was preoccupied with foundationalist claims of one sort or another. But that preoccupation was permanently discredited by Friedrich Nietzsche and his descendants, especially Martin Heidegger and Jacques Derrida, leaving philosophy with nothing to do but pick the bones of its own carcass. What is missing from this story is precisely the line of thought—extending from the left Hegelians to Jürgen Habermas—I sought to develop in my paper. That line is defined by, among other things, the primacy of practical reason and the rerouting of philosophical inquiry in sociohistorical directions. One of its high points is American pragmatism, which, pace Rorty, does not lie along the Nietzsche—Heidegger—Derrida line. Thomas McCarthy is professor of philosophy at Northwestern University. He is the author of The Critical Theory of Jürgen Habermas and editor of the series Studies in Contemporary German Social Thought. This article briefly outlines some of the key problems with the way in which the moral realm has traditionally been understood and analysed. I propose two alternative views of what is morally interesting and applicable to nursing practice and I indicate that instability has its upsides. I begin with a moral tale – a 'Good Samaritan' story – which raises fairly usual questions about the nature of morality but also the more philosophically fundamental question about the relationship between subjectivity and (...) moral agency. I then consider this relationship from the perspectives of two twentieth century philosophers: Emmanuel Levinas and Michel Foucault. Levinas' basic point is that the experience of ethical subjectivity is made possible through others: the demand to respond to the existence of others is the basic social structure that precedes individual freedom. If Levinas posits intersubjectivity as a fundamental or primitive feature of the moral realm, Foucault poses an even more basic question: how have moral subjects and relations of obligation been constituted? The aim of ethical inquiry, for Foucault, is to describe the network of discourses, institutions, relations, and practices through which certain kinds of subjects are constituted and constitute themselves, e.g. as a kind of person who can act morally. Finally, I consider some recent research in philosophy of nursing which illustrates how Levinasian and/or Foucauldian perspectives can deepen understanding of nurses' moral practices, specifically, the work of Norwegian public health nurses, Canadian pediatric nurses, and Irish midwives. I suggest that in spite of the instability of morality in general and the particular ethical challenges that face nurses, there are grounds for hope and possible strategies for living in unstable times. I discuss a general limitative consequence of the unrestricted mereological composition thesis. The unrestricted composition thesis, which is roughly the assertion that every plurality of objects possesses a fusion or sum, is shown to be in conflict with general existence-conditions for certain categories of mereologically non-composite objects. The conclusion is that the unrestricted composition thesis, which is a maximizing principle about what aggregates exist, places sharp limits on what unaggregated items can exist.

Let us sum up. We began with the question, “What is the interest of a model-theoretic definition of validity?” Model theoretic validity consists in truth under all reinterpretations of non-logical constants. In this paper, we have described for each necessity concept a corresponding modal invariance property. Exemplification of that property by the logical constants of a language leads to an explanation of the necessity, in the corresponding sense, of its valid sentences. I have fixed upon the epistemic modalities in characterizing (...) the logical constants: to be a logical constant in the language of a population is to be invariant over a modality describing complete possible epistemic states of that population (or an idealized analogue thereof). The grounds for this characterization are these: (1) It leads, I believe, to an extensionally reasonable demarcation of the logical constants, including clear cases and excluding clear non-cases. It gives a principled criterion for deciding unclear cases. (2) It provides an analysis of the topic-neutrality of logic. (3) It leads to an explanation of the epistemic necessity of the logical truths in terms of the topic-neutrality of the logical constants.All the same, it is reasonable to ask, even if the suggested demarcation of logic is extensionally correct, whether it can reasonably be expected to be fundamental. The epistemic invariance of an expression is a rather striking property, one which we should want to explain. What is missing, then, is an explanation of the distinguishing epistemic properties of the constants in terms of more fundamental properties involving their understanding and use. It would be these that properly define the nature, not just the extent, of logic. (shrink)

The kingship has been integrated into the fundamental relationship between Yahweh and the people and that relationship reaffirmed. A crisis has been described and resolved in narrative and theological terms, and a new era can begin.

