Cet article porte sur la reconstruction des relations entre Hydro-Québec et la Nation crie de 1994 à 2015. En 1994, le report sine die du projet hydroélectrique de Grande-Baleine par le premier ministre Jacques Parizeau marque à la fois une « victoire » pour les Cris opposés à ce projet et le paroxysme du conflit entre ces derniers et Hydro-Québec. Par contraste, deux décennies plus tard, en 2015, les deux parties s’accordent à décrire comme excellentes et constructives les (...) relations entre la société d’État et la Nation crie. L’intérêt distinctif de cette contribution qui vise à analyser le processus de transition de rapport conflictuel à partenariat réside dans le fait qu’elle a été coécrite par deux des protagonistes, l’un d’Hydro-Québec, l’autre du gouvernement de la Nation crie, et par deux chercheurs, dans le but de favoriser une compréhension commune de ces événements. Cet effort « d’écrire l’histoire à plusieurs mains », au-delà des clivages passés et présents, représente un effort de synthèse qui vise à enrichir notre compréhension des processus et des démarches d’acceptabilité sociale. A very large hydroelectric generating project has been proposed for the northern regions of Quebec. Numerous benefits will be derived from this project: inexpensive power, reduced pollution, and improved quality of life. The native peoples living in the region object strongly, however, and claim that the project will destroy their culture. A 35-minute video describes this conflict and challenges students to make the “build/don't build” decision.

The aim of this article is to explain the transition from implicit CSR to explicit CSR that has taken place in Scandinavia over the last two decades. Matten and Moon’s distinction between implicit and explicit CSR is the point of departure for the analysis, which is based on case studies of two Norwegian companies: HÅG and Hydro. On the basis of these case studies, we identify two forces that are pushing the transition from implicit to explicit CSR in Scandinavia: (...) Organizational expressiveness and Re-legitimizing. Both of these measures are adjustments to the globalization of the economy, altering the competitive situation even in highly institutionalized, Scandinavian economies. HÅG, a midsized Norwegian manufacturer of office chairs, made CSR and environmental values an integral part of their expressive strategy in the early 1990s. Hydro, a big Norwegian aluminium producer, made CSR an explicit issue around the turn of the millennium, in an attempt to re-legitimize their business operations in a new market situation where plants in local communities in Norway were shut down and relocated to less regulated regimes in low-cost regions abroad. To reduce CO2 emissions requires greater reliance on renewable sources of energy for generating electricity, especially adoption of large-scale wind generation. This study investigates possible approaches and/or policies that increase efficient use of renewable energy and reduce greenhouse gas emissions in a cost effective manner. We develop a constrained optimization model of two electricity systems to identify the impact of increasing wind generating capacity and examine how carbon prices (taxes, allowances) impact the penetration of wind power into the electricity grids. (...) Rather than employ engineering cost functions, marginal cost functions are estimated using hourly offer data from the Alberta Electric System Operator. We determine optimal removal of coal generating facilities as greater levels of wind capacity are installed in an integrated Alberta-BC electricity system; and examine the economic costs and institutional incentives that affect the ability to store intermittent wind-generated power in BC’s hydro reservoirs during low demand. The marginal shadow price of storage is zero, whichindicates that there is more than enough water behind the dams given Alberta’s relatively small demand for storage and limited intertie transmission capacity. Thirty years after the death of Michel Foucault, notwithstanding the fact that his thought has profoundly shaped the contemporary reflection and contributed to move beyond structuralism, the Urban Political Ecology in general and the Urban Political Ecology of water in particular are still dominated by Marxist-inspired theoretical frameworks. This paper aims to provide a theoretical rationale for the development and implementation of a Foucauldian ap-proach to the UPE of water. Energy contributes significantly in almost all aspects of human life as well as economic activities and plays a crucial role in the infrastructural development of a county to alleviate poverty. Generating energy from a renewable source such as small hydropower through the application of pump operating as a turbine mode called Pump as Turbine is one of the best alternatives to provide clean and inexpensive energy. Using Pump as Turbine helps in generating reasonably priced hydroelectric power for communities in underdeveloped (...) counties. This study investigates the effects of internal flow behaviour and performance of Pump as Turbine under different rotational speed and flow rate. The rotational speed is an essential physical parameter as it affects the Pump as Turbine operation. A model-specific speed centrifugal pump model with head 32, flow rate of 12.5 and the rotational speed of 2900 rpm, has been selected for the study. Numerical simulations have been conducted using the k-ω turbulence model to solve three-dimensional equations. The pump mode experimental data were used to confirm the results for better analysis. The results predicted that vortex and turbulent kinetic energy increase per rotational speed increase. Also, at the higher rotational speed, very high recirculation of flow is detected at the blade suction chamber, although the pressure side has a smooth flow. This study provides beneficial information which will serve as a reference to help improve PAT performance along with selecting PAT for a small hydropower site. Future works will consider the impact of blade thickness and cavitation in Pump as Turbine. (shrink)

Responding to Rosi Braidotti's call for more ‘conceptual creativity’ in thinking through contemporary feminist subjectivity, this paper proposes the figuration of the body of water. It begins with a critical materialist enhancement of Adrienne Rich's concept of a politics of location, followed by a schematised description of the various ‘hydro-logics’ in which our bodies partake. The ways in which these logics already inform diverse modes of feminist scholarship are then explored. The objective of this paper is to locate, at (...) the confluence of these discourses and descriptions, an invigorated figuration of the feminist subject as body of water. This subject is posthumanist and material, both real and aspirational. Most importantly, she is responsively attuned to other watery bodies—both human and more-than-human—within global flows of political, social, cultural, economic and colonial planetary power. While utopian scholars have begun unpicking the colonial entanglements of utopianism’s origins (particularly as a literary genre grounded in pelagic crossings to the New World that have advocated slavery, extractivism, and eugenics to name a few notable examples across the utopian canon), few, (...) if any, have incorporated the perspectives, aesthetics, and theoretical work of Black scholars themselves.1 The following are a few brief remarks organized around keywords (in a nod to Raymond Williams, a fierce advocate of utopian thinking) that attempt to sketch an answer to these questions, with a focus on my own area of utopian study: utopian literary and cultural production in the contemporary period.ProgressWe might start by considering the literary utopia’s most prolific period, from roughly 1880 to 1915. In a deluge of utopian narratives, many of them penned by amateur writers, we find the emergence of a genre that is thoroughly [End Page 498] rooted in industrialized progress. Whatever their perspective on capitalism and waged labor, these works privilege advanced industrialization as the primary means to eliminate poverty and disease, thereby liberating workers into automated futures of post-scarcity abundance. Examples include Edward Bellamy’s highly rationalized system of pneumatic delivery (Looking Backward: 2000–1887 [1888]), Mary E. Bradley Lane’s chemical production of food from waste products (Mizora: A World of Women [1890] 1999), H. G. Wells’s titanic hydro-powered engineering (Men Like Gods [1923]), Edward Bulwer Lytton’s lithic limitless energy, Vril (The Coming Race [1871]), or the ubiquitous electricity that powers Elizabeth Burgoyne Corbett’s clean city (New Amazonia: A Foretaste of the Future [1899] 2011), Alice Ilgenfritz Jones and Ella Marchant’s advanced Martian society (Unveiling a Parallel: A Romance [1893]), and Alexander Bogdanov’s advanced scientific culture on the red planet (Красная звезда [Red Star (1908) 1984]). Indeed, many notable dystopian novels begin with the same premise of highly automated societies that focus, rather, on the awfulness of life without purpose (Anna Bowman Dodd’s The Republic of the Future; Or, Socialism a Reality [1887], E. M. Forster’s “The Machine Stops” [1909], Kurt Vonnegut’s Player Piano [1952]). While they are far from uncritical of the telos of historical progress (most of the works highlight the class and gender inequalities of their own time), utopian novels in this period tend to view the utopian process as one of harnessing historical progress in a more equitable direction; they rarely question the Hegelian premise that history moves through contradictory forces in a dialectical series of stages.In his 2016 book Hope Draped in Black, Joseph R. Winters explores the lasting damage that ideas of historical progress have wrought on Black writers, artists, and thinkers. While notions of racial uplift are loaded with a linear narrative of Black progress such conceptions, he writes, “are mediated by melancholy, loss, and a recalcitrant sense of tragedy” (6–7). Building on Adorno and Horkheimer’s landmark critique in Dialectic of Enlightenment (1944) as well as the works of W. E. B. Du Bois, Winters notes thatmodern notions of progress and freedom are inherently flawed and problematic because they rely on and are intertwined with practices and conditions—capitalism, colonial expansion, racial hierarchies, endeavors, and incentives to usurp and possess that earth—that are harmful to non-Europeans, working-class bodies, women, and other groups.