Logical AI involves representing knowledge of an agent’s world, its goals and the current situation by sentences in logic. The agent decides what to do by inferring that a certain action or course of action is appropriate to achieve the goals. We characterize briefly a large number of concepts that have arisen in research in logical AI. Reaching human-level AI requires programs that deal with the common sense informatic situation. This in turn requires extensions from the way logic has been (...) used in formalizing branches of mathematics and physical science. It also seems to require extensions to the logics themselves, both in the formalism for expressing knowledge and the reasoning used to reach conclusions. A large number of concepts need to be studied to achieve logical AI of human level. This article presents candidates. The references, though numerous, to articles concerning these concepts are still insuf- ficient, and I’ll be grateful for more, especially for papers available on the web. I argue that Peirces conception of Firsts, Seconds and Thirds entails a fundamental ontological realism. I further argue that Peirce does have a theory of truth, that it is a particular non‐traditional ‘correspondence’ theory, consistent with, and implicit in, an over‐arching position of pragmatic realism. Peirce's epistemological position is subject to misinterpretation when the ontological realism on which it rests is overlooked. In the 1960s, before the promulgation of Humanae Vitae, the Catholic philosophers Elizabeth Anscombe and Herbert McCabe OP debated whether there are convincing natural law arguments for the claim that contraception violates an exceptionless moral norm. This article revisits those arguments and critiques McCabe’s approach to natural law, concerned primarily with ‘social sin’ and not simply violations of ‘right reason,’ as one particularly ill-suited to addressing questions in sexual ethics and unable both to distinguish properly between certain forms of sexual (...) wrongdoing and more obviously social sins such as theft, and also to distinguish between ‘natural’ and ‘unnatural’ sexual acts. Anscombe’s views, I argue, are closer to those of Thomas Aquinas and provide reasons for making the distinctions McCabe does not. An argument concerning the nature of the institution of marriage and the effects of non-marital acts on that institution is proposed as a way of strengthening Anscombe’s argument that contraception violates an exceptionless moral norm. Unpaid care work, including child care, elder care, and housework, is unremunerated work essential to human survival and flourishing. Worldwide, women disproportionally carry out this work, impacting upon their ability to engage in other activities, such as education, employment, or leisure. Despite a growing number of businesses engaging in “gendered CSR,” in the form of women's empowerment projects, attention to unpaid care work remains little discussed in the literature, despite its importance to sustainable development. Applying Diane Elson's feminist economic framework (...) for alleviating unpaid care work inequality to a case study of gendered CSR in Ghana, I find that at present unpaid care work is (a) unrecognised in business’ CSR, (b) may be both reduced or exacerbated by CSR efforts, and (c) remains conceptualised as relevant only to the private sphere, therefore, missing a unique opportunity for business to contribute to gender equality and sustainable development. Connecting unpaid care work and business responsibility contributes to a more expansive understanding of what CSR may be. (shrink)

This article is oriented toward the use of modality in artificial intelligence (AI). An agent must reason about what it or other agents know, believe, want, intend or owe. Referentially opaque modalities are needed and must be formalized correctly. Unfortunately, modal logics seem too limited for many important purposes. This article contains examples of uses of modality for which modal logic seems inadequate.I have no proof that modal logic is inadequate, so I hope modal logicians will take the examples as (...) challenges. John Searle begins his ``Consciousness, Explanatory Inversion and Cognitive Science'' with " ``Ten years ago in this journal I published an article criticising what I call Strong AI, the view that for a system to have mental states it is sufficient for the system to implement the right sort of program with right inputs and outputs. Strong AI is rather easy to refute and the basic argument can be summarized in one sentence: {it a system, me for example, could implement (...) a program for understanding Chinese, for example, without understanding any Chinese at all.} This idea, when developed, became known as the Chinese Room Argument.'' Catholic sexual ethics proposes a number of exceptionless moral norms. This distinguishes it from theories which deny the possibility of any exceptionless moral norms (e.g. the proportionalist approach proposed in the aftermath of "Humanae Vitae" and condemned in "Veritatis Splendor"). I argue that Catholic teaching on sexual ethics refers to chosen physical structures in such a way as to make ‘new natural law’ theory inherently unstable. I outline a theory of “the moral act” (Veritatis Splendor 78) which emphasises the place (...) which chosen physical features – in particular, chosen sexual structures – play in specifying human actions. I conclude that this account, involving what I term UMDAs, is needed to make sense of the Church’s teaching in these areas. (shrink)

Is cloning human beings morally wrong? The basis for the one serious objection to cloning is that, because of what a clone is, clones would have much worse lives than non-clones. I sketch a fragment of moral theory to make sense of the objection. I then outline several ways in which it might be claimed that, because of what a clone is, clones would have much worse lives than non-clones. In particular, I look at various ideas connected with autonomy. I (...) conclude that there is no basis to the claim that, because of what a clone is, clones would have much worse lives than non-clones. An Example for Natural Language Understanding and the AI Problems it Raises I think this 1976 memorandum is of 1996 interest. The problems it raises haven't been solved or even substantially reformulated.

At the beginning of the third Section of the Groundwork, Kant appears to state the synthetic a priori proposition which it is the business of that Section to justify. It is: “An absolutely good will is one whose maxim can always have as its content itself considered as a universal law.” I shall contend that a consideration of Kant's use of analytic method shows that he is committed to regard this proposition not as synthetic, but rather as analytic. Hence, I (...) shall contend that his statement of the proposition to be justified in the third Section is a slip, which hinders the study of the third Section and which, therefore, requires a textual emendation. Richmond Campbell and Thomas Vinci have recently presented a Bayesian theory of confirmation by novel evidence (Campbell and Vinci [1983]). I shall review their theory as briefly as possible and present three objections to it.

Elephant 2000 is a proposed programming language good for writing and verifying programs that interact with people (eg. transaction processing) or interact with programs belonging to other organizations (eg. electronic data interchange) 1. Communication inputs and outputs are in an I-O language whose sentences are meaningful speech acts identified in the language as questions, answers, offers, acceptances, declinations, requests, permissions and promises. 2. The correctness of programs is partly defined in terms of proper performance of the speech acts. Answers should (...) be truthful and responsive, and promises should be kept. Sentences of logic expressing these forms of correctness can be generated automatically from the form of the program. 3. Elephant aource programs may not need data structures, because they can refer directly to the past. Thus a program can say that an airline passenger has a reservation if he has made one and hasn't cancelled it. 4. Elephant programs themselves can be represented as sentences of logic. Their extensional properties follow from this representation without an intervening theory of programming or anything like Hoare axioms. 5. Elephant programs that interact non-trivially with the outside world can have both input-output specification, relating the programs inputs and outputs, and accomplishment specifications concerning what the program accomplishes in the world. These concepts are respectively generalizations of the philosophers' illocutionary and perlocutionary speech acts. 6. Programs that engage in commercial transactions assume obligations on behalf of their owners in exchange for obligations assumed by other entities. It may be part of the specification of an Elephant 2000 program that these obligations are exchanged as intended, and this too can be expressed by a logical sentence. 7. Human speech acts involve intelligence. Elephant 2000 is on the borderline of AI, but the article emphasizes the Elephant usages that do not require AI. (shrink)

A persistent complaint about modal forms of the ontological argument is that the characteristic modalized existence assumptions of these arguments are simply too close to the conclusion to be of much probative value in establish­ing it. I present an abstract form of the ontological argument in which the properties imputed to the divine nature by these assumptions are replaced by any of a wide class of properties of a sort I call “actualizing.” These include basic theistic attributes such as authorship, (...) sovereignty and omniscience. The import of these arguments is to show that the metaphysical coherence of some of the most familiar conceptions of the divine nature ensures their actual realization. (shrink)

In a note appended to the translation of “On consistency and completeness” (), Gödel reexamined the problem of the unprovability of consistency. Gödel here focuses on an alternative means of expressing the consistency of a formal system, in terms of what would now be called a ‘reflection principle’, roughly, the assertion that a formula of a certain class is provable in the system only if it is true. Gödel suggests that it is this alternative means of expressing consistency that we (...) should be interested in from a foundational point of view, and he gives a result that shows certain reflection principles to be underivable in extensions of elementary number theory under conditions significantly weaker than the Hilbert-Bernays derivability conditions. In this paper I shall discuss the background to Gödel's result and the foundational significance he claims for it. Along the way, I shall present a new proof of the result which places it in an even more general context than the one considered by Gödel in the 1960s. (shrink)