(2016, 8) [End Page 499]Examining the relationship between melancholy and hope in Black literary and aesthetic traditions, Winters explores how writers such as Toni Morrison and Ralph Ellison incorporate jazz into their works, using its discordant, improvisational structures to imagine time out of joint (the Derridean deferral of justice announced by the arrival of the specter of old King Hamlet, who returns) (Derrida 1994). A deliberative group -based approach, called Market Stall, is compared to a control group consisting of conventional in-person interviews, in order to investigate flaws of Contingent Valuation, such as poor validity and protest responses. Perceived property rights suggested the use of willingness-to-accept in compensation for wilderness loss and willingness-to-pay for hydro scheme benefits. The study is (...) novel as it applies participant behaviour observation to gain insights into the shortcomings of conventional data collection modes. Main drawbacks with in-person interviews were found to be low motivation, standardised information and time pressure which hindered individuals from carefully considering their preferences. Market Stall performed better in the study: welfare estimates were more easily explained by socio-economic variables, the non-response rate was lower, and respondents were more engaged. Automatic Generation Control in modern power systems is getting complex, due to intermittency in the output power of multiple sources along with considerable digressions in the loads and system parameters. To address this problem, this paper proposes an approach to calculate Power System Restoration Indices of a 2-area thermal-hydro restructured power system. This study also highlights the necessary ancillary service requirements for the system under a deregulated environment to cater to large-scale power failures and entire system outages. An abrupt (...) change in consumer load demands and disturbances in any control region of a multiarea system causes severe fluctuations in frequency and interarea power exchanges. However, simple Proportional and Integral controllers are most prevalent in the literature to effectively resolve AGC issues, while its integral gain is smaller due to the larger overshoot in transient performance. Therefore, an attempt has been made with a novel control strategy, known as the pseudoderivative feedforward with feedback controller, is developed to keep the interarea power exchanges and the frequency to the specified limits after load changes. A PDFF controller is designed and implemented using the flower pollination algorithm to obtain optimal dynamic performance for different types of potential power flows in a restructured power system under investigation. The proposed PDFF controller localizes the zero at an optimal place that reduces the rise time of the step-response to reduce the excessive overshoot and gives much better dynamic performances as compared to the PI control structure. The Integral Square Error is considered as a performance criterion to derive the optimized gain of the PDFF control structure using FPA. Different PSRI are computed based on the transient response of the 2-area deregulated multisource system and different restoration measures to be taken are also discussed. The simulation results clearly show that the proposed approach is very powerful in decreasing the frequency and tie-power digressions under different load perturbations. (shrink)