Kant's aim in Section III of the Groundwork is to establish the supreme principle of morality. To accomplish his aim he finds it necessary to present a justification of freedom. Commentators generally regard Kant's overall argument as a failure, because they regard his justification of freedom as a failure. In this paper I shall present three arguments. First, I shall argue that commentators, for the most part, look to the wrong text for Kant's Groundwork justification of freedom. They look to (...) pars. 10–16 for an argument for freedom, but the collection of propositions, which Kant presents there, is aimed at showing something other than freedom. Second, I shall argue that to the extent that they look to the correct text, namely, par. 4, they misinterpret Kant. From the time of our first communication, some thirty years ago, Fred Dallmayr and I have never ceased to disagree about key foundational issues in social and political theory. Our disagreements are not haphazard but consistent; they might be characterized roughly as stemming from the differences between his brand of hermeneutics and my brand of critical theory, or between his sources of inspiration in Hegel and Heidegger and my own in Kant and Habermas. But they are also “reasonable disagreements” that (...) allow for considerable “overlapping consensus” on both methodological and substantive issues. Thus we overlapped sufficiently on questions concerning the role of interpretive understanding in social inquiry to co-edit an anthology on that topic very early on.1 And I want to suggest here that we now overlap sufficiently on the idea of multicultural cosmopolitanism to make our ongoing conversation continually fruitful despite the persistent differences in our “comprehensive doctrines.” Those differences do entail, however, that we follow widely diverging paths before arriving in the same region of the political-theoretical world. And they likely also mean that we are relying on different maps of this region and of the roads leading beyond it as well. But I shall confine my remarks here to charting an alternative route to the sort of global and plural democracy that Dallmayr has set out in a series of recent works.2 It is a route that leads from Kant’s idea for a universal history from a cosmopolitan point of view, through Habermas’s conceptions of social evolution and a postnational constellation, to a sketch of multicultural cosmopolitanism that bears strong affinities to Dallmayr’s vision of “our world.” I Though the genre of universal history to which Kant gave exemplary expression was deeply implicated in colonial domination and exploitation, it cannot simply be discarded in favor of genealogical or other broadly deconstructive modes of historical.. Electronic mail (email), using ARPANET and other networks has been in use for almost 20 years. The widespread use of telefax is more recent. However, unless email is freed from dependence on the networks, I predict it will be supplanted by telefax for most uses in spite of its many advantages over telefax. These advantages include the fact that information is transmitted more cheaply as character streams than as images. Multiple addressees are readily accommodated. Moreover, messages transmitted as character streams (...) can be readily filed, searched, edited and used by computer programs. (shrink)

A plan is made to fly from Glasgow to Moscow and is shown by circumscription to lead to the traveller arriving in Moscow. Then a fact about an unexpected obstacle---the traveller losing his ticket---is added without changing any of the previous facts, and the original plan can no longer be shown to work if it must take into account the new fact. However, an altered plan that includes buying a replacement ticket can now be shown to work. The formalism used (...) is a modification of one developed by Vladimir Lifschitz, and I have been informed that the modification isn't correct, and I should go back to Lifschitz's original formalism. April 14,2001: I still haven't done it, so this article has to be regarded as tentative. I hope to fix the problems without going back to Lifschitz's formalism, which I find awkward.}. (shrink)

This article was published in {\em Man and Computer. Proc. int. Conf., Bordeaux 1970, pp. 48-57 (Karger, Basel 1972)}. It is interesting to compare its 1970 proposals with the current situation, 30 years later. I have decorated it with footnotes commenting on the 1970 situation and making comparisons. Some of the improvements advocated in the paper are still yet to come. I claim quite a few prophet points for it.

This article examines the Islamic concept of takfīr as it is used in secular-pluralistic contexts, within a larger delegitimizing discourse against terrorism. I argue that this takfīr as deployed by “liberal” Muslims, functions to legitimate the state’s use of coercive force. Furthermore, the secular state may in turn draw upon these discourses to co-opt the right to determine authentic Muslim identity. However, in doing so the state is forced to enter into a religiously discursive space. Takfīr notably becomes the site (...) of contention over secular state sovereignty for determining the value of life, where religious individuals both challenge and affirm this sovereignty. This reveals the dynamics in the relationship between secular conceptions of sovereignty and religion, as it pertains to the justification of violence. (shrink)

Alan Turing was probably first—in 1947, but all the ea in AI took human level as the goal. AI as an industrial with limited goals came along in the 1970s. I doubt of this research aimed at short term payoff is on any human-level AI. Indeed the researchers don’t claim it.

McCarthyMadam: The closing statement of my article on Waiving Informed Consent in Emergency Research published in the June 1995 issue of the Kennedy Institute of Ethics Journal was: "No doubt we shall hear more of this issue."Indeed, we have heard much more on this issue. (1) In May 1995, after my article had already gone to press, the Food and (...) Drug Administration (FDA) and the National Institutes of Health (NIH) jointly published a report on the Public Forum on Informed Consent in Clinical Research Conducted in Emergency Circumstances. (2) On July 26, 1995, the Department of Health and Human Services (HHS) published in the Federal Register a Notice of Action Related to Emergency Research Activity (60 FR 38353-54). This action constituted a waiver of the requirement to obtain prior informed consent from subjects, as required by the Department's Regulations for the Protection of Human Subjects (45 CFR 46), for one specific NIH-funded project under strictly defined circumstances. (3) On September 21, 1995, FDA published a proposed rule to amend its current informed consent regulations (21 CFR 50) to permit harmonization of federal policies on emergency research and to reduce confusion as to when such research can proceed without obtaining prior informed consent from research subjects. The proposed regulation provides a narrow exception to the requirement for obtaining and documenting informed consent from each human research subject.The HHS waiver (a harbinger of a proposed amendment to its regulations) and the FDA proposed rule are intended to be harmonized so that an Institutional Review Board (IRB) in compliance with one set of regulations relative to the waiver of informed consent will be, ipso facto, in compliance with the other set of regulations.In brief: The FDA proposed amendments will allow an IRB to waive informed consent in emergency situations when:1. The habits of direct violence in U.S. society continue to pose dangerous and dehumanizing trends. As scholars and activists cultivate alternatives to the use ofviolence, a key need involves providing direct experience for U.S. residents to explore and see the power of unarmed civilian peacekeeping. In this paper I ask the following questions: How can the international unarmed civilian peacekeeping models influence the U.S. in the form of domestic peace teams? What are the accomplishments and the challenges for local peace (...) teams with an eye toward further development? First, I describe some broad trends in the international work of unarmed civilian peacekeeping. Second, I analyze the accomplishments and challenges for the Michigan Peace Team and Ceasefire in Chicago. Third, I integrate these insights to recommend key contributions from each program toward developing more domestic peace teams. I briefly provide a recent example and analysis of implementing these recommendations in the DC Peace Team. (shrink)

Summary 1. Ecologists and conservation biologists consider many issues when designing a field study, such as the expected value of the data, the interests of the study species, the welfare of individual organisms and the cost of the project. These different issues or values often conflict; however, neither animal ethics nor environmental ethics provides practical guidance on how to assess trade-offs between them. -/- 2. We developed a decision framework for considering trade-offs between values in ecological research, drawing on the (...) field of ecological ethics. We used a case study of the population genetics of three frog species, in which a researcher must choose between four methods of sampling DNA from the study animals. We measured species welfare as the reduction in population growth rate following sampling, and assessed individual welfare using two different definitions: (i) the level of suffering experienced by an animal, and (ii) the level of suffering combined with loss of future life. -/- 3. Tipping the tails of tadpoles ranked as the best sampling method for species welfare, while collecting whole tadpoles and buccal swabbing of adult frogs ranked best for the first and second definitions of individual welfare, respectively. Toe clipping of adult frogs ranked as the worst sampling method for species welfare and the first definition of individual welfare, and equal worst for the second definition of individual welfare. -/- 4. When considering species and individual welfare simultaneously, toe clipping was clearly inferior to the other sampling methods, but no single sampling method was clearly superior to the other three. Buccal swabbing, collecting tadpoles and tail tipping were all preferred options, depending on the definition of individual welfare and the level of precision with which we assessed species welfare. -/- 5.Synthesis and applications. The decision framework we present can be used by ecologists to assess ethical and other trade-offs when planning field studies. A formal decision analysis makes transparent how a researcher might negotiate competing ethical, financial and practical objectives.