Academic interest in corporate social responsibility (CSR) can be traced back to the 1930s. Since then an impressive body of empirical data and theory-building has been amassed, mainly located in the fields of management studies and business ethics. One of the most noteworthy recent conceptual contributions to the scholarship is Midttun’s (Corporate Governance 5(3):159–174, 2005 ) CSR-oriented embedded relational model of societal governance. It re-conceptualises the relationships between the state, business, and civil society. Other scholars (In Albareda et al. Corporate (...) Governance 6(4):386–400, 2006 ; Business Ethics: A European Review 17(4):347–363, 2008 ; Lozano et al., Governments and Corporate Social Responsibility, 2008 ) have recently successfully used the model as the basis for their analytical framework for researching CSR activities in a large number of western European countries. While this research offers valuable insights into how CSR is operationalised, it also suffers from a number of significant limitations. To develop a stronger analytical framework with which to explore CSR, this article draws more deeply on political science literature concerned with governance and public policy analysis. This represents the main purpose of this article. In addition, this article also addresses a second and more modest aim: to reflect on the ways in which relational governance-inspired frameworks could be adapted and applied to politico-economic systems where state-industry-third sector relations differ from those found in North America and Western Europe. Both lines of argument are illustrated using vignettes from a case study of the Evenkia Hydro-Electric Station building project in the Russian Federation. (shrink)

Considering the three intrinsic components of streamflow time series, the overall performance of the streamflow modeling tool is associated with the correct estimation of these components. In this study, a new hybrid method based on the wavelet transform as a multiresolution forecasting tool and exponential smoothing method, with two presented scenarios, was introduced. To this end, the performance of the proposed method was investigated versus four conventional methods of the autoregressive integrated moving average, ES ad-hoc, artificial neural network, and wavelet-ANN (...) for daily and monthly streamflow modeling of West Nishnabotna and Trinity River watersheds with different hydro-geomorphological conditions. In the presented WES technique, firstly, WT is employed for decomposing the observed signal to one approximation and more diverse components of subseries. Then, for the first scenario, only two subseries are introduced to the model as input parameters; however, for the second scenario, decomposed subseries are separately used as the inputs of ES models. The obtained results indicated that combining WT with the ES method and ANN led to more accurate modeling. The proposed methodology that used all decomposed subseries separately improved the efficiency of models up to 30% and 10% for the daily dataset and up to 88% and 57% for the monthly dataset, respectively, for the West Nishnabotna and Trinity Rivers. Ground-coupled heating-cooling systems (GCHCSs) exchange heat between the built environment and the subsurface using pipework buried in trenches or boreholes. If heat pumps in GCHCSs are powered by “green electricity,” they offer genuine carbon-free heating-cooling; for this reason, there has been a surge in the technology in recent years. Interference between adjoining installations is being reported, raising issues of sustainability in terms of performance, equitable sharing of natural resources, and localized ecological impacts. Using an analytical model for heat transport in (...) porous media, sensitivity analyses have been obtained for open-loop systems in typical hydro-geological settings for urban GSHCSs in the United Kingdom, revealing that breakthrough of injected water will likely lead to significant declines in system performance in less than 25 years for well spacings less than 300 m, unless injection rates are kept below 250 m3/d. Only by cooperatively planning will adjoining landowners in urban areas achieve large-scale sustainable system designs. (shrink)

“Virtual water,” water needed for crop production, is now being mainstreamed in the water policy world. Relying on virtual water in the form of food imports is increasingly recommended as good policy for water-scarce areas. Virtual water globalizes discussions on water scarcity, ecological sustainability, food security and consumption. Presently the concept is creating much noise in the water and food policy world, which contributes to its politicization. We will argue that the virtual water debate is also a “real water” and (...) food and agricultural policy debate and hence has political effects. Decisions about food strategies and resource allocation play out on the national political economy, benefiting some while harming others. Therefore, a policy choice for virtual water is not politically neutral. “Real␣water” interventions are, likewise, inspired by economic as well as political considerations like control of the countryside, geopolitical strategy, and food sovereignty (independence from international political conditionality and market uncertainties). To illustrate these ideas, we look into case studies of Egypt and the State of Punjab in India. In India, a debate on the merits and demerits of a virtual water strategy is now emerging. In Egypt, which switched to food imports in the early 1970s, a long-standing taboo on debating virtual water is now being relaxed. (shrink)